Parking Garage Opens at Tioga Downs

A Ribbon Cutting Ceremony on October 31 at Tioga Downs celebrated the opening of a new parking garage which provides 275 parking spaces with direct access to the casino. There is no cost to park in the garage. The groundbreaking for the garage took place a year ago, with the foundation completed in April 2014, the assembly of the garage walls and floors began in early May, and the final beam was hoisted into place during a signing ceremony on September 19.
“Construction of the garage brought hundreds of jobs to the Southern Tier,” said Jeff Gural, owner of Tioga Downs. “Not using a precast system kept these workers employed longer. The project also proves that Tioga Downs is the full gaming license candidate that would be quickest to market with a sustainable and appropriate plan. For this important regional economic development effort, approved by the voters in a referendum, Tioga Downs is the responsible pick.”

O Tannenbaum “A Country Christmas” Opens November 8 at Tioga County Historical Museum The Tioga County Historical Society Museum opens the annual O Tannenbaum Holiday Showcase Fundraiser on Saturday, November 8, at 10:00 am. This year’s theme is “A Country Christmas” You are invited to visit the museum at 110 Front Street in Owego and see more than 100 trees, wreaths, and other items up for auction. Antique toys will also be on display celebrating the society’s upcoming 100th anniversary. O Tannenbaum runs November 8 through December 13, with extended
hours beginning November 28, the day after Thanksgiving. The Tioga County Historical Museum will be closed November 26 and 27 for Thanksgiving. All proceeds from the event will directly benefit the Tioga County Historical Society. The Tioga County Historical Society Museum is open Wednesday through Saturdays, 10:00 am to 4:00 pm. Crash Zone Safety Act Helps Keep Emergency Responders Safe on the Roadside
Answering the concerns of local firefighters in Afton, Senator Tom Libous announced his “Crash Zone Safety Act” at Prospect Terrace. The bill is designed to help keep emergency responders safer while they’re saving lives on the highway.
Monte Carlo Night in Owego - November 8 Members of the Owego Fire Department and the Owego VFW Post 1371 Men’s Auxiliary have teamed up to host a Fall Monte Carlo Night on Saturday,
November 8, from 7:00 to 11:00 pm. The event will take place at the Owego VFW Post 1371 Hall, 207 Main Street, Owego. A donation is asked at the door but $6 is recommended.
Proceeds from the Monte Carlo will benefit the Owego Fire Department Training Tower Fund and the Owego VFW Post 1371 Men’s Auxiliary operating fund. Both organizations will split the proceeds. The Owego Fire Department recently completed Phase I of its training facility which benefitted from funding raised at this event. The VFW Men’s Auxiliary and OFD have partnered on Monte Carlo Night in the spring and fall since 2007. All are invited to attend. Games will include Black Jack, Beat the Dealer, Money Wheel, Chuck-of-Luck, 50/50, and Thanksgiving Turkey Raffle. Food, drink and entertainment will also be provided. You must be 21 or older to attend.

