Tioga Downs Submits Application for NYS Gaming License
On June 30, Tioga Downs personnel delivered their application for a New York State gaming license to the New York State Gaming Commission Office in Schenectady. Tioga Downs’ application was 300,000 pages and filled 123 boxes. Tioga Downs’ COO Tom Osiecki said, “It was very detailed, very wellplanned and Tioga Downs as a construction project is ready to go. If you think about it we probably have the
most detailed plans out of anybody in the state of New York. Jeff Gural, owner of Tioga Downs said that the proposal promises to pay a minimum wage of $10.10 to all employees, and promises to give local charities at least $500,000 a year. “The reality is we’re the only racino bidding for the license,” Gural said, “So we’re the only ones that can be opened early next year, all the other projects are two years away. People need jobs now.”

Owego School Wins Strawberry Festival Float Contest
Students and families from Zion Lutheran School on their float before the start of the Strawberry Festival parade. On Saturday, June 21, students from Zion Lutheran School in Owego rode in the Strawberry Festival Parade in downtown Owego. The school won 1st place for their float. Children and parents helped make the decorations and assemble the float before riding through town throwing candy to those who gathered to watch the parade. The float featured a large
strawberry with a happy face in the middle of the float, and a sign which said “Smile, God Loves You.” Zion Lutheran School has always participated in the Strawberry Festival Parade and has consistently won a prize for their float. The Strawberry Festival is an annual event held in June in downtown Owego.
Public Meeting for New Ambulance/Fire Station in Little Meadows An informational meeting regarding the new Ambulance and Fire Station to be built in Little Meadows, Pennsylvania, will be held on Saturday, July 26, at 9:00 am, in the hall of the Independent Bible Church (the former St. Thomas the Apostle Church hall) in Little Meadows. A Building Committee that represents both the Fire Co. and the Rescue Squad have spent many months planning the complex stages for
construction. The information they have accumulated and the status, at this point in time, will be presented at the meeting. Your input and involvement is appreciated. Questions will be answered. The Fire Co. and Rescue Squad serve the residents of the communities of Little Meadows, Friendsville Boroughs, Middletown, Apolocan, and Warren Townships. Refreshments will be served at the meeting.
Tioga Journeys Guided Tour The Tioga County Tourism Office is pleased to announce the 2014 Tioga Journeys Guided Tour schedule. Several new tours were added this year, including the “Ghastly Ghost Tour” of haunted places in downtown Owego; You Say Potato, I Say Potahto,” a trip to the Richford Potato Festival; “A Journey Through Time,” a visit to The Museum of the Earth in Ithaca; “Terrible Tioga,” a tour to lesser-known locations of horrific and intriguing happenings in Tioga County; and “Wine a Little, Hop a Little,” a tasting tour of a local winery, malthouse and taproom. These are in addition to popular annual tours such as “A Collector’s Fantasy,” a tour of an incredible personal collection of interesting memorabilia of national and local interest; “The Garden Art Show,” a
walk through a beautiful and unusual private garden; “The Underground Railroad” and “Charming Owego,” historic walking tours of downtown Owego. Step-on tour guides will share their personal knowledge with you for an educational, unique and fun experience, right in your own backyard. Tioga United Way Announces Year Two of the Student Engagement Program Seven students from four area high schools have been selected to participate in the Tioga United Way Student Engagement Program. Selected were: Haleigh Karshner and Samatha Benjamin from Newark Valley High School, Parrish Bridges from Owego Free Academy, and Breanna Lantz, Kacey Ramsey, and Justin Gillule from Tioga Central High School. These juniors, going into their senior year, will intern at four Tioga United Way Partner Agencies during July and August: Tioga County Boys and Girls Club, Owego Gymnastics, FranziskaRacker Centers, and the Community
Care Network of Nichols. They will experience the mission of these agencies by participating in the day-to-day activities, and understanding the value of philanthropy. Brian Eldridge, Executive Director of the Tioga United Way stated that “last year, three of the students who participated in this program were awarded $1,000 scholarships by Senator Libous for their community volunteer work.” “We are pleased to be able to continue this program with help from the Community Foundation for the Twin Tiers,” stated Eldridge.

