Quorum was established as all County Commissioners and County Judge were present. Invocation was led by Pastor Michael Evans of the United Methodist Church of Windom. Pledges were led by Major James Manis, Retired. 4. Introductions: There were no introductions 5. Discussion, consideration and action regarding Courthouse Restoration – County Judge: Judge Moore commented on how this agenda item will soon no longer be needed and noted how all the flooring in the courtroom was down and there were only a few items still being worked on.

Discussion, consideration and action to approve Treasurer’s Financial Report for April 2022 – County Judge for County Treasurer: Fannin County Treasurer David Woodson reported that the total receipts for April was $1,666,218.00. He noted three things stood out in this month’s receipts, the amount of $261,449.15 from the Tax Assessor Collectors office, $380,394.61 from the Tx Historical Commission and the local sales tax amount of $125,531.19. A motion to approve the report was made by Commissioner Lane, seconded by Commissioner Magness and passed. 7. Discussion, consideration and action to approve Treasurer’s Investment Report for April 2022 – County Judge for County Treasurer: Mr. Woodson further reported that the interest from the TexPool accounts was $920.15 on

A motion was made by Commissioner Lane to approve with Commissioner Magness seconding the motion which passed. 19. Discussion, consideration and action to approve payment of bills – County Judge for County Auditor: A motion was made, seconded and passed to approve. 20. Discussion, consideration and action to approve Order setting new location of the following Fannin County Courts: County Court at Law, Veterans, Justice of the Peace, Precinct 1 and County Commissioners Court – County Judge: After some discussion a motion was made by Commissioner Self to approve the Order for the new location for the Fannin County Court at Law, Justice of the Peace, Precinct 1 and County Commissioners Court to be June 7, 2022, at the Fannin County Courthouse. He wished all a good week and congratulated all 2022 Graduates. Commissioner Magness thanked everyone for coming and wished all a good day. Commissioner Lackey also thanked everyone for coming, reminding everyone to be safe and have a good Memorial Day weekend. Judge Moore spoke on the “Getting Ahead” graduation event he attended on the 21st.

Alicia Whipple spoke to commend Commissioners Magness, Self and Lackey and others for their assistance with the courthouse move. A resident of Bonham spoke to relay his concerns for the lack of safe overnight parking in Fannin County for Semi-Tractor Trailer Drivers that he believes needs to be addressed in the near future. 22. EXECUTIVE SESSION: Deliberation regarding economic development negotiations – a closed meeting will be held pursuant to LGC Section 551.087 to (1) discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1) – regarding economic development with the City of Bonham – County Judge: A motion was made, seconded and passed to enter into Executive Session at 9:53 a.m. After some time, a motion was made to enter back into Regular Session 10:52 a.m. 23. He then stated he also wanted to thank Commissioners Lane and Magness for their work with Alicia Whipple to improve the salary positions for the precinct barn employees by coming up with a plan to promote the employees. Judge Moore concluded his comments wishing all a great Memorial Day; noting it was a good time to reflect on all our veterans have done for us. 25. Commissioner Lane then made the motion to approve with Commissioner Magness seconding the motion which passed. 14. Discussion, consideration and action to open two temporary part-time positions for June 1, 2022, through September 30, 2022 for Precinct 1 – Commissioner Precinct 1: Commissioner Lane explained the need for the two positions for someone to cut grass and trees through the summer. Commissioner Lane then made the motion to open those positions for a time period of June 1, 2022 through September 30, 2022 for Precinct 1. The motion was seconded by Commissioner Magness and passed. 15. Discussion, consideration and action regarding repair of west parking lot at the South Annex – Commissioner Precinct 2: Commissioner Self described the damage assessment of the area and the reason for his recommendation to fill the damaged area in with rock. A motion was made by Commissioner Self that Precinct 2 will make repairs to the District Court’s west parking lot with one load of gravel coming out of contingency. The motion was seconded by Commissioner Magness and passed. 16. Discussion, consideration and action to use Auctioneers Express to sell a 2001 Dodge Ram 2500 Quad Cab Pickup (diesel) with flatbed and a John Deere 5101-E Utility Tractor for Precinct 3 – Commissioner Precinct 3: After some discussion, Commissioner Magness made a motion to use Auctioneers Express to sell the equipment listed with Commissioner Lane seconding the motion which passed.

