Nichols Old Home Day Parade Held on Labor Day

Owego Police to Cut Coverage

Young and old came out to the 103rd Annual Old Home Day held in Nichols on Labor Day. The day began with a parade at 10:01 am through the village to Kirby Park, followed by events and entertainment at Kirby Park.

Due to being short staffed and not having officers to fill all three shifts the Village of Owego Police will cut the 11:00 pm to 7:00 am shift, the “A” line, starting this month for up to a year.

According to Mayor Kevin Millar “The time to hire a new officer is two or three weeks before a Police Academy Class stars. It will be some time before we are up to full strength due to the board voting to

not hire to fill the three budgeted vacancies and send them to the Police Academy Class that started on August 18. The Police Academy is six months long so we will probably be short staffed for 6 to 12 months.”

Any police matters during the hours of 11:00 pm to 7:00 am will be handled by the Tioga County Sheriffs Department or the New York State Police.

Tioga United Way Announces 2014-2015 Campaign Kick-Off The Tioga United Way is having its kick-off on Thursday, September 11, starting at 5:30 at the Tioga County Boys and Girls Club on Erie Street in the Village of Owego.

This will be open to the public with a patriotic theme. An “all-American” dinner will be available which includes hot dogs, hamburgers, potato salad, chips, drink and desert for $5.00 per person or $20 per family.

There will be raffles for a Quilt-ofValor, a Baseball Hall of Fame autographed baseball bat, a patriotic basket,

free “LIVE UNITED” T-shirts to the first 100 attendees and other incentives.

After dinner, there will be a free community movie night featuring the patriotic classic Yankee Doodle Dandy.

“The kick-off is an important start to this fundraising effort. Our 32 Partner Agencies rely upon the Tioga United Way to fund many of their programs,” said Brian Eldridge, Executive Director of the Tioga United Way. Last year, Tioga United Way agencies helped over 16,000 county residents.

Pickler Concert Proceeds Reach Record Goal

Kellie Pickler (center) with area Veterans before the concert Tioga Downs is proud to announce that ticket sales for the August 8th Kellie Pickler concert at Tioga Downs raised a total of $55,800, the entirety of which will be donated to the Southern Tier Veterans Support Group.

Tickets for the show were available for $15. In addition, Chairman of American Racing and Entertainment Jeff Gural personally matched the amount for

every ticket sold for the concert. So, each ticket garnered a donation of $30 for the Southern Tier Veterans Support Group for a total donation by Tioga Downs of $111,600 – beating last year’s contribution by over $30,000.

For the past several years, Tioga Downs and Mr. Gural have given back to our veterans with proceeds from a summer concert. Concert ticket sales have increased year over year with acts like Wynonna, the Oak Ridge Boys and last year’s Pam Tillis and Lorrie Morgan concert, allowing Tioga Downs to increase their donations annually.

Mr. Gural stated, “This is an important way in which we are able to express our appreciation for those men and women who have so heroically served and protected us. We are pleased that this year’s concert surpassed all expectation and we thank all those in attendance for helping us do so.”

Tioga Downs Casino is open yearround with video gaming machines, simulcast horse racing, restaurants, a sports bar and special entertainment events. It is located along the north side of Route 17/ I-86, two miles west of exit 62 in Nichols.

William “Bill” Ransom III Community Service Award Fund Established The Board of Directors of the Community Foundation for the Twin Tiers (CFTT) announces the newly established William “Bill” Ransom III Community Service Award Fund. William “Bill” Ransom III passed away on July 10, 2014, after a long bout with cancer. William was a Valley businessman and extremely active in his community. He served on multiple boards and committees and always provided leadership and vision to these groups. He was most recently active in the Sayre Presbyterian Church, Waverly Rotary Club, Tioga State Bank, Community Foundation for the Twin Tiers (CFTT), Sayre Historical Society, and Guthrie Healthcare System.

He was committed to making his community a stronger and better place to live, work, and enjoy life.

The recipient of this award will be someone who displays particular attrib-

utes that are consistent with Bill’s beliefs and his relentless contributions and dedication to our community. On an annual basis, nominations will be reviewed through a formal application process. The recipient of the award will then be given the honor of selecting a local charity to receive the award’s monies.

