AUSTIN — Texas Secretary of State John Scott today en couraged all eligible Texas vot ers to make sure they are reg istered to vote by October 11th to participate in the upcoming November 8 General Election. Texas law requires eligible voters to be registered 30 days before Election Day, and since the 30th day before November 8th, 2022 falls on the Sunday before Columbus Day, eligible Texas voters effectively have two extra days to register this year (Texas Election Code Sec. 13.143(e)). Secretary Scott urged Texas voters to visit the state’s official voting web site - VoteTexas.gov - for accurate and comprehensive informa tion on voting in Texas. “Even though we’re still two months away from the voter registration deadline, it’s never too early to make sure you’re registered, update your regis tration information if you need to, and prepare yourself to vote in the upcoming election,” Sec retary Scott said. “If you’re renewing your Tex as Driver License or personal ID card online, please take the extra second to check the box to register to vote if you’re eli gible to do so. If you’re regis tering to vote for the first time, make sure your signed voter registration application is post marked to your county voter registrar by October 11th. Discussion, consider ation and action to approve the 2023 TAC (Texas Asso ciation of Counties) County Choice Silver Program, at no cost to the County and have County Judge sign on behalf of the County – County Judge for County Auditor: Judge Moore first explained this was something needed to done ev ery year after which Commis sioner Lackey made the motion to approve with Commissioner Magness seconding the motion which passed unanimously.

Tuesday, August 16, 2022, County Judge Randy Moore quoted scripture verse Mat thew 5:44-45 and commented on the rain he received Mon day the 8th before calling to order at 9:00 a.m., the Regular Meeting of the Fannin County Commissioners Court. Quo rum was established as all County Commissioners and County Judge were Present. Invocation was led by Pastor Mark Posey of the First Con gregational Methodist Church of Bonham. Pledges were led by Major James Manis, Re tired. 4. Introductions: There were no introductions.

Discussion, consider ation and action to approve Order of General Election for the November 8, 2022, General Election and autho rize County Judge to sign – County Judge: After some discussion, a motion was made by Commissioner Magness to approve the Order of General Election with Commissioner Lane seconding the motion which passed unanimously.

9. Discussion, consider ation and action regarding the Imposition of Optional Fees for the 2023 calendar year – County Judge for Tax Collector: Fannin County Tax Assessor/Collector Gail Young spoke to explain the options available that included a child safety fee which would help to fund crossing guard equip ment and different programs to enhance child safety, health/ nutrition, etc. After her pre sentation a discussion ensued with a motion being made by Commissioner Self to keep the fees the same as they were last year. The motion was second ed by Commissioner Lane and passed unanimously.

6. Discussion, consider ation and action to approve Proclamation celebrating First Presbyterian Church of Bonham for 150 years of ministry – County Judge for Rev. Lisa Reece: Before Judge Moore read the Proclamation, he invited Reverend Reece to speak. After she spoke of the significance of the history of the church, Judge Moore read the Proclamation, including the church’s impressive ac complishments in Bonham, and noted the date of August 21st for the celebration that all citizens of Fannin County are invited to attend. A mo tion was then made by Com missioner Lane, seconded by Commissioner Magness and passed unanimously to ap prove the Proclamation. After ward, a photo with congregants from the church was taken with the Court.

11. Discussion, consider ation and action to approve salaries and positions for fis cal year 2022-2023 – County Judge for County Auditor: Fannin County Auditor Alicia Whipple commented on how everything was correct on the document with the exception of the need to move up the grade level on the Emergency Management position and gave the reasons for the correction. A question was posed as to whether more time could be had before needing to approve all the raises that included elected officials. Judge Moore answered that the decision would be needed to be made during today’s meeting. An in-depth discussion ensued re garding if a grade level needed to be changed due to an em ployee in that position doing an excellent job, or if it would be better for the county to just provide that employee with a merit raise that would reward them for their performance without permanently chang ing the pay level for that po sition. It was argued that this would prevent having to pay an elevated level of pay to a me diocre employee should there be a turnover of employment in the future. Many, includ ing Fannin County Judge-Elect Newt Cunningham, voiced their opinions both in favor of and against the approval of the document as written. At the conclusion of the discus sion, a consensus was reached to approve the county wide 5% pay increase and the individual merit raises for a few county positions previously discussed, without changing that posi tion’s pay level grade. Judge Moore made the motion to ap prove salaries and positions for the fiscal year 2022-2023 as they had listed with the ex ception of Troy Hudson, but to leave the actual positions or rates the same. Commissioner Lane seconded the motion af ter which Commissioner Lack ey raised a question over one county position wage increase there had been an issue raised against. A vote was then taken with the motion passing with 3 voting to approve and Com missioners Self and Lackey voting against its approval.

