Bill French, the Senior Director of Food & Beverage services at Tioga Downs, announced their new “Farm to Table” program, featuring a dedication to New York State products and services. The program is designed to support the local agriculture industry. Bill French explained that the program will include purchasing products from NY farmers and food producers, a NYS craft beer program, a summer Farmer’s Market, promotion of NYS wines and special racing events featuring NY food items.

Owego Elks to Host Fashion Show & Easter Bonnet Contest The Owego Elks, located at 223 Front Street in Owego, invite the community to attend “Fashions by La Mission” on Sunday, April 13, from 2:00 to 5:00 pm in the Elks Ballroom.

“Fashions by La Mission” will feature a fashion show starting at 2:30 with spring outfits for women and men.

Clothes and accessories for the models will be provided by the Owego Open Door Mission located on North Avenue in Owego. The afternoon will include light appetizers, petit desserts, coffee & tea, and punch. A cash bar will also be available for those over 21. The event will conclude with a parade of Easter Bonnets/Hats. Participants may bring their own originally designed Easter

bonnet or hat to be judged for originality and creativity. Prizes will be awarded to the winners. Fashions featured will be available for purchase that afternoon.

Proceeds from this event will benefit both the Owego Elks Lodge #1039 and the Owego Open Door Mission.

Tickets are $5 per person and include the fashion show and refreshments. A $1 entrance fee is requested for the Easter Bonnet contest. Purchase your tickets prior to the event or at the door.

Tioga County LDC Hires New Tourism Director

Rebecca (Becca) Maffei After 18 years of service to Tioga County Tourism, an office of the Tioga County Local Development Corporation, Director Stella Reschke, will step down in retirement and hand the reins and responsibilities of promoting the tourism industry in Tioga County to a new helm director, Rebecca Maffei. Rebecca (Becca) will begin work as new Director effective April 7.

As a longtime resident of Tioga County, Becca’s relevant qualifications include experience as marketing

manager for Route 96 Power & Paddle, sales representative for the Times Shamrock Group, account executive for the Press & Sun Bulletin, knowledge of traditional and social media, creating ad campaigns and a personal passion to promote the many fun and interesting facets of Tioga County through freelance writing projects. Becca attended St. Bonaventure University and majored in Journalism. She looks forward to bringing her enthusiasm and personal ambition to promote Tioga County and the Finger Lakes Region into the director’s position.

Reschke leaves her position with a bitter, sweet feeling. She writes, “My retirement comes with a variety of emotions as I have thoroughly enjoyed my position and the wonderful and fun opportunities it afforded me, and yet, look forward to what is ahead of me. I have enjoyed the tourism professional relationships and friendships I have made in the last 18 years, and I ask that you will continue to support, guide, teach and learn from the new Tioga County Director as well.”

The one week-old chicks were a part of Tioga County’s Cornell Cooperative Extension 4-H display for Farm Days at the Mall that started on March 7 and 8.

Although the chicks have a broad, brown stripe down their backs now, their plumage changes as they grow

up. The chicks will regularly visit Zion Lutheran School so that the students can observe changes in size and coloration. Katie and the Zion Lutheran students will hold and pet the chicks to help the birds become accustomed to handling. Katie plans to enter her chicks in the Tioga County Fair this July.

Congratulations to William “Zeb” Ackley, Mechanic/Working Supervisor, for being selected Tioga County Employee of the 1st Quarter of 2014.

Zeb began his career with Tioga County on October 1, 1979, as a Laborer. On February 1, 1981, he was promoted to Auto Mechanic. Over the years he continued to work his way up the ladder, being promoted to Parts Clerk in 1984; Automotive Stock Clerk in 1990, and Mechanic/Working Supervisor in 1999.

Zeb’s job is very hectic, and he is in charge of keeping the trucks and equipment in working order. Sometimes he has to go out to the jobsite to fix

equipment which may include going out in inclement weather to do quick repairs on trucks just to get them back to the shop. Zeb is always willing to work day or night. Winter can bring long, hard hours for highway departments and he is always there whenever he is needed.

