We are pleased to present the Annual Report and Annual Financial Statements of the Tūwharetoa Māori Trust Board for the year ended 30 June 2024.
The annual report highlights our commitment to; the protection of our wai, the growth and development of our iwi, and the support of our Arikitanga.
The New Board
In February 2024 the triennial elections for the Board saw the return of seven of our board members and the election of three new trustees – Maria Nepia, Sarah Asher and Rongomaitengangana te Heuheu. We acknowledge the valuable contributions of our previous board members and welcome our new trustees who possess a range of skills, knowledge and experience that will help to further the vision and strategic direction of the Board.
Protecting Our Taonga
Protection of our moana and awa is the core focus of the Trust Board with a significant amount of resource invested into the management of our natural resource.
The work in this space requires a unique, tailored, and ever-evolving approach to remain ahead of regulation and policy amendments, and the changing environmental impacts.
Our Natural Resources team upholds our commitment to our taiao responsibilities by engaging directly with Crown agencies, submitting on resource consents, policy, legislation and regulatory matters, supporting hapū with taiao projects, monitoring our wai, and supporting Ngā Kaihautu o te Awa o Waikato.
The incursion of Corbicula Fluminea (an invasive freshwater clam species) into Waikato waterways, and the potential of the incursion spreading to our moana and awa, activated an extensive surveillance and testing response across our catchment by the Natural Resources team with support from our Trusts and Te Papa Atawhai (DOC). Our team continues to monitor the situation closely and respond quickly as the situation evolves.
Strategic Relationships
During the year, Ngāti Tūwharetoa and iwi Māori have faced a challenging environment with the election of the coalition government. The process to engage with the Crown on issues impacting our wai and iwi has not been without its difficulties, however we are determined that any infringement on our rights and interests will be opposed by Ngāti Tūwharetoa alongside our whānaunga iwi.
Through the 3-year Crown Accord signed in 2019 we have met with Government ministers and their officials to progress and resolve the Unreturned Riverbeds, Right of Way issues, and our rights and interests in freshwater. We’ve also made numerous submissions on significant legislative reviews including the Resource Management Amendment Bill, Fast Track Approvals Bill, Local Government - Water Services Preliminary Arrangements Bill, and the Local Government – Electoral Legislation and Māori Wards Constituencies Amendment Bill.
Over the last 12 months, we’ve maintained and strengthened our relationship with iwi partners and Tūwharetoa entities to focus on kotahitanga to better support the wellbeing and resilience of Ngāti Tūwharetoa. Initiatives and opportunities where we can collaborate and collectively deliver to our people are in development and we look forward to progressing this mahi alongside our partners and entities.

Economic Success
In the year ending 30 June 2024, the board has maintained a positive financial position with a total net operating profit of $10.117 million and revenue increasing by $4.79 million.
Our financial performance highlights responsible management of our resources to ensure benefits for our uri today and into the future.
Our economic success is in part to the ongoing licencing of commercial operations on Lake Taupō and the work of our commercial subsidiary, Taupō Moana Group Holdings, who continue to grow our asset base and realise our commercial investments.

In closing, we recognise the board members past and present. The last three years have been challenging both internally and across the Tūwharetoa landscape, however the strong foundations of the Trust Board allow as to persevere during these uncertain times.

Pou Taiao recognises our responsibilities as kaitiaki of our moana and awa, and our obligations to our wai and the surrounding whenua.
The Natural Resources team upholds our commitment to protect and enhance our taiao.
Crown Accord- Mahi Rangatira ki Te Iwi
The Trust Board continues to maintain the commitments agreed to with the Crown through an accord signed in 2019. The accord identifies Crown agencies that have a direct connection to the interests of Ngāti Tūwharetoa.
Each year the Trust Board meets with Government ministers and their officials to discuss areas of mutual interest. This financial year saw a roopu of governors and key staff attend a kanohi ki te kanohi hui at Parliament May of this year. Discussion topics were directed at key legislative reforms being progressed rapidly by the Coalition Government.
Additionally, the Trust Board highlighted the 3-year joint working plan with the Crown, and includes:
Resolve unreturned riverbeds.
Lake Taupo Right of Way issues.
Lake Taupo Harbourmaster assets and functions.
Overlapping legislative matters.
Unresolved rights and interests in freshwater.
Our team continues to progress these matters in coordination with the associated Crown agencies as we now enter year three of the 3-year plan.
Notifications and legislation
Our Natural Resources team have processed 400+ notifications during this annual report period providing input into resource consents, policy, and regulatory matters with our focus on Taupō Waters and the Waikato Awa. The substantial increase of notification reviews provides us more opportunity to participate and input into more, ensuring our Tūwharetoa Kaitiakitanga and Tikanga are enhanced.
Our team also continues to support our Tūwharetoa hapū with many taiao projects including erosion mitigation, enhancing and restoration and planting.
Our team continues to actively contribute and challenge local and central government legislations, policies and plans.
We have carried out a significant number of legislative reviews over this annual period with a direct connection to our natural areas in submitting our unique perspective and position.

