DISCOVER ADVICE From the Citizens Advice Bureau Q:
I’ve hired a builder for a loft conversion but he’s now asking for more money to f inish the job, despite agreeing a price in an email. What should I do?
A: Your options depend on whether you were originally given an estimate or a quote. An estimate is a rough outline of costs, while a quote gives exact costs. If it was an estimate, ask the builder for a breakdown of the new costs - both materials and labour.
Try and negotiate if you think the new costs are unreasonable. Asking another builder or a trade association for an estimate could help you decide what’s fair.
2
If the builder won’t negotiate, make a complaint to them in writing describing why you think the costs are unreasonable. If they still don’t bring their price down, you can check if the builder is a member of a trade association. Or you could look for an alternative dispute resolution (ADR) scheme - this is an independent third party.
Quotes are a legal agreement, so the builder shouldn’t be charging more unless there were unexpected events affecting the work, or an error in their calculations. FESTIVAL FUN I wrote last time about having welcomed a camper van into the family. At that point I hadn’t done much more than a trip to the seaside, but since then I’ve managed one festival. Three of us went to a fantastic festival in Dorset (which raised £76,000 for a children’s cancer charity). Now, this was the end of April which – up to that point – had been very dry, but just not that warm. Unfortunately we weren’t blessed with a dry weekend, and the weather turned colder than ever. I do have heating in the camper, but as I didn’t get back till gone midnight there didn’t seem much point putting it on, especially as I prefer to sleep in a cool room. However I didn’t notice that I hadn’t shut the door properly so by the
next morning I’d curled into a pretzel in an effort to stay warm. And planning is definitely needed, as that first night I found I had so much ‘stuff’ spread around it looked like I’d been burgled. Apart from that…what fun! It was like being a 3-year-old with a new dolls house. Little pans and utensils, playing at cooking, hearing the rain dripping on the roof. On the subject of festivals, we are running a four-page guide to the summer festivals this month. Not all of them are overnight and even if that’s an option, you can choose to come home from most if you want. If you have children though, do stay over - they’ll love it! Our front cover this month is from Camp Bestival which is the most children Tania Houston friendly event I’ve been to Editor (see page 23). 023 8027 6361

JANE AUSTEN AT WINCHESTER CATHEDRAL To commemorate the 200th anniversary of the death of Jane Austen, Winchester Cathedral is hosting events and activities celebrating the life of one of the world’s most famous authors, who was buried in the north aisle of the Cathedral on 24 July 1817. Visitors are welcome to come and learn more about this much-loved author, whose work has inspired people, generation after generation. The Jane Austen Story is a permanent exhibition, telling the story of Jane’s life in Hampshire and the final few weeks in Winchester before her death. This summer only (to the end of September), an additional exhibition will be added displaying beautiful artefacts from Jane’s life. There will be various performances along the way with a Jane Austen theme. Pride and Prejudice needs no introduction, and will be performed in the Cathedral Close by acclaimed outside theatre company, Illyria. Performances are on 28, 29 and
30 June at 7.30pm (picnics welcome!). Tickets are £14 from the Box Office. On the actual anniversary of her death, 18 July, there will be a special Anniversary Evensong with music sung by the Cathedral Choir and contributions from invited guests. Then, on the anniversary of her burial, Monday 24 July, there will be a Commemorative Funeral Procession which will leave the house to her grave in the Cathedral. A rather more upbeat event will round off the proceedings in the Cathedral Close on 23 July at 1pm, where all are invited to share in the joys of everything Jane Austen!