Road Date: August 26, 2014 1 1:3 “Blessed be the God and Father of our Lord Jesus Christ, which ac cording to his abundant mercy hath begotten us again unto a lively hope by the resurrection of Jesus Christ from the dead.”Iwant to begin my col umn this week by sharing thoughts from the pens of two friends who have blessed my life person ally through the years. Dr. Ralph Bowlin, a col lege classmate in the late 1940’s and early 1950’s, and a missionary to Af rica for 34 years was asked to give his definition of hope. His answer was given in the form of an acrostic –“Heavenly Optimism Per meating Everything”. Another friend, Dr. Allen Reed, pastor of the First Baptist Church, Nacog doches for over thirty years had this to say in his book “Daily News from the Good News”. When the Bible uses the word “hope” it is not used in the way that we use it. To us there seems to be a ring of doubt. We are not sure that something is true, but we hope it is. The hope to which we have been begotten is true, without any shadow of doubt. It is living hope. We have been “born into” it through our salvation experience.Thebeliever needs never to be distressed by things surrounding him. The Bible speaks in many places of our hope. For example: “Christ in you, the hope of glory.” (Colossians 1:27) “Hope is the anchor of the soul, both sure and steadfast.” (Hebrews 6:19)The Christians hope is the Lord Jesus Christ “who is the same yester day, today and forever.” (Hebrews 13:8) “What time I am afraid I will trust in Him” Do you have in your life rivers that seem to be uncross able? Are there mountains of difficulty that you cannot tunnel through? God special izes in things that seem impossible. And He knows a thousand ways to make a way for you!! Trust Him Today!! CookingwithWeesie! This recipe is highly snack able and highly addictive, you find yourself unable to stop pulling those cheesy bread pieces and licking your fingers good after devouring each piece. Trust me. Your friends will go crazy over it.

STUFFEDBREADITALIAN 1 Italian loaf, about 12” long 1 stick butter, melted ⅛ c. olive oil 3 tsp. minced onion 2-3 cloves garlic, grated 1 Tbsp poppy seeds 3 tsp. chopped parsley (add more if you wish) 12 oz. grated cheese (I like to use a mix of white cheddar and monterey jack.) Preheat oven to 350 degrees Mix the melted butter, olive oil, onion, garlic, dijon mus tard, poppy seeds and parsley in a bowl. Cut the bread into X slices without cutting all the way through the bottom crust. Pour the butter-onion garlic mixture carefully into those X cracks using a small spoon and over the top of the bread. Fill those cracks with the grated cheese. Wrap the entire loaf with foil, sealing the sides and bake for 15-20 minutes. Remove from the oven and unwrap. Bake an other 10 minutes until cheese is melted and gooey. This would make a great ap petizer to have while watch ing a football game at home with friends. ENJOY!

“Permitting a new reservoir is a lengthy process,” said Hartt. “With any project of this magnitude, there will be challenges. You must acknowledge that going in and choose to persevere. Now that construction has started, Hartt has taken on a range of new, but related responsibilities. She continues to work closely with other government agencies, particularly the Texas Water Development Board (TWDB), which is financing the majority of Lake Ralph Hall thru the State Water Implementation Fund for Texas programs. In addition, Hartt also oversees other elements of the project. “I directly manage our roadway Progressive Design Build contract and provide oversite of the other program elements,” which include the dam, aquatic mitigation, conveyance system and other onsite facilities. Her years with a front row seat to the project have given Hartt a clear vision on the importance of water, and specifically Lake Ralph Hall. “Water is the life blood of everything,” she pointed out. “No one can live without water—it’s an absolute necessity that is often taken for granted. I’ve come to realize just how precious our water is, and how much time, energy and effort it takes to treat and deliver it to our communities. That’s why those of us at Upper Trinity have to plan 50 years in advance and track our population growth—so we can keep up with demand.”

