Hello everyone! What a wonderful service we had in God’s house Sunday morning! The Bible tells us in Philippians 2:10-11, “That at the name of Jesus every knee should bow, of things in heaven, and things in earth, and things under the earth; And that every tongue should confess that Jesus Christ is Lord, to the glory of God the Father.” Over the last few years, the Lord has moved in our church and blessed our church in great and mighty ways, and we give Him all the praise and glory. We can’t take the glory for ourselves. It has to go to Him. I am once again drawn to the writings of one of the most well-known hymn writers in the history of music, the late Fanny Crosby. Our church hymnal, as well as other hymnals, is filled with several classic hymns that she has written. Some examples include “He Hideth My Soul,” “My Saviour First of All,” I Am Thine, O Lord,” and her most well-known hymn, “Blessed Assurance.” In this classic hymn she wrote: “To God, be the glory, great things He hath done!
So loved He the world that He gave us His Son, Who yielded His life an atonement for sin, And opened the Life-gate that all may go in. Praise the Lord! Praise the Lord! Let the earth hear His voice! Press Release - June 22 NL: Summer is here and the days are longer, giving us more opportunities to enjoy our horses. Many owners are saddling up and hitting the shows and trails. In this month’s newsletter I want to list some helpful advice before setting out on your adventure. Trailer Maintenance Check the trailer floor for structural damage. If trailer has a wood floor, it may have decayed over the winter, making it unable to support your horse’s weight. We have seen horses over the years that have fallen thru rotten floors and the outcome is usually not good. Be sure your tires (and spare) are at proper pressure and have adequate tread. It is going to be hot this summer and horses don’t do well standing in a sweltering trailer waiting for a tire change. First aid For those away from home emergencies you should have a basic first aid kit with you consisting of at least the following items: 1. Banamine. For a 1000lb horse a 10cc dose of liquid Banamine giving orally works in an hour for colic or pain. 2. Bandage material consisting of 1 vet wrap, sheet cotton, Neosporin/triple antibiotic cream. 3. Eye medicine, SSD, works on a bacterial and fungal corneal scratch/ulcer until a vet can examine the eye 4. Hoof pick, plyers with a wire cutter edge, and scissors.

Update on Studies Forage, Starch and Sugar stomach ulcer study Horses with low forage intake such as not being on pasture or no free choice hay, were prone to gastric ulcers. Forage throughout the day and night stimulates constant saliva production which neutralizes the stomach acid. It also keeps the stomach full preventing the splash effect, which is when the stomach acid on an empty stomach splashes up on the upper part of the stomach when exercising. When the stomach is full of hay or grass, the stomach acid can’t splash. Horses that ate high sugar and starch feed were prone to gastric ulcers even when on free choice hay. So feed a low starch feed like Safe Choice or Equine Senior or feed an alfalfa- based feed. Skin Allergy study There was significant improvement in 76% of the horses with skin allergies within 1 year of using allergen-desensitization serums (allergy shots). The first year had offered me an opportunity of service to our community; One that I have enjoyed very much. I am very grateful to Mr. Turner and his staff for their helpfulness. I owe a big thanks to my daughter, Stephanie, and her family for editing my writing and getting the information in for publication. I also want to thank you, my readers, for your many words of encouragement. By late November, 1945 my wife and I were not only newlyweds but newcomers in a little city in Southeast Texas. We had purchased our first
house and began to learn how to be good Texans. But we needed help. God gave leadership to our decisions and led us to become part of a most wonderful church, the First Baptist Church, Port Neches, Texas. For the first two years of our marriage this church of God’s providing offered us Bible study, corporate worship, pastoral counseling, new friends, a place of service and the environment in which we came to know God’s career plan for our lives. As newlyweds and newcomers we needed the message and the ministry of the local church. My life application for this moment is this: Newlyweds
and newcomers are not the only ones who need to make the church a part of their life. Everyone needs a church to serve God through. For this need to be met I share two thoughts. First, God has established the church (Matthew 16:18), and second “God calls for faithful participation”. (Hebrews 10:25) The church in your life will be just as meaningful as you make it. The church will be no stronger than the people who are the members. In Joshua 24:15 we find this principle to follow: “Choose you this day whom you will serve. As for me and my house we will serve the Lord.”