Tioga Acting Guild Awards Scholarship Tioga Acting Guild, Inc (TAG) awarded a $250 scholarship to a Tioga Central graduating senior who demonstrated community service involvement. TAG considers itself a community minded organization and wishes to encourage that attitude with the younger generation. The winner of this year’s scholarship is Dana Allen. TAG will be taking a break from having a summer performance, but will be back on stage with another enjoyable comedy on November 15 and 16. Tioga Co. Employee of the 2nd Quarter Congratulations to Donald Marsh for being selected as Tioga County Employee of the 2nd Quarter. Don is a supervisor with the Tioga County Department of Social Services. In 1997, Don retired as a Gunnery Sergeant in the US Marine Corps after 20 years of active duty, and the following year he was employed by Ontario County Department of Social Services (DSS). In 2005, Don relocated to Tioga County DSS. In less than two years of working as a caseworker and senior caseworker, Don was promoted to a supervisory position. Don is responsible for Adult Protective Services, Long Term Care Services, Person in Need of Supervision (PINS) Diversion Program and had previously worked as a Child Protective Services Supervisor in Tioga County. If or when the unit workload is high in Don’s unit, Don pitches in and assigns himself referrals/cases and makes field visits and does the work of a caseworker without being asked to and without ever complaining or drawing attention to himself. Don’s position is not that of a “working” supervisor, meaning he is not expected to carry a caseload in addition to his supervisory duties, but he does it anyways, when needed. In the past six months, Don voluntarily assumed responsibility for three very challenging, physically and/or mentally ill, adult protective clients. Within a span of the past several months, each of the three clients had passed away. Don spent many hours advocating for these people and refused to give up on them when others did. One of the clients suffered from sever alcoholism and had confined himself to bed, even though he was only middle-aged. Don worked with him and was able to help convince him to seek medical treatment. One of the other clients was uncooperative with in-home

Donald Marsh services and difficult to work with. Due to repeated non-compliance, other service providers closed their cases and left. Don continued to try and assist this individual and to get him the services he needed and convinced him to go to medical appointments, often driving him. Don is all about “teamwork” and doing whatever it takes to get the job done. Don concerns himself more with the overall mission of his Unit rather than focusing on who did or did not do. Don views it as his responsibility to help the “Team” succeed. On a personal note, Don is a devoted father to his daughters, ages 34 and 29, and a grandfather to his grandchildren. His mother, two brothers, and sister live in Waverly. His other brothers live in Pennsylvania and Texas. Outside of work, Don spends his time running his used furniture stores in Elmira and Owego (McMaster Street). Don is a quiet and unassuming individual. You may not know who he is because Don goes about his work and just gets it done. Don is a tremendous asset to the Tioga County Department of Social Services and to Tioga County. Congratulations, Don!

Jay Dinga unloads some of the 123 boxes (and 300,000 pages) containing Tioga Downs’ application to the NYS Gaming Commission. A tweet posted on June 30, 2014, by the NYS Gaming Commission said it all: “Lots of boxes. Lots of applications”. By the deadline at 4:00 pm, 17 applications were “All in”. The 17 applications came from 17 businesses trying to secure a commercial gaming license in one of three upstate New York regions. The three upstate regions are the Capital region, the Catskills/Hudson Valley, and the Eastern Southern Tier. Five businesses submitted applications from the Capital Region. They are: Rivers Casino 7 Resort at Mohawk Harbor, Florida Acquisition Corp., Howe Caverns Resort & Casino, Hard Rock, and Capital View Casino & Resort. Eight businesses submitted applications from the Catskills/Hudson Valley. They are: Caesars New York; Mohegan Sun at The Concord; Montreign Resort Casino; The Grand Hudson Resort & Casino, Hudson Valley Casino & Resort; Nevele Resort, Casino & Spa; The Live! Hotel and Casino New York; Sterling Forest Resort; and Resorts World Hudson Valley.
Three businesses submitted applications from our region, the Eastern Southern Tier. They are Tioga Downs Casino, Racing & Entertainment in Tioga County; Traditions Resort & Casino in Broome County; and Lago Resort & Casino in Seneca County. New York State can award four gaming licenses in Upstate New York, with at least one in each of the three regions, but no more than two in any one region. The Eastern Southern Tier Region includes Tioga County, as well as part or all of Broome, Tompkins, Seneca, Chemung, Schuyler, and Wayne Counties. All applicants had to show that they had local support and that they would provide value to the region. The next step in the citing process will be Oral Presentations of Applications on or after July 21, 2014. Applicants will be evaluated on 1) Economic activity and business development factors (70%), 2) Local impact and siting factors (20%), and 3) Workforce enhancement factors (10%). The selections will be decided in early fall.