VFW Golf Tournament
Happy Thanksgiving, friends
Veterans of Tioga County VFW Post 1371 present Rural Ministry with proceeds from their first annual Rural Ministry Benefit Golf Tournament held Oct. 5. From left are Dave Marcocci, Ralph Tappia, Dave Bensley, Linda Barrett, John Vandenburg, and Sister Mary O'Brien. Ralph Tappia thanked Sister Mary for the work Rural Ministry does, while Sister Mary said the additional money "means the world to us." As well as the food pantry and household consumables Rural Ministry provides to those in need, Sister Mary said Rural Ministry receives between $6,000 and $11,000 in requests for cash assistance each month. With several programs over budget, VFW's donation came at a most opportune time. The Owego VFW Post 1371 held their first golf tournament to benefit Tioga County Rural Ministry (TCRM) last month. It was a great success for a first time tournament. Rural Ministry works to fill the gaps left by larger agencies helping underserved populations in Tioga County. Rural Ministry helps with information presented by representatives including NYSEG and Tioga Opportunities, as well as running a food pantry at their office at 143 North Avenue in Owego. Several wheelchair ramps are also built for elderly and disabled persons by TCRM volunteers every month, in addition to service
weekends incorporating college and local high school students to help out with household chores. The Owego Glen A. Warner VFW Post 1371 is an active veterans’ organization which seeks to help the community with activities like the annual Kid's Picnic and free movies and bicycle giveaway at the Tioga Theater. They recently undertook organizing a golf tournament to benefit TCRM in furtherance of their goal of continuing their service to the community and country. On behalf of TCRM, Sr. Mary expressed gratitude for the $2,000 gift which will help with holiday endeavors.
Lions Annual Coat Drive The Apalachin Lions Club are collecting clean useable winter coats for those in need. Coats can be left at St. Margaret Mary’s Church in Apalachin (on the table at the right as you exit Mass), at the

6792 Route 434 Cornell Cooperative Extension of Tioga County would like to introduce two new staff members. Barb Neal joins the Agriculture Team as Community Horticulture Educator. Barb comes to Tioga CCE with decades of experience in landscaping, tree care, and education. Barb has a Masters of Professional Studies in Urban Horticulture from Cornell University. Her responsibilities will be to manage the active Master Gardeners’ program, present workshops on diverse landscape topics, and to provide horticultural expertise to community organizations, commercial nurseries and to the general public. She looks forward to sharing her gardening knowledge throughout the area. Leading the Agriculture team is Michele Kline, the new Tioga County Agriculture Resource Educator. Michele earned a Bachelor of Technology in Agricultural Business from SUNY Cobleskill and a Masters of Arts in Teaching from Cornell University. Before joining Cooperative Extension, Michele
was an accomplished secondary agricultural science teacher for many years. She taught at Southern Cayuga in Aurora, NY, and then led the New Visions in Life Sciences Program at Cornell University (Tompkins-Seneca-Tioga BOCES) in Ithaca. Michele has been recognized nationally for her accomplishments as an educator most notably for affording opportunities to engage youth with applied scientific research from project planning to publication. In addition to connecting Tioga County’s farmers with research-based knowledge of Cornell, Michele also serves as regional fruit and vegetable specialist for the Cornell Cooperative Extension’s South Central NY Agriculture Program. The mission of Cornell Cooperative Extension is to put knowledge to work in pursuit of economic vitality, ecological sustainability and social well-being. They bring local experience and research based solutions together, helping New York State families and communities thrive in a rapidly changing world.