Fannin County Commissioners Court – Good News for the County and our Vets

Tuesday, June 28, 2022, Fannin County Judge Randy Moore called to order at 9:00 a.m., a Regular meeting of the Fannin County Commissioners Court. Quorum was established with all County Commissioners and County Judge present. Invocation was led by the Music Minister of Boyd Baptist Church, Rex Jackson. After the invocation, in honor of the upcoming 4th of July Holiday, Rex Jackson on guitar, and the choir of the Boyd Baptist Church, led all in attendance on a spirited rendition of the national anthem, The StarSpangled Banner. Pledges were then led by Major James Manis, Retired, who invited all veterans to accompany him leading the pledges to our country and state’s flag. 4. Introductions: There were no introductions. 5. Public Forum: There were no speakers for Public Forum. 6. Discussion, consideration and action to approve Order authorizing the issuance of “Fannin County, Texas Combination Tax and Limited Pledge Revenue Certificates of Obligation, Series 2022”; providing for the payment of said certificates by the levy of an ad valorem tax upon all taxable property within the County and further securing said certificates by a lien on and pledge of the pledged revenues of the County’s library system; authorizing the execution of any necessary engagement agreements with the County’s financial advisors; and providing an effective date – County Judge: Senior Managing Director of SAMCO Capital, Mark McLiney, who serves as the County’s Financial Advisor, spoke to give an explanation of the proposed (until the Commissioners authorize it) sale of the eleven million dollar bonds that will be used to fund the construction of the new Fannin County Justice Center. Most of the bonds sold to RW Baird (purchaser of the county’s last two bond sales) at an interest rate of 4.22%. He explained the recent fluctuations in interest rates in past bond sales (2017-3.14%, 20183.65%, 2020-2.14%) and why it was advisable to act swiftly with the funding for the Justice Center. He further explained how due to be there being cash funds in the county’s INS Fund account that can be used to offset the cost, it only further added to the advantageousness of the decision to act swiftly with his company’s recommendation for the bond sales. He concluded his report by noting how due to the ongoing growth of the county, it is projected that the overall tax rate for the county would be coming down next year even with the slightly higher INS tax rate. After Mr. McLiney’s report, Judge Moore stated he wanted to help the people understand that in 2020 the tax rate was 0.589, in 2021 it was 0.5341 and the next tax rate is expected to be 0.48 to 0.5 as they are continuing to lower the tax rate in order
to offset the escalating market property prices. He then noted his recommendation that a motion be made for Commissioners Court to adopt the above stated Order. Commissioner Magness made the motion to approve the Order with Commissioner Lane seconding the motion which passed. 7. Discussion regarding EMS monthly report for May 2022 – County Judge for Scott Ridling, Fire Chief: Bonham Fire Chief Scott Ridley began his report by noting how as the county grows, the calls increase with there having been 371 runs last month with 290 of the people being transported to the hospital. He also noted how his department currently has a shortfall of two employees and concluded by noting that hospitals are full and though coronavirus is not quite as prevalent as before, it is still out there, and people should be cautious. 8. Discussion, consideration and action to approve Emergency Management Role & Authority Manual – County Judge for Emergency Management Director: Fannin County Emergency Coordinator Troy Hudson spoke to give an overview of the manual noting that there have been no inter-office policies for the office of Emergency Management and how with the growth of the county being what it is, that need exists for emergency preparedness. He went over the contents of the first two chapters of the manual (what the emergency response is for the office.) He concluded his report by stressing that his role is not to be in charge but to assist emergency responders in getting resources they need. After some discussion clarifying the content of the manual and noting that it is not yet completed, a motion was made by Commissioner Lane to approve the manual with Commissioner Self seconding the motion which passed. 9. Discussion, consideration and action to approve a 90-day free trial of Active911/eDispatch Interface through Tyler Technologies; First Responders notification system for County Fire Departments – County Judge for I.T. Administrator: Fannin County’s Network Administrator Dustin Morrow explained the working of the interfacing of calls between the fire departments and dispatch and how the system referenced is offering a free demonstration of how their product can improve communication. After some discussion, Commissioner Self made the motion to approve the trial with Commissioner Lane seconding the motion which passed. Judge Moore asked Mr. Morrow to get back with the court sometime in September with his evaluation of the service. 10. Discussion, consideration and action to select company to perform annual fire safety inspections – County Judge for Facilities Manager: Fannin County Facilities Manager Kenny Duffek gave a report of why he recommends FirePro be chosen for
