35th Annual Newark Valley Apple Festival

The 35th Annual Newark Valley Apple Festival was held Saturday, October 4, at the Bement-Billings Farmstead. The event sponsored by the Newark Valley Historical Society featured a living history museum, great food, music, dancing, apple everything, gift shop, kids' activities, horse & wagon, crafters. Costumed demonstrators included open hearth cooking, cider press, blacksmith, soap, candles, spinning, weaving, and black powder shooting.

11th Annual Traci's Hope

The 11th Annual Traci's Hope Fund Raiser was held on Saturday, October 4, at the Apalachin Field Day grounds in Apalachin. All proceeds from the event will benefit those fighting breast cancer in Broome, Tioga, and Susquehanna Counties. The event featured a BBQ, music, raffles, and many activities for the children.

Annual Senior Citizens Dinner in Apalachin The Apalachin Lions Club will host its 51st Annual Senior Citizens Dinner on Wednesday, October 29, at Donoli’s Restaurant Banquet Room on Route 434 in Apalachin.

The dinner runs from 5:30 to 8:00 pm and includes a traditional Thanksgiving meal and entertainment.

This year the Lions are again limiting invitations to residents of the Apalachin

Apalachin Lions 5K Walk/Run on October 18 The Apalachin Lions Club is hosting its 3rd Annual Lion 5K Walk/Run on October 18, 2014. It will be held at the Apalachin Fireman’s Field Day Grounds at 10:00 am, with registration opening up at 8:30 am. The race will help to benefit the Apalachin Lions Club Activities Fund, with all proceeds going back into the Apalachin/Campville/Little Meadows Communities.

The entry fee for this event is $20.00 (Pre-Registration and includes an official race T-shirt) and $25.00 (Day of the

race, with limited T-shirts available); also a small snack will be available after the race.

There will be prizes awarded to the Top Male, Top Female, and several different ago brackets. A Kids Fun Run will also take place during the event.

Tioga County Rural Ministry Holiday Food, Gift Sign-Ups Begin Applications for Thanksgiving and Christmas holiday food began October 1 and will end on Friday, October 31.

Any low to moderate income Owego residents are welcome to apply.

During this same time period, residents may also register for gifts for all Tioga County children, from infants to eighteen years of age.

In order to streamline the sign-up process and to eliminate a long waiting period, the food pantry will be closed

from October 1 through October 10; during these two weeks, extra volunteers will be on hand to assist with the application process. The food pantry will reopen on Tuesday, October 14 and holiday sign-ups will continue until the end of the month. The deadline for all applications is October 31.

On September 17, the Tioga County Legislature held a special meeting at the county office building at 56 Main Street in Owego to honor Ronald E. Dougherty. During the

meeting, the building was dedicated to Ron and renamed the “Ronald E. Dougherty County Office Building” in honor of his leadership and commitment to the citizens of Tioga County.

Tioga County Discontinues Bus Service

90 Years of Being … Like Family In a special meeting of the Tioga County Legislature on Thursday, September 18, 2014, the legislature approved a resolution to discontinue the county’s public transportation system (“Ride Tioga”) effective November 30, 2014.

The Tioga County Bus System was created 20 years ago with the primary objective of getting Medicaid transportation costs under control. With State aid, Federal aid, and passenger fees, the system has operated with no cost to the county.

In October 2013, New York State made substantial changes to the delivery of Non-Emergency Medicaid Transportation services, shifting those services from county bus systems to other modes of transportation such as taxi service.

The county had advance notice of this change, but had been assured by the state that funding to the county would not be impacted. However, a month later, Tioga County saw a significant reduction in state funding, resulting in a $40,000 per month cost to the county.

The county immediately began efforts to find an affordable way to keep the bus system going, notify residents and get public input, and determine how many residents would be impacted if transportation services were reduced or eliminated. An analysis of ridership data showed that the number of nonMedicaid riders is approximately 300 per day, roughly 75% of which are residents commuting to/from work.