Life Begins
why it’s smart to face up to change By Alison Runham “Turn and face the strange” sang the late, great David Bowie, warning: “Pretty soon now you’re gonna get older”. Whether you like or not, it’s important to understand that the older “you” is likely to have a very different body shape, skin tone and hair colour than the twentysomething version you remember so well. People with fair skins will find their complexions become more sallow with age, while darker skins may suffer from uneven pigmentation. Hair loses its gloss, turning grey or white, and attempts to dye it back to a youthful shade are often unsuccessful because that colour is no longer compatible with a mature skin tone. Unless you are exceptionally motivated when it comes to diet and exercise, it’s also likely that you will gain weight as you age. At the same time you will experience some height loss: people typically lose almost half an inch (about one centimetre) every ten years after age 40.
Styling for men: how to be a grey fox GQ Magazine advises its mature readers: “Your wardrobe should err far more on the side of style than fashion”, adding that the key to dressing well in your 50s, 60s and 70s is to make sure that clothes fit properly.
Go through your wardrobe and throw away anything that squeezes in the wrong places. Swap trainers for smarter shoes and, where possible, buy longer-lasting, quality clothes instead of cheaper items.
Well-cut jackets worn with crisp, well-ironed shirts will keep you looking good whatever your age. Baggy trousers should be avoided, but if you’ve gained some weight since your younger days, it’s safer to buy straight-cut trousers than squeeze into today’s more tapered styles. 10
There is plenty of style advice for older men available online. A good place to start is the Grey Fox Blog (www.greyfoxblog.com) or alternatively you can find some inspirational styling ideas on Pinterest (pinterest.com). Styling for women: why it’s wise to accessorise Despite the fact that we are all living longer, clothes designers still seem to be obsessed with youth fashion. It can be frustrating to try on dresses, shirts and trousers designed for younger bodies, so if the tailoring doesn’t work with your contours, try experimenting with more flowing styles that don’t cling to your body shape.
If you are sensitive about a thickening waistline, less-than-firm upper arms or a wrinkled neckline, simply conceal them with light, flowing clothing or a scarf. Choosing bold accessories as a focus for your outfit is a good way of diverting attention from features you’re less keen to show off. As hair tends to become drier and more brittle with age, consider experimenting with short hairstyles, layered or feathered to frame your face.
Fortunately there are plenty of websites offering great fashion advice for mature women. Try Helen Walmsley-Johnson’s column The Invisible Woman at theguardian.com or visit Alyson Walsh’s blog site That’s Not My Age (thatsnotmyage.com).
Knowledge is power. The key to styling in your later years is to understand the aging process and the way it affects your face and body. Age is something to be celebrated, not denied or ignored, and there’s much to be gained when - rather than ignoring or resisting the physical changes caused by aging - you finally decide to embrace them. Once you’ve developed your own, personal style, the chances are you’ll look as young as you feel.

WILDLIFE TRUST BEGINS WORK The first Wildlife Trust cows and sheep are making themselves at home at Hockley Meadows Farm, after the local charity successfully completed on the purchase of the Twyford land.
A fundraising appeal to help meet the purchase price exceeded its target, with days to go before the deadline. Now on site, the Trust is using the land to support the traditional wildlife-friendly farming methods that have shaped the Itchen Valley’s water meadows.
British White cattle grazing at St Catherine's Hill
Key to this is the use of traditional breeds of cattle to lightly graze the land - a widely-used land management practice for maintaining water meadow habitats and ensuring the greatest diversity of plants and other wildlife.
As well as running a working wildlife-friendly farm, the Wildlife Trust will also manage the surrounding floodplain meadows as a vital wildlife habitat. This includes the northern-most meadow at the farm, which is designated as part of the Itchen Valley SSSI (Site of Special Scientific Interest) for its wildlife value. Debbie Tann, Chief Executive at Hampshire & Isle of Wight Wildlife Trust said: “Being able to