this job and what options exist with the tasks involved. After some discussion with the clarification of the total cost for one year being $8,215. A motion was made by Commissioner Self to approve FirePro to perform the annual fire safety inspections with Commissioner Magness seconding the motion which passed. 11. Discussion, consideration and action regarding the Texas Department of Agriculture Community Development Block Grant – County Judge for Ruth Ann Jones of McCraw’s Chapel Water Corporation: Director of McCraw’s Chapel Water Corporation Ruth Ann Jones and President of the McCraw’s Chapel Water Board Tom Wishard spoke to request the County’s assistance with their goal of obtaining the block grant to assist with their companies’ plans. After presenting their reasons for their request, discussion ensued. Commissioner Magness then made the motion to have the McCraw’s Chapel Water Corporation put on the list for consideration for the above-mentioned grant. The motion was seconded by Commissioner Self and passed. 12. Discussion, consideration and action to approve a Replat for lots 8 and 9 of Club Estates, Property ID#s 101258, 101259 in Honey Grove – Commissioner Precinct 3 for Development Services Director: Fannin County Development Services Director Di Hopkins gave a report of everything being in order for this to be approved. A motion was made by Commissioner Magness to approve with Commissioner Lackey seconding the motion which passed. 13. Discussion, consideration and action to approve short plat for Cascia Estates, 17 lots on 19.92 acres on CR 4045/4040 in Leonard; Property ID#s 84204 and 124148 – Commissioner Precinct 2 for Development Services Director: This item was passed on. 14. Discussion, consideration and action to approve minutes from 06/14/2022 (R) – County Judge for County Clerk: A motion was made by Commissioner Lane to approve the minutes with Commissioner Magness seconding the motion which passed. 15. Discussion, consideration and action regarding the Fannin County Historic Courthouse Guidelines for coffee on the first floor – County Judge for County Auditor: Judge Moore led a discussion about a request made for a Keurig coffee maker to be allowed in the JP’s office on the first floor. After some discussion, a motion was made by Commissioner Self to approve the allowance of the coffee maker with Commissioner Lackey seconding the motion which passed. 16. However, as tragic as this incident is, the legislature has a responsibility to first know all the facts that contributed to the totality of the incident and the actions of all people and organizations that contributed in any way before, during, and after the incident before considering new legislation. A rush to a legislative solution could very well result in making future incidents even worse. We must never forget that not all of society’s problems can be solved with legislation. fect everyone. A speeding automobile does not break the law when it kills or injures people, rather it is the person operating the vehicle and exceeding the speed limit that bears the responsibility for the injury to others. In the same way, a gun, a knife, a baseball bat, or a rock, of its own volition, does not kill people, it is the person who misuses those weapons that bears responsibility for the deaths. Instead of focusing on the weapon used, I offer that we, as a society, must look at what compounding events took place in this young man’s life that would bring him to the point where he decided that killing innocent children and teachers was a better solution than addressing his own internal conflict. We need to look, not just at this young man’s life, but look for the root cause of the increase in mental illness as a whole. Mental health issues have been a rapidly growing problem, especially for young people, for several years. Why? What has happened in the past few generations to drive so many of our youth to the point that killing others is a solution to their personal problems? In situations like this, it is natural to want a swift change, something that is tangible, to rectify within our own selves that “we have done something,” but often, the more lasting solution is more difficult, requires more effort, and is one that comes about slowly. Frederic Bastiat says, “Life, liberty, and property do not exist because men have made laws. On the contrary, it was the fact that life, liberty, and property existed beforehand that caused men to make laws in the first place.” It is for the preservation of life, liberty, and property that the Texas Legislature has enacted numerous laws over recent years that have added safety measures to schools, including mandatory drills, emergency operations plan, and behavioral threat assessments, hardening, as well as, provided ample funding to school districts to implement these measures. In addition, state agencies and other organizations have compiled many great resources such as digital threat assessment training, personnel training, and many other resources to help train and equip school administrators and teachers. Too few school districts have taken advantage of the resources available to counter the actions of a mentally unstable person intending to harm