This fund is in the process of being grown to $12,500, as it will be an endowed fund which will go into perpetuity. Bill’s character, integrity, spirit, and devotion to his community will forever be remembered through this fund. The fund was made possible by the Waverly Rotary Foundation. Thanks go to the community in advance for supporting it through donations.

Book Give Away a Success

The Friends of the Coburn Free Library last month conducted a Book Give Away which attracted many book lovers and curious people.

On Monday, August 11, 2014, hundreds of books of all types were displayed on the lawn of the Coburn Free Library at 275 Main Street in Owego. Attendees enjoyed browsing and collecting a few book or boxes and bags full of books, and taking them home.

Although the books were free, patrons were invited to leave a donation, if desired.

In its fourth year, the book give away was again a huge success. Donations

received at the event were given to the Coburn Free Library for the purchase of new materials. With all of the excess books gone, more storage room is now available in the library.

The Friends of the Coburn Free Library are very grateful for help given

by Boy Scout Troop 38 volunteers, under Scoutmaster John Metzner. The scouts helped to lift and move the many books.

Help was also given by workers from Tioga Works, under leader Randy White. They carried many cartons of books from the basement to the front of the library. Later that afternoon, the scouts, their leaders and Randy White loaded the remaining books and transported them to the Open Door Mission.

The Open Door Mission, at 425 North Avenue in Owego, agreed to take the excess books which they can sell in their own shop or recycle.

The Friends of the Coburn Free Library give thanks to all involved and look forward to the Fifth Annual Book Give Away to be held next August.

Free & Reduced School Lunch The Vestal Central School District announced a free and reduced price meal policy for Vestal area school children.

Local school officials have adopted the following family eligibility criteria to assist them in determining eligibility for the 2014-15 school year, which begins September 3, 2014. Households with incomes the same or below the amount of money listed for their family size may be eligible for and are urged to apply for free and/or reduced price meals. They may do so by completing the application forms sent home with a letter to parents. Additional copies are available in the main office of their child’s school. Applications may be submitted at any time to Erin Polovchak in the Food Service Department, 201 Main Street, Vestal.

The information provided on the application will be confidential and will be used for determining eligibility. The names and eligibility status of participants may also be used for the allocation of funds to federal education programs such as Title I and National Assessment of Educational Progress (NAEP), state health or state education programs, provided the state agency or local education agency administers the

programs, and for federal, state or local means-tested nutrition programs with eligibility standards comparable to the NSLP. Eligibility information may also be released to programs authorized under the National School Lunch Act (NSLA) or the Child Nutrition Act (CNA). The release of information to any program or entity not specifically authorized by the NSLA will require written consent from the parent or guardian.

The school district has a right to verify, at any time during the school year, the information on the application.

If a parent or guardian does not give the school this information, the child/ children will no longer be able to receive free or reduced price meals. Foster children may also be eligible for these benefits. An application for a foster child must contain the child’s name, the child’s personal use income and an adult signature.

A designated official will review applications and determine eligibility. If dissatisfied you may make a request orally or in writing for a hearing to appeal the decision. Direct written requests to Mr. Jeffrey Ahearn at 201 Main Street, Vestal, NY 13850.

Learn to Carve a Mini Duck Decoy Join the Newark Valley Historical Society Folk Art Series on Saturday, September 20, to learn how to carve a mini duck decoy. The workshop is from 9:00 am to 5:00 pm, with Bill Underwood. The cost is $35, or $32 for members of NV Historical Society.

Apalachin Lions Club Peace Poster Contest 2014 Peace, Love and Understanding 27th Annual Lions International Peace Poster Contest Peace, Love and Understanding are the theme for the 2014 Peace Poster Contest.

The Apalachin Lions Club is sponsoring the program in two local schools.

Students ages 11 through 13 are eligible to participate. Students select a medium

as outlined in the contest rules and draw, paint or sketch their interpretation of the theme. The deadline is October 7, 2014.

St. Patrick School Fall Festival Band of Strings. The Falconers. Ultra Vibe and Making the Band. St. Patrick School is excited to announce the headline evening performers at its annual Fall Festival Friday, September 19 and Saturday, September 20, at the school, 309 Front Street in Owego.

The festival opens at 5:00 pm Friday, and the music kicks off at 7:00 pm with Band of Strings, a six-piece high energy acoustic band that stays true to its bluegrass roots performing original music and unique twists on contemporary and traditional standards.