Gardening
outdoor relaxation When you get back from a hard day’s work, or when you simply find the time to escape into the garden after a stressful day, then it is essential that you are met by a soothing environment. So, concentrate on a truly relaxing feel that will help you to unwind as you enjoy soft shades and textures of foliage, delicate flower colours and fabulous perfumes. Plants have an amazing ability to calm and soothe even the most wound up, stressed out mood, but what should you grow if you really want to create that perfect place to relax?
Start by considering a fairly gentle perfume, like that produced by many roses. One of my favourites is ‘Felicia’. For something slightly richer try ‘Tuscany Superb’. If you have an arch, arbour, pergola or even a spare bit of fence then train a honeysuckle over it. Its delicately coloured flowers and fabulous perfume will cheer you up and you can even enjoy it in the early evening.
A sowing of night-scented stock will produce plants that are perfect for early evening relaxation, as this is when the flowers open and produce wafts of really sweet scent. If you have space for a good-sized container plant, then grow your own Datura or Brugmansia. Commonly known as the angel’s trumpet, these plants produce large elegant trumpet-shaped flowers with a wonderful perfume. Think too of plants with a relaxing feel to them, such as the grass Chasmanthium latifolium which grows to a height of about 45 cm and carries its flattened seed heads above the leaves. They move
about delicately in the breeze and are almost impossible not to stroke.
Artemisia abrotanum has soft grey-green leaves that will make you want to touch it, which releases a lovely aroma. The perfume of lavender is often used in aromatherapy because of its calming, soothing properties, so grow this in a sunny spot with freedraining soil, perhaps to edge a border. It not only has lovely, slightly furry or felt-like foliage but also produces that heavenly smell. Grasses and bamboos work well too; the rustling sound of bamboo foliage as the stems sway gently is one of the most relaxing sounds I know, and for smaller spaces many of the grasses form wonderfully rounded and quite irresistible clumps of foliage.
When it comes to choosing flowers, if you want to relax then concentrate on cream, white and, of course, the pastel shades. Green is known to be a relaxing colour too, so include plenty of plants with good foliage, and, in shady areas, a miniature grotto-like patch planted up with ferns is wonderful.
And finally, before you rush off to the garden centre to buy some of these truly magical ingredients, just a reminder that water in a garden always helps to relax you. Whether it’s a small pond or perhaps a bubble fountain, position it where you can hear that sound of moving water or enjoy watching the wildlife as it comes to feed and drink - and before you know it, you will find that you want to move the whole of your life into your garden.

The UK Festival scene
(For everyone who thinks they are a bit old for that sort of thing…)
By Tania Houston The music scene is a vibrant and important part of UK culture, and the summer festival season is the exciting showcase for the best of our new and established artists. If you’ve never been to a festival however, you might think that what you’ve seen of Glastonbury epitomises the reason you don’t go: lots of mud and a huge drunk crowd of mostly twenty-somethings.
Let me enlighten you! I am – shall we say - a ‘more mature’ music fan and I promise you that there is something on offer for almost every age, music taste and budget. There are festivals for party animals and for families; for teens and baby boomers; for day trippers and weekenders; in other words, for anyone that likes the idea of having fun with a bit of music involved.
These pages give you some help with where to start and a more information about some of the ones I know a bit about.
Bestival, Stevie Gedge
How do I choose?
There are several things to consider when planning your summer festival diary. Most of the events could be said to be suitable for anyone. Very few don’t accept children. But try to find out who the organisers are really targeting and match yourself with those. 1 You have a tight budget. Aim for the one-day only gigs, and make the most of anything free or very low cost and local. Look at: Beggars Fair, Mela Festival 2 You have young children. Does the website say children are ‘accepted’ or ‘welcomed’ – there’s a world of difference. Look at: Camp Bestival, Victorious
3 You have tweenagers/ teenagers. They need keeping an eye on, but they want to spend the time with their friends, not you. Day events are ideal for this as it gives them a bit of freedom, but stops it getting out of hand. Look at: Curious Arts, Victorious. 4 You are over 40, child-free and want Radio 2/Breeze FM type music. The retro festivals are best for you. Look at: Wickham Festival and Let’s Rock
5 You are an adult with no ties and really into music and/ or fun and dancing. Aim for something meant for grownups and chart watchers. Look at: Common People, Reading Festival. 6 You are an adult with no ties and want a full entertainment program e.g. talks and activity. Plenty on offer and we’d recommend Blissfields (local), Cornbury and Secret Garden Party.