students within a school. As the investigation continues and more is revealed about what took place that day, it will become apparent how Uvalde ISD utilized these provisions to enforce the proper safeguards. That knowledge will allow us to see more clearly what legislative actions should be taken to strengthen these measures. In the meantime, there is at least one current federal law that actually helps a perpetrator harm children in schools. The Gun Free Schools Act, originally enacted in 1994, contains a requirement that each state receiving ESEA funds expel a student from school for a period of not less than one year if they bring a weapon to school. This law precipitated the use of signs that say, “THIS FACILITY IS A GUN FREE ZONE.” This is an open invitation which tells a perpetrator, “Come on in do your evil deed. No one in this building is prepared or allowed to defend themselves. You will encounter no opposition.” The one positive thing is that this federal law does not apply to state-licensed gun holders. It is a Texas state law that prevents most licensed gun holders from carrying within school buildings. We could move to make the state law mirror the federal law, thus allowing licensed gun holders to legally carry within a school building. This would give school districts the option to allow teachers and school administrators, as well as parents, the ability to carry on campus and would create a differentiation between a school that is ready to defend students against a perpetrator and a school that offers a “safe haven” to someone with intent to do harm to the students. We must focus on the root cause of the explosive growth in mental illness, especially among young people, if we want to prevent further gun violence in our schools. Because, at the end of the day, no amount of legislation will change a young person’s heart and keep them from attempting to kill others. It will take the entire community; parents, families, churches, social networks, schools, addressing the cause of mental illness in youth today to make a difference. And part of addressing those issues should include looking at the policy decisions we have made in the past that are contributing to the problem. It will not be easy, but my prayer is that we all do our part to build community and care for those around us.

In preaching the Gospel, John told the Pharisees and Sudducees to “Bring forth therefore fruits meet for repentance” (Matthew 3:8). Paul preached that everyone “should repent and turn to God, and do works meet for repentance” (Acts 26:20). Paul also told that church at Ephesus that they “put off concerning the former conversation the old man, which is corrupt according to the deceitful lusts; And be renewed in the spirit of your
mind; And that ye put on the new man, which after God is created in righteousness and true holiness” (Ephesians 4:22-24). We see some things that we are to “put off”. We are to “put off” lying. Paul’s message was “Wherefore putting away lying, speak every man truth with his neighbour” (Ephesians 4:25). Paul also to the Christians in Colosse, “Lie not one to another, seeing that ye have put off the old man with his deeds” (Colossians 3:9). We are to “put off” stealing. Last year, nearly 3,500 nonprofits from 20 North Texas counties participated in the record-breaking event to raise $66 million. This year, North Texas Giving Day is partnering with Mightycause, a new technology platform that will enhance the Giving Day experience and help donors give wisely. EXECUTIVE SESSION: Personnel Matters – a closed meeting will be held pursuant to Sec. 551.074 of the Government Code for (1) deliberation of personnel matters regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or (2) to hear a complaint or charge against an officer or employee – regarding county positions and salaries – County Judge: A motion was made, seconded and passed to enter into Executive Session at 10:23 a.m. After some time, a motion was made, seconded and passed to enter back into Regular Session at 11:00 a.m. 22. Discussion, consideration and action to set the salary of the Purchasing Agent position – County Judge: Judge Moore noted that Fannin County’s new Purchasing Agent was Shonda Magness and how the Executive Session was about that position’s starting salary. Commissioner Self made the motion to set the salary at $54,000.00. Commissioner Lane seconded the motion and the motion passed with Commissioner Magness abstaining from the vote. 23. Discussion, consideration and action to select health insurance plan for Fannin County employees – County Judge: Judge Moore explained how they had been taking this selection very seriously and one of the insurance groups they had been looking at, backed out of giving the county a proposal so the other option left to consider was one from TAC (Texas Association of Counties.) Commissioner Magness then made the motion that the county go with the HMO plan from TAC. The motion was seconded by Commissioner Lane and be-

