O Tannenbaum at the Museum

Holiday Season in the Village of Owego the passage of the 19th Amendment, the Tioga County Women’s Suffrage Committee decorated the window in two parts. The eastern window nods to our historic forebears who fought for women’s suffrage and the advancement of equality. In the western window, more modern elements that pay homage to the work being carried out in the 21st century. This window was made possible by the Tioga County Women’s Suffrage Committee. A special thanks to Adam

O Tannenbaum, the annual holiday display and auction event of the Tioga County Historical Society, is being held at the Tioga Historical Musum now through December 12. Trees, wreaths, and other items donated by the community are on display throughout the museum as part of a silent auction. Because of the COVID-19 pandemic,

there will be no entertainment events during O Tannenbaum. The museum is open Tuesday through Saturday, 10:00 am to 4:00 pm. The final bid night for O Tannenbaum is Saturday, December 12. The museum will be open until 8:00 pm on Dec. 12. Bidding ends at 7:00 pm. The Tioga County Historical Museum is at 110 Front Street in Owego.

Local Child Care Center Invites Community to Support Local Children With remote learning and hybrid school schedules emerging as a critical way to practice social distancing this school year, everyday life, especially for children, has been disrupted. If you’re a parent or caregiver with a child home from school, you know firsthand the added challenge of keeping your children focused and occupied during the unforeseeable break from in-person learning. PlayYard Concepts Inc, a non-profit childcare center based in Apalachin, is encouraging the community to come together with a video contest called “It’s a Great Day to Teach Kids Something New,” in which members of the community can create fun, educational videos for children to enjoy and learn from during their extra time at home. From an athome fitness exercise to a DIY craft or cooking class, these educational videos can keep your children moving forward

during the pandemic. The top submitted videos will be offered cash prizes as well as showcased on PlayYard Concept Inc.’s website. “This year has not been easy as a parent,” said Christine Benjamin, administrator of PlayYard Concepts Inc. “With the remote learning and hybrid schedules this school year, it is causing additional stress among both children and parents. Parents are more eager than ever to keep their kids busy and provide them with educational, physically engaging and brain-fueling activities. We invite the local members of the community to help us in creating unique, fun and educational videos to prompt kids to get creative with the activities they can enjoy at home.” To submit a video and join in on the “It’s a Great Day to Teach Kids Something New” video contest, visit www.playyardconcepts.org/

During this year’s holiday shopping season, a series of community-based arts initiatives brighten the Village of Owego. Community Art Banners This year, the traditional Lights on the River Banners have been replaced with 27 custom community art banners decorating Front and Lake Streets which bring color and joy to downtown Owego. The banners were created by local individuals and families, and express the theme “Winter Wonderland.” Decorated Empty Window Fronts Window 1 - Former Hand of Man, 180 Front Street, Owego - In honor of the passage of the 100th Anniversary of

Weitsman, Upstate Shredding - Weitsman Recycling, for opening this space. Window 2 - Former Tioga Trails, 50 Lake Street. Walking west on Main St., a display features a Kwanzaa-inspired mudcloth artwork and display; around the corner is a series of 2- and 3-D artworks by artists Suzanne M. Lachman and Michael Husted. Lake Street windows feature landscapes by Donna Cheresnowski, a hand-painted mural by Ann Pellegrino, and work by Carol Livermore. This window was made possible by the following artists: Kathye Arrington, Donna Cheresnowski, Michael Husted, Suzanne M. Lachman, Carol Livermore, and Ann Pellegrino. Food Drive - Dec. 12

Tioga County Establishes Police Reform & Reinvention Collaborative Martha Sauerbrey, Chair of the Tioga County Legislature announces the establishment of the Police Reform & Reinvention Collaborative as directed by Governor Cuomo’s Executive Order of June 12, 2020. This process will be structured according to the guidance provided in the New York State Police Reform and Reinvention Collaborative and will require community input and participation, along with an assessment of Policing Policies. A completed plan must be submitted to the Department of Budget by April 1 or funding will be withheld. Maintaining public safety is extremely important and is one of the essential roles of government. In order to achieve that goal, there must be mutual trust and respect between police and the communities they serve. Last month, Tioga County offered a Community Wide Survey available to all Tioga County citizens. Plans for a community wide zoom

meeting are underway and this discussion will address policies and procedures of the Sheriff’s Department and other recent changes in the law. The process for the Police Reform and Reinvention Collaborative will be as follows: • Review the needs of the community served by The Tioga County Sheriff’s Office and evaluate the department’s current policies and practices. • Establish and evaluate policies that allow police to safely perform their duties. • Involve the entire community in the discussion by way of a public survey and possible zoom community meetings. • Develop policy recommendations resulting from this review. • Offer information for public comment. • Present the plan to the local legislative body to ratify or adopt it. • Certify adoption of the plan to the State Budget Director on or before April 1, 2021.