“Lake Ralph Hall is going to be a critical water source for our customers, and we need it by 2026,” she concluded. “Being a part of such a monumental water supply project is incredibly rewarding.”

Press Release - It takes decades to permit a major reservoir, and years to build it. Ronna Hartt, Upper Trinity’s Assistant Director of Operations – Water Resources, has played a key role shepherding the Lake Ralph Hall project through these critical phases. Planning for the lake began in 2001, and the project obtained its U. S. Army Corps of Engineers (Corps) Section 404 permit needed to start construction in 2020. “From 2008 to 2019 I worked closely with the Corps and a third-party contractor to develop the project’s Environmental Impact Statement, and I collaborated with many other agencies— including Texas Parks and Wildlife, the Environmental Protection Agency and Texas Commission on Environmental Quality— to develop the project’s Mitigation Plan,” Hartt explained. “These are the two key documents that led to the Section 404 permit. After receiving the Section 404 Permit, we completed design of the dam, bridges and roadways, and then began construction in June 2021.” What’s kept her going these 14 years? It all comes down to one word—perseverance.

Peter writes to Christians concerning the real possibility of falling from faithfulness. The earth is not forever. Christians look for the promise of heaven. We must be found of God, on that day, faithful to him. The apostle warns, “seeing ye know these things before, beware lest ye also, being led away with the error of the wicked, fall from your own stedfastness” (2 Pe ter 3:17). We are ‘led away with the error of the wicked’ by fol lowing false doctrine or false teaching. Paul warns that “That we henceforth be no more children, tossed to and fro, and carried about with every wind of doctrine, by the sleight of men, and cunning craftiness, whereby they lie in wait to deceive” (Ephesians 4:14). We are told to “Beware lest any man spoil you through philosophy and vain deceit, af ter the tradition of men, after the rudiments of the world, and not after Christ” (Colossians 2:8). We must be careful to follow God’s word, the Bible. We are ‘led away with the error of the wicked’ by fol lowing teachers that are selfserving. Some had swerved away from a pure heart, a good con science and faith unfeigned (1 Timothy 1:5-6). Some desired to be teachers without under standing what to teach or what to say (1 Timothy 1:7). Paul said that “such serve not our Lord Jesus Christ, but their own belly; and by good words and fair speeches deceive the hearts of the simple” (Romans 16:18). We must stay true to God’s word. The Lord said to those who believed on him, “If ye continue in my word, then are ye my disciples in deed; And ye shall know the truth, and the truth shall make you free” (John 8:31-32). Peter informs us to “give diligence to make your calling and election sure: for if ye do these things, ye shall never fall” (2 Peter 1:10).

3. Keeping hooves healthy may require adding a supple ment or application of a hoof treatment to keep them from cracking or breaking off.

ANHIDROSIS Anhidrosis (non- sweater) is when the horse loses its abil ity to sweat or regulate heat dissipation. The sweat glands get burned out and the horse stops sweating. Signs are: flared nostrils, rapid respira tion, panting, lack of sweating on neck and body, increased drinking and urination, and a temperature of 104. A new treatment using acu puncture has been very ef fective on most non sweat ers. Dr. Ray Lynn Stuckey of Whitesboro, TX has success fully treated several horses with acupuncture. Some of the horses did not regain the abil ity to sweat, but they did gain the ability to thermoregulate and stop Traditionalpanting.treatments are One AC powder, dark beer, Smart Pak and other oral supplements. Some of the an hidrosis horses keep a long hair coat so keep the hair coat clipped regularly. Install a wa ter mister system in the stall/ barn to help keep it cool. Turn the horse out only at night or 24 hours if there is shade at all times in the pasture. Hose the horse off daily especially in the evening, and before and after exercise. If you must ride the anhidrosis horse during sum mer, do so early in the morn ing (7am) when it is cooler. Be careful not to overheat it. It is better to wait until October, when the weather is cooler, to ride. The horse can’t perform well when it is compromised with rapid respiration from non-sweating and cannot cool itself.When the temperature dips below 70 at night in the fall, the non-sweater will regain its ability to sweat. The nonsweating will return next sum mer. To prevent anhidrosis, start the One AC powder on April 1st, clip the hair coat in May, ride in the am, and do not get the horse hot and sweating. At first sign of anhidrosis, get an acupuncture treatment.