The county spent the last 10 months working with NYS Department of Health, NYS Department of Transporta-

tion, First Transit, and other agencies to try to keep the cus system going. Considering the significant reduction in service (ridership numbers), the county worked with First Transit to achieve a reduced cost. Bus fares were raised to help offset the reduction in state revenue. In response to the sudden negative impact on many rural county transit systems, including Tioga, the state agreed to work with counties to offset the unexpected costs in 2014. Tioga County anticipates significant, if not full reimbursement for this year, but that will not be the case going forward.

NYS also agreed that if the county’s Medicaid per-trip rate was reduced to a level below the cost of taxi service, then the state would shift the Medicaid riders back to the county’s bus system. The county made changes to its bus routes and number of runs per route, making its per-trip rate less expensive than taxi service. The county presented this adjusted per-trip rate to NYS, and NYS agreed to shift Medicaid riders back to the county’s bus system. After a month, the county did not see a shift in ridership. Further discussions with NYS have not been successful in shifting riders, and revenue, back to Tioga County.

With no other options to pursue, the Tioga County estimates the cost of continuing the bus system in 2015 to be approximately $500,000, increasing every year thereafter. That cost alone would require a 2.26% tax levy increase, which would put the Tioga County in violation of New York State’s property tax cap of 2%.

Halloween Party at the Elks Lodge A Halloween Party will be held on Saturday, October 25, from 7:00 to 11:00 pm, at the Owego Elks Lodge.

The party begins at 7:00 pm with a tasting of Whines, Spirits and Brews featuring wine, distilled spirits and beers from local merchants, micro breweries and wineries. Beginning at 8:30 pm, rock out and dance the night away to live music from local band, After Dark.

Members Tracey Neigh, Jeff Shepardson, Brian Vallet and Bob Kerber feature an array of tunes from the sixties to today, including rock, country and blues genres. There will be an adult costume contest at 10:00 pm with prizes awarded to the winners.

Light ‘finger’ foods and delectable ‘bites’ will be served complimentary during the Whines, Spirits and Brews tasting. The bar will be open all evening and will feature fall brews and

Screaming Mimi martinis. The spirits tasting ends at 9:00 pm.

Tickets for this event are $10.

The 70,000 square foot facility will be located adjacent to the UHS Wilson Medical Center on an old EndicottJohnson site at Corliss Avenue in Johnson City. Construction is slated to start this spring.

"Just as the BU Downtown Center brought activity and private investment to help revitalize downtown Binghamton, the School of Pharmacy will help revitalize downtown Johnson City," said Senator Libous.

Binghamton University intends to enroll 320 students in the Doctor of Pharmacy program and 60 students in their PhD program once the new school reaches full capacity.

"The facility will not only bring hundreds of students to downtown Johnson City, we'll be attracting private investments, businesses and research dollars from the pharmaceutical research industry," said Libous.

"That means creating hope and opportunity for our next generation."

The Youth Engagement Services (YES) Program of Catholic Charities of Tompkins/Tioga assists students within the Newark Valley School District through a generous donation from Community Care Network of Nichols. They provided the YES program with much needed school supplies from donations received from Salvation Army of Tioga County, Best Buy, Tioga United Way and Fidelis.

The YES program received backpacks, drawstring bags, calculators and pencil cases with pens and pencils. In addition to these items, they received $500 to purchase school supplies. All donations were distributed to each of the three buildings within Newark Valley School District. Catholic Charities is very grateful for this help for the students.

Tioga Downs Casino and Binghamton Harley Owners’ Group (HOG) raise funds through Christmas for Kids Ride On Sunday, August 24, over 100 participants and sponsors worked to raise $2,900 in this year’s John “Wah” Oleski Christmas for Kids Ride.

Tioga Downs Casino Owner Jeff Gural has generously offered to match the amount raised for the event. The casino also provided the riders and participants with complimentary meals and free play coupons for their hard work and dedication.

Tioga Downs Casino has been a big supporter of the ride’s mission for many years.

The Binghamton Harley Davidson® Motorcycle group has raised over $120,000 to purchase toys for the program over the last 25 years. The ride’s name was recently changed in

remembrance of the event organizer, John “Wah” Oleski, who lost his courageous battle with lymphoma last year.