Croton Hose Co. #3 1950 Ward LaFrance Fire Engine Croton Hose Company #3 of the Owego Fire Department will host a food drive in partnership with the Tioga County Rural Ministry on Saturday, December 12, 9:00 am until 3:00 pm. During this time, nonperishable food items may be dropped off at the Croton House Co. #3 Fire Station on the “Flats” at 8 Talcott Street. “With the ongoing COVID-19 crisis, we recognize the holidays are a tough time for many in our community,” said Company #3 President Thomas Donovan III. “The food drive is another way we can help our neighbors in these trying times.” In addition to the food drive, Company #3 has donated $500 to the Rural Ministry that was matched by an anonymous company member bring-

ing the total donated to $1,000. “Core” food items that can be donated are the following: canned whole or crushed tomatoes, canned beets, canned sauerkraut, stewed tomatoes, tomato paste, pasta sauces, canned tuna, peanut butter, stuffing, pasta (not elbow macaroni or spaghetti), low-sugar cereal, flour, sugar (brown and white), salad dressing, soup. Croton Hose Co. #3 is the largest fire company in the Owego Fire Department and turned 176 years old this year. Affectionately known at the “Flat Rats” the company remains in its home on Talcott Street serving the Village of Owego and surrounding areas with fire protection services as part of the Village of Owego Fire Department.

A ribbon cutting ceremony was held on November 11 to celebrate the new location of the Project Neighbor Food Pantry at 79 Whig Street in Newark Valley. The pantry is now handicap accessible with convenient parking. The food pantry started more than 50 years ago as an outreach mission of the First United Methodist Church of Newark Valley. It serves the residents of

County Legislature Meeting - Dec. 15 The 12th regular meeting of the Tioga County Legislature will be held at 6:00 pm on Tuesday, December 15, in the auditorium of the county office building at 56 Main Street in Owego. Lion Charlie DiGiacomo with the Melvin Jones Fellowship plaque. The members of the Apalachin Lions Club & Foundation honored fellow Lion Charles DiGiacomo with the prestigious Melvin Jones Fellowship on November 25, in recognition of his 28 years of service to the club and his on-going support of the Apalachin/Little Meadows/

Campville communities that the club serves. Lion Charlie has served the club as President, Treasurer, Secretary and as a board member multiple times. New Owners for Radio Station

A ribbon-cutting ceremony was held last month to celebrate new ownership of Radio Station Choice 102 WATS/WAVR in Sayre, PA, and Waverly, NY. The new owners are Dave and Irene Radigan who are already familiar to Tioga County residents as the owners of Owego’s WEBO radio. The sale marks the end of Chuck Carver’s 44 years at “The Choice.” Carver joined the valley stations in 1976, working as announcer, News Director, Station Manager, and General Manager. He became co-owner in 1986, and sole owner in 2016. Carver and his wife, Michele, relocated to Lititz, Pennsylvania, to be near their sons and grandsons. Carver said, “I am so happy that

Dave and Irene will soon begin serving our community. I know they’ll do many wonderful things here, just like they have in Owego. The valley airwaves remain in good hands.” The Radigan Family purchsed WEBO in 2006. Dave became sole owner of WEBO in 2019. Irene Radigan is Vice-President of Stray Haven’s Board of Directors and Chair of the Marketing Committee and Board Secretary for Tioga County Cornell Cooperative Extension, and is involved with other organizations. “We are very excited to be working with Mr. Carver on this transition,” said Dave Radigan, “and to preserve local ownership of WATS/ WAVR as valuable assets to the community.”

Melissa Watkins, 4-H Resource Educator with Cornell Cooperative Extension Tioga County, has concluded a successful year as the President of the New York State Association of Cornell Cooperative Extension 4-H Educators (NYSACCE4-HE) after being elected to serve in the position for the year 2020. NYSACCE4-HE is an organization for youth development professionals that is focused on professional development,

marketing the profession, and the recognition of excellence in the profession. This organization is a key support system for New York State 4-H professionals in the time of COVID-19. Highlights of Melissa’s time with NYSACCE4-HE Board Leadership include representing NYSACCE4-HE at the Joint Council of Extension Professionals’ Extension Leadership Conference, Public Issues Leadership Development Conference, and the National Association of Extension 4-H Youth Development Professionals. In addition, she provided leadership for NYSACCE4 -HE in making transitions related to the COVID-19 Pandemic, through online conference offerings, professional development, and the transition to an online annual meeting and awards ceremony. Melissa will continue to provide leadership to NYSACCE4-HE as the 2021 Past President, by providing support to the new President and Vice President, seeking new candidates for board leadership, and representing the 4-H Youth Development profession.

