by Carol HenryThe Candor Chamber of Commerce held a special Valentine’s Day Ribbon Cutting at Brewed Awakenings, 81 Main Street, Candor. Family and friends, as well as many members of the Candor Chamber were on hand to witness owner, Chelsea Romano, officially cut the ribbon.
Brewed Awakenings opened on April 30, 2022, and the business has grown into a successful “shop,” offering baked goods along with specialty coffees, and a luncheon menu.
One of the first buildings to be built in the central business section of the village, it was divided into two shops for over fifty years and was occupied by a variety of businesses, including a butcher shop, radio repair shop, insurance agency, barbershop, organic food store, and more.
In 1948 Marian Weber purchased the building and moved her beauty shop on the left side. Again, over the years it housed many businesses, but one of the most memorable was Killy’s (Elmer and Clara Kilpatrick) who ran the store where you could buy everything from ice cream, school supplies, patent medicines, candy, greeting cards, comic books, fireworks, and much more. It’s exciting to see another successful business claim this location on Main Street. Especially a business that welcomes young and old alike, with a warm community spirit, so come enjoy tasty treats along friendship.
“I am so proud that I’ve created a
successful business,” Romano stated. “The hardest thing for me is being away from my kids, but they love coming to the shop. And the biggest supporters are my husband and my whole family, by far.”
Romano’s main helpers are her brother-in-law, Travis, and her nephew, Hudson.
“We will eventually expand for more seating hopefully in the near future.”
In the meantime, Brewed Awakenings offers coffee, breakfast, lunch, and bakery items, which change daily, so be sure to check out their FB pages for current menu, and

This month’s exhibition at the Tioga Arts Council (TAC) in Owego is “TRUTH? Not Everything Is White and Black” by Todd Wolfe.
“TRUTH? Not Everything Is White and Black” is a show by Owego artist Todd Wolfe that challenges the viewer to reconsider the false narratives that we often create about ourselves, others, and the world around us. Through the use of 13 diptychs, the show presents statements that are obviously false alongside statements of the false narratives we create that we assume are true, but are also false. The large centerpiece containing a two-way mirror summarized Todd’s hope for the show: to move viewers away from a life of judgment towards a life of introspection.
Todd Wolfe is an artist from Owego. In 2021, after years of designing and building art furniture, Todd’s creative direction moved towards the canvas the challenge of distorting canvas out of its traditional two-dimensional plane. His background in woodworking and his eye for detail has given him the skills needed to create the precise yet stur-
dy wood structures that lie beneath these canvases. His years of designing and building art furniture has given him the visual vocabulary to design and arrange these canvases in ways that create a visual interest that constantly changes as the viewer moves around the pieces. To learn more about Todd Wolfe, visit madebywolfe.com.
The last day for the exhibit is March 25. The Tioga Arts Council is open Wednesday to Saturday, 12 Noon to 4:00 pm, and is at 179 Front Street in Owego. Tioga County LegislatureAnnounces Legislative District #7 Appointment
Owego, NY – With the passing of Legislator Eddie J. Hollenbeck on November 23, 2022, the Tioga County Legislature had a vacancy in Legislative District #7 representing the constituency of Berkshire, Newark Valley, and Richford areas.
The Legislature convened a Vacancy Committee of four Legislators and solicited resumes until January 18, 2023, from interested residents in this district. The Legislature received three resumes and all three candidates were interviewed. The Committee selected a candidate for recommendation to the full Legislature.
Pursuant to Local Law No. 3 of 2016, a Legislative vacancy may be filled by appointment by a majority of the remaining members of the Tioga County Legislature providing the vacancy does not occur at the expiration of the term. In addition, the Local Law stipulates the appointed candidate shall discharge the duties of the office until such time the office is filled as a result of a general election.
The Tioga County Legislature is pleased to announce the appointment of Keith Flesher, Town of Berkshire, to serve as District #7 Legislator representing the Berkshire, Newark Valley, and Richford areas. The Legislature adopted a resolution, and County Clerk Klett conducted the swearing in process at their 2nd Regular Legislature meeting on February 14, 2023, appointing Mr. Flesher to serve the remainder of 2023 with the understanding that he will need to be elected in the November 7, 2023, general election to retain his seat on the Legislature until the term expiration of December 31, 2024.
Chair Sauerbrey stated, “This is a bittersweet moment, as we remember the loss of our fellow Legislator and friend while welcoming Mr. Flesher to serve as our newest Legislator. As the Town of Berkshire Supervisor for the past four years, Mr. Flesher comes to the Legislature with leadership skills and government knowledge, and I am confident that he will do an upstanding job representing his constituency and Tioga County.”

Village of Waverly Awarded $4.5 Million NY Forward Grant
The Village of Waverly has been awarded a 4.5 million dollar grant from New York State through NY Forward, a new program aimed at rejuvenating smaller and rural communities. The NY Forward funding will allow Waverly to develop a strategic investment plan and implement key catalytic projects that advance its vision for downtown revitalization. Projects selected for NY Forward funding will transform the downtown and supportavibrantlocal economy.
NY Forward is a component of New York State’s economic development efforts, working together with the Downtown Revitalization Initiative (DRI) to accelerate and expand the revitalization of New York’s downtowns. The program serves smaller communities with historic character that distinguishes them from the larger, more urban central business districts typically funded through DRI. The Village of Waverly collaborated with TEAM Tioga to map out a vision and plan for downtown revitalization based on community feedback; this preliminary list of projects was included in the initial application. In the coming
months, the Village of Waverly will begin the process of developing a Strategic Investment Plan to revitalize its downtown through a slate of readily implementable projects. A Local Planning Committee made up of municipal representatives, community leaders and other stakeholders will lead the effort, supported by a team of private sector experts and state planners.
Tioga County Legislative Chair Martha Sauerbrey said, “This $4.5 million grant is concrete recognition of the Village of Waverly’s preparedness and hard work. This investment will help this community build upon its existing momentum and have a transformative effect on our county as a whole.” Village of Waverly Mayor Patrick Ayres said, “Over the years, the Village has coordinated and successfully implemented numerous large capital improvement projects With the continued support of our partners, the Village is ready and looking forward to implementing theNYForwardprogram.”

What was it like for courageous women in New York State to fight for the vote? And, more than one hundred years later, what other equality issues are renewing the pull that many feel to speak out? In “NY Votes for Women: A Suffrage Centennial Anthology,” 22 women explored these questions. Selections will be from the Anthology, and also in response to more contemporary American issues in celebration of women and Women’s History Month. Afterward, there will be a Q&A session. Participants are Nancy Dafoe, Laura Lusk, Stacey Murphy, and Gaia Woolf Nightingall.