Following Band of Strings at 8:30 pm is The Falconers, an uplifting, heavyhitting, indie-rock group from Binghamton with influences ranging from Joni Mitchell and the Indigo Girls to the Foo Fighters and Pixies.

Saturday evening’s entertainment kicks off with Daphne Braden at 5:30 pm and her wide variety of pop, rock, jazz, blues, country and classic hits. She creates a fun "variety show" atmosphere, with sing-alongs and props for audience participation. Following Daphne is the jazz, funk, blues and soul of Ultra Vibe at 7:00 p.m.. Ultra Vibe's brand of music is rooted in the spirit of jazz improvisation, with interpretations and new twists on blues, jazz and soul classics to original music. Capping off the weekend will be Owego Free Academy’s pop-rock cover band Making the Band at 8:30 pm.

Saturday during the day showcases performances across the musical

spectrum beginning at 11:00 am with Trace of Grace, followed by Apalachin’s own Brooke Albright at 1:00 pm, Jack Breidenstein at 2:00 pm, and New Day at 3:00 pm. Throughout the weekend, in between and during the live music performances, will be carnival games with prizes, a bounce house, the return of the highly popular haunted house and Halloween “Boo-tique,” shopping at Buy the Book and Irish Alley Treasures, and plenty of food, drink and homemade desserts. The luminary ceremony takes place Friday at 6:45 pm and Saturday afternoon has ZUMBA at 12:00 Noon and a cake walk.

All games, the bounce house and haunted house, plus shopping, and food purchases are ticket-based, and tickets can be purchased at the central ticket booth on the days of the festival. The live entertainment is free and welcome to all ages. More festival events are being planned for the weekend. The Fall Festival is a tradition the community has looked forward to for over 45 years. With two days of all-ages live music, entertainment, games and food, the “Fall Fest” as it is more affectionately called, is one of the largest fundraisers for St. Patrick School, Tioga County’s only Catholic school serving families of all faiths for 155 years.

Congratulations to Bonnie Beuter, Administrative Secretary, Environmental Health! Bonnie has been selected Tioga County Employee of the 3rd Quarter for 2014.

Bonnie began working for Tioga County Department of Social Services in July 2000 in the Foster Care Unit. After three years in this unit, she had ventured over to the Tioga County DMV. Then in April 2004, she found her dream job, working as an Administrative Secretary in the Health Department, a position she maintained until her retirement. Needless to say, she loves this job!

Bonnie’s main responsibilities involved permitting facilities, enforcements, handling rabies calls, data entry into E-Hips, on top of all her other secretarial work.

Bonnie comes to work early and stays until the job gets done. She stays up-to-date on procedures and is considered the “go to” lady for various departments. She is always willing to go above and beyond what her job duties require such as researching information online to help clients find certain information, she’ll help fill out paperwork for a permit, or she’ll just listen to stories about bed bugs and other critters.

According to her co-workers, Bonnie has become the Master of all things in Environmental Health and assures that everything runs smoothly. She is very knowledgeable about all health department programs and other community resources so she is able to answer all types of questions the department receives.

Bonnie is a leader. She is willing to participate in any event or help some place where an extra hand is needed, including flu pods, rabies clinics and registration tables. Bonnie also has

served on various committees while employed with Tioga County such as, Relay for Life; Tioga County Employee Recognition Committee and DSS Employee of the Quarter Committee Member; Team Member of the Quarter Committee Member for the Health Department; United Way Committee Member; Mixer Committee Member; and served as the CSEA Unit Vice President and CSEA Unit President.

Adding to Bonnie’s most recent achievement of becoming Tioga County’s Employee of the 3rd Quarter, Bonnie has also received Employee of the Quarter for DSS in 2001 and Team Member of the Quarter for the Health Department in 2010.

She takes the mission of Environmental Health very seriously, “to protect and serve the community”. Bonnie has dedicated 14 years of her life to serving the residents of Tioga County and knows several, if not all of Environmental Health clients by name and some of them request to deal with her only. She even knows some of their children by name which is a true testament to her passion and superior level of service that she has provided to them over the years.

Every day for 14 years, Bonnie has gone the extra mile, whether it is workrelated or just to help someone around her, even if that means putting her own work behind. Anyone who knows Bonnie knows she has a great sense of humor and on days when the office is down, leave it to her to cheer everyone up.