Owego - Apalachin More than 500 middle and high school students from 14 different school districts throughout Broome, Tioga and Chenango counties came together last month for YES! Ignites, where they learned role modeling, leadership and public speaking techniques. Students will use these skills as they participate in the peer leadership program YES! LEADS. YES! Safe Choices for Kids is a partnership between Senator Tom Libous and Lourdes Hospital. YES! works to help kids in our area learn skills they need to resist using alcohol and drugs. YES! also provides parents with useful tips and fun activities they can use as starting points in talking about substance abuse with their kids. Senator Libous, who developed YES!, said, “I’m very excited to kick-off another successful year of YES! LEADS. These are great kids who are committed to being leaders and improving our community. Today’s training will give these YES! LEADers skills they can use in classrooms later this year as role models who’ve chosen to live a drug-free life.” YES! LEADers will organize dozens of group presentations for elementary school students, and sponsor poster con-
tests, family movie nights and other school and community events. By the end of the school year, YES! LEADers will show more than 6,000 elementary school students across three counties practical ways they can resist using alcohol and drugs. “YES Ignites provides YES! LEADers with an important foundation,” said Tioga Central High School YES! Guest speaker Cindy Middendorf entertained the guests with a short skit, which left the audience laughing. Barb Crannell acknowledged those volunteers who have been with the organization for 5, 10 and 15 years of service and thanked many others who helped with the various other programs or events throughout the past year. This year, Barbara Craig was selected as CCNN’s 2014 Founders’ Award recipient. Barb reached out to CCNN in
2009 about expanding services to those individuals living in the Southside Owego area. She committed long hours to this project, assisting with the planning and implementation in creating the Southside Owego Community Care Satellite (SOCCS). Barb continues to support those in need in this area, as well as Community Care Network of Nichols through a variety of personal endeavors. This year, she is being recognized for her dedication to her community and her commitment in carrying out CCNN’s mission. It was with great pride that Barb was selected as this year’s recipient. Apalachin Lions Honor 2014 Peace Poster Contest Winners
Owego Middle School (OAMS) student, Tyler Howe and Vestal Middle School (VMS) student, Hyeree Kim, along with family, were guests of the Apalachin Lions Club at its October 22nd meeting. The two students were winners of the 28th Annual Peace Poster Contest Peace, Love and Understanding sponsored by the Apalachin Lions and Lions International. More than 53 students participated in the contest. The winning posters of Tyler Howe and Hyeree Kim will now go on for
judging at the Lions district level. If selected, the posters will be forwarded to Lions International for judging against entries from over 150 countries. Lions Terry White presented each of the winners with a $50 savings bond. President William Brown expressed the Apalachin Lions appreciation to teachers Jolene Williams from OAMS and Leigh Kaminsky, from VMS for their time and effort with this project.

First Annual Chilly Chase 5K and Kids’ 1 Mile Penguin Shuffle Run/Walk The committee that brought you the Owego Strawberry Shake 5K and Kids’ 1 Mile Shortcake Run/Walk is pleased to announce the First Annual Chilly Chase 5K and the Kids’ 1 Mile Penguin Shuffle on Saturday, November 15. This mostly flat run/walk route is sanctioned by the United States of America Track and Field (USATF) and is challenging and fun for all skill levels. This run is timed, so runners can go for their best time, enjoy the camaraderie of running or walking with a team, or simply have fun taking a tour on foot through the streets of historic Owego for a good cause. The first 250 adults and 50 kids to register will receive a race T-shirt, and all participants will be given free water, snacks and more. Men and women who

Tax-Aide Volunteers Needed The AARP tax-aide program needs volunteers to help support the free income tax preparation assistance for the elderly and low-income families. The commitment is from February 2 to April 15, 2015, at locations around Broome County. Volunteers do both