Waitiaki- Water Monitoring
Waitiaki (previously Section 33) monitoring continues into its fourth year. The first 3 years of Section 33 saw the establishment of the core water monitoring functions passed from Waikato Regional Council to Tuwharetoa Maori Trust Board in 2020. This includes monthly monitoring of 12 awa, quarterly sampling of 52 groundwater bores and summer monitoring of bathing beaches. The past year saw the evolution of Section 33 into Waitiaki. Waitiaki was formed by taking our learnings of the Section 33 monitoring functions, implementing matauranga alongside western science and involving hapu and marae.
Waitiaki was launched at Kura Taiao Tuwharetoa 2023, with the Waitiaki coordinator delivering a korero titled “Waitiaki – The Monitoring of Taupo Waters”. Waitiaki has delivered training sessions on water monitoring and tohu taiao to whanau, hapu and kura including Ngati Tutetawha, Ngati Te Rangiita ki Hatepe, Te Kapa o Te Rangiita ki Oruanui, Te Kura o Waitahanui and the Tuwharetoa Rangatahi Taiao rōpu. These sessions include how to use a Stream Health Monitoring and Assessment Kit (SHMAK), how to interpret water quality data, maramataka and tohu taiao observation. Waitiaki also offers hands on water monitoring experience for whanau and hapu via the monthly River Runs.
The goal of Waitaki for the coming year is to continue to assist whanau and hapu in building capability and capacity in the freshwater space and support in the delivery of a matauranga maori monitoring framework.
Karapiti Implementation Plan
On February 19, 2019, a technical malfunction of Contact Energy’s reinjection system caused 44,000m3 of geothermal fluid, sediment, ash and pumice to enter the Waipuwerawera Stream and ultimately the Waikato River.
The northern side of the pond eroded due to saturation and eventually slumping into the Waipuwerawera Valley. This caused an additional slip depositing further sediment into the stream and Waikato River.
The incident resulted in the prosecution of Contact Energy under the Resource Management Act by the Waikato Regional Council. Contact Energy committed to undertake a restorative justice process. In September 2020 a Cultural Impact Assessment identified recommendations to be implemented by Contact Energy.
The Karapiti Implementation Plan was created from these recommendations and identifies key projects that give effect to the restorative process:
Draft a Cultural Monitoring Framework for the Waikato River.
Draft a Ngāti Tūwharetoa protocols document for Contact Energy’s physical operations.
Develop a cultural training module for Contact Energy staff.
Assist in the development opportunities for Tūwharetoa in the environmental space.
Assist with the ongoing Waipuwerawera restoration works plan.
Update lease conditions for the Contact Energy owned farmlands to reduce reliance on soluble fertilisers.
A two-year research project that will benefit Te Hikuwai Hapu.
The Kaiāwhina - Karapiti Implementation presented the final workplan projects on September 14th, 2023, at Nukuhau Pā. A key project presented was the Waikato Awa Cultural Mātauranga Framework outlining key indicators, values and measurement tools for whanau to utilise in assessing the health and mauri of te awa o Waikato. Additional to this was a cultural induction outline, potential research projects and a Waipuwerawera restoration update.
Around 30 representatives from the various Te Hikuwai hapū and Contact Energy were in attendance. The project has since finished and implementation by Contact Energy is to take place.
Ngā Kaihautū o te Awa o Waikato
Ngā Kaihautū o Te Awa o Waikato are the representatives of the Tūwharetoa Marae who maintain a direct interest in the Waikato Awa Tributaries. Ngā Kaihautū is the first step in a long intergenerational journey to exercise our kaitiaki and mana whenua rights and responsibilities.
The purpose of Ngā Kaihautū is to develop long term restoration plans and monitoring work for Waikato Awa. Through the ‘Waikato Awa Team’ We support Ngā Kaihautū to implement the delivery of their ten-year strategic plan, Ngā Kaihautū o te awa o Waikato, Te Mahere Rautaki 2020-2030 and continued engagement with local government on consenting applications and policy. Te Ahunga Mai o Project Kaitiaki
Project Kaitiaki is a new kaupapa established in 2023 under the Tūwharetoa Māori Trust Board and guided by Ngā Kaihautū o te Awa o Waikato Komiti. The project’s objective is to build capacity and capability in Tūwharetoa tāngata to participate in and make decisions for wai and te taiao. The project aims to work with hapū to hold wānanga that develop their skills in freshwater management using a mix of mātauranga Māori and western science.
Key achievements include; standing up a project team of four to oversee the work. Engagement with Te Hikuwai hapū to support the development of Marae Kaitiaki plans. The team works closely with the Waitiaki programme in supporting whānau to test and monitor their awa. The development and trial of a mātauranga inspired tool with aspects of western science and policy to support hapū in understanding the health of their awa/wai.