Thirty years ago, Bonnie moved from Kansas to Owego with her husband, Jack and their two sons. Bonnie has four granddaughters and one grandson between the two boys. She will be retiring at the end of August where she, her husband, and their dog will be enjoying their newfound freedom in the Sunshine State in their brand new home where she plans on spending all of time with her grandson and granddaughter in her new pool. When officially moved, Bonnie plans on becoming the next president of the Homeowners Association of Connerton… she just doesn’t stop!

Bonnie will be recognized at the Legislative meeting to be held on Tuesday, September 9, at 6:00 PM, in the Hubbard Auditorium on 56 Main Street.

Mettle We Can Rely On As Fire Commissioner for the Village of Owego I am pleased to write this congratulatory message to three more of our Fire-Rescue-EMS team on their completion and certifications of Fire Officer 1 at the NYS Fire Academy at Montour Falls, New York, on August 25, 2014. They are Andy McDowell, Dan Gavin, and Jeff Hiller.

Shortly we will add four more to our Fire Officer 1 (FO1) status and the list of signups for FO1 is growing as is those that are freshly joining the department.

The Owego Fire Department’s (OFD) strength and pride is evident to all but we constantly are told by new applicants it is the department’s commitment to the serving our Village that is the main draw for them.

I also wish to say thank you to Firefighter/EMS officer Jimmy Wagner for his stepping up and accepting the various mantels and workloads that have been placed on him. Jimmy has often taken leave from his job to be there in the department’s times of need. Along with a heavy EMS schedule, Jimmy has been our Fire Scene Commander for some time now. He is a good man and valuable resource that the Chiefs, the department and all OFD brothers and sisters can rely on.

Unlike some adjoining Fire/EMS departments that have many paid positions, the Owego Fire Department is a “Volunteer” organization, i.e. they do not get paid for any of the time they put in for training or for responding to calls, nor any reimbursements for their vehicle

expenses when responding to emergency calls or training. The same holds true for the offsite trainings such as the Fire Officer 1 training that was just completed by Andy, Dan and Jeff. This took time away from the family lives and sometime their jobs. They made those sacrifices not for money but because our OFD members are committed to the community they swore to serve and protect.

I make a side note here, but an important one, regarding the required higher training of our OFD officers. The two prior years of 2012/2013, the Village’s OFD budget provided the former Chiefs with a training budget of $5,000 to ensure that OFD officers were trained to the levels required by New York State. In those two years only $750 of the training monies were used and that was to train a very selective few. The prior OFD leaders’ focus was not directed to the required trainings but rather politically elsewhere. The current OFD leadership is not only focused on Fire-Rescue-EMS units’ trainings, it is also pursuing further avenues of development to better protect and serve you.

I close with again saying congratulations to Andy, Dan and Jeff and a thank you to Jimmy. All are a good representation of the OFD brothers and sisters that has the strength, dedication and mettle we can rely on.

Starzak Launches Campaign in Owego

Democratic Candidate for State Senate Anndrea Starzak kicked off her campaign last month in Owego. Dozens of supporters and press attended Starzak’s campaign kick-off on a rainy morning at the courthouse gazebo. She was introduced by Democratic official, Patricia Bence, Mayor Millar of Owego, teacher and co-worker Ben Frisbee, and other supporters. Starzak then spoke about why she was running and how she would bring trust and integrity back to the Senate seat to ensure that the Southern Tier is well represented.

“This is a great opportunity to go across the 52nd district and meet the people who will be the backbone of support in this campaign” said Anndrea Starzak. “I will champion our communities’ priorities in Albany and be a Senator who Southern Tier families can trust to work for good jobs, good schools and good government.”

She used this tour to highlight her priorities, including advocating for infrastructure improvement and developing long term industries.

Starzak, a retired teacher, also discussed her commitment to fair funding for education. With an overflowing turnout, supporters packed the gazebo to show their support.

“I’m so glad all of you could make it here today,” said Starzak. “I need your help to fight for a better future for ourselves and our children. I need you to knock on doors and pick up the phone and tell your friends and neighbors that there is a better choice for Senator. We need to let everyone know that Anndrea Starzak will be a Senator who truly cares about each of you, and with your help, we will march forward to victory this November 4th.”