BITING FLIES Horse flies are vicious during the summer, more so at sunset. The flies must have a blood meal just before dark to live another day. (Like the vampire Count Dracula!) Dr Hayes has seen several horses with lumps and swollen areas due to horse fly bites. To prevent the at tacks, you must spray your horse just before sunset. Deep woods off with Deet is very effective. Some oily, natural sprays such as Avon Skin so Soft can provide protection. For treatment of the bite swell ing, Dr Hayes usually gives Bute and Dex (cortisone). Small flies and gnats will also cause your horse misery. They gather in large numbers, often in the girth area and can cause raw, painful sores. Fly oint ment provides better protec tion and relief than sprays. Culicoides (no see ums) gnats are the flies that cause intense itching on horses that are aller gic to their bite. These horses will rub out their mane and tail, rub body sores, and ruin fences in the process. These flies bite at dawn and dusk. To be effective, insect repellent must be applied at this time. Preventive treatment is best. Allergic horses are treated with Predef injections in early spring, or given Hydroxyzine powder orally.

Commissioner Self commented on the extremely dry weather, thanked all for coming and wished all a good week. Com missioner Magness commented on the large piles of brush in his precinct and how he too was glad to see the large number of attendees to today’s meeting as it helps people to stay in formed. He wished all a good week, asking all to refrain from setting anything on fire. Com missioner Lackey commented on the burn ban, the dry weath er and how better weather will be arriving soon. Regarding the salary discussion, he noted that he agreed with pretty much everything that was said and that it was a good discussion, but the reality is “you just have so much money to work with”. He finished noting nothing said was personal and voiced his appreciation to all who came. Judge Moore stated there are new guides out from the CDC that focuses on individual deci sions, unvaccinated people now having the same guides as vac cinated people, and it is no lon ger necessary to screen those without symptoms. Conclud ing on the topic of Covid, Judge Moore said to sum it up; Co vid is basically considered the same, and addressed the same, as the Flu. If you’re sick, don’t go to school or work till you’re feeling better. He also wants to remind the public “WE ARE STILL UNDER A NO-BURN BAN” and asks everyone to be careful as outdoors is basically a tinder box so, please do not burn. 23. Adjourn: A motion was made, seconded and passed to adjourn at 10:32 a.m.

Discussion and possible action regarding employee completion and/or incomple tion of state mandated Cy bersecurity Training and the submission of compliance through Texas Association of Counties – County Judge for I.T. Director: Fannin County Network Administrator Dustin Morrow spoke to inform the court that all county employees had completed the training. A motion was made by Commis sioner Magness that all required employees have completed the mandated Cybersecurity train ing and the submission of the compliance to the Texas Asso ciation of Counties and autho rize the County Judge to sign it. Commissioner Self seconded the motion which passed unani mously.