A weekend AwAy On your doorstep is great, but it doesn’t feel like a holiday if you can nip back home at a moment’s notice. What’s needed is bit of distance (but not too much) and definitely a complete change of scene. From June to August, these ones will cram as much into three days as a fortnight in Magaluf. Secret Garden Party 20-23 July, Huntingdon, cambridgeshire
caMP BeStIVaL 27-30 July Lulworth, dorset
Whilst this is very much a music festival, it is equally a huge weekend outdoor party. Some really exciting Credit: Max Miechowski musicians, side shows, talks, fancy dress, fireworks and more, you will have just the best time ever. It has been announced this will be the last time it runs having been around for 13 years so I guess all good things…, but ‘SGP’ fans are determined to make a truly memorable send-off. This is a great example of a ‘don’t think you are too old’ type of event. Yes, there will be more under 40s than over, but the relaxed environment means that anyone, young/old, slim/fat, straight/gay, normal or a bit quirky is equally welcome.
Kids are king at Camp Bestival and a large portion of the site is devoted to children, with stacks of activities, including “The Den” for 13-17 year olds. Be assured though that the music isn’t lacking (plenty for those even without children!) with headliners Holly Johnson (Frankie goes to Hollywood) and Madness, through to Louisa Johnson (X-factor winner) and chart-topping Anne-Marie. Then there’s theatre, comedy and a fireworks show and well serviced/well behaved camping areas. All that and in the grounds of the beautiful Lulworth Castle.

WILderneSS FeStIVaL 3-6 august, cornbury Park, Oxfordshire Into August and school holidays, so a festival that truly offers something for everyone. Not every family is universally into the same music, or indeed into music at all. Wilderness offers a grand buffet of activities, where even the hardest to please will admit they had fun. Music – Grace Jones and Two Door Cinema Club for starters. Talks, poetry, debate, theatre, games, workshops, outdoor activity, wellbeing and dining experiences. Topped off with plenty of entertainment for children (because if they aren’t enjoying it, neither are you). www.wildernessfestival.com

on The doorstep So maybe you like the idea, but just don’t want to commit yourself to spending a lot of time at one or blowing the budget just trying the idea out. FeStIVaLL 29 July, Southampton New on the scene this year is Festivall which is looking like a fantastic day out at Let’S rOck very reasonable prices. Held 8 July, Southampton in Mayflower Park, it will be A retro festival, so if you are of the headlined by Alesha Dixon and right age, you will have grown up also features Conor Maynard, with these acts. There’s just one X-factor finalists Union-J and Radio stage at the front, but the day is as 1’s Scott Mills with a DJ set. But much about the socialising as it is there’s plenty more with other about the music. Picnic blankets, stages, a Comedy Tent, and a chairs and singing along all equally dance tent. For the littl’uns, Tiny prominent! Headliners include Fest is their own area within the main event. www.festiv-all.co.uk. Tony Hadley (ex Spandau Ballet).
VIctOrIOuS 25-27 aug, Southsea Victorious is unique in its truly universal appeal. It has a dedicated entertainment area for children, Rita Ora and Olly Murs for the teens and Madness and Stereophonics for the ‘nonteens’. Being a flat site it’s good for parents with buggies and elderly or disabled. And with bargain price day tickets (adults £30, age 5-15 £8) and a good train service to Southsea, well what’s not to like? victoriousfestival.co.uk
Two big ones There are two big all weekenders in this area which need a budget and some stamina to attend. BLISSFIeLdS 6-8 July, Winchester Several of the Discover team went to this one last year and loved it. Blissfields has become a little gem on the festival circuit and whilst it’s never going to be a Reading, Glastonbury or Isle of Wight sized event, it has pulled loads of established names in the past such as Bastille and Mumford and Sons. An illicit journey to the Hidden Hedge at night is a must to sample the bohemian delights of fire dancers, acrobats and trapeze artists. A wonderful festival experience on a smaller scale. blissfields.co.uk
WIckHaM FeStIVaL 3-6 august, Wickham KT Tunstall (who is a great performer), 10cc, The Levellers and Seth Lakeman are headlining this year. There are no current chart-toppers, but then it’s not that sort of festival. The audience tends to be families (and plenty of children’s entertainment offered) and a slightly older audience. But it means there’s a relaxed atmosphere and good camping/campervan facilities giving a lovely combination of excellent music in a social environment. www.wickhamfestival.co.uk