The Christmas for Kids Ride departs from the Southern Tier Harley Davidson® dealership and cruises to Tioga Downs Casino along with a police escort.

Hundreds of children throughout the Southern Tier will receive new toys due to the collaborative efforts of Tioga Downs Casino and the Southern Tier Harley Davidson® group.

Tioga Downs Casino is located along the north side of NY Route 17/ I-86, two miles west of exit 62 in Nichols, NY.

Not only did the bees and butterflies have a feast available for their late-season feeding while I was visiting in late September, but we humans got to see the spectacle of bright goldenrod intermixed with purple and white asters almost everywhere I looked. These native plants are perfect sources of nectar just when pollinators need it and there isn't much else for them to eat.

Also -- for anyone who thinks

goldenrod causes hay fever -- look instead to the dowdy green ragweed plants that are blooming profusely but less noticeably at the same time. Plants with colorful blooms are never allergens because their pollen is too heavy to become airborne. That's why they have to be pollinated by bees, moths, and butterflies. Unshowy flowers like ragweed have lighter pollen that is carried in the air.

On Wednesday, September 24th, over a period of many hours, I listened to a number of speakers present their thoughts on the best location for a gaming resort in the Southern Tier region. A number of speakers had a similar message emphasizing two points.

They felt that the best location was Traditions due to its central location to a dense local population (including the universities) and that Broome County needs “help” in creating jobs.

First, I thought the idea of a resort was to attract people from outside the area to support the new jobs being created, but more importantly, we need to address the logic of locating a gaming facility near so many young individuals.

SUNY Broome with an enrollment of over 6,000 is a ten minute drive to Traditions, while Binghamton University with an enrollment of over 16,000 is a mere five minute drive. The recently announced Pharmacy School will be even closer. The gaming application requires the facilities to be actively involved with the issue of problem gambling. Would the location of a gaming facility so close to these universities be consistent with the Gaming Commissions mission of addressing problem gambling? Science

tells us that the cerebral cortex of the brain is not fully developed until the age of 25 and that one of its functions influences a person’s ability to reason.

Location of a gaming facility so close to over 22,000 students is not a sound plan.

Secondly, Broome County is getting “help.” In the last two months we have been informed of a new Pharmacy School and the new Southern Tier High Technology Incubator. These two projects represent $79 million of government funded help in creating jobs in Broome County. The START-UP NY initiative also creates 10 year tax free zones on and near the university where private companies can invest and grow jobs. Jobs that will have little impact on the population living in the western portion of the Southern Tier.

As I stated at the public hearing, Tioga Downs offers the best location to impact jobs in the entire Southern Tier region. It is in the center of the “true” Southern Tier, creating job opportunities for all counties including Broome, Tioga, Chemung, and Steuben.

Congratulations to Zane S. our Sept. Gift Certificate winner On September 3, the staff of Zion Lutheran School opened the doors for its 33rd year and welcomed students to their classrooms. Students from PreKindergarten through Grade 6 began the year with a chapel service, led by Zion’s Pastor, Aaron Schian. Zion students fulfill and meet all state standards, with Grades 3 - 6 taking the required state exams. The Parent-Teacher League fundraises and is able to assist the teachers by providing a teacher for gym, art and music classes. Tioga Acting Guild, Inc., (TAG) will no longer be hosting dinner theaters. As the incorporators, Mike and Robin Benesh, were ready to take a back seat to the theater productions, TAG was notified that it would no longer be able to rent out the Nichols Elementary Sch o o l fo r th e d in n er th eater productions. The board of directors voted for the corporation’s dissolution.

TAG has been entertaining audiences for eight years and will miss the interaction with its audiences.

TAG was started back in 2006 when two moms, Kelly Schweiger and Robin Benesh, wanted to offer additional opportunities for the Tioga Central High School students to enhance their acting skills. An improvisational group was held once a week, culminating with a performance of skits and sketches, many written by TAG members. Just a short time later, the group tackled the school’s first musical in decades, to a rounding success. TAG performed “Way out West in a Dress”, a musical comedy. TAG also performed an anti-bullying dramatization in cooperation with the New Hope Center, trying to raise awareness.