Jobs for Nature - Oranga Taiao Oranga Tūwharetoa
The Jobs for Nature project Oranga Taiao Oranga Tūwharetoa have completed the first year of the two-year project. With the support of He Tipu Limited, the fund has created roles for hapū individuals and has advanced outcomes that enhance and improve our taiao.
The first year has seen the employment of xx roles, with He Tipu providing upskilling and training of our people working towards sustainable mahi within te taiao.

Freshwater Clam Incursion
In May 2023, surveys conducted by Biosecurity NZ (BNZ), above Lake Karāpiro through to Hamilton City, confirmed the presence of Corbicula fluminea, an invasive freshwater clam species. Initial eDNA and visual surveys were conducted to establish the extent of the incursion. Through these initial surveys and subsequent follow up surveys, the area of infestation was confirmed from Lake Maraetai through to the Port of Waikato.
In early April of 2023, based on information received by vigilant members of our community, a further incursion was located within the Lake Taupō Aqua Park, a tourism operation facility near to Wairakei. Supported by BNZ, the Trust Board responded to this additional incursion by conducting eDNA tests both at the facility and in the wider environs. Test results confirmed the incursion of a corbicula species of shellfish, Corbicula Australis. Until now, this is a separate variant only found in Australia. Unfortunately for the operator, the park has been closed indefinitely.
Given the results of this new incursion, the Trust board activated an extensive eDNA surveillance response. Testing took place across the entirety of the catchment, beginning with Lake Rotoaira and Lake Otamangakau, with the support of the Lake Rotoaira Trust. Additional support was provided by Te Papa Atawhai (DOC) to access sites in the western bays.
During the summer months an advocacy campaign was launched throughout the Waikato catchment. Signage and advocacy personnel were present at events and positioned at key locations through the busier months. The response to the incursion has evolved and will continue to as more understanding of the freshwater clams and their impacts are better understood.
Corbicula Fluminea and Corbicula Australis are small pipi or cockle-like freshwater shellfish. They are visually similar in size and shape, both growing to the size of a gold coin. Corbicula fluminea are gold in colour while Corbicula Australis are a dark brown.
One clam can produce up to 400 juveniles a day and up to 70,000 juveniles a year. It has been known to clog water pipes and hydro stations in overseas locations. It is unknown how it arrived in Aotearoa, but its larvae can lodge onto boats and anything else entering the wai. As other countries have yet to successfully eliminate the clams once they are established, it is important to prevent any spread.
Ngāti Tūwharetoa Mercury Development Group
In October 2002 the Ngāti Tūwharetoa Mighty River Power Development group was established as part of the mitigation agreement between Ngāti Tūwharetoa and Mighty River Power. The purpose of the agreement is to mitigate the impacts of the ongoing operation of the Waikato Hydro Scheme on Ngāti Tūwharetoa.
The agreement is extensive and recorded a commitment from Mighty River Power to “provide significant annual support and resources” to the Trust Board for a variety of environmental, hapū and whānau purposes.
In 2016 Mighty River Power became Mercury Energy and the group is now referred to as the Ngāti Tūwharetoa Mercury Development Group. Its ongoing purpose is to ensure the annual support and resources provided by Mercury are used in accordance with the mitigation agreement.
The group is comprised of three Ngāti Tūwharetoa representatives – two elected by Ngāti Tūwharetoa and one appointed by the Trust Board - and three representatives appointed by Mercury Energy.

