O Tannenbaum Holiday Showcase

O Tannenbaum Holiday Showcase Fundraiser is being held at the Tioga County Historical Society (TCHS) Museum, 110 Front Street in Owego. Decorated trees, wreaths, and other holiday items are on display and available for bidding. The final day for bidding is December 13. This year there are 44 three-foot trees and 36 six-foot trees on display. Each tree has been beautifully decorated by organizations, businesses and individuals from the community. Each tree is unique and themes of this year’s trees include: “Country Christmas Past,” “Dr. Seuss,” “Birds of a Feather,” “A Touch of Fall,” “Doll Tree,” “Baby Jesus Tree” “Mad Hatter Tea Party,” “Red Hats/12 Cups and Saucers,” and “Old Fashioned Christmas.” Also up for bidding are 19 decorated wreaths and other holiday items including a table runner, quilted wall hanging, carvings, throws, gift baskets,

quilts, and other Christmas items. The museum is open extended hours: Tuesday through Saturday 10:00 am to 5:00 pm, and Sunday 11:00 am to 3:00 pm. The following special events will take place during O Tannenbaum 2014 at the TCHSociety Museum: • December 5, Friday “Lights on the River” night. Zion Lutheran Choir at 6:30 pm, and OFA from 7 to 8:30 pm. • December 6, Saturday Family Day, 1 to 3 pm - Music by Susquehanna Holiday Players, Santa. • December 7, Sunday Melissa Collins, Harp, 1 to 3pm. • December 13, Saturday Closing Day - The bidding ends at 7:00 pm. Winterfest at Tioga Downs

Winterfest at Tioga Downs in Nichols officially opened last month. Each weekend through January 3, 2015, the Holiday Sound and Light Shows and Horse or Tractor Drawn Wagon Rides are available beginning at 6 pm. (excluding Saturday, December 6). Ice sculpting is just one event to enjoy at Tinsel-n-Lights Holiday Festival, December 12, 5:30 to 8:30 pm, at Waverly’s Muldoon Park. The 11th Annual Tinsel-n-Lights holiday festival will be held on Friday, December 12, from 5:30 until 8:30 pm at Muldoon Park in Waverly. Tinsel-n-Lights is a free, family holiday festival that offers something for everyone. Festivities include holiday music from local musicians, live rein-

deer, horse and wagon rides, ice sculpting, local dancers, warming fires, and food and refreshments. A highlight of the evening will be Santa’s arrival at 6:00 pm. If you would like more information on Tinsel-n-Lights, call Tioga County Tourism at 607-687-7440.

Christmas Cantata - Dec. 14 Come and enjoy “Sing and Shout for Joy!” a Christmas Cantata presented by a combined choir of singers from the churches of the Newark Valley area directed by Mrs. Jewel Griffith and accompanied by Mrs. Brenda Yeier. This free musical celebration on Sunday December 14, at 7:00 pm at the Newark Valley United Methodist Church includes favorite Christmas

carols, praise songs, and some beautiful new songs. The songs and narrative weave together a Christmas message to ‘Shout for Joy to the Lord, all the earth, for He comes’. If inclement weather causes cancellation, the Cantata will be held on the following Sunday, December 21, at the same time.

At the Apalachin Library The Apalachin Library has purchased a new collection of books about teaching, parenting, and otherwise helping those with various special needs. The books include music therapy, yoga, teaching about body language, help for speech and communication difficulties, tips for siblings of children with special needs, early intervention, feeding children with autism and more. The library now has a book to guide parents and

families with residential planning for adults and children. These books were purchased through a grant from the Finger Lakes Library System’s Outreach department. Holiday Share-A-Thon, Free Ham Dinner Come to the annual Share-A-Thon on Sunday December 7, from 2:00 to 5:00 pm at the Tioga Central High School cafeteria. Neira Named to Daktronics All-Region Women’s Soccer Team East Stroudsburg University, which put together a record-setting 20-1-1 season that ended in the NCAA Division II Tournament last weekend, placed a region-best five players on the Daktronics All-Atlantic Region team, including four first-team selections. Laurel Neira, a graduate of Owego Free Academy, started all 22 games at center back and produced six goals with headers off corner kicks - a key feature of an ESU attack that led the PSAC with 2.55 goals per game. She had four gamewinning goals, including two late in games - an OT win over Bloomsburg, and a winner with 1:37 left in regulation against Seton Hill. Neira will advance to the national ballot for All-America consideration.