Discussion, consider ation and action regarding Fannin County Lease with American Tower – County Judge for County Purchas ing Agent: Fannin County Purchasing Agent Shonda Magness noted a discrepancy with the wording in the con tract between the County and American Tower. After some discussion it was decided it would be better for the wording to be corrected and it should be brought back before the court. Commissioner Lane made the motion to table this item till next week with Commissioner Self seconding the motion 15. Discussion, consider ation and action to accept bid for a used dump truck for Precinct 4; bid #2022-702 –Commissioner Precinct 4 for Purchasing Agent: This item was passed on. 16. Discussion, consider ation and action to apply for the County Feral Hog Grant; application due by August 20, 2022 – County Judge: Judge Moore described how this is a grant to facilitate the reduction of feral hogs in the county and the amount is under $12,000.00. Commissioner Self made the motion to apply for the grant with Commissioner Magness seconding the motion which passed unanimously. 21. Despite this white bass and striped bass are really good in 9-15 feet of water. These fish are not sitting still, so trolling is putting more fish in the boat cur rently. Channel catfish bite is red hot and excellent. Catch ing limits easily by 10 A.M. using punch bait and dip bait fished over baited holes in 25-30 feet of water. Crappie bite is surprisingly good with minnows out fishing jigs. Changing locations frequently to get a nice box of fish. Largemouth bass bite is slow. Fish extremely shallow water early in the morning at daylight with topwater baits. Texoma EXCELLENT. Water stained; 88 degrees; 1.78 feet below. Striped bass are good, chasing schools in 30-70 feet of water with slabs and live bait. Report by John Blasin game, Adventure Texoma Outdoors. Striped fishing is excel lent in 25-35 feet of water using live shad. Crappie are fair on minnows and jigs in 10-15 feet of water in the mouths of creeks and main lake structure. Eater sized channel and blue catfish are excellent on cut shad and punch bait in 40-50 feet of water on main lake ledges. Largemouth and smallmouth bass are slow off the banks in 10-15 feet of water on rock piles and structure with swimbaits and soft plastic baits.

Cooper FAIR. Water lightly stained; 88 degrees. Fishing should improve after the cold front, but will definitely im prove the temperature for cooler fishing. Catfish are good with juglines. White bass and hybrids are fair with large spoons. Crappie are slow on main lake brush piles and stand ing timber with jigs and minnows. Bass are fair along grass ledges and standing timber with crankbaits.

Fork GOOD. Water Stained; 84-88 degrees; 7.44 feet low. Bass are good in 2-5 feet of water in the early morning with square bill crankbaits in shad pattern, mid morning on shaky heads with Xcite Slim X in June bug and plum 6-12 feet of water, and in 12-16 feet of water with Carolina rigs, Xcite hawgalious in candy bug. The visibility is 1-2 feet. Bass fish ing is fair with most catches in 1-6 feet of water and in 18-25 feet of water on points using shaky heads. Sand bass are fair in 14-16 feet of water. Crappie are good on brush piles and standing timber. Catfish are good on baited holes. Ray Roberts GOOD; Water is clear; 84 degrees; 1.32 feet below. White bass are good on jigging slabs off the bottom. Blue catfish are running in the same schools biting the same way. Crappie are fair on brush piles with minnows. Bass fish ing has slowed with a few catches on topwater early in the morning moving in the afternoon to 10-25 feet of water with soft plastics around structure near drop-offs.