In 2023-24 the group received 186 applications and awarded 145 grants for a total of $1,548,027.70. These grants supported iwi events, environmental projects, leadership and rangatahi initiatives, wānanga, and sporting activities.
Ngāti Tūwharetoa Genesis Energy Committee
In 2000 the Trust Board and Genesis Energy reached agreement to mitigate the ongoing impacts of the Tongariro Power Scheme on Ngāti Tūwharetoa. The agreement commits Genesis Energy to provide support and resources for Tūwharetoa whānau and hapū.
The Ngāti Tūwharetoa Genesis Energy Committee was established as part of this agreement. The committee ensures that the resources provided by Genesis Energy are used in accordance with the agreement.
The committee is made up of five members elected by Ngāti Tuwharetoa.

Victoria University Scholarships
In December 2016, the Trust Board signed a relationship agreement with Victoria University that recognises the success of Ngāti Tūwharetoa students at Victoria and explores opportunities of mutual benefit such as shared research interests and scholarship initiatives.
In June 2017, the inaugural Trust Board and Victoria University Taihonoa Scholarships were launched for Tūwharetoa students. This is a unique opportunity for the Trust Board to leverage our scholarship support, with Victoria matching our investment dollarfor-dollar. The Taihonoa Scholarships support students studying; undergraduate environmental management or science, and undergraduate or postgraduate subjects that align to our Ngā Ara Mātua Strategy.
The scholarship is managed by the Trust Board and the university Māori Scholarships and Relationships Coordinator and is administered by the university Scholarships and Doctoral Admissions Office.

I live with my whanau in Te Whanganui-a-Tara, my partner and I have been together for 20 years and we have two beautiful tamariki - a 10-year-old son, and a 5-year-old daughter.
Currently I am in my third year of study, looking to finish next June, if all goes to plan. I have learnt so much during the past few years, including a good understanding of te reo Māori which has proved to be the best foundation that underpins the rest of my studies.
In pursuing this qualification I have strengthened my ability to advocate for Māori rights, and I am hoping to utilise the knowledge I’ve gained to work within the realm of resource management, community development, and cultural preservation. I aspire to have an active role in supporting the movement towards a prosperous and sustainable future for our people.

Mahora is doing her Master of Science majoring in Environmental Science. She is active on her marae and continues to support our iwi in the Taiao space.
Growing up in Taupō, I’ve always felt the most connected to home when I’m in the wai and ngahere with my whānau. This taiao connection is what lead me to pursue and Bachelor’s degree and now a Masters of Science in Environmental Science degree at Te Herenga Waka. This year is solely focussed on course work and preparation for my master’s research project next year. A key driver behind my research next year is centred on our wai in Tūwharetoa and the hydrological impacts that hydropower has had in our rohe.
I aspire to be a freshwater scientist working alongside whanau, hapū and iwi in achieving taiao projects around restoration, water quality and data analysis.
Intern Programme
Summer Intern
Our Intern programme runs between November and February every year and provides a learning pathway for Tūwharetoa tertiary students to gain experience and skills while working with our people. Interns work across the organisation with a focus on supporting our environmental, cultural, and commercial projects and initiatives. This year the intern was engaged by Ngā Kaihautu.
Asher (Ngāti Hīkairo, Ngāti Kurauia, Ngāti Rongomai, Ngāti Turangitukua and Ngāti Tutemohuta) was the Natural Resources and Ngā Kaihautū intern during the 2023-2024 summer period.
I applied for the Ngā Kaihautū summer internship to reconnect with my people and the environment. Before this internship, I had completed a year of study at the University of Otago, majoring in Biochemistry and minoring in Plant Biotechnology with a focus on environmental sustainability. Now in my second year, I’m continuing down the environmental path, with hopes of pursuing a postgraduate degree after finishing my bachelor’s.
Working with the Tūwharetoa Māori Trust Board made my summer truly rewarding. Most days, I was hands-on, monitoring the lake and awa, which allowed me to directly work with the land. When I wasn’t outdoors, I was connecting with others who were passionate about sustainability and protecting the environment. Being surrounded by these like-minded individuals was incredibly inspiring and learning about what they do to help the environment was extremely interesting.
This summer internship motivated me to stay focused on my university studies and provided valuable insights into the kind of career I want to pursue after graduation. It also equipped me with essential skills that would help me succeed in that career such as determination and collaboration. Reconnecting with the taiao through this experience gave me confidence in my career choice and a clearer sense of how I can contribute to my community once I leave university.
In partnership with Victoria University, we created and co-funded the inaugural Taihonoa Internship which began in November 2023. The internship is an opportunity for a Tūwharetoa student currently enrolled with Victoria University to gain practical skills and real-world experience to complement their academic learning.
Alongside the university we selected Stacia Haitana as our intern. Stacia has whakapapa to Ngāti Hikairo, is from Taupo, attended Tauhara College, and was in in her second year studying a Bachelor of Laws and Bachelor of Arts in Māori Studies and Te Reo Māori. The Taihonoa Intern is engaged over two summer periods and Stacia will return to complete her internship in November 2024.
The Trust Board believes the wellbeing of our kaumātua to be a high priority. To assist our pakeke with meeting the costs of healthcare, the Trust Board works with the Tūwharetoa Settlement Trust and Ngāti Tūwharetoa Fisheries Charitable Trust to distribute health grants to our seniors.