Owego Fire Department Celebrates Grand Opening of New Training Facility
The Owego Fire Department last month hosted a grand opening of Phase I of its new training facility on McMaster Street in the village. Children enjoyed bounce houses, displays of fire apparatus and an emergency squad with hot dogs and hamburgers during the day. Adults celebrated in the evening with live music from Tina and Sean Dolan opening for the Spelunkers. Owego’s Farmhouse Brewery highlighted the beer tasting with three other area breweries. Overall it was a day of celebration for many of the OFD members who have diligently worked since 2002 to bring the project to life. The facilities classroom building, Phase I of the project, was completed this month. This includes a kitchen, classroom, weight room, and meeting area. The department lost its kitchen and weight room during the 2011 flood. Phase II of the project will focus on completing a live burn building. A main component of the overall facility, a liveburn building is designed to make training as realistic as possible. Tioga County currently does not have a live-burn building to train its firefighters. Department members expect construction on the burn building to continue next spring. Its foundation has already been placed. The department has been fundraising
for the project for since 2002 through community donations, Monte Carlo nights, the Owego Fallen Firefighters Memorial Golf Tournament, car washes, chicken BBQs, and grants. Members are proud the majority of funding raised has been through non-governmental sources easing the burden on taxpayers. More than 600 individuals, businesses, and other private entities have contributed to the project over the years. During the event a plaque was presented to Owego Fire Chief Dan Gavin to commemorate the opening. Gavin’s father, Fallen Owego Firefighter Steve Gavin, was an original committee member on the project. The plaque read: Dedication – Phase I Training Facility Building – Oct 18, 2014 The Owego Fire Department members would like to thank the countless businesses, individuals, and organizations whose generosity has made this Phase I training facility building possible. OFD’s first responders in Owego and the greater Southern Tier will be better trained through this first class facility. A special thanks to Chief Richard “Dick” Fink and his original committee who started this project with a vision and a dream in 2001. Chief Fink’s perseverance will always be appreciated and he will always be remembered. A special thanks to Chief Edward “Bucka” Franz and his committee and volunteers that carried on to build the shell of this building and rejuvenate the dream of completing this project. Chief Franz will always be appreciated and he will always be remembered. A special thanks to the many volunteers who have given of their time and talents to be involved in this project in the past, present, and the future. Honoring All Who Served and Purple Heart Recipients by Jim Raftis This Veterans Day, Owego and Tioga County will honor all who served and Medal of Honor recipients for their valor, courage and sacrifice at 11:00 am, Tuesday, November 11, at the Tioga County Veterans Memorial on the south lawn of the Tioga County Court House. Veterans are urged to wear with pride. their valor and service medals. Officers of the VFW, American Legion, Vietnam, Iraq and Afghanistan Veterans say Veterans Day is intended to thank living veterans for their service, to acknowledge that their contributions to our national security are appreciated, and to underscore the fact that all those who served - not only those who died have sacrificed and done their duty. Wreaths will remember the 173 fallen heroes from Tioga County. Not forgotten are POWs and MIAs from all wars. Tioga County’s Purple Heart Recipients and the oldest living veterans over 90 years of age will be recognized. The first step to designate Tioga County as a Purple Heart County is to honor those who have been awarded the Purple Heart Medal for wounds suffered in combat, and for veterans who have made the supreme sacrifice. Many Purple Heart Recipients are reluctant to share the combat story of their Purple Heart. Know that they are eligible for the National Purple Heart Hall of Honor. November is shaping up to be a busy month at St. Patrick School with an open house and fundraising events. • Open House November 5 and 6 A fall open house will take place on Wednesday, November 5, from 9:00 am to 4:00 pm, and on Thursday, November 6, from 4:00 to 7:00 pm. Visitors can tour the school, visit classrooms and talk with staff, parents, and even students. • Splendors of the Susquehanna Auction at Owego VFW November 14 Friday, November 14, is the school’s annual “Splendors of the Susquehanna” auction held at the Owego VFW, 207 Main Street. This is one of the school’s largest annual fundraisers, with a portion of the proceeds being donated to a community organization. This year’s recipient will be the Tioga County Boys and Girls Club. The evening starts at 5:30 pm with heavy hors d’oeuvres and a cash bar as well as a silent auction. The live auction will follow. A full book of auction items will be available prior to the event, but a sampling includes Disney park-hopper passes, weekend getaways, a television, and personal fitness training sessions. Tickets are $15 a person pre-sale or $20 at the door. Purchase a table of eight for just $100 or $12.50 per person.
• Giving Thanks Pancake Breakfast November 23 Sunday, November 23, is the annual Giving Thanks Pancake Breakfast, 8:00 am to 12:00 Noon at St. Patrick Church Hall. Local Firefighters Complete Training On October 20, 2014, thirteen firefighters from around Tioga County completed the NYS Fire Officer I course. The FOI course is the first in a series of fire officer training courses offered in NYS to prepare all Fire Officers to perform their jobs safely and professionally. These students spent 18 weeks studying all aspects of leading firefighters and fire departments in both emergency situations and day to day business operations. A program from the New York State Energy Research and Development Authority (NYSERDA) can help people make their homes more energy efficient while saving money on their utility bills. Lions 5K Run Results The 3rd Annual Apalachin Lions 5K Run was held on October 18, 2014. This year, 101 runners braved the elements on race day. The Top Male finisher was Daniel Seigers of Oneonta with a time of 17:12.6. The Top Female finish was Celia Alterio of Oneonta with a time of 20:12.2. All runners received a tote bag and water provided by Edward Jones Financial Advisor- Kevin Vestal. The Triple Cities Ski Club (TCSC) will hold its 34th Annual Ski Sale on Sunday, November 23 from 10:00 am to 3:30 pm at Brothers 2, 2901 Watson Blvd. in Endwell. The sale is open to the public and gives sports enthusiasts an opportunity to buy and sell downhill and cross-country skis, boots, poles, bindings, clothing, plus snowboarding, skating, hockey, camping, biking and other equipment. In addition to used equipment, ski shops and vendors from ski resorts will be selling equipment and clothing at discounted prices. Drop off times for items to sell are Saturday, November 22 from 4:00 to 7:00 pm and 8:00 to 9:30 am on Sunday, November 23. Sale items must be brought to Brothers 2 (Banquet Room) at the designated times. The registration fee is 50 cents per item and 20% commission for items sold. Forty-five YES! LEADers from Tioga Central High School attended a special training aimed at building the skills they'll use to talk to elementary students about the dangers of drugs and alcohol later in the school year. Forty-five students from Tioga Central High School completed their training to become YES! LEADers. YES! LEADers are high school students who teach elementary school students about skills they need to resist drugs and alcohol, the importance of positive selfesteem in making safe choices and effectively handling peer pressure. The YES! Launch training program teaches YES! LEADers how to be role models for younger students through different team activities and educational sessions. Trained YES! LEADers are substance-free role models for younger students, who use their leadership skills to develop resistance skills in elementary school children through interactive activities and age appropriate entertainment.
In December, YES! LEADers will visit elementary classrooms for their unique, hands-on presentations. They’ll also sponsor a Christmas Social for elementary students. Tioga Central High School’s YES! LEADers are committed to helping their community throughout the year. In addition to visiting classrooms, they play an instrumental role in running the district’s Summer Recreation Program. YES! Vestal Students Semifinalists in National Merit Scholarship Program Two Vestal High School seniors, Ethan Pan and Yousuf Shah, have qualified as Semifinalists in the 60th Annual National Merit Scholarship competition. They were among the 16,000 National Merit Scholarship Semifinalists announced nationwide. Pan and Shah will have an opportunity to continue in the competition for approximately 7,600 National Merit Scholarship awards totaling about $33 million that will be offered next spring. In addition, Samuel Barnum, Anika Kumbhakar, Saarav Patel and Emma Wenzinger have been named Commended Students in this year’s National Merit Program. A letter of commendation from the school and National Merit
Scholarship Corporation, which conducts the program, has been presented by the principal to these scholastically talented seniors. Commended Students placed among the top five percent of more than 1.5 million students who entered the 2015 competition when they took the 2013 Preliminary SAT/National Merit Scholarship Qualifying Test. Approximately 34,000 Commended Students throughout the nation are being recognized for their exceptional academic promise. NMSC, a not-for-profit organization that operates without government assistance, was established in 1955 specifically to conduct the annual National Merit Scholarship Program.