REDC Grant Targets Owego Site for Development Tioga County’s Director of Economic Development and Planning, LeeAnn Tinney stands at the edge of a field on Route 434 in Owego. It doesn’t look like much is going on there except for the criss-crossing deer trails. Appearances are deceiving. The Tioga County Industrial Development Agency received a $50,000 grant from the state's Regional Economic Development Commission. The money, added to a private $50,000 investment, will help turn 36 acres into shovel-ready land for development. The site already has sanitary sewers, but it must be "graded" before it can be built upon. That means it will need a way to deal with stormwater runoff. It definitely needs a road and water mains. “We’ll have to have a water tower here,” says Tinney. “And topography is going to be one of our biggest challenges.” But the $50,000 state investment has already paid off, leveraging both matching funds and hundreds of thousands in separate investment. Just being able to say “shovel-ready” has drawn more attention to the site and
drawn further investment. While deals are still being negotiated, three projects are in the works: Two projects would create a niche residential community with businesses and facilities neighbors can walk to. The third would be a tourism center for Tioga County, perhaps including community college classroom space. The projects play into a larger picture, Tinney explains as a helicopter from Lockheed Martin flies overhead. The idea is to create great living spaces and quality-of-life improvements to make Tioga County attractive to people who might want to work at LockheedMartin, or who might stop by Tioga Downs, or shop in Owego’s historic district. Other projects look to beef up the county’s agriculture industry, its biotech sector, tourism and hightechnology. No one project by itself will transform the county, Tinney says. But taken together, it creates the kind of place Tinney says Tioga County wants to be: “Tioga County – Smart and Strong.”

Concerts in the Park in Owego Series of free concerts held at Hickories Park Concerts in the Park, a series of free concerts, are being held at Hickories Park in Owego. The Concerts in the Park series is possible in part through generous funding from the Town of Owego.
Concours D’Elegance at the Depot The next “Cruise-In at the Depot in Newark Valley will be Saturday, July 5, from 5:00 to 8:00 pm, and will continue on the first Saturday in August and September. There will be live music by the group “Riding The Rails” and delicious food including sausage/peppers and onions as
well root beer floats and banana splits will be available. All wheeled vehicles are invited as well as the general public. Bring lawn chairs and enjoy the music and good food while sharing stories about your special vehicle. For information, call Ray Shaver at 642-3627.
At Gallery Forty-One A special exhibition of oil paintings on canvas and on tiles will be held during July at Gallery Forty-One on Lake Street in Owego. They are work of a new Gallery member Carol Miller. There are artists in Miller’s family background and a variety of media. She experimented in several areas, finally concentrating on oils. Flowers and landscapes are her present emphasis, and they include unique ceramic tiles in which a painted landscape continues over two or more tiles. Carol says that a current series depicting water comes from her love of its many personalities and moods — from serene to wild. by James Witherite, Tioga Downs racing media Rallying from off the pace with a three-wide move, Union-Endicott High School student Rachael Oltmer prevailed in the 2014 Tioga Downs Scholarship Race, earning a $3,000 scholarship through her victory with Newyorkjoyants. Oltmer, teamed with Tioga Downs driver Corey Braden for the non-betting race, moved Newyorkjoyants three-wide at the top of the stretch, moving clear of Ten Yard Penalty (Kayla Martin/Phil Fluet) and What About Brian (Megan
Vanvorce/Mike Deters) to cover the 5/8mile race in 1:17. Ideal Temptation (Jason Hill/Tim Lanpher) and Isthatallyagot (Shania Shaver/Edgar "Sparky" Clarke) completed the field. Oltmer will enter the veterinary technician program at SUNY Canton in the fall. Thanks to the efforts of the Southern Tier Harness Horsemen's Association, the Harness Horse Breeders of New York State, the New York Sire Stakes, and the New York State Agriculture Fund, all five student participants earned at least $1,000 in scholarship money.
Family Impact Week hosted by Lakeview Chapel Lakeview Chapel will hold its annual Family Impact Week beginning July 28, and running to August 1, 2014. The week will be filled with activities for children and adults. Each evening at 5:30 pm, dinner will be served at the Hickories Park, pavilion #4, off Rt. 17C in Owego. At 6:00 pm, children ages four to twelve are invited to an evening of fun at Jungle Safari where they will enjoy music at Toucan Jam, hear Bible stories at Zipline Bible
Time, play games at Jaguar Junction, and do crafts at Lizard’s Leap. The adults and teens will join to do a work project to help a local family. Each evening ends at 8:00 pm. Traditions Submits Application for NYS Gaming License
The Walsh family and their Traditions Resort and Casino Project Manager, John Hussar, on June 30, 2014, submitted in person the official application for a gaming license for Traditions at the Glen. Traditions’ application consisted of 107,000 pages. “We are proud to announce that we submitted the application for a gaming license for Traditions at the Glen this afternoon,” said Bill Walsh, partner in Traditions at the Glen. “My sons and I made the trip personally to submit the application as we have poured many hours and resources into making this a reality for our area. As promised, I am happy to report that we have kept this project local and community focused from the beginning and we will continue to focus on direct local impact in all facets of the project.” “This entire project is about what
is best for the Southern Tier,” Walsh stated, “and our sole focus is on the revitalization of an area that has one of the lowest growth rates and highest employment rates. It is time for a change in the region and it needs to happen now. We are very confident that based on the criteria as outlined in the State RFA that we will be awarded the license.” Walsh added that his family has been in Broome County for three generations. “We want to build a project that we can be proud of, as we intend on staying in the area for years to come. The license belongs here, in Broome County where it will have the greatest impact,” Walsh said. New York State will review the applications sent by all the applicants. A decision will be made in early fall.