Owego Students Support O’Tannenbaum

For the last several years, students at Zion Lutheran School in Owego have been supporting the Tioga County Historical Society (TCHS) by decorating trees for the society’s O Tannenbaum Holiday Showcase Fundraiser held at the TCHS museum, 110 Front St. in Owego. Each class made their own tree or wreath to support the exhibit. Themes varied through the years, but there has always been support by the staff and families. Children from Pre-K to 6th Grade enjoy the field trip to decorate the items. Principal Janet Pawlak says, “It is a good lesson to learn at a young age to make or bring things that are for others. It teaches the children to help others in the community.” The O’Tannenbaum exhibit is open Wednesday through Saturday, 10 am to 5 pm, and Sunday 11 am to 3 pm. The public can bid on decorated trees, wreaths and other holiday items. The final night to bid is December 13.

Owego writer R.W. White, author of seven books including Susquehanna Scandal and Hotbed in Tranquility, will be launching his newest title, Sweet Vines and Bitter Fruit, at the Endicott Visitor Center, 300 Lincoln Avenue in Endicott, on Sunday, December 7, from 2:00 to 5:00 pm. Pearl Harbor Remembrance Day is Sunday, December 7, the 73rd Anniversary of the attack on Pearl Harbor. Five from Tioga County were there that Sunday morning in 1941. Owego’s first casualty of WWII was Seaman Delmar D. Sibley still entombed in the sunken USS Arizona. Four others survived. One is living -

The American flags at the Tioga County Veterans Memorial are flown at half staff to honor those who died in the attack on Pearl Harbor.

researching other municipalities in NY that use it. A single family home or an apartment is one EDU for billing purposes. The EDU figure for a dwelling unit was calculated using the minimum sewer billing in the past. This was used because most dwelling units were paying the minimum. This EDU figure was used to calculate a formula based on past consumption for non-residential sewer users. There were increases in operational costs beginning this year due to the EPA mandated upgrade to reduce output of nitrogen and phosphorus. This upgrade was planned in 2009 and the costs of implementing it are starting to come due. The costs of the upgrade would have increased sewer rates even if we had remained on a consumption based billing system. The total sewer billing is designed to break even. Construction for the sewage plant upgrade is planned to begin in the spring of 2015. Police Department The Village Board approved the hiring of three retired police officers to augment staffing, but improving staffing shortages will take some time and a commitment by the village board to have a fully staffed police department. There were eight officer positions approved in the budget in July and there are currently five unfilled positions. The Tioga County Sheriff will no longer be able to assign extra deputy patrols in the village. FEMA Buyout The nine properties in Phase 2 of the FEMA buyout program are being processed. They all need a survey, asbestos testing, a title search and a closing before demolition can happen. A meeting was held with homeowners pursuing elevation so that those who are in the early stages can learn from those who are further along and planning to elevate in the spring. A letter was sent to all residents that were approved for elevating to assess their continued interest in elevating. The documentation needed to apply for a review and recommendation from the NYS Financial Restructuring Board (FRB) has been sent in. Based on this information, the Board will make recommendations to the village on improving its fiscal stability, management, and the delivery of public services. The Board could also offer grants and/or loans of up to $5 million through the Local Government Performance and Efficiency Program for undertaking certain recommendations The FRB meets four times a year, but their staff works on applications year round. A recent telephone inquiry to them revealed that we are on the list of municipalities to be reviewed.

Snow Season Last year snow removal proved challenging due to the heavy snows. We are looking into alternate (odd-even) side of the road parking to facilitate clean and efficient snow removal this year. Residents are also reminded that sidewalk snow removal is mandatory. Traffic Pattern Changes The NYS DOT has begun traffic pattern changes at the intersections of Court Street and Main Street and Main Street and North Avenue. These changes were implemented to decrease accidents at the North Avenue-Main Street intersection. There is no longer a right turn on red from Court Street to Main Street. The section on Main Street from Park Street to North Avenue will become one lane when new stripes are painted on this year weather permitting or next spring. There is no right turn on red for trucks at the North Avenue-Main Street intersection. A study will be done to assess the results, but reports are that truck issues at North Avenue and Main Street have decreased. The missing street lights on North Avenue and on Main Street are on order. We hope that this traffic change improves their longevity. The light pole on Main Street near Court Street has been hit three times. In other DOT related business, I am working with NYS DOT to restore the two parking spaces on Front Street next to M & T Bank that were lost when the street was repaved a few years ago. Restriping to uniform lengths may also gain another two or three parking spaces at that location. Sewer Billing The transition from sewer billing based on water meter readings to billing based on Equivalent Dwelling Units (EDU) began with the sewer bills mailed out in July. The reason the village had to change the billing system was because United Water Owego-Nichols (UWON) found out that NYS Public Service Commission rules prohibited UWON from sending consumption data to the village for use in computing sewer bills. Without access to water consumption data the village needed to find another method for sewer billing. While consumption data intuitively seems like a fair method of billing it leads to the conclusion that more water used generates more sewer cost and less water used generates less sewer cost. However, the total cost of operation of the sewage waste treatment plant (SWTP) is relatively fixed and independent of the volume of sewage treated. Fixed costs to run the sewage plant are approximately 80 % of the total budget, while costs that vary with volume are about 20%. The EDU methodology was selected after