From these funds, the Foundation has awarded over $8.2 million in grants to the area’s nonprofits to help address community concerns and improve the quality of life in the region. Nichols Downtown Revitalization Program What can be accomplished with $325,000.00? Come to the Village of Nichols to see! The Village was awarded a $250,000 New York Main Street grant in 2012. They partnered with Tioga County, agreeing to have the Economic Development and Planning Office apply for and administer the grant. The awarded grant funds along with the property owner’s investment have brought over $325,000 of improvements to the designated area. The funds were used to complete interior and exterior renovation within the targeted historic downtown business district. Property owners within this chosen area were eligible to apply for a grant for 75% of their costs. Nine property owners applied and completed improvements to their buildings. The work completed included improvements to both commercial and residential units. The end result was seven commercial units renovated including one new unit, and four residential units renovated including one new unit. Teresa Saraceno, Deputy Director of Tioga County Economic Development and Planning states, “The New York State Main Street Program is a vital resource that boosts the efforts of our rural downtown communities. The program encourages the improvement and stabilization of properties making them more energy efficient, handicapped accessible and viable for the future.” If you drive around the Village you will see that the exterior and interior renovation work stabilized these historic
properties. You will see improvements including a new awning, electric and fire suppression systems, roofing, insulation, gutters, soffits and downspouts, porch and wood trim, wood siding, clapboard replacement along with painting of walls, new flooring, new handicapped entrance, furnace and air conditioning upgrades, new bathrooms and kitchens. You will also notice the Streetscape Enhancements made by the Village- to the tune of $14,825 in grant funds. These efforts include the planting of trees, and the installation of planters, benches, historic plaques and signs. These enhancements complete the picture in beautifying this wonderful historic downtown. Village Mayor Lesley Pelotte commented, “Our rural historic downtowns are a treasure to our region and programs such as these make much needed improvements possible.” She went on to say that the partnership between the Village and County was crucial in the plan to improve the downtown area. “The Village of Nichols simply does not have the capacity to manage a program such as this. We are pleased and appreciative of the County’s assistance in bringing this opportunity to our Village”. The Tioga County Department of Economic Development and Planning has since applied for 2014 funding from the New York Main Street program on behalf of the Village of Waverly. Announcements on the award for that request are expected by the end of the year.