Pou Tātāwhai
Pou Tātāwhai ensures we prudently manage and protect our assets so future generations of Ngāti Tūwharetoa benefit from the decisions we make today.
The Corporate Services team manages the day-today operations of the Trust Board and ensures the organisation has robust governance and operating procedures in place that maintain the ongoing support to our people.
Commercial Licences
In July 2022 the licensing of operators commenced on Lake Taupo & the Waikato Awa. In February 2023 other tributaries commenced. These are the rivers and streams that flow into Taupō Moana. These are primarily fly-fishing guides, including accommodation lodges that offer in-house flyfishing options, and fishing vloggers (video bloggers).
The charging model adopted for our commercial licensing programme is based on similar regimes instituted by local council and Crown entities.
Compliance
A list of approved operators is listed on our website, they are also issued with an approved operator card. We will be completing compliance checks which include self-policing by approved operators, licence reviews, and mystery shopper surveys.
Tūwharetoa Commercial Operators
The Commerce Commission requires all commercial operators be treated the same under the commercial licensing programme. The Taupō Hole in One Challenge, Chris Jolly Outdoors and Big Sky Parasail, which are owned by the Trust Boards commercial subsidiary Taupō Moana Group Holdings, undergo the same commercial licensing requirements as other Tūwharetoa and non-Tūwharetoa operators.
The General Public
The licensing scheme does not apply to the public or anyone who wants to enjoy our wai. As per our Trust Deed, Taupō Waters will always be open to the public for ‘non-exclusive, noncommercial recreational use and enjoyment’.
Events, Filming & Photography
An important part of our licensing programme is the issuing of permissions for commercial event operators, filmmakers, photographers, drone operators and vloggers. As Taupō Waters is the venue for many sporting events and fishing competitions, they too need to seek a commercial licence to operate. Protocols for these types of commercial operations have been implemented to protect our indigenous knowledge and intellectual property, sites of significance, and waahi tapu.
This year the Trust Board approved 64 applications for 2 Access, 32 events, 21 filming and photography, 7 fishing competitions & 2 Research. 7 applications were declined.
Taupō Waters Trust
The Taupō Waters Trust was established by the Trust Board, and holds title to:
Taupo-Nui-a-Tia Block.
Te Awa o Waikato ki te Toka o Tia Block; and
Te Hokinga mai o te papa o nga awa ki te Poari hei Kaitiaki o nga Hapu o Ngati Tuwharetoa Block.
These titles are collectively known as “Taupō Waters” and have been vested in the Taupō Waters Trust by the Māori Land Court as Māori Freehold land. Taupō Waters includes the bed of Lake Taupō, the space occupied by the water of the lake, the tributaries flowing into the lake and the Waikato River from the outlet of Lake Taupō to the Rock of Tia (inclusive of the Huka Falls).
TWT advances the ownership rights and responsibilities on Taupō Waters with commercial licences administered through the Trust. It has also established a commercial subsidiary, Taupō Moana Group Holdings Ltd.
Revenue
Revenue for TWT is generated from the easement with Mercury Energy for use of Taupō Waters, as well as license fees charged to Commercial Operators and various other parties who perform business activities on or around Lake Taupō. Commercial licensing revenue increased this financial year by $393k (51.3%). As the license fees are calculated based on the gross revenue generated by licensed commercial operators, an increase in revenue of the commercial operators drives increased licensing revenue for TWT. We have also seen an increase in licensing applications for events held on or around Lake Taupō. Net assets of the Trust have increased by $10.32m (31.8%) from the previous year. This increase was primarily a result of a $10.95m increase in the valuation of the Lakebed which is performed every three years.