Hose Race pays tribute to Past Chief and Owego Legend

See Photos on the left (Page 10) The Owego Fire Department hosted the Ed Franz Memorial Hose Race at the Owego Strawberry Festival on Saturday, June 21, at Owego Central Fire Station on North Avenue. Franz was a 55-year member of the department, Chief in the 1970s and 2011 -2013, and member of the 1959 Central New York Champion Hose Team. Franz passed away after a short illness last fall. Six teams from Central New York participated in the event with hundreds of onlookers watching the races. The event began with several presentations to Chief Franz’s wife, Rose, daughter, Ann, and sons, Mike and Chris (both Owego firefighters). They were presented with a flag flown over the U.S. Capitol by U.S. Congressman Tom Reed, Certificate of Merit by U.S. Congressman Richard Hannah, Resolution passed by the N.Y. State Senate through N.Y. State Senator Tom Libous, and Proclamation from the Central New York Firemen’s Association (CNYFA) honoring Franz’s service and commitment to the Owego community. The Susquehanna Hose Co. #1 team
bested all teams with 12 points to win the day’s overall title. Team members were: Charlie Olmstead, Dayton Coney, Scott McGregor, Tim Gavin and Pat Gavin. Three other Owego teams competed in the ladder, wye, and straight lay races along with Cedarville and Whitesboro. A special Ed Franz Memorial Team comprised of Franz family members included Chris Franz, Craig Franz, David Franz, Darryl “Franz” Johnson, Richie Franz and Tommy Franz all members of Owego’s Croton Hose #3 home of the “Flat Rats.” The races are timed events where firefighters test their skills. Teams of five members must connect nozzles to hoses, hoses to hoses, and hoses to the fire hydrant, and knock down targets in the quickest time. Hose races improve basic firefighting skills. The Owego Hose Teams will defend their Central New York champion title next month in Hamilton, NY, at the Central New York Firemen’s Association annual convention.