Vestal Boy Scouts trek through New Mexico Wilderness A crew of Scouts and their leaders from Vestal Troop 221 went on a life changing summer trek through the Sangre de Cristo Mountains at Philmont Scout Ranch in Cimarron, New Mexico. Philmont covers 214 square miles of vast wilderness with trails that climb from 6,500 feet to as high as 12,441 feet. The boy’s hiked over 60 miles. The group consisted of Chester Bennett, Hunter Carter, Joey Haefner, Andy Isaacs, Eric Lethin, Jay Lethin, Preston Moore, Josh Tomaka along with advisors, Bob Haefner, Rick Isaacs, & Peter Lethin. These Scouts and their advisors carried everything they needed to survive during the trek on their backs while hiking from camp to camp. They participat-
ed in backcountry programs along the way including: rock climbing, rappelling, geocaching, .30-06 rifle shooting, black powder rifle shooting and horseback riding. The trek included a conservation project where the scouts learned and participated in the upkeep of Philmont’s fragile ecosystem. Along the trek, Scouts endured tough challenges including backpacking in bear and mountain lion territory, steep climbs, and inclement weather. Philmont Scout Ranch is the Boy Scouts of America’s premier high adventure camp and the largest youth camp in the world serving over 1 million participants since 1938.

A New Hope Center Receives $20,000 Grant from the Mary Kay Foundation Funding to Provide Expanded Services for Families Seeking Safety from Abuse
While domestic violence has experienced a recent boost in awareness due to recent events, women and children in the Southern Tier Region of New York are in need of housing, resource and support programs as they flee abusive situations and work to rebuild their lives. A New Hope Center in Owego received a $20,000 grant from The Mary Kay Foundation as part of the organization’s annual Shelter Grant program to maintain critical services and programs. The Mary Kay Foundation awarded a total of $3 million in funding to 150 domestic violence shelters in all 50 states, the District of Columbia, Puerto Rico and Guam in advance of Domestic Violence Awareness Month in October.
“It’s been a bigger challenge than ever for shelters to keep their doors open and grants from The Mary Kay Foundation are a vital part in helping shelters move forward in their missions,” said Anne Crews, board member for The Mary Kay Foundation and Vice President of Public Affairs for Mary Kay Inc. “The shelter grants are a signature program of the Foundation and represent just one of the ways Mary Kay is committed to ending domestic violence.