Starzak is running in the New York 52nd Senate district which includes all of Tioga County. She is running on the Democratic and Working Families party lines.

Call for Actors Calling all actors! The Tioga County Historical Society is seeking volunteers to take part in the third annual “Living Among the Dead” annual cemetery walk on Saturday, September 27, from 10:00 am to 2:00 pm at Evergreen Cemetery.

This program features a tour of the cemetery with several citizens of the area, long-deceased, telling their life stories.

The historical society is seeking volunteers for the roles of: Pauper buried in Potter’s Field: In general, someone who could not afford burial costs, had no living family, or were unknown or undesirable to the local town.

Rowena S. Beck (1892-1900): The first Tioga County woman to practice before the United States Supreme Court. She was also Deputy Tioga County Clerk for nine years and the first women to be elected President of the Tioga County Bar Association.

Andrew (1837-1908) and Eudora Tiffany (1844-1925) Burgess: Andrew worked with Matthew Brady, operating his Washington, DC studio for a time and taking many photographs in the

field. He also invented, obtaining 894 patents related to firearms in his lifetime. Eudora and Andrew married in Owego in 1871. After Eudora died, her estate donated the original photographs from Burgess’s Brady collection to the Tioga County Historical Society.

“Old Joe” Dewitt (1814-1876): The longest-serving fire chief in Owego history. He also operated a tavern/store/ candy factory. He was so well-regarded by the community that over 1,500 people attended his funeral.

The historical society needs 6 Tour Guides. These volunteers will lead tour groups, two for each tour, to the four gravesites. Between stops, they will highlight features of the cemetery and describe the history of mourning as shown through images and graves present at Evergreen.

Scripts will be provided for all roles.

Ground Breaking at Wagner Lumber

The Tioga County Chamber of Commerce recently hosted a Ceremonial Ground Breaking for Wagner Lumber.

Wagner Lumber has been in business since 1976 and has expanded to employ about 250 people throughout New York State. In February of this year a fire destroyed the main sawmill on Gaskill Road. Displaced workers have

been commuting to other sites since then.

Wagner’s groundbreaking is part of their commitment to their employees and clients to rebuild. It falls in line with their philosophy to assure that everyone's needs are being taken care of and expectations are being met.

Misericordia University Welcomes 446 First-year Students, Largest Enrollment in Campus History

Tuohey, a 2014 Mid Valley High School graduate, is one of 446 first-year students who were welcomed to Misericordia as part of the second largest first-year class in the 90-year history of the institution of higher education.

The University also welcomed 103 transfer students. With the new class of students, the University has a record 3,141 undergraduate and graduate students in full- and part-time academic programs for the fall semester.

Enrolled as an accounting major, Tuohey says he chose to enroll at Misericordia because he liked the campus, the residence halls and the people he met when he visited.

The first-year class hails from 12 states including Arizona, Colorado, Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, Virginia and Pennsylvania. The class includes two international students, who both come from Saudi Arabia.

The university has 1,020 students living in residence halls and townhomes on the upper and lower campuses.

Cormier and Reed are both occupational therapy majors who were among a contingent of 79 orientation

leaders who trained throughout the summer to help direct the move-in and orientation process. Teams of staff, faculty, student athletes and alumni also helped transport belongings and serve refreshments.

The event-filled day included the annual Convocation ceremony that welcomes first-year students and their families and acts as the official beginning of the academic year.

The Convocation program included a welcome by Thomas J. Botzman, Ph.D., Misericordia University president, and an address by Sister Anne E. McLaughlin, RSM, D.Min., vice chair of the Conference for Mercy Higher Education Board.

Dr. McLaughlin is a 1963 Misericordia graduate and held various positions in the university’s Department of Religious Studies spanning a period of 32 years.

The award was launched because of the kind acts received from those who provided encouragement throughout Dave Clark's incredible life journey.

The presentation of the Dave Clark Pulling Each Other Along Award honors the notable contributions of those who have helped others achieve their dreams under exceptional circumstances.

Winners are honored at D3 events.

Hayes, a Vestal resident, was nominated for his many years of enthusiastic dedication to the Challenger League players, their families, and the community. Being a humble person, Hayes was reticent to accept the award without crediting the leaders who came before him as well as those who have worked alongside him all of these years.