Zeb lives in Berkshire with his wife, Patty. Zeb has two grown sons, Brian and David, who also works for Tioga County Buildings and Grounds, daughter-in-law Alana, two granddaughters and daughter-in-law Jess.

He enjoys the outdoors, hunting, fishing, boating, snowmobiling, fourwheeling and NASCAR. He is in a partnership with a hunting cabin in Berkshire. Zeb and Patty like to go to the Adirondacks for vacation to relax.

Zeb is a practical joker and not a day goes by that his coworkers don’t know it. All kidding aside, Zeb is a very conscientious employee.

The community thanks Zeb for his outstanding loyalty and hard work for the county. His dedication is appreciated by us all.

Zeb received his award for Employee of the Quarter at a Legislative Meeting last month.

Chicken & Biscuit Dinner A Chicken and Biscuit Dinner will be held in the Fellowship Hall at the Apalachin United Methodist Church at 303 Pennsylvania Ave. in Apalachin on Saturday, April 26, 4:30 to 6:30 pm.

Prices are $8.50 for adults, $8.00 for seniors, $4.00 for children 6 to 12, and

free for children under 6. Take-outs are available for 8.00. Proceeds will benefit the church's youth programs, such as Sky Lake Camperships, Kingdom Bound, Vacation Bible School, Camp Ahwaga.

To celebrate, the Tioga County Historical Society invites you to visit a new Civil War exhibit, which will include many artifacts that have not been displayed in years, including original Brady Studio prints. TCHS will also have three reproduction rooms on

display; a bedroom, general store, and one-room schoolhouse from the 1914 era.

Admission is free, but donations are greatly appreciated.

The Tioga County Historical Society Museum is open Wednesdays through Saturdays from 10:00 am until 4:00 pm.

In recognition of National Nutrition Month, registered dietitians from the Southern Tier Dietetic Association invited legislators from across the region to attend a special meal at the Countryside Community Center at 9 Sheldon Guile Blvd. in Owego. Two legislative aides accepted the invitation on behalf of their respective offices.

Debbie Howard from Assemblyman Christopher Friend’s office and Sharon Sitrin-Moore from Senator Thomas O’Mara’s office attended along with registered dietitians Eileen Griffin, Julie Tucker, Helen Battisti, Mary Griffin,

Jennifer Vallone, Rachel Mischler, of Tioga Opportunities, Inc., and future dietitian Courtney Gullett from Cornell University.

Their goal was two-fold. One was to demonstrate the important role that nutrition programs play in the lives of older adults. The other was to highlight the contribution that registered dietitians play in the development and implementation of nutrition programs.

All had a wonderful time at the St. Patrick’s Day themed meal and enjoyed the entertainment provided by celebrated Irish entertainer Pat Kane.

From Senator Tom Libous College for Cons Plan is Just Plain Wrong I’m strongly opposed to the governor’s plan to provide free, taxpayer-funded college education to prison inmates across the state. It’s misguided and just plain wrong.

I talk with parents all the time.

College costs keep going up, and it’s getting harder and harder for parents to save every penny, and many times go into debt, to send their kids to college.

Why should New York also demand that hardworking parents foot the bill for inmates’ tuition?

The governor’s plan doesn’t even have a price tag. With over 50,000

inmates in state prisons, this program could cost taxpayers tens of millions of dollars. That money could go to increased student aid, or reduced tuition at SUNY schools. It could be invested in projects that create good jobs and economic opportunities for hardworking taxpayers who play by the rules.

Offering counseling and vocational training to inmates is one thing. But providing convicted felons with free college education is something else. It’s just wrong.

It's Time for Artfully SQUARED Artwork Now on Display Artfully SQUARED is designed to highlight the talents of creatives in and around Tioga County, build community, demystify the process of collecting art, and facilitate a meaningful connection between artists and their supporters.

With these goals in mind, Tioga Arts Council invited students, professional artists, craftspeople, senior citizens, community organizations, and the general public to cover their walls in original art.

All of the artwork will be on display at Tioga Arts Council during the month

of April and each piece will be available for a $20 donation. All proceeds benefit the programs at Tioga Arts Council.