In December of 2007, TAG took its act on the road as it visited the Albany Medical Center’s Children Hospital.

Not only did TAG perform for the families there, but it took over $500 worth of items donated for the hospital’s wish list.

TAG performed several dinner theater fundraisers for the Community Care Network of Nichols, as well as

Tioga Opportunities, Inc. TAG would like to thank all those who have supported TAG by attending its performances or sponsoring, which allowed TAG to donate to various charities including the following: The Open Door Mission, The Salvation Army, Catholic Charities, The TAG Community Service Scholarship, The Barton Community Club, The Bridge.

In a last effort to ‘give back’, the board of directors voted to donate its kitchen supplies to the Barton Community Club. The majority of its set pieces and props will be sold\donated to the Tioga Central High School Drama Club.

“It has been a wonderful experience, directing shows over the years.

Watching the actors connect with their audience was priceless. I don’t know who was having more fun, the actors or their audience. We will all miss that aspect.” says TAG president Robin Benesh. “Some of my most precious memories were watching the newly recruited actors ‘blossom’ and get bit by the acting bug. Of course, watching my son Brandon entertain the audiences over the years was inspiring to all who worked with him. Brandon has been a part of TAG since its inception and has even directed and co-directed some of our shows. Though it saddens all of us ‘Tagsters’ to dissolve TAG, it has been a wonderful experience, one filled with a multitude of memories.” TAG will keep its Facebook page active with photos from past performances and any TAG news.

Final Beam in Place for Tioga Downs Parking Garage

On September 19, Tioga Downs Casino in Nichols held a press conference and ceremony for the last steel beam to be put into place for their new parking garage.

Local dignitaries, Tioga Downs personnel, and media representatives signed the final steel beam before it was lifted into place.

The ceremony was held outside on the Winner’s Circle Lounge patio.

Construction on the three-story parking complex, which is Phase One of Tioga Downs’ expansion project, began last November and is expected to be completed this month.

Starzak had an informative discussion with Natalie about hops and malting barley as re-emerging niche crops

valuable to local farmers. Before Prohibition, New York State was the largest grower of these crops in the nation. Now, due to demand from craft breweries, these crops are being brought back to New York to establish new varieties for our area. Craft breweries have proven to be recession proof and are sustainable businesses. Starzak strongly supports agriculture and sustainable businesses in New York State.

Tioga County Senior Citizens Foundation Supports Two Valuable Programs Offered By Tioga Opportunities, Inc.

The Tioga County Senior Citizens Foundation recently stepped forward with two generous donations to Tioga Opportunities, Inc. to offset costs for two valuable programs offered by Tioga Opportunities, Inc. First, a grant was awarded to support this year's very successful 2014 Group Workcamps program held during the last week in July in Tioga County. During the weeklong program, property enhancements were completed for 56 county residents. In the eight years since Group Workcamps has been active in Tioga county, 368 homes have benefited from various improvements including exterior and interior painting, small porches or decks, wheelchair ramps and mobile home skirting.

The estimated economic impact of the enhancements, as well as the dollars spent in Tioga County for supplies and materials, along with food and housing for the campers, is now well over $1 million.

The donated funds will help tremendously with expenses incurred for

the purchase of needed supplies and materials for project completion.

Secondly, a grant was awarded to support the seven food pantries and one soup kitchen located across the county and financially administered by Tioga Opportunities. Sadly as reported by Anne O. Stout in the September 3 issue of the Tioga County Courier, the Food and Health Network (FaHN) provided some very bleak statistics regarding "food insecurity" in Tioga County.

Erin Summerlee of FaHN offered estimates of food insecure individuals in 2012 for Tioga County to be 2,170 children and 4,770 all residents; making it 18.3 percent of the children and 9.3 percent of residents. Such statistics are supported in the numbers of individuals who participate in the TOI food pantries and soup kitchen.

Tioga Opportunities, Inc is grateful to the Senior Citizens Foundation for recognizing the value of these programs and then delivering the financial support crucial for their continued success.