People like Jerry Shultz, Linda Safford, Leo Cook and Vestal Parks staff, to name a few.

Hayes went on to say, “I'm impressed how the D3 program parallels our league. The people that were there can now believe how great these kids are,

the people that weren't there can't believe how great it was.” The day included skills stations that were conducted by the B-Mets players, helping the participants practice their hitting, throwing, and catching. Favorite events were the target practice, where the participants threw soft baseballs at the B-Mets players; and the High 5 game where the kids hit the ball and rounded the bases for a homerun, giving high 5s to all the volunteers and players.

Several of the other volunteers agreed with Hayes’ sentiments, “We don't do it for money. We don't do it for recognition. To see the players so happy to be playing ball, and all the parents and families cheering them on, it almost brings you to tears.”

The Challenger Little League of the Southern Tier is a baseball program for children and youth who have physical, developmental and intellectual disabilities within the Southern Tier of New York and Northern Tier of Pennsylvania (6 to 21 years of age if still in school). Candidates should be at least 10-year graduates of the Vestal Central School District who have received local, regional, national or international recognition in one or more areas, including educational, professional, charitable or community support, athletics or the arts. Letter to the Editor: “Thanks to Tioga Downs” To the Editor, “Thanks to Tioga Downs” is a sentiment that is heard repeatedly in Tioga County and beyond and I hope is never taken for granted. I’m happy to add my thanks once again to Tioga Downs for their timely and gracious assistance with the running of the New York State Sire Stake Races at the Tioga County Fair.

The preparation for, and management of, this year’s fair comprised an amazing amount of volunteer and donated effort by many individuals and businesses, some of which had little experience in the specific tasks that needed to be done.

For myself, I have always been a fan of harness racing, stemming, I suppose, from tagging along with my grandfather many years ago as he assisted local horse owners for the joy of it. Flash forward to 2014 and I found myself raising my hand, offering to guide the effort to bring the Sire Stakes back to the Owego Driving Park.

Through the efforts of many, new stalls were built, officials put in place and the track itself graded and raised as much as 10 inches in some areas.

Throughout this process there had been “back gate” cooperation between Tioga

Downs and the fair, involving the trading and lending of equipment and advice.

Come race day, however, we had a problem. The track surface was simply too deep. When Jason, Adam and the rest of the Tioga Downs crew arrived to give us a hand as promised, a quick meeting was held and a plan made to harden the surface. Working together, the track was much improved and racing began after only a 50 minute delay.

As my grandfather would have said, Tioga Downs pulled our chestnuts out of the fire and saved the race card.

For that and everything else Tioga Downs did for the fair, I want to say thank you. Time will tell what lies in store for the old historic track, now that we have made a start at coming back from the ravages of the flood. It seems to me, however, that there will always be reasons for the fair and Tioga Downs to work together and I look forward to exploring how we might benefit each other in the future.

Gourd & Artisan Festival The first annual New York State Gourd and Artisan Festival will take place at the Cornell Cooperative Extension in Binghamton on Saturday, September 13, from 8:30 am to 5:00 pm, and Sunday, September 14, from 8:30 am to 5:00 pm.

Artists will be teaching a variety of classes each day. You can make gourd ornaments, lights, bowls, jewelry, goats milk soap, and learn how to wet felt and/ or needle felt.

Dear Citizens of Tioga County, On September 9, 2014 registered Republicans will be voting in a primary election for the office of Coroner in Tioga County. I am the incumbent in the position; my name is Warren “Stu” Bennett. I am asking registered Republicans to vote that day and support me to continue as your County Coroner.

People question, just exactly what does a small county Coroner do? On television shows the Coroner shows up in a specially marked car, makes pronouncements, wisks the decedent off for an autopsy after a press conference. The entire investigation, toxicology testing and autopsy, interviews included, are wrapped up in a period of 45 minutes or so. As usual, real life is very different from scripted television shows.

Coroners in New York State operate under the Coroner’s Law (NY Code Article 17A Sections 671-678 for those of you that love to Google). Large counties have Medical Examiner Offices with specially trained Forensic Pathologists to complete autopsies and Investigators to respond to scenes. In small counties, Lay Coroners are elected by the public. The County contracts with a Pathologist in a hospital for autopsy services. Tioga County contracts with Dr. James Terzian at Lourdes Hospital for autopsy and toxicology services; Dr. Terzian is a Board Certified Forensic Pathologist.