The annual dinner and meeting of Cornell Cooperative Extension of Tioga County will be held 6:00 to 8:30 pm on Monday, December 8, at the Owego Treadway Inn in Owego. The evening will include a buffet dinner, a review of program highlights from the year, and election of new board members. The association will give out board and staff appreciation awards, as well as several “Friends of Extension Awards.” These awards will be given to community members who have demonstrated dedication and on-going commitment to support CCE Tioga and its mission to help improve the quality of life for citizens of Tioga County.

Young Forensic Scientists Work Together to Solve a Crime It was a dark a stormy night; six young forensic scientists worked together tirelessly to solve the crime of the missing diamonds. They found success thanks to the Tioga County 4-H Program and the Crime Scene Investigation workshop held last month. Youth learned how to dust and fume for latent fingerprints, analyze pen ink samples through chromatography, examine and compare handwriting samples, determine blood types, photograph and plaster cast foot prints, microscopically examine fiber samples, and conduct flame testing of available fiber samples. All participants learned the importance of organization and other skills specific to becoming a Crime Scene Investigator and successfully figured out who stole the diamonds. Candor Community Chorus Concert - Dec. 6 The Candor Community Chorus ushers in the season with their concert, “Guide Me Home for Christmas Day” on Saturday, December 6, at 7:00 pm in the Candor High School Auditorium, Academy Street. The program celebrates the holidays with selections ranging from contemporary pieces such as “All I Want for Christmas is You” and “The Christmas Song” to Handel’s “And The

Glory of the Lord” from The Messiah. Dave Jackson directs the hour-and-ahalf program accompanied by Brenda Yeier at the piano. Some pieces are accompanied by flute, brass quartet, and other instruments. Admission is free, but the chorus accepts donations to support their music library and scholarship program. At the end of the program there will be a raffle for two decorated wreaths.

Wreaths Across America

Put a wreath on a veteran’s grave It’s a holiday ceremony for those who served their country. You in the community may support the goal of Wreaths Across America by placing Christmas wreaths on all veterans graves within the Community Press’ circulation area of Apalachin, Little Meadows, Friendsville, Warren Center. Owego, Lounsberry, Nichols, Tioga Center, Newark Valley and Campville. “Don’t Say ‘I Should Have’, Say ‘I Did’” is the 2014 theme for local individuals to lay a wreath on every veterans headstone on or before National Wreaths Across America Day Saturday, December 13. Churches are encouraged to donate a wreath to post at cemetery entrances. Pastors may tell the wreaths story on Sunday, December 7, Pearl Harbor Remembrance Day. Their message: every time you help wreath laying for veterans, you are also honoring their families and preparing a new generation to appreciate America’s freedoms. Veterans do veterans memorials in Owego, Nichols, Candor, Spencer Van Etten, Waverly and The Valley. Fallen Heroes graves receive wreaths from Gold Star Mothers and Families or relatives. Families lay wreaths at their veterans graves. Some veterans may have no one because their family members may be deceased or live out of area. If you know of one, volunteer to get a wreath, visit the cemetery, find the grave and place an evergreen. Locate a veteran’s grave by an American flag, some have a flag holder, many have a veterans memorial plaque on the back of the headstone, or if the grave marker if flat on the ground, look for a war era inscription. The mission of Wreaths Across America is to REMEMBER the fallen, HONOR those who served and TEACH our children that our freedom isn’t free. The Tioga County Veterans Memorial and Tioga County Union Memorial in Court House Square will have wreaths placed by Gold Star Mothers and Families supported by veterans from American Legion Post 401 and their Ladies Auxiliary and Sons of the American Legion, Chapter 480 Vietnam Veterans of America, Tioga County Marine Corps League, Glenn A. Warner Post 1371, Veterans of Foreign Wars and Ladies and Men’s Auxiliaries, Veterans of Modern Warfare of Iraq and Afghanistan and Daughters of Union Veterans of the Civil War. American Legion Posts in Nichols, Candor, Spencer Van Etten, and Waverly and VFW Posts in Waverly and Sayre and Waverly Friends of the Cemetery will coordinate wreath laying and remembrance ceremonies. Why wreaths during the holidays? Gold Star Mothers and Family or the families of veterans who have passed just want to know all those sacrifices and lost holidays were not in vain. Tioga County has 172 fallen heroes from all wars and many more from the Civil War. There are an estimated 5,000 deceased veterans in Tioga County. Local contact is Glenn A.