John Stoughton and Nancy Hunt are volunteers with the Helping Hands Food Pantry, one of seven food pantries in Tioga County under the TOI umbrella. The pantry is open from 6:30 to 7:30 pm Mondays and 2 to 4 pm Thursdays and is located in the basement of the Berkshire Community Hall, 11 Jewett Hill Road in Berkshire.

The Owego Rotary Club recently awarded academic scholarships to two graduating students, one from Owego Free Academy and one from Newark Valley High School. The key criteria for making the selection are involvement and leadership in high school activities, including athletics, clubs, and community service.

At the commencement exercises for OFA, Michael Yanchus was awarded a $1,000 Rotary Club scholarship. In recognition of his dedication to helping others, Broome-Tioga BOCES also honored Michael this year with a Student Community Service Award. This fall, he

plans to attend the State University of New York at Oneonta.

Eleni Riechers, from the Newark Valley High School, was also awarded a $1,000 Rotary Club scholarship at her school’s commencement exercises. She has volunteered extensively in her community, been a dance instructor since 2008 and is a member of the National Honor Society. Eleni plans to attend Elmira College this fall.

Since 2001, the Owego Rotary Club has annually awarded academic scholarships to outstanding students from Tioga County.

Little Meadows Fire Co. & Rescue Squad Kick Off Fundraising Campaign

With site work underway for a new fire station and training facility, the Little Meadows Volunteer Fire Company and Rescue Squad has formally kicked off their fundraising drive.

The new building, located on five acres off Maple Avenue and Rt. 858, will replace a nearly 60-year old station and will house the organizations that provide emergency coverage for approximately 83 square miles and 2,100 residents in two counties. Both the fire department and the rescue squad are comprised entirely of trained volunteers. The new building has an estimated cost of $825,000 A commitment of $350,000 from Talisman Energy USA, ensured the emergency response organization can move forward with the 6,200-squarefoot building that will house emergency vehicles and a training room. However, an additional $250,000 is needed to fully fund the project.

“The commitment from Talisman has made this project possible,” says Chuck Darrow, president of the Rescue Squad.

“But we are not all the way there, yet.

We still need financial support from the residents and businesses who value the services provided by the fire department and rescue squad.”

Local municipalities have supported the building construction through Impact Fee funding. A portion of the Impact Fee, paid by the oil and gas industry to the Commonwealth, is given to municipalities impacted by shale development.

Little Meadows and Friendsville Boroughs, Apolacon, Warren, and Middletown Townships have all contributed some of their impact fee funding toward the construction of the building, as has Bradford County.

“We are very appreciative to the boroughs, townships and county for their leadership in supporting the fire department and rescue squad,” Darrow said. “We are now asking residents and businesses to help fund this emergency services building.”

The organization has established several levels of support for those considering a donation. For these levels, donors receive permanent recognition, displayed at the new building. The levels

range from a $500 quilt block to $150,000 for naming the roadway.

“These levels are just suggestions,” Darrow said. “We will be thankful for any amount received toward this important project and are open to recognition options.”

Talisman’s donation is spread over three years, with the final amount conditional on the organization raising at least $50,000 in community donations.

Talisman will donate $2 for every $1 the community donates up to $100,000.

In addition to the main building, the fire department and rescue squad hope to add an additional extension that will have ample room for community activities. This could be accomplished by a single donation of $300,000, which would be acknowledged by a cornerstone or other permanent display of recognition.

The current mission of the Little Meadows Fire Company and Rescue Squad is to provide medical, fire, and rescue services to the residents and businesses in the Little Meadows and Friendsville Boroughs and the Apolacon, Middletown and Warren Townships of PA. The Rescue Squad provides emergency medical treatment and ambulance transport for personal and family emergencies, motor vehicle, jobrelated and residential accidents. The fire company provides fire fighting, extrication, rescue and fire police services as well as disaster response and other community services. The Fire Company and Rescue Squad have a coverage area of approximately 83 square miles and serve around 2100 residents.

The Little Meadows Volunteer Fire Company and Rescue Squad is comprised entirely of trained volunteers.