Tioga United Way Allocation Decisions for Partner Agencies Completed The Budget and Agency Committee of the Tioga United Way recently completed its evaluation of Partner Agency requests for funding. In 2015, $140,900 will be distributed to 33 Partner Agencies. “This amount reflects a $40,000 reduction from this year’s allocations resulting from reduced contributions in the 2013-2014 Campaign,” said Brian Eldridge, Executive Director of the Tioga United Way. “We
will continue urging internal corporate and governmental campaigns, as well as expanding our non-campaign source of funds going forward. Our Partner Agencies rely upon this funding to support their vital community missions.” The 2014-2015 Campaign Kick-Off will be held September 11, 2014, at the Tioga County Boys and Girls Club, and will be a community event.
Free Energy Assessments Available Keep your home cooler and more comfortable this summer by applying for a free comprehensive energy assessment. A program from the New York State Energy Research Development Authority (NYSERDA) can help people increase the energy efficiency of their houses and save money on their utility bills. The Home Performance Energy Efficiency Program offers free energy assessments of homes by accredited contractors. After the assessment, the program helps homeowners through the process of financing their home improvements with grants (This is free money - Up to $5,000 for a singlefamily dwelling and up to $10,000 for a 2-4 family building that eligible homeowners do not have to pay back), or low-interest loans. Small businesses and not-for-profits can qualify for incentives worth up to $30,000 and financing at about half the market rate
for up to $100,000. This opportunity is just one way that New York is making it easier for businesses and organizations to go green and become energy efficient. “We can help people make their homes warmer in the winter and cooler in the summer, while saving money on their utility bills,” said Euphemia Martin, the program’s Regional Director for the Southern Tier. “And people often find that their health improves after an energy retrofit.” This program is available to eligible residents in all eight counties of the Southern Tier: Broome, Chemung, Chenango, Otsego, Schuyler, Steuben, Tioga and Tompkins. Jack Smith Golf Open 2014 The 39th Annual Jack Smith Golf Open will be held on Saturday, July 12, at the Tioga Country Club in Nichols, NY, with a 9:00 am shotgun start. The cost is $70 per person or $48 per person for Tioga Country Club members. There will be four-person teams. Included are: Greens fees and cart, coffee and donuts, hot dogs, hamburgers
and beverages during the tournament, and a lunch after golf of steak & sausage sandwiches. Proceeds will help support the many health, educational and community projects that the Apalachin Lions Club engages in each year. Park Terrace Nursery School is accepting application for the 2014 2015 school year and summer programs. The school is at 30 Glann Road in Apalachin. All programs are 9:00 to 11:30 am. There are two weekly summer programs: July 7-11 or July 14-18. The cost is $50 per week, choose one or both weeks. Children who are 6-years-old
and entering kindergarten in the fall will be accepted For the 2014-2015 School year, children must be 3 or 4 by December 1. Students from both the Alfred campus and the School of Applied Technology campus in Wellsville are selected for the Dean’s List if they maintain a 3.50 grade-point average (GPA) out of a possible 4.0. Alfred State offers associate degrees in 50 programs in the fields of agriculture, health, business, vocational, and engineering technology, as well as liberal arts and sciences. There are also 19 baccalaureate degree offerings.
Rotary Craft Fair Scheduled for November The 6th annual Owego Rotary Club Arts and Crafts Fair will be held on November 2, 9:00 am to 3:00 pm, at the Owego Elks Lodge in Owego. The fair will be free and open to the public. Home-baked goods will also be available on a free-will donation basis. All artists and crafts persons are invited to participate in this year’s fair. The Early Bird deadline for reserving your space is July 30. Spaces are allocated on a first-come, first-serve basis, so an early response will ensure
your space at a reduced fee and your name gets included in our pre-event publicity. Tioga Downs’ Response to Remarks by Traditions Project In response to remarks by the Traditions organization and Walsh family on June 9, 2014, Tioga Downs owner Jeff Gural on June 10, 2014, issued the below statement: "As I've told the Walsh family – more than once – Tioga Downs is gladly pursuing its own application for a full casino license. The Traditions project should be sharing more details about their application, not running down the clock with stunts designed to confuse the issue and leverage the growing support Tioga Downs has earned, and market we’ve created and maintained in the Southern Tier.
Our application, and expert research and analysis to be shared in upcoming public hearings, will clearly show that the true Southern Tier market cannot sustain more than one full casino, and simply saying otherwise – though we wish it were possible – doesn’t make it so. Tioga Downs has unmatched local and regional support for its full license application, and jobs to be protected and expanded – real jobs that exist now, and realistic opportunities based on promises made and promises kept.” Tioga Downs is located along the north side of NY Route 17/I-86, two miles west of exit 62 in Nichols, NY.

OPEN 7 DAYS A WEEK Sweeneys Plaza, Rt 434, Apalachin Peter Holland, a 5th Grade student at Zion Lutheran School, enjoys playing in the sand in the beach at Greenwood Park. June 20 was the final day of class for students at Zion Lutheran School in Owego. Closing ceremonies were held on Thursday evening, June 19, during which, students were honored for the academic work, and performed songs and skits for their parents and families. On the last day of school, parents helped transport the children to Greenwood park where the children enjoyed playing on the playground, swimming, and playing games with each other one last time before summer
vacation. The school’s Parent-Teacher League provided subs and chips for lunch before heading back to school for dismissal. Zion Lutheran School is currently accepting enrollment for the 2014-2015 school year, and accepts children from all denominations and services other local districts including, Candor, Newark Valley, Union Endicott, Tioga Center and parts of Vestal.