The Light Up Tioga Driving Tour and Contest features homes and businesses throughout Tioga County, NY. From December 11 to December 23, lights will be on every day from 5:00 to 8:00 pm. There will also be walking tours of downtown shops. “With the cancellation of events around the county, we wanted to do something for kids and families to still experience the magic of the season,” said Rebecca Maffei, Director or Tioga County Tourism. “We have seen and heard of businesses and residents that are planning extra-special displays this

year, so we thought a driving tour would be a safe and fun way to participate in a holiday event.” Tioga County Tourism will produce a printed and digital map of the tour. People who take the Light Up Tioga Driving Tour will be able to vote for their favorite displays in the “home” and “business” categories. The winning homes will win gift certificates from local businesses and the winning business will win a $200 gift certificate to Small Town 360, a local photography business that offers services like virtual tours and Google Street View.

December 1970 It’s December 1970. Rube Goldberg, the cartoonist famous for his zany inventions, dies from cancer at age 87 years. The Supreme Court approves lowering the age for voting in national elections to 18 and rules that Congress has no power to order the states to allow 18year-olds to vote in state and local elections. After State University at Binghamton professor Bruce McDuffie discovers high mercury levels in tuna, the Food and Drug Administration recalls over 1,000,000 cans of tuna fish. Princess Margaret of Great Britain and her husband Lord Snowdon have agreed to separation and divorce. Wire-rimmed “granny” glasses are in style. The State Labor Department releases unemployment figures for November showing that the Binghamton area had a 5.7% unemployment rate, the highest since March 1963. Apalachin firemen Robert Brombacher and Bernard Bailey are chairmen of the 1971 Apalachin Volunteer Firemen’s Field Days. Its theme will be “Vacations U.S.A.” and the Miss Apalachin Contest will become the “Miss Junior Apalachin Contest” with contestants ages 6 - 11. A moon rock brought back to Earth by Apollo 12 astronauts is on display at Roberson Center in Binghamton. The Nichols Baptist Church dedicates its new sanctuary. The Village of Owego implements a new two-hour limit parking system. The village recently removed the parking meters. An Apalachin resident shoots a 50pound coyote while hunting between

Town of Owego Highway Department employees picket for two hours outside the town supervisor’s office to protest a decision by the board to reject a 20¢ per hour raise. The Grand Union Company announces that it will open a Grand Way discount store in the Vestal Plaza in Vestal. The Ti-Ahwaga Players perform “Hansel and Gretel.” The 1971 Tioga County United Way Fund drive sets a new record, with pledges for $140,163.21. Two large storms hit the area in two days, dropping more than 13 inches of snow. A mail plane crashes at Broome Airport. Best selling books include “Rich Man, Poor Man,” “Inside the Third Reich,” “Future Shock,” and “The Greening of America.” Movies playing at local theaters include “Love Story,” “The Aristocats,” “2001 A Space Odyssy,” “Tora! Tora! Tora!” “Hello, Dolly” and “The Greatest Story Ever Told.” Saturday night TV shows include “The Andy Williams Show,” “Adam-12,” “Arnie,” “The Mary Tyler Moore Show,” and “Mannix.” We’re shopping at FBC (Family Bargain Center) in Owego and dining at Mer Bleue Seafood House on “old Rt. 17” in Apalachin. Boy Scout Food Drive - Dec. 12 As Christmas approaches each year, Scouts BSA Troops 38 and 638 of Owego conduct a day of service for the community. Both troops are chartered by the First Presbyterian Union Church of Owego. In a normal year, the scouts would spend a Saturday morning going door-to-door to collect non-perishable food items for the Open Door Mission food pantry. Due to the COVID-19 pandemic, a new approach is needed this year. Boy Scout Troops 38 and 638 of Owego will host a no-contact, drivethrough food drive on Saturday, December 12, from 8:00 to 10:30 am at the First Presbyterian Union Church office at 111 Temple Street in the Village of Owego. The Boy Scouts will accept any nonperishable food donations. There is a great need for shelf-stable microwaveable meals (such as Dinty Moore Stew, Knorr Mexican Rice, and Bowl Noodle Soup) and low sodium goods. To keep everyone in our community safe, this is how the food drive will work: 1. Place your food donation in the trunk or back of your car.

TIOGA COUNTY COMMUNITY PRESS Tioga Arts Council (TAC) wants to help spread holiday cheer this year by making 300 handmade holiday-themed cards and delivering them to Riverview Manor Health Care and Elderwood at Waverly before Christmas. To do this, they need your help. If you or your family want to participate, draw a Christmas or holiday scene on a piece of construction paper. On the inside, write the greeting “Happy Holidays” and sign only your first name. Deliver the card to Tioga Arts Council at 179 Front Street in Owego by 12 Noon on Tuesday, December 15.