Currently around 40 personnel give their time to respond to emergencies in the area. The Fire Company and Rescue Squad responds to an average of 110 ambulance calls and 30 fire calls a year.

Curtis Hartwig, PhD, will lead the following four clinics, meant for all skill levels, on how to conduct genealogical research.

Zion was awarded the grant last April, and spent the summer preparing and installing the rock wall and fall zone. Multiple volunteers from the church and school dedicated their time in assisting in the preparation for the installation.

The staff at Zion feels that physical activity is an important part of a child’s development, and the grant was an excellent way for the school to update their equipment and meet this need.

“It has been a favorite recess activity

since school opened,” Says Janet Pawlak, Principal.

Rotary Program on Marcellus Gas

Healthy Tips from the American Heart Association & American Stroke Association

Owego Rotary Club program by Jerry Acton about Marcellus Shale Gas Performance.

The Owego Rotary Club has had a variety of interesting programs, including the one by Jerry Acton on September 23, 2014.

Acton retired from employment after 31 years as a systems engineer for IBM and Lockheed Martin.

Systems engineering is the process of examining complex problems, identifying patterns and interactions.

Acton used his extensive background in systems engineering to study the Marcellus shale gas well production in PA and applied the results of the analysis to predict the possible outcomes in NY. Jerry explained his analysis process and that the analysis is based on publicly available gas well production data from six PA counties just south of Tioga, Steuben, Broome, and Chemung NY counties (1,795 wells).

Based on his analysis, New York State would not be expected to have any economically viable shale gas production. He also reminded us that all of the water in Tioga and Broome Counties is part of a Sole Source Aquifer System. If that aquifer is contaminated, there is no viable economic alternative. All of the rain that falls in the watershed reaches the Susquehanna River within 24 hours.

This explains why the river rises so quickly during a rainstorm and why any effective spill response would be almost impossible.

• Do choose lean or extra-lean beef burgers, and keep the patties to the size of a deck of cards. Or try turkey burgers or salmon burgers, which are tasty and give you the essential omega-3 fatty acids your body needs.

The Don’ts: • Don’t eat if you’re not hungry, just for something to do at the game.

• Don’t grab fried wings. Try replacing them with grilled chicken breast strips tossed in a small amount of your favorite sauce.

• Don’t keep chips, nachos and other high-calorie snacks around. For a crunchy snack, try cut veggies with hummus, salsa or other low-fat dip.

• Don’t overindulge on alcoholic beverages. Too much beer, wine or liquor impairs judgment and can cause us to eat more.

The Little Meadows, PA, Volunteer Fire Company and rescue was founded in 1955 as a non-profit organization under Chief Frank Barnum.

In 1957, the current firehouse was constructed. Local residents donated time and labor to construct the facility and raise money for materials. The station was constructed on a small, quarter-acre, of land and has served as an operating site of the community’s emergency services ever since.

In 1976, the ambulance service (rescue squad) and a

third truck bay were added.

In 1985, the second story training and office space was constructed.

Many children and grandchildren of the original fire department members continue to reside in Little Meadows and neighboring communities, and have relied, along with all residents, on the emergency service coverage provided.

With the exception of two renovation projects in 1976 and 1985, the facility remains unchanged from the one built in 1957.

Handle Increase; Track Records Highlight 2014 Tioga Downs Season An overall increase in handle (total money wagered) and seven track record performances marked a successful 2014 season at Tioga Downs, which concluded on Saturday, September 13.

Overall handle on the 61-day meet was considerably improved in comparison to the 2013 season, with all-sources handle showing a 5.4% increase. This increase was largely due to a more involved simulcast audience, whose handle was 13.4% higher than in the previous season.

"We thank our customers and horsemen for their support of our 2014 racing season," said Jason M. Settlemoir, Regional Vice President of Racing at Tioga Downs. "We are proud of the great competitive racing on our 5/8 mile track, and that it continues to be well received across the North American harness racing audience."