This soup is so flavorful and it is so fast and easy to make in just 35 minutes. It is actually one of my favorite soups to make! CHICKEN TACO SOUP 1 Tbsp. olive oil 1/2 medium onion chopped 1/2 orange bell pepper chopped 2 (10 oz) cans Ro-tel diced tomatoes & green chilies with juices 3 c. chicken broth 1 tsp. garlic powder 1 tsp. ground cumin
1 tsp. smoked paprika 1 Tbsp. chili powder 1 (12 oz) can corn drained 1 (14 oz) can black beans drained & rinsed 1 (8 oz) cream cheese, softened - I use Jalapeño cream cheese for more spice 2 c. cooked chicken, chopped Salt & Pepper to taste Toppings: shredded cheese, avocado, cilantro, tortilla strips or chips, etc. Add the oil and onion to a soup pot and saute over medium heat for 5 minutes. Add all the remaining soup

ingredients to the pot except for the cream cheese, chicken and salt & pepper. Increase the heat to high and bring the soup to a boil. Turn down the heat so it’s simmering gently (uncovered) for 5 minutes. While the soup cooks, prep your toppings. Cut the cream cheese into smaller pieces and add it to the soup. Let it melt in (you may have to stir it a bit until it’s fully incorporated). Stir in the chicken and cook for another 5-7 minutes or so until it’s warmed through. Season the soup with salt & pepper and serve with toppings as desired. This is good soup and I hope you will give it a try. Enjoy!!!

John 3 On this past Sunday evening I had the delightful opportunity to attend the Baccalaureate service for the Bonham High School graduating class of 2014. My grandson, Reid Strickland, is one of the graduates. The commencement will follow, shortly. I often wondered why a part of graduation is called “commencement”.

However, I think it is rightly called that because of the new beginnings to be coming our way. One example in my life is with the writing of my June columns for the Leader. I will have finished my first year. The emphasis for the second year will change from my story to our story – from military memories and their life applications to thoughts gleaned from our work in the ministry. There are many beautiful things that I will be sharing along the way drawn from 50 years of service, new things are still happening. The thoughts that I want to share with you comes from Nicodemus’s midnight visit with Jesus that is recorded in John 3. This is a new beginning that happens only once in a lifetime. Jesus calls it the “New Birth”. This is life’s most important new beginning, it is a

My wife experienced this saving grace in a service I shall never forget. She had just finished singing the song “Ye Must Be Born Again” when she came to me and said – “But I have never been born again”. Out of this realization she came to put her trust in Him. That was in 1949. What a beautiful life she lived. The new birth is required for eternal life. If you have never been born spiritually you can be now!

When one is baptized, they are to serve God. Ananias told Saul to “arise, and be baptized, and wash away thy sins” (Acts 22:16). Peter reminds us of the importance of baptism when he wrote, “baptism doth also now save us” (1 Peter 3:21). God does not want us to continue in sin, but to be changed in our service. Paul writes that “we are buried with him by baptism into death: that like as Christ was raised up from the dead by the glory of the Father, even so we also should walk in newness of life” (Romans 6:4). Paul asks three questions in Romans 6:1-2. The first, “What shall we say then?” We must understand what God desires of us. The second, “Shall we continue in sin, that grace may abound?” Is it ok to continue in sin? The answer is “God forbid!” The third question, “How shall we, that are dead to sin, live any longer therein?” God desires us to be RIGHT.
That is, to serve righteousness. Paul reminds Christians that “Being then made free from sin, ye became the servants of righteousness” (Romans 6:18). Paul goes on to ask “What fruit had ye then in those things whereof ye are now ashamed? for the end of those things is death” (Romans 6:21). The result of serving God is that “being made free from sin, and become servants to God, ye have your fruit unto holiness, and the end everlasting life. For the wages of sin is death; but the gift of God is eternal life through Jesus Christ our Lord” (Romans 6:22-23). We must follow the way of God because, “There is a way which seemeth right unto a man, but the end thereof are the ways of death” (Proverbs 14:12). We are encouraged by Paul, “Be not deceived; God is not mocked: for whatsoever a man soweth, that shall he also reap. For he that soweth to his flesh shall of the flesh reap corruption; but he that soweth to the Spirit shall of the Spirit reap life everlasting” (Galatians 6:7-8).