St. George of Oxford, United Kingdom, and Philip Michael, Jennifer Lynn, and Mark Samuel St. George (all deceased).Myrnawas a graduate of the University of Texas at Dallas where she received her bachelor’s degree in Historical Studies, as well as a Lifetime teaching certification in History, English for Elementary and Secondary Education, she taught in the Melissa, McKinney, Celeste, and Trenton school districts before her health forced her retirement. She served for seven years on the Collin County Historical Commission and was instrumental in getting the old Jail and Courthouse opened for tours, to gain public interest in their restoration.Myrnaserved on the Trenton Economical Commission for several years. She loved doing arts and crafts and had overseen, and participated in, many craft shows andMyrnabazaars.issurvived by her husband of 52 years, her daughter, Ina, and the Grandchildren of her heart: Jacob and Nate Warren. On February 16th, 1973, Mike and Kathy Banks Stockton were married in Mesquite, Texas. Mike and Kathy moved to Ivanhoe in 1976. It allowed him to enjoy the things he loved, especially hunting and fishing. His father-in-law, James Banks, who already had a roofing and siding business, wanted to include Mike in order to make it a Father & Son venture. After his father-in-law’s retirement, Mike kept the business open and continued to service the roofing and siding needs of people in Fannin County and beyond. Many years later, Mike joined his sister and brother-in-law’s family business at The Safe Company, a luxury gun safe sales and delivery company. While working in family businesses, Mike was also a family man. Family meant everything to him. He coached baseball and basketball teams for his kids when they were young, attended every Sam Rayburn Rebel ball game they played, and he shared his love of the outdoors with them. As much as Mike loved his children, he had twice as much affection for his grandkids. Most weekends, he could be found hunting, fishing, at the races, at the casino, or relaxing with a glass of iced sweet tea. Donna enjoyed preparing her home for holidays and any time spent with her children and grandchildren, and visitors were always welcome. Donna was a devoted wife, mother, and grandmother. Family was her everything. She made sure to attend every baseball, softball, basketball, and football game where she could cheer on and support her grandchildren and their families. The Bible tells us in Psalm 34:17-19, “The righteous cry, and the LORD heareth, and delivereth them out of all their troubles. The LORD is nigh unto them that are of a broken heart; and saveth such as be of a contrite spirit. Many are the afflictions of the righteous: but the LORD delivereth him out of them all.” We all face storms in our lives, whether they be illness, financial struggles, etc. One of my favorite passages of scripture to encourage people that are facing these storms is in John chapter 16. Here, Jesus tells us that in the world, we will have tribulations, but we are to be of good cheer. Why? Because He has overcome the world. When we leave the cares of this life in His hands, He will give us His peace. This week I am drawn to a classic hymn in which the writer has not been definitively named. “How firm a foundation, ye saints of the Lord Is laid for your faith in His excellent Word What more can He say than to you He hath said To you who unto Jesus for refuge have fled. Her flowers were her pride and joy. She enjoyed watching them bloom, caring for them daily, enjoying their beauty. Mae could grow anything! She had a green thumb like no other. Mae worked for General Motors and retired after 16 years of service. In her pastime she enjoyed playing Skip-bo and trying her luck at the Casino, slot machines being her favorite. Mae dearly loved her children and grandchildren. Family was everything to her. Above all, Mae loved the Lord. She was a member of Elwood Baptist Church for many years. She will be greatly missed. Mae is preceded in death by her parents; husband; daughter, Linda Hinchcliff; brother, A. C. Dugan; and sisters, Helen Hill and Mildred Dugan. Dodd City varsity veterans Lindsey Mauppin, a senior, and Addyson Chaney, a junior -- each an honorable mention in 2021 in the Lady Hornets’ previous district -- join se nior Brianna Rodriguez, who at Bonham earned first-team notoriety at setter in 2021 in 11-3A.Week one of pre-district play concluded with winning the Detroit Tournament and five total victories, as the Lady Hornets prepare now to vie in October for their 28th postsea son in the last 33 years under second-year head coach and alumna Lindsay Carter Giles Realignment last February included the return to separate districts for Class 1A and 2A teams for the first time since 2014.Dodd City joins Savoy and volleyball newcomer Ector, which started having the sport last year with junior high prac tices, in 19-1A.

Each year during the month of August, we offer the service of collecting hay samples to help producers have their hay analyzed. We are going to con tinue to provide that service this year and have our Fannin County Hay Show. Things will be just a little bit differ ent as this year we are not able to offer the test for free as we have done in the past. In recent years we have used the Noble Research Institute, but that ser vice is no longer available. We will now be using Dairy One out of Ithaca, NY to provide our sample analysis. I think this will be very beneficial to you as a producer because with the type of analysis they run, it allows us to work with our beef cattle specialist to make sure you the producer is able to find out exactly what you need to feed to meet your cattle’s nutritional needs. Sample Collection So with this, we are now col lecting samples. We will do so until September 1st. Our re quest is that you utilize a hay sampling tool to collect your samples. We have one avail able for your use at the office. Simply contact us to reserve a time to be able to use the hay probe. Cost As mentioned earlier, there will be a cost associated with this year’s hay analysis unless you are a Farm Bureau Mem ber. The Farm Bureau Board has agreed to pay for members hay analysis. If you are not a Farm Bureau member, the cost for testing hay will be $31.00 perWithsample.the hay shortages this year and producers having to basically “get what they can get”, I highly recommend hav ing a test run on your hay. We will take care of all the pack aging and delivery for you. We have worked with many pro ducers over the last couple of months who have tested their hay through Dairy One and made feeding recommenda tions based on those analysis. If you have questions, please call or email me and we will help answer any questions you may have. I apologize for the cost this year, but we are thankful that Farm Bureau has agreed to offset member’s cost on this year’s hay show.
