Tioga Downs is ready to start its 15th racing season. The go-ahead has been given by the state to open up for racing without spectators, racing will start on Sunday June 7th at 4pm. With qualifying races on Monday and Wednesday June 1st and 2nd. Fans will only be able to see the races and bet online until the state opens Tioga Downs up for spectators to attend.

New President for Chamber of Commerce

Andrew Hafer (pictured) has been appointed as the next President & CEO

of the Tioga County Chamber of Commerce.

“Andy is such an asset to our community,” stated Roseann Cole, Charman of the Board of Directors, “and the chamber is pleased and excited to have him on board.”

Hafer was with Tioga Opportunities since 2007 serving as Energy Services Director, Community Services Director, as well as Operations Manager.

He also served on the Tioga Chamber Board of Directors from 2015 to 2019.

Andy will follow Gwen Kania who retired May 28, 2020. Kania served the chamber since 2008 and has been president & CEO since 2014.

Andy Hafer has a Bachelor of Business Administration degree from Lock Haven University. He lives in Owego with his wife and two boys.

On Memorial Day, we remember and honor those who died while serving in the United States armed forces. On Memorial Day, Monday, May 25, 2020, there was no parade or ceremony due to COVID-19 pandemic.

This year John Loftus and several Tioga County organizations teamed up to hold a Memorial Day ‘Car’ parade in honor of veterans. A Roll Call of Honor was read by Mary Beth Jones and JoAnn Walter, and the Service of Remembrance was given by Jim Raftis. The Honor Roll and Remembrance Service were broadcast live on WEBO Radio and on the internet .

Now through October 17, Town of Owego residents are able to drop off yard waste at the Town of Owego’s property located on Kuenzli Road in Apalachin.

Located off Main Street in Apalachin, if travelling eastbound, Kuenzli Road is the first right turn after Billings Road or if travelling westbound, it is the first left turn after crossing the Apalachin Creek.

Hours are 6:00 to 8:00 pm on Wednesdays, and 8:00 am to 1:00 pm on Saturdays.

There are predetermined areas for different materials.

Carantouan Greenway Trails Open The Carantouan Greenway invites everyone to take advantage of the maintained trails at its Wildwood Reserve in the Town of Barton, its Forbidden Path in Waverly, and its partnership with Futurescapes’ Diahoga Trail.

Both the Diahoga Trail running from Athens to the Sayre ballfields and the Wildwood Reserve offer the public a

marked tree trail that may be downloaded onto any smart phone.

The Carantouan Greenway also requests the donation of transplantable yellow birch and river birch for its Wildwood Reserve, and looks forward to installing an additional bench on the Dialoga.

Countryside Community Center Closed Until June 15 Because of the Coronavirus pandemic and in order to keep the community safe and healthy, Tioga Opportunities, Inc.’s Countryside Community Center at 9 Sheldon Guile Boulevard in Owego will continue to be closed until Monday, June 15.

“Grab & Go” lunch bags will continue to be available for older adults (age 60+) Monday through Friday, from 11:30 am to 12:30 pm at the Countryside Community Center.

County Legislature Meeting - June 9 The sixth regular meeting of 2020 of the Tioga County Legislature will be held at 6:00 pm on Tuesday, June 9, in the auditorium of the county office building at 56 Main Street in Owego.

Owego Hose Teams, Inc. has cancelled their June 6th golf tournament, one of the largest charity golf tournaments in the Southern Tier, due to the COVID-19 crisis but is still holding their “Big Board Raffle” traditionally held in concert with the tournament.

Raffle tickets ($10) are available at The Community Shop, Home Central, Scott Smith & Son, and Weaver Automotive. Proceeds from the raffle benefit the hose team scholarship fund and local businesses as the hose team is purchasing $100 gift cards from businesses that have supported the golf tournament in the past as part of the raffle.

Each year the hose team awards at least one scholarship to a graduating senior pursuing a first responder field.

Over the last three years, $4,000 in funding has been provided, supporting our area youth. Winners to date include Jacob Zlinsky ($1,000) & Jessica Jones ($1,000) in 2017, Josh May ($500) & Skylar Pierce ($500) in 2018, and Grayden Stanton ($1,000) in 2019.

In addition to the scholarship fund, the raffle is supporting local businesses.

The hose team is purchasing $100 gift cards from area businesses that have supported their tournament in the past to help during the COVID-19 crisis. So far, 17 gift cards have been secured with a goal of at least 20. Other prizes offered as part of the raffle include a one million dollar shot for a hole in one at Tioga Golf Club, two tickets to a Washington Redskins home game with accommodations, and two box seats at a New York Yankees or New York Mets game.

The winner of the drawing for the million-dollar shot will shoot for one million dollars at Tioga Golf Club on June 6 on Facebook Live followed by the rest of the prize drawings @owegohoseteams.

The hose team is still planning for the 127th Annual Central New York Firemen’s Association (CNYFA) convention scheduled for July 9-12 in downtown Owego. All events associated with the convention to include golf outing, block party on the Flats, fireworks, memorial service, hose race, and parade are on schedule.

Hose Team to Restore 1866 Steam Pumper

Owego Hose Teams, Inc., Owego’s local championship firematic racing team, has announced its next project will be to restore the Owego Fire Department’s 1866 Steam Fire Pumper and build a “steamer house” for it.

The Owego Fire Department’s Amoskeag Steam Pumper, known as the “steamer,” has not been operational since the late 1980s. In 1987, the steamer was the oldest licensed operating steam pumper in the nation. Deterioration and “thinning” of the steamer’s boiler have rendered it unsafe for operation at present. The hose team will restore the steamer, making it operational again, and build an appropriate showroom or “steamer house” for this rare piece of American fire service history presenting historical, educational, and training opportunities.