Tioga Arts Council is located at 179 Front St. in Owego and is open MondayThursday, 9:00 am to 4:00 pm, and Friday, 9:00 am to 8:00 pm. In addition to their regular weekly gallery hours, TAC will be open 10:00 am to 5:00 pm on Saturdays for the whole month of April.

Folk Arts Round & Square Dances The Tioga Arts Council is pleased to present the second dance in its 2014 Folk Arts series of round & square dances. Music by Sara will be featured on Saturday, April 12, from 7:00 to 10:00 pm at the Spencer Grange, Route 96 and Guiles Road in Spencer.

The program will include a sequence of round dances, square dances, polkas and slow dances, each repeated four times. This event is open to the public and a donation of $5 per person is suggested.

This is the sixteenth consecutive year that the Tioga Arts Council (TAC) has

presented its annual Folk Arts series.

Southern Tier Solar Works Launches Volume Purchase Program The Southern Tier is going solar!

Southern Tier Solar Works (STSW) is a community-led initiative to bring solar energy to homes and businesses in our region, starting with Broome and Tioga Counties. STSW’s first solar initiative is a volume purchasing program that uses state and federal tax credits and incentives to markedly reduce the costs of going solar. This collaborative pilot program of the Binghamton Regional Sustainability Coalition, the Susquehanna group of the Sierra Club, and the Natural Resource Defense Council, is a time-limited initiative designed to help people “go solar” via a streamlined process and group discount..

Those wishing to take advantage of the volume purchase incentive must sign up to participate before the enrollment deadline of May 20, 2014.

The more people who sign up, the lower the price for everyone, so STSW asks folks to encourage their friends and neighbors who own homes or small businesses to participate. Experience in other locations indicates that these registrations fill up quickly so it is

10 Cooking Tips To Help You in the Kitchen 1. Non-stick pans are great, but should never be used on high heat. So for that reason you never use non-stick pans for searing.

2. When cooking meat in the crock pot, use meat with the highest fat marbling to prevent grayness and sear meat before adding to crock pot.

3. Make your own incredible butter.

Use your imagination, start with 1/2 cup of softened butter and make it what you will. You can search the web for hundreds of ideas.

4. Keep cheesecloth in your kitchen and line your strainer with it. It’s handy for straining liquid from yogurt, tofu and countless other delicate products!

5. If you are a garlic fan like me, rub your steak and roast with fresh cut garlic before cooking. Stick slivers of fresh garlic deep into all your meats, for

incredible flavor.

6. Be prepared! Always keep your pan lid handy for smothering fat fires – when they do happen, they happen fast! (Put lid onto pot to smother flames.)

7. Always keep a kitchen fire extinguisher handy in your kitchen – and learn what to do for different types of fires. You do not want to put water on a grease fire.

8. Vegetable oil works well instead of butter in cakes containing dense, starchy fruits and veggies like carrots, apples and banana.

9. Next time you make gingerbread cake knock it up a notch by replacing your liquid (but not fat) with ginger beer!

10. Cut down on your dinnertime stress, do more planning and prep ahead of time.

Support Tioga Downs

When thinking about all of the many things that make Tioga County unique, having the Southern Tier’s only harness horse racing venue at Tioga Downs must come to mind. Right here, in our picturesque backyard we are privileged to have one of the finest harness horse racing tracks in the country.

As we all know, Tioga Downs offers much more than racing. Excellent, affordable cuisine, top notch entertainment, a great venue for parties and presentations, and of course, fun electronic gaming. But Tioga Downs brings more than that to our area, even if we don't always realize it. When identifying all of the attractions that Tioga Downs offers we should also recognize that Tioga Downs provides Tioga County residents with good quality jobs that are close to home. But more importantly, Tioga Downs also offers us an owner who consistently shows his support to the community that supports him. Now, imagine all of that but bigger and better. If Mr. Gural and Tioga Downs win the bid to bring table gaming to Tioga County the opportunities for our county will include more jobs, more wages, increased tax revenue, additional visitors, gaming revenues and more!