With respect to the record books, four -year-old distaff trotter Charmed Life and driver Jody Jamieson established a new overall record for trotters on New York State's only 5/8-mile track, winning their Miss Versatility preliminary in 1:52.2 as part of the Cane Pace undercard on Monday, September 1. Trotting

geldings Datsyuk (three-year-old, Charlie Norris), Obrigado (four-year-old, Aaron Byron), and Traverse Seelster (older, Brandon Simpson) also turned in track-record performances through the season, scoring in 1:53.1, 1:52.3, and 1:52.4 respectively. Two-year-old trotting filly Jolene Jolene (David Miller) equalled You Want Me's mark of 1:55.2 as well, completing the quintet of record established on the trotting side of the ledger.

Additionally, a pair of pacers entered the Tioga record books, with Sweet Lou's 1:48.3 triumph in the Roll With Joe on Sunday, June 1 (Ron Pierce aboard) equalling Shark Gesture's past mark for older pacing entires. Mosquito Blue Chip (Jim Morrill, Jr.) set a new record outright for two-year-old pacing fillies, proving victorious in 1:52.1.

Jim Marohn, Jr. claimed his third consecutive driving title with 91 wins on the meet, 13 more than runner-up Aaron Byron. Top training honors went to Mike Deters, who took his second training title and first outright with 33 wins.

Normand Fluet and Gail Wrubel finished in a dead heat for second with 20 wins apiece.

Nominations for the 2015 Vestal Hall of Fame are due by October 17, 2014, to the Hall of Fame Committee.

Candidates for consideration must have graduated at least 10 years ago from the Vestal Central School District.

They also must have received local, regional, national or international recognition in one or more areas, including educational, professional, charitable or community support, athletics or the arts.

Submitting a graduate for nomination does not guarantee that the candidate will be inducted into the next Hall of Fame. Only three candidates per year are typically inducted, and the Hall of Fame Committee reviews all applications and makes the final decision on who is to be selected for induction.

Libous Opposes Giving Illegal Immigrants the Right to Vote and Hold Office Senator Libous strongly opposes legislation (S.7879) sponsored by Senator Gustavo Rivera (D- 33rd District, Bronx) and Senate Democrats that would give illegal immigrants the right to vote and hold office in New York State.

“We should be focusing on creating jobs and opportunity for hardworking families," said Senator Tom Libous.

"The Senate Democrats are focused on handing individuals here illegally the right to vote and hold office. It’s clear what their priorities are…and it isn’t our hardworking taxpayers.”

In addition to the right to vote and run for and hold public office, the bill would also make hundreds of thousands illegal immigrants immediately eligible for taxpayer-funded welfare benefits, driving up property and state taxes.

It would also allow illegal immigrants to serve on juries and hold professional licenses.

"It’s irresponsible to reward illegal immigrants at the expense of our middle -class families,” said Libous. “I simply can’t support it – and I know the people of the Southern Tier feel the same way.”

Non-Profits Receive Funds Thirty-two nonprofits in Tioga County have been awarded funds totaling $64,150 by Tioga County Senior Citizens Foundation (TCSCF).

Distributions are made annually to organizations that serve the needs and interests of senior citizens in Tioga County. Since formation in 1982, TCSCF has given nearly $1.8 million to benefit Tioga County’s senior citizens.

A volunteer board directs the activities of this charitable organization.

The libraries and senior citizen clubs in Tioga County also received varying grant amounts.

Vestal High School’s Marching Band Prepares for Golden Circle of Bands The Vestal High School Marching Band will host its home competition, The Golden Circle of Bands, on Saturday, October 11, in the Dick Hoover Stadium. Gates open at 6:00 pm, and the first band takes the field at 7:00 pm. Tickets are $8 at the gate.

This year Vestal’s Marching Band welcomes five school bands from BathHaverling, Horseheads, Johnson City, Norwich and Union-Endicott to the 2014 Golden Circle of Bands competition.

Mobile Food Pantry Food Distribution Low to moderate income individuals and families are invited to Participate in a Mobile Food Pantry Distribution sponsored by the Apalachin Lions Club in partnership with the Food Bank of the Southern Tier. The distribution will be held on October 29th at1-p.m. at St Margaret Mary Catholic Church parking lot,