By law, Coroners are required to respond to every violent death (whether by criminal violence or self-violence such as suicide) and every unattended death (not under medical care/supervision at time of death) in the county. Coroners are required, by law, to fully investigate the death and determine the means, manner and cause of death. The Coroner is given great latitude in investigations and can bring in Forensic Pathologists or attending Physicians to review the autopsy, medical records and death scene documentation to find answers. The means and manner of death is sometimes determined medically and sometimes determined by the evidence at the scene.

Some deaths may have a criminal element that involves law enforcement; some deaths are ruled as natural cause.

During the last 5 years, I had two complicated cases to investigate involving a fireman line of duty death. These cases required extensive medical documentation, interviews and reports to reconstruct the case and present material to insurance companies so the surviving family members can receive the benefits due them from their loved one’s death. I was successful in helping two families obtain these local, state and federal benefits. Without this extensive investigation and reports these families may have been denied benefits.

Most deaths in Tioga County do not receive publicity; but all deaths involve family dealing with loss (sometimes a sudden loss) of a loved one. Surviving families are entitled to a Coroner who understands the law, accurately documents the scene and works with the decedent’s physician or Forensic Pathologist to find answers. Most important though, families should have a Coroner who is understanding and works with them through their initial period of

grief. I pride myself in being a Coroner who is available to answer a family’s painful questions, when they are ready to ask them, and can direct them to supportive, medical or legal services.

The Coroner’s law clearly indicates that the Coroner’s job follows a fundamental US philosophy of checks and balances within government. Coroners are responsible to provide a record of an independent investigation of all deaths they investigate. Nothing as serious as a death should be “rubber stamped” with investigation left to others or the facts just assumed. I have been working in this field for over 30 years. I have an educational background in the field of forensic science and experience in law enforcement as a past Sr. Investigator of a Criminal Division. I started my own Forensic business and became an accredited Forensic Expert in Court (for both Prosecution and Defense). I have testified in Federal, State, County and Local Courts in both criminal and civil cases.

Finally, I have the willingness to never stop learning about this field.

In the course of my career I have forensically reconstructed two cases that gained nation attention. The first was Commonwealth of PA vs. Dr. Stephen Scher. The case involved a lawyer, Martin Dillon, shot by a doctor, Stephen Scher. The PA Coroner’s Office and Police ruled the death accidental. The Dillon family never believed the explanation and twenty years later asked me to review the case. I reviewed it and determined it to be a homicide and showed documentation for my position.

Eventually, the PA Attorney General’s Office reinvestigated and arrested Dr. Scher. He was tried and convicted of murder. The second case was the People of NY vs. Reedy. This case involved famed NY Yankee’s Manager Billy Martin who died in a car accident in Broome County. I was hire to determine who the driver of the vehicle was at the time of the accident, Reedy or Martin.

The case involved a criminal charge prosecuted by the Broome County DA’s Office and civil action. Through a reconstruction of the accident dynamics, review of medical records and injury patterns, I documented that Reedy was the driver at the time of the accident.

In 2014, I and Dr. James Terzian organized the Coroners in 9 counties in the Southern Tier to document unattended death scenes and link them with toxicology reports conducted during autopsy to create a database to track drug overdose deaths in our communities. This data base was designed to help police agencies, drug task forces and DA’s to identify and track the drugs that are killing people in our communities.

Recently I was informed statistics show only 3 percent of registered Republican voters show up for a county primary election. Remember we work for the people of Tioga County and you should have a say in want kind of person you want in the Office of Coroner. I ask for your support at the polls for the Republican Primary on September 9, 2014.

Tioga County Friends of Hospice Fundraiser The Tioga County Friends of Hospice will hold a fundraiser on Friday, September 5, 2014 with Doug’s Fish Fry to Go, at the Comfort Inn Parking Lot, Rt. 434, in Apalachin, from 11:00 am to 6:00 pm.

Your continued support and funding are most appreciated as extra help for patients with incidental needs in Tioga County and Western Broome County.

The Friends of Hospice are always looking for additional board members to represent all corners of the counties.

Meetings are held at 7:15 pm on the second Tuesday of alternate months and the next meeting will be on September 9, 2014, at the Barton Education Building, Methodist Church, 261 Main St., Owego.