One of the many things that make Tioga Downs’ bid unique is that the casino already exists and there is already great support for its expansion to table gaming. We don’t have the rumblings of the “NIMBY” (not in my

back yard) complaints that are airing elsewhere in the Southern Tier. In contrast, Tioga County’s residents and community leaders have voiced their support for the expansion time and time again. Mr. Gural has already done the hard work. He just needs the “go ahead” and Tioga County will welcome and support this venture. We are “ALL IN!” What is very important to realize and why we, as a community, need to support Mr. Gural and Tioga Downs is that a competing facility would not add jobs so much as it would shift jobs from Tioga to Broome County. And while we can hope for an influx of some tourism dollars to our county if a neighboring county wins the casino bid, it will pale in comparison to the dollars we could be adding to our local economy if the Tioga Downs wins its table gaming bid.

We cannot and should not let this become a “should’ve, could’ve, would’ve,” moment for Tioga County.

“Get to Know Us” Night Tioga Opportunities, Inc. Early Childhood Services Head Start will host a “Get to Know Us” Night for all prospective families and children on Wednesday, April 9, at their Candor, Newark Valley, Owego, and Waverly sites. Families from the Village of Spencer are welcome to attend at the Waverly Center and Tioga Center families are welcome to attend at the Owego or Waverly Centers.

Head Start is a well-recognized, highly-respected pre-school program primarily for low-income children and is free to eligible families. They welcome children with special needs, and they provide or assist with transportation needs. Tioga Downs is the Best Choice

The 138-acre site in Nichols, NY, currently known as Tioga Downs, was originally a quarter horse track known as "Tioga Park." In 1976, it closed down after its third season of operation. Over the following years there were several attempts to reopen the track. On one occasion, then Governor Mario Cuomo flew in by helicopter to sign a bill that would allow the Nuckel family, then owners, to reopen again for quarter horse racing. Unfortunately plans never developed and the property sat vacant for years.

Years later along comes Jeff Gural with an idea and a passion for horses.

In 2006 he reopened the property and renamed it Tioga Downs. It took him several years to perfect the system, editing his leadership staff until he was able to find the best management for the property. Tioga Downs is now a smooth running machine. They offer, harness racing, simulcast betting, over 800 VLT’s two bars a restaurant, concerts and the list goes on.

Over the years Jeff Gural has made numerous improvements to the property and added new opportunities and venues to attract people from all over the area.

It’s important to note that the process of making this venture work has taken not only a high level of financial investment, but it has taken years to perfect.

In a recent article out of Albany, a report states that part of the Casino Evaluation Criteria likely would include: immediate and full financing availability, a level of comprehensive development ; relative experience in the gaming industry (track record of success or lack thereof); timeliness of project completion, pace of construction; significant ethical and integrity review of corporate activities, personnel; workforce development issues; labor harmony agreements; and environmental sensitivity.

The works has been done folks. In my opinion, in every category, Tioga Downs is the best choice.

I was born and raised in the Village of Nichols, NY, and the success of this property is personal. I have seen interested developers come and go with their great plans and ideas. Jeff Gural came with an idea and he made it work.

He brought jobs to the area, increased sales tax and on numerous occasions come to the aid of people in desperate need.

I say, let logic prevail and name Tioga Downs as the designated Casino for the Southern Tier Region of New York.

Northeast Implements will provide approximately twenty VALBY LC600HF and twenty VALBY LC900HF hydraulic feed wood chippers per year to agencies throughout Minnesota on state bid. The chippers handle up to six inch and nine inch debris respectively. Owner & CEO Charles Klett announced the contract, stating that initially it is for two years, with the possibility of extending an additional four years, for a total of six years. The company will see a $400,000 boost in sales for each year of the contract.

Klett purchased Northeast Implement in 2008, and has been steadily increasing

the company’s business throughout the United States and Canada. The company has been in business since 1976, and is the leading distributor of tractor mounted forestry equipment in North America.

“This is a very exciting contract for our company,” Klett said. Northeast Implement operates a 13,000 square foot distribution center, and supplies a nationwide network of dealers with their exclusive Valby and Farmi brand equipment. In addition to wood chippers the company also sells forestry winches, trailers and loaders, wood processors, custom DOT log trailers, skid steer attachments, tractor grapples, grapples and rotators, excavator grapples, PTO shafts, tiller blades, felling heads and harvesters.