He further noted that it was discovered that all the physicians on a list of physicians currently used by county employees, is in the network of physicians operating within the HMO plan. The difference with this plan is an employee will need to clear a visit with a specialist with their primary doctor. Commissioner Lackey added that if the HMO doesn’t work out for an employee, they will have the option next year to go back to a PPO if they are willing to pay the difference between the premiums. After those comments, the motion passed. 24. Comments by County Commissioners and County Judge: Commissioner Lane thanked all for coming and voiced her appreciation for the singing of the National Anthem at the start of the meeting. She reminded all that county offices will be closed in honor of the 4th on Monday, hopes everyone enjoys the cooler weather and wished all a wonderful week. Commis-

Magness also voiced appreciation for all in attendance and the Boyd Baptist’s Choir visit this morning and wished all a safe July Fourth. Commissioner Lackey thanked all for coming, commented on the care that went into the decisions for the county employees and noted that with the dryness of the climate, he urges caution with fireworks. Judge Moore began by noting that if anyone is planning a burn, they may want to get that done as it is possible that a burn ban will be voted in at the next meeting. He then made the joyous announcement that he just received the news that the Senate Veterans’ Affairs Committee would block the confirmation of the Asset and Infrastructure Review Commission that would have considered closing and privatizing a large portion of the current VA health care system. After reading the announcement, he thanked

everyone for their efforts to keep the VA services in Fannin County and asked those who had contacted their representatives, to send those representatives, a note of thanks. He then noted that June being the National Cancer Survivor Month, he applauded all survivors of cancer and voiced his thanks for the doctors and for God who heals people from that malady. Lastly, he noted that Sunday the 3rd the City of Bonham would be having their fireworks display at Lake Bonham and any wishing to help should show up at 4:30 at Lake Bonham. He also commented on a recent CERT (Community Emergency Response Team) meeting held at the courthouse noting his appreciation for the efforts of those members who primarily keep down the chaos with their labors. 25. supports electrical wire Almost a mile (4,150 LF) of cable tray — which helps hold the electrical cables in place (see photo below showing the inside of the main electrical building) An on-site electrical building (see image below) A special element of the massive new pump station is what the construction crews and staff call the “aluminum pergola.” Seventy gigantic conduits soar up 30 feet from the ground then bend at a 90-degree angle to create a supercharged “pergola-style roof” on their way from the electrical station to the pump station (see image below). All these conduits and miles of wire will carry power for the 11-by-8-foot-tall pumps (currently three, with a total of nine planned) that can each push almost 35,000 gallons of water per minute to the Leonard Water Treatment Plant. The pump station also houses a variety of other electrically run pumps and valves. Since the pump station is 40 feet below ground, numerous dewatering pumps have been installed to keep the station dry. The intake tower draws water from the lake into the pump station through gate valves that are motorized to speed up opening and closing that would take hours to perform manually. The newly created power systems are also providing benefits far beyond the lake: The many new electrical substations and transmission lines built for the reservoir have improved the local and state power grids. Ultimately, everything in the lake’s pump station will be electrically automated, and all elements will be closely monitored and controlled remotely from the Leonard Water Treatment Plant. “A lot of the pumps will be automated, and all pumping details will be visible on the control screens in Leonard,” said Freese and Nichols Construction Manager Corey Anderson. “We are also putting in video cameras so the treatment plant staff can visually monitor the station. There will also be NTMWD staff on-site at the Dam Maintenance Facility who can take care of things as needed.” The electric installment is one of the last tasks to be completed at the reservoir. Once the final wiring has been