Short Story
isolated showers
By Jackie Brewster
Arlene pushed open the front door, glad to see that the house was still standing for when June returned from her holiday. Aunty June had asked her to pop round and water the broad beans while she was away. Arlene had dutifully given them a good soaking throughout the first week, but then the weather had turned gloriously warm. Thanks to a mixture of barbeques and white wine spritzers, she had completely forgotten about the beans. She prayed, for her sake, that they still had signs of life. June was perversely fond of her beans. Forcing open the back door, even from a distance Arlene could see she was saved. The beans were bushy, bursting with life, and the richest shade of green. Arlene silently thanked Reg from next door. To get a closer look she stepped over June’s outdoor bench press and shrieked. An unpleasant wetness rushed over her flip-flops and up her ankles. The entire garden was sitting under two inches of water. “I wondered when you’d be back.” Reg popped his head over the fence. “It’s had a real soaking, hasn’t it?” Arlene lifted each foot out of the sodden grass and grimaced. “What’s happened?” she asked. “Is it a burst main?” “Don’t you remember?” Reg said cheerfully. “Last week you left the hosepipe on, and it’s still going.” Arlene was suddenly aware of the garden tap fizzing away furiously, while still attached to the hosepipe that snaked its way down the garden. “Why didn’t you come round and turn it off ?” she asked furiously. “I thought she wanted it that way,” Reg said indignantly. “You thought June wanted to turn her back garden 30
into the Everglades?” Arlene asked exasperated. “I don’t know, do I?” Reg said. “I don’t like to interfere in women’s business.” A brown duck splashed across the lawn and pecked at the sodden grass. “That’s just the icing on the cake,” Arlene said. “You know how she hates ducks.” “Can’t stand them,” Reg nodded sagely. “After that one cost her the championship.” “Shoo birdy, shoo,” Arlene said. The duck ignored her. “Is she on a water meter?” Reg asked. “Probably,” Arlene said crossly. “This is on you Reg you should have turned the tap off.” “No chance.” Reg put his hands up. “I don’t get involved.” “What am I going to do?” Arlene whined. “This isn’t going to drain away in time, it’s not like I can pull out a plug.” “The sun will burn it off eventually,” Reg reasoned. “She’ll have the greenest garden on the street and then she’ll be happy.” “But what happens when she gets her water bill?” “Then I’d rather not be in your flip-flops,” Reg said pompously. “If I’m going down, I’m taking you with me.” Arlene gave him a withering look. “I’ll tell her you saw the hosepipe running and did nothing.” Reg went pale. “Can’t we just say we’ve had lots of rain?” he suggested. “Won’t she notice that everywhere else is dry?” “We’ll both say it was isolated showers.” “Agreed.” Just then they heard June’s taxi pulling up in the street outside. Arlene looked at Reg in alarm. “But what about the duck?”

BOTLEY MARKET HALL GAINS AND LOSES! The well-known Market Hall is both winning and losing. Run by a local charity, it is totally reliant on volunteers and is well used by the local community. Recently it received generous donations from the local Co-Op’s community fund and the Bugle pub in Botley. The Co-Op members have recommended that the Hall is given over £3,000 from their community fund. Paul and Lorraine, who have recently taken over the pub have generously donated £200 from a recent wine tasting evening. Both of these will go towards further improvements to the Hall. Unfortunately, the Hall is losing one of its valued users – Botley Bees Pre-School. Unable to compete with the other businesses and attract more children, the Bees is sadly closing. Clubs, classes or organisations who are looking for premises to hire, especially during the daytime please call 07733 553408 to find out more.