4-H Nature Camp Would you like to learn about bugs, trees, owl pellets, amphibians, geocaching and more? Come join a week of Nature Camp during spring break, April 14 to April 18, from 9:00 am to 3:00 pm at Cornell Cooperative Extension, 840 Upper Front Street in Binghamton.

This camp is open to youth who are 7 -10 years old. Cost of the camp will be $125 and includes lunch and snacks as well as tours and a T-shirt. Before and after care is available for an additional fee.

Youth will explore Cutler Gardens,

go on treasure hunts, learn about invasive species and trees, build bugs, and more. This camp will be filled with lots of hands-on activities and projects for your youth. Field trips will also be planned throughout the week.

Youth Leadership Program Cornell Cooperative Extension Tioga County is pleased to announce, a unique and fun state-of-the-art training program designed to teach leadership and community service skills, is accepting applications from high school students, Grades 9 through 12. The training, supported by a grant from the Floyd Hooker Foundation, will be held May 16 to May 18, 2014.

Formerly known as PYLI, goLEAD is a youth leadership training that inspires both adults and young people to engage in meaningful service-learning and leadership skill-building to effect real community change. A state-of-theart training program, goLEAD teaches leadership and community service skills to high school-age students.

This three day training, held at Lions Camp Badger in Spencer, NY, includes fun, hands-on activities, team building

exercises, exploration of creative problem solving, development of critical thinking skills, discovery of community needs, and a small community service project to benefit the local community.

Easter Cantata The Nichols Community Chorus, under the direction of David Berry, will present "The Power of the Cross", an Easter cantata on Palm Sunday, April 13. There will be two performances, 3:00 and 7:00, at the Lounsberry United Methodist Church, East River Road, Lounsberry NY. This is the Power of the Cross: through the sacrifice of Jesus Christ, we find redemption from sin.

Mark Hayes's inspired cantata dramatically conveys this awesome transformational power. His musical score serves as a prism through which we view the unfolding events with grateful humility. From this perspective, we know that the cheers that fill the Jerusalem streets will soon turn to jeers that the faithful disciples who gather with Jesus at the Lord's Supper include one who will betray Him; and that, even

as Jesus struggles in Gethsemane, ultimately He will surrender to God's purpose for Him: "Your will be done."

Standing before the cross, listen to Mark's haunting arrangement of Twila Paris's Lamb of God and be washed in the blood of Christ. Work Bee Saturdays Hyde Park’s annual field cleanup days will be Saturdays, April 12 and 19, starting at 9:00 am. Volunteers will come from families and the community at large. They’ll pick up trash, rake up leaves, fill trash bags and actions on the To Do List. Organizers say the annual spring cleaning days gets everyone together to do their part. Many hands make light work.

Southern Hospitality Are you looking for something entertaining to do? Mark your calendars for Tioga Acting Guild’s first performance of 2014, which will take place on April 12 and 13. TAG will be presenting “Southern Hospitality” by Jessie Jones, Nicholas Hope, and Jamie Wooten. The dinner theater will take place at the Nichols Elementary and the cost is only $15. The sit down meal will be served up at 6:00 pm on Saturday, April 12, and 2:00 pm on Sunday, April 13, followed by the show which includes dessert during intermission. TAG will be serving a meatless lasagna dinner.

When their beloved town, Fayro, Texas, has fallen on hard times, the Futrelle sisters rally in an outlandish effort to revive it. From faking a bed and breakfast, creating a phony town festival, (Fayro Days) to inventing a Civil War reenactment, it makes for some

comical battles. Everything from hot flashes, dressing like farm animals, a full blown mid-life crisis, being hog tied by five year olds, a delusional lawman with wedding jitters, to humoring a nasty old biddy (aunt Iney); this show is packed with physical comedy and hysterical characters. You won’t want to miss this wild commotion!

In keeping with TAG’s mission to give back to the community, a local charity will be the recipient of a portion of the proceeds from the show. TAG will also be donating to the TAG Scholarship, offered to a Tioga Central High School graduating senior who has demonstrated volunteerism.