Lake Tawakoni is in full summer pattern this week and the fishing has been good. White bass and striped bass action has been good early with random schooling fish. After the morning bite, the fish are staging on humps or deeper points. Live bait or slab spoons are both working. Crappie action is very good with minnows out fishing jigs for limits. Texoma EXCELLENT. Water stained; 83 degrees; 1.96 feet above. Striped bass are excellent with slabs, live bait and trolling. For larger fish, target deeper water fishing under the surfacing fish. TPWD Accepting 2022-23 Drawn Hunt Permit Applications
July 1, 2022 AUSTIN – New opportunities and scenery are available to hunters this fall through the Texas Parks and Wildlife Department’s (TPWD) drawn hunt permits program, now accepting applications for a shot at almost 10,000 permits in 62 hunt categories. The permits allow drawn hunts on both public and private lands throughout Texas. Among the offerings available through the online system are hunts for white-tailed and mule deer, pronghorn, turkey, alligator, dove and guided packages for exotic species and bighorn sheep. “This season, we will conduct drawings in 62 hunt categories,” said Kelly Edmiston, TPWD Public Hunting Program Coordinator. “These drawings include selections for U.S. Forest Service Antlerless Deer Permits, both adult and youth hunts, 18 e-Postcard Selections for hunters using the $48 Annual Public Hunting Permit (APH), and hunts conducted on 10 National Wildlife Refuges (NWR) in Texas.” Applicants for e-Postcard hunts and U.S. Forest Service (USFS) Antlerless Deer Permits must have a current APH permit to apply. New areas included in this year’s drawn hunt catalog include the Muleshoe NWR and Powderhorn State Park. Devil’s Sinkhole SNA, Lost Maples SP, Village Creek SP, and Stephen F. Austin SP have re-entered the program this season. TPWD also created two new NWR hunt categories, for Antlerless Deer

She worked as a purchasing agent at a microchip processing plant. Carol was a loving wife, mother, grandmother, great grandmother, and friend. She enjoyed riding motorcycles, knitting, sewing, crocheting, and playing cards with family and friends. Carol is of the Lutheran faith. Shirlene Moreta (Hassey) Pannell was born on March 18, 1937 in Lamasco, Texas to Charlie and Dessie (Stevens) Hassey. She passed away on Saturday, June 25, 2022 in Bonham, TX. Shirlene married Billy (Popeye) Pannell on January 19, 1953 in Bonham, Texas. Shirlene, more affectionately known as “Memaw” to all who knew and loved her, enjoyed nothing more than spending time with her family. For over 40 years she prepared Sunday lunch for the whole crew. She was also known to open her home on Wednesday and Friday nights for family and friends to gather to play dominoes. She never met a stranger. Shirlene worked for over 10 years at Bonham Manufacturing before moving to General Cable Company where she worked from 1972 to 1998. Shirlene is survived by her children, Roy Pannell and wife, Teresa, Billy Pannell and wife, Donna, and Lea Ann Blain, all of Ravenna; Grandchildren, Eli Pannell (Courtney), Lisa Smith (Kyle), Steve Blain (Regina), Leslie Oliver (Brad), Jessica Stark (Brandon), Hilary Skinner (Jason) and Torri Cagle (Dalton); 16 great grandchildren and one great great grandson; Brothers, John Hassey and Greg Hassey; Sisters, Betty Swindell and Donna Thomas; numerous nieces, nephews, extended family and friends. High Fuel Prices Squeeze Farmers And Ranchers Texas Agriculture Daily Rising fuel prices are putting growing pressure on farmers and ranchers as they grapple with increased costs of growing food and fiber. USDA estimates show that the cost of fuel, lube and electricity is expected to increase 34% in 2022 compared to 2021. American Farm Bureau Federation economists analyze the factors contributing to rising fuel prices in the latest Market Intel. The war in Ukraine has reduced availability of global crude oil and U.S. domestic production is down while demand is increasing in the United States and abroad. Diesel prices rose to $5.718 per gallon in June, up $2.432 per gallon, or 74%, compared to $3.286 per gallon in June 2021. The current high price of diesel is more than two times the price paid before 2020. “While some farmers are seeing increases in commodity prices, their gains are being eaten up by higher expenses,” said AFBF President Zippy Duvall. “Many farmers and
ranchers are concerned they won’t be able to break even, much less make a profit. It’s not just on-farm costs taking a toll. High diesel and gasoline prices, among other increased costs, all affect the food supply chain, starting at the farm and continuing to the grocery store, which means all families are ultimately paying more to put food on their tables.” Prices could potentially begin to decline, but the U.S. must increase domestic production and expand refining capacity. Farmers and ranchers will also be watching the weather as hurricane season ramps up. Severe weather could impact production if refineries or offshore sites are hit by storms.