Once described as the “Pride of the Owego Fire Department,” the steamer was purchased for $4,500 in 1865 by the Village of Owego with $1,000 worth of hose, a significant investment at the time.

Manufactured by Amoskeag Manufacturing Co. of Manchester, NH, the 4,500-pound piece is rare in that its frame is designed in the shape of a harp.

The steamer served the village with fire suppression from 1866 to 1926. The value today of such a unique piece of fire service history is priceless.

In addition to restoring the steamer, the hose team will build a “steamer house” like one in Marathon, NY, to showcase the piece. Constructed of cedar wood frame and glass solarium walls for 360-degree viewing, with a steeple supporting an antique fire bell, the building will be located at the former Lloyd’s Barbershop site next to Owego Fire Station #2 on North Avenue.

Owego’s steamer house will have two bays to also accommodate the department’s 1939 Sanford Hose Truck.

The hose team estimates the steamer restoration and steamer house to cost upwards of $100,000. To date, significant financial support has been secured from the Mildred Faulkner Truman Foundation ($40,000) and the Fannie C. Hyde Charitable Trust ($10,000). Firehouse Subs of Ithaca will be selling subs June 1 through June 6, from 11am to 7pm, at Owego Central Fire Station with a portion of proceeds benefiting the steamer project.

Invented out of desperation in the early 1850’s when volunteer firemen with hand operated engines could not control fires, steam fire engines soon revolutionized firefighting throughout the world. One steamer could exceed the firefighting capacity of several hand engines needing 150 firemen. The 60 years from 1853-1913 marked the heyday of steam fire engine manufacturing in the US, with only a few built in 19141916, and the final one built in 1917.

After 1917, cities and towns converted from steamers to motorized engines powered by gasoline.

During the six decades of steam fire engine manufacture, more than 80 firms turned out roughly 5,000 of them, of which 80% were built by eight manufacturers including Amoskeag that built 853, the third most of any manufacturer including Owego’s. Less than 400 steamers are known to survive. During WWI, hundreds of the once proud steam fire engines were donated to scrap drives for the war effort.

Owego’s Amoskeag Steamer survived thanks to caretakers like Jim Mead of Early Owego Antique Center and the late Bob Kispaugh who passed away in 2004. The hose team will carry on the steamer work of Jim and Bob, continuing Owego’s vast and well-known history in the fire service and reclaiming the steamer’s title as, “oldest licensed operating steam pumper in the United States.”

Tioga Together, “Stay the Course” from LeeAnn Tinney, Director, Tioga Co. Economic Development & Planning Webster’s defines the phrase “stay the course” as: to continue doing something until it is finished, or until you have achieved something you planned to do.

We plan to have all businesses back to operating by June 26. Never has it been more important than right now for the Southern Tier to “stay the course.”

All non-essential businesses were shutdown as of March 20; by April 26 a plan for phased reopening was announced.

On May 11 reopening permissions were issued for the Southern Tier.

As of May 15, Phase 1 businesses have been back to running with a timeline laid out to allow Phases 2, 3, and 4 to follow at 2 week increments. To achieve these milestones, it is critical that we all “stay the course.”

The good news is that the Southern Tier is staying within the metrics allow-

ing the region to remain open and continue moving toward more re-openings.

This bodes well for the anticipated date of May 29 for Phase 2 business reopenings. If, however, our metrics begin to drop, we run the risk of not only a halt in this path, but potential re-closing of businesses. That is, of course, unless we all agree to “stay the course.”

This applies not only to the businesses as they begin to open, but to the general public as well. It is important that we all continue to follow the rules and protocols that have been outlined for each business. We must all continue with understanding and remain agreeable with the requirements placed on us.

If businesses and customers alike hold on and persevere to the end we will reach the milestones for each phase as they have been laid out; if we do come together, then by June 26 all businesses will be back up and running. This is another way to support our local businesses - let’s “stay the course.”

by Carol A. Henry Although the Coronavirus has put many businesses on hold, and people staying in place, the project at the Candor Historical Society has been able to continue. Phase I of the Candor History Center building’s renovation project has proceeded even though history meetings have been put on hold.

Ilg Construction has been busy rewiring the entire electrical system to bring the old Grange Hall up to code. Not an easy task, the project involved installing new outlets, a single pole switch and three-way switches where needed, running new circuits for the future indoor handicap bathroom, and kitchenette area. New interior and exterior lights and emergency lighting by all exterior doors, stairway, and bathroom have been installed. Dedicated outlets for the furnace, microwave, refrigerator, and hot water heater have also been addressed, along with smoke detectors, upstairs and down.

As of May 7, the building has been inspected by Atlantic Electrical, and has passed, and they have received their certificate.

Phase I is a major accomplishment, as it was achieved, financially, not from grant money, but from individual donations from the community, the Historical Society’s on-going Can and Bottle Drive with the Neighborhood Redemption Center in Owego (still in progress), and last year’s BBQ (jointly with the Snowmobile Club). The society’s budget does not allow for further renovations at this time, due to its yearly expenses (insurance, taxes, water, electric, heat, etc.). Although the society has applied for grant money, they have not been successful due to the number of other agencies, organizations requesting funds. And since the Pandemic, funding is being allocated to more charitable needs.

But the Candor Historical Society is pushing forward, despite the many events that have been cancelled in which they participate. The Can and Bottle Drive is still on-going, and donations are still being accepted.

As for the opening of the History Center, now that the electric is complete, the board will make the decision on when to open its doors to the public