May 22, 2022, at his home in Bonham, Texas. Joe was born on June 14, 1957 in Bonham, TX to Joe Egburt and Mary Helen (Bingham) Eubanks. Joe was a graduate of Bonham High School where he served as a drum major in the band. He later attended East Texas A&M obtaining his bachelor’s degree in Business Administration. Joe was an extremely gifted self-taught musician who could play piano by ear. He was an admirer of all things aviation and enjoyed traveling and going on cruises. Joe was a fan of the Dallas Mavericks and enjoyed watching old western films. He was a loving father, brother, and friend to many. He was passionate
about his family and cared for a number of pets over the years. Joe was a member of the Seventh and Main Baptist Church. He is survived by his daughter, Jessica Blevins and husband Blake – daughter, Katherine Deao and husband Cameron – and sister, Elaine Burkhalter and husband Mark. Joe is preceded in death by his parents. To honor his wishes cremation arrangements were under the direction of Cooper-Sorrells Funeral Home Bonham, TX. DODD CITY -Softball manager Bruce Mauppin last season told Dodd City’s Lady Hornets “they had a chance to do something special.” Having done that -- winning the Class 1A State softball title, just months after claiming an undefeated girls’ basketball championship - his successor spoke similarly. “There really have not been a lot of changes because we have the same staff,” said new manager Chad Crossland, who assisted Mauppin in 2021 and flipped roles with him this season. “I told them at the first [softball] practice this season,” said Crossland, “that our expectation is to be the State champion.” Now, the Lady Hornets need only two more wins, as they have advanced again to the 1A State softball tournament to be held May 31-June 1 at the Red and Charline McCombs Field at Austin. “I think it’s not unbelievable; because I believe in my teammates,” said senior pitcher and shortstop Tori Dotson, now a starter with classmate Kylee Graves on the Lady Hornets’ last three State softball qualifier teams. “I’m glad to be a part of a team making it to State,” said Dotson, the championship

DODD CITY -- Midway through her high school softball career, Dodd City senior Kylee Graves changed positions: second base to catcher. “It’s been a quick adjustment,” said Graves. “It’s helped me learn the game better,” she said. “It took me to a different level. “I needed to do what was best for the team last year.” Likewise, during the Lady Hornets’ State championship girls’ basketball game in 2021, Graves’ defensive effort shut down Nazareth’s leading scorer. ham and Fannin County. Also, through Kiwanis International, Bonham Kiwanis donates to Children of the World. This year, senior scholarships went to Katie Burrell, Colby Davis, Brandon Hernandez-Hernandez, Kylie Hewett, Jordan Passanissi, Avery Robertson, Alejandra Soto and Brandon Pokky. Guests at recent meeting were Rhonda and Newt Cunningham and Taryn and Mike Nejtek. Chris Wilson, an opponent of Fannin-Lamar Wind Project, was speaker at recent Kiwanis meeting. The Lake Fannin Volunteers (LFV) will have workdays on Saturday and Sunday, June 4 & 5 from 7:30 AM- 12:00 PM. Bring mowers, weed eaters, clippers, gloves, safety equipment, and water. Anyone interested in joining the LFV to assist in the reclamation of this historic park can make contact at the lodge. Just cross the dam and follow the road to the top of the hill. The gates will be open for day visits on these work days. No overnight camping is allowed as of yet.