Durant OK - John Massey, the charismatic and bighearted Chairman Emeritus of First United Bank, passed away surrounded by family on Friday, June 24, 2022. He was 86 years old. An Oklahoma native, John grew up in Boswell, Guthrie, and Durant. He learned the value of hard work and resilience early from his parents, Jennie and Emmett Massey. Passionate about education, John believed that everything worthwhile traces its roots to education. John truly believed in the importance of being a mentor; sharing time and expertise with others. Proud to be a first-generation college student, he worked hard to set an example for his family, wanting to do the best and be the best that he could be. John earned his Bachelor of Science degree from Southeastern Oklahoma State University in 1960. John’s accomplishments on campus were numerous. He was a member of Blue Key Men’s Leadership Fraternity, president of the Student Senate, listed in Who’s Who in American Colleges and Universities, and is the only graduate in the institution’s history to receive the Outstanding Student Award for three consecutive years. He loved his alma mater and carried the lessons he learned there throughout his life - to apply himself, budget his time, to understand his limitations, were among a few he considered the most important. John was named a Distinguished Alumnus of Southeastern in 1984. In May 2005, Southeastern honored him by renaming its school of business the John Massey School

of Business. In 2015, he received the Lifetime Achievement Award from the Southeastern Alumni Association, the only award of its kind ever presented. The contributions John and his family have made to Southeastern have been transformational. Including over $2.7 million to establish 13 endowed professorships and chairs, and the creation of the John Massey Leadership Scholars Program, a scholarship program that will continue his legacy in leadership by providing 40 scholarships to Southeastern students each year. In commitment to his passion for education, John served as a Regent of the Oklahoma State System for Higher Education from 1992 until 2019, a record 27 years of service that made him the first three-term State Regent. He was named State Regent Emeritus in 2019. During this time, his advocacy and implementation of the Oklahoma’s Promise college tuition scholarship program was his greatest passion and continues to help Oklahoma families. In 2004, John was inducted into the Oklahoma Higher Education Hall of Fame, which he believed was a tremendous honor considering he was the first “outsider” to be inducted. John served in the National Guard and the United States Army. During his service, he was nominated by fellow soldiers at Fort Carson in Colorado Springs, Colorado, and Camp Walters in Mineral Wells, Texas, with the distinction of Soldier of the Year. John announced he was running for State Representative in 1960 while a senior in college and served two terms. In 1964, he was elected to the State Senate, where he also served two terms. The high temperatures crops experienced over recent weeks across much of the state could translate into lower yields for producers, according to a Texas A&M AgriLife Research expert. Lee Tarpley, Ph.D., AgriLife Research plant physiologist, Beaumont, said the recent heat wave arrived at a bad time for rice fields along the Gulf Coast. The triple-digit temperatures coupled with lingering drought conditions are also likely to negatively impact other crops during sensitive production stages. All plants and vegetation
experience heat stress when daytime and nighttime temperatures hit extreme highs like Texas has experienced over recent weeks. Heat and drought can stress plants, damage their cell membranes and disrupt metabolic efficiency during processes like photosynthesis and respiration, Tarpley said. But the combination of high daytime and nighttime temperatures can economically damage commodity crops, especially during sensitive growth periods like flowering, he said. “The period of high temperatures came so early that
it will likely hit a lot of crops when they are most sensitive,” he said. High temperatures influence plant function For example, Tarpley said the cotton fields endured 100-plus degree days, abovenormal nighttime temperatures and less than optimal soil moisture levels at bloom. The convergence of conditions is likely to translate into aborted squares and thus fewer pounds per acre or discounted gradings. Rice and other grains experience similar yield loss under stressful conditions, but differently. Heat and moisture
stress lead to reduced seed set and grain fill as heat leads to oxidative stress and can damage flower parts and developing reproductive structure. High temperatures can also negatively impact the viability of pollen, which can influence how the ultimate crop sets and fills out, Tarpley said. Texas watermelon and cantaloupe producers reported pollination viability issues due to high temperatures earlier this season. “Pollen development is a heat-sensitive period for rice and some other crops,” he said. “That stage precedes flowering