BMW M760Li xDrive Those of you hoping this was BMW’s M7 need to look away now. Although this may be the fastest BMW ever made, if you’re after a fire-breathing, full-blooded M car, the M760Li will leave you a little disappointed. BMW says that’s because this is a car for buyers with something of a split personality. One moment they may be keen on a country road assault so they can enjoy the glorious V12, the next they might want to kick back and relax in the massaging seats and just cruise along.
Looks and image
The 7 Series has long been a luxury choice for the type of buyer who still enjoys driving, though – and the M760Li is the epitome of that. With several driving modes to choose from, sporty drivers are well catered for when its sport setting is active. With the comfort setting it’s mellower, more relaxed, it eases over bumps and floats along beautifully. The looks of the M760Li won’t be for everyone but inside is a wonderful place to spend time. 38
For those who are chauffeured the back seats are arguably more comfortable than up front. There are multimedia screens to enjoy, cushioned headrests and massaging, reclining seat backs.
Space and practicality
The 7 Series does feel a little smaller in the rear than rivals from Mercedes and Audi, though. Up front the driving position is a little cosseting too, but it’s easy to get comfortable.
What’s under the bonnet?
BMW made a lot of noise about it being 30 years since they installed a V12 engine in their 7 Series at the launch. Since then, the 12-cylinder lump has doubled in power: the 2017 6.6-litre unit boasts a whopping 601bhp, a staggering 800Nm of torque and is capable of propelling it to 60mph in just 3.6 seconds. That gives it the impressive title of the fastest accelerating BMW ever made, but you’ll pay at the pumps; the M760Li will return 22.1mpg and emits 294g/km.
Behind the wheel
The BMW is a true Jekyll and Hyde car with
distinct personalities behind the wheel. On the track it was incredibly swift and that V12 makes a pleasingly sound and, while there may be some body roll, it’s not too intrusive. It’s all helped by four-wheel drive that has a rear wheel drive bias when needed. The steering is a little light in the comfort setting, though, but flick it into sport and it’s far better.
Value for money
For £132,310, you do get some goodies thrown in. Lightweight 20-inch alloys, a Bowers & Wilkins sound system and Car Play are included, as is an Advanced Parking System, adaptive LED headlights, a head-up display, and massaging seats. There’s even rear-seat entertainment and a panoramic glass sunroof provided too. There’s also an extensive options list, including night vision and BMW laser headlights.
Verdict
The fact BMW perseveres with a V12 is a revelation. With downsizing the current buzzword, it seems hard to believe that a
manufacturer would launch a 6.6-litre petrol drinking lump. Although the market for it will be small, we’re still very glad it has. OK, so this might not be the M7 that many performance BMW fans crave, but it’s as close to it as we’re going to get. It’s great fun to drive, sumptuously luxurious and wonderfully relaxing when you want it to be - and all in, a very competent and exciting 7
Series indeed.

Recipe
bolognese meatballs
Serves 4 Ready in 50 minutes
These delicious homemade meatballs are flavoured with basil and oregano then cooked in a rich tomato sauce. Serve with spaghetti for a classic Italian supper, or for a change pile on top of boiled rice or steamed couscous. • 400g lean minced beef
• 2 tbsp fresh chopped basil
1. Put the mince, basil and oregano into a food processor or
blender with half the chopped onion and half the crushed garlic. Season well with salt and freshly ground black pepper, then process until almost smooth. Divide and shape the mince mixture into about 28 small meatballs.
• 1 tsp dried oregano
• 1 onion, peeled and finely chopped
• 2 garlic cloves, peeled and crushed • Salt and freshly ground black pepper
2. Heat the oil in a large non-stick frying pan over a medium
heat. Add the meatballs and cook for 4 to 5 minutes, turning frequently until browned all over.
3. Remove the meatballs from the pan with a slotted spoon
and set aside. Add the rest of the onion and garlic to the pan and fry for 5 minutes. Pour in the passatta and add the sundried tomato paste and sugar. Bring to the boil. Return the meatballs to the pan and stir in 150ml water. Simmer for 30 minutes, stirring occasionally, adding a little more water if necessary. Season to taste.
• 1 tbsp virgin olive oil • 500g carton passatta (sieved tomatoes)
• 2 tbsp sun-dried tomato paste • 1 tsp sugar
4. Cook the spaghetti in a large pan of lightly salted water for 12 to 14 minutes or according to the packet instructions. Drain well. Serve the meatballs and sauce with the spaghetti and top with grated Parmesan. Garnish with fresh basil sprigs.
• 400g spaghetti
• Freshly grated Parmesan, to serve • Fresh basil sprigs, to garnish
TIP Give the meatballs extra flavour by adding some chopped black olives, 2 tbsp Parmesan cheese or 2 tsp drained and rinsed baby capers.