by 10-14 days, and it was in the upper 90s during the day, which is rare for Beaumont. So, I expect there to be some impact on pollen development in rice fields.” Some later-planted crops, like corn and cotton in the Texas Plains, could also be more susceptible to the recent heat wave, especially in drier areas and if hot, dry conditions persist, Tarpley said. Texas A&M AgriLife Extension Service reports indicate dryland acres in drought-stricken parts of the state were suffering even before the recent heat wave. Many planted crop acres have not emerged and were replanted with other crops that were also showing signs of drought stress or have not emerged. Water restrictions as drought deepens Tarpley said he is concerned about water restrictions due to drought and their impact on irrigated crops, including rice, which needs shallow flooded fields. Restrictions could inhibit water pumping from canals. As fields dry down, nitrogen fertilizer becomes volatile in the heat and decreases its availability, further contributing to production losses related to the input cost and the ultimate reduction in yield potential. “We’ve heard some reports of anticipated lower yields in rice, but nothing alarming so far,” he said. “The question for rice is keeping the fields flooded, which comes down to water availability.” Water restrictions are also a concern for other parts of the state, including West and South Texas. Pecan and cotton producers in West Texas rely on water from the Elephant Butte Reservoir in New Mexico, which has provided limited water. Some crops in that area have received effluent water from El Paso. The Rio Grande Valley, which produces a wide range of crops, relies on water released from Lake Amistad near Del Rio and Falcon Lake south of Laredo, but reservoir capacities have been declining. Lake Amistad sits just above 36% capacity, while Falcon Lake is just under 16% full. CENTRAL Record hot conditions continued with no rainfall. There were 20 100-plus degree days reported so far. Crop drought stress continued with virtually no soil moisture. Watering restrictions were now in effect. Corn crops were burning up rapidly and otherwise showing widespread insufficient kernel fill. Sorghum was coloring and declining, but fields were still holding on. Cotton looked good, and most fields were flowering. Pastures and rangelands were in poor condition. Stock tanks were becoming drastically low, and local ranchers were purchasing hay bales to supplement pasture growth. There were reports of round bales selling for $150 each, with some reaching $200. Some culling of beef herds was occurring due to the high feed and forage costs. EAST Drought conditions worsened, as very little to no rainfall was reported. Several
counties implemented burn bans. High temperatures and lack of moisture halted grass growth and drastically slowed hay production. Pasture and rangeland conditions varied from very poor to good. Subsoil and topsoil conditions were short to very short. Many producers were culling herds due to input costs. Livestock were in fair to good condition. Creek and pond levels were dropping and caused concern about water supplies. Horse flies were a problem. NORTH Soil moisture was short following two weeks of 100plus degree temperatures and sustained winds. Hit-and-miss rain showers did not help soil moisture levels. Some counties were under burn bans. Producers were cutting hay but only reporting one-third of their normal production. Pastures continued to decline. The sorghum crop looked good and appeared to be tolerating the dry heat. Rain in the next few weeks will be necessary for the sorghum to finish strong. Some corn was dying back prematurely due to the lack of moisture. Soybeans looked good, but late-planted fields were struggling. Cattle were in good condition. Parasite and fly loads were decreasing. Goat kidding was going well. SOUTH Most areas reported short soil moisture levels, while others reported very short to adequate conditions. All areas reported high temperatures, including daytime highs above 100 degrees. Winds and heat were hurting irrigation applications. Vegetable crop production declined significantly, and row crop conditions were declining as well. Producers were preparing row crop fields for harvest. Peanut planting was completed, and early planted fields were pegging. Corn fields were denting and coloring, and sorghum was showing signs of moisture stress. Sugarcane aphid numbers were increasing in sorghum. Sorghum and corn harvests were underway in some areas. Cotton was blooming, but many dryland fields were not progressing well. Tarnish and green plant bugs were reported in some cotton, and producers were expected to spray. Stinkbugs were in soybeans. Watermelons and cantaloupes irrigated by canal water were doing well. Sunflower harvest was almost halfway complete, with 1,2001,800 pounds-per-acre yields reported. Citrus and sugarcane were being irrigated. Irrigated Bermuda grass was producing good bales. Forage quality in pastures and rangelands were declining. Hay production was below normal. Pastures and hay grazer were being sprayed with herbicides and liquid fertilizer, but pasture and rangeland conditions continued to decline. Producers were providing supplemental feed to livestock and trying to secure hay. Cattle were being marketed in aboveaverage volumes as producers continued to cull deeper. Cattle body condition scores were declining. Deer were beginning to fawn, but water and food sources were scarce.

LEONARD -- Under a new head football coach for the first time since 2005, Class 3A-II Leonard will look in 2022 to continue being a perennial postseason participant. The Tigers will start Justin Dozier’s first season at the helm with a familiar first two opponents: Aug. 26 at home against 2A-I Wolfe City and on Sept. 2 at 3A-I Commerce. Look south to find the postseason teams in Fannin County in 2022, according to the justreleased summer edition of Dave Campbell’s Texas Football magazine. Fannindel will remain a postseason constant, per the magazine, having been picked to finish second in the new District 9-1A-II where Oakwood, ranked No. 13 in the publication’s Class 1A-II rankings, is favored to win it. How highly regarded is Fannindel’s Kalob Runnels? The incoming freshman earned the magazine’s 9-1A-II pre-season offensive most valuable player

Meanwhile, the publication had Bonham again finishing outside of its predicted postseason qualifiers from 5-3A-I -- considered by it to be a “district to watch.” Last season, the Purple Warriors defied its similar prognostication -- with their first trip to the playoffs in three years.