Structures on Lake Taupo
Work is underway to licence structures post the 2007 Deed for both Crown and private structure requests. In July 2023 the licence for the extension of Motuoapa Marina with Department of Internal Affairs was finalised.
Taupō Moana Group Holdings Ltd
The primary purpose of Taupō Moana Holdings (TMGH) is to:
Commercialise the competitive advantages of the Trust and build long term wealth and revenue streams; and
Leverage employment and social outcomes from commercial activity where practicable.
TMGH is focussed on commercial tourism opportunities and investment within the rohe of Ngāti Tūwharetoa. The goals of TMGH are to:
Identify opportunities that maximise our competitive advantage.
Provide employment opportunities for Ngāti Tūwharetoa.
Have a defendable market position.
Identify unique opportunities.
Provide growth.
Align with cultural and environmental objectives; and
Provide acceptable commercial returns.
The long-term outcome sought by TMGH is the establishment of a broad commercial portfolio of businesses which maximise the strategic advantages of the Trust Board’s assets and existing tourism businesses, diversifies risk, and builds long term alternative cashflows for the group.
TMGH is collectively the largest commercial license fee contributor to Taupō Waters Trust since the fee was introduced in the 23/24 financial year as well as providing regular dividends to the Trust Board while accumulating further investment capital from its operations.
The company is continuing to investigate more opportunities and partnerships both within and outside of the Ngāti Tūwharetoa rohe.
TMGH is chaired by Tiwana Tibble accompanied by directors Shelley Katae and Hayden Porter.
Hole in One Golf Challenge
Hole in One (HIO) had another exceptional year and continues to grow from strength to strength producing a very positive return for TMGH. Since purchasing in late 2017 turnover and profits have tripled in this business through prudent management and innovation. We have dedicated a stable team that are primarily of Māori decent of four permanent staff that increases to nine during peak periods.
In January 2024 we designed and launched a new product called the ‘Ball Blaster’ which received a large amount of press as a unique attraction that opens the game up to nongolfers and kids alike. We are now investigating licensing opportunities for both the Hole in One Challenge and Ball Blaster to be expanded into other suitable rohe further increasing our returns.
The expanded development of the site to an all-weather covered site with an extra golf bay, food and beverage, and activity booking facility continues to be progressed and awaiting final consents from council to progress with this. Whilst delayed, a thirty-year lease was attained in early 2024 so this is a long-term investment. The overall design and offering will not only improve business performance and enhance the waterfront of Taupō but will also substantially increase the Ngāti Tūwharetoa presence in the area. We now expect this to be online by mid-2025
Chris Jolly Outdoors
TMGH Jolly partnership had another positive year off the back of a record result in 2023. Despite challenges of weather, thousands of visitors were treated to scenic cruises around the lake and Chris Jolly Outdoors (CJO) guided hundreds of visitors fishing and hiking in our rohe. Along the way we proudly shared the stories and celebrated the culture of Ngāti Tūwharetoa through the commentary of the skippers and guides as well as the Tūwharetoa branding on the vessels and staff uniforms.
With international visitors still only at about 80% of pre-covid levels the outlook is very positive for future growth as the market forecast to recover by summer 2026. CJO now clearly have the largest market share on lake Taupō and are experiencing large growth in the guided hiking and premium fishing products in particular.
Other highlights of the past year included hosting 120 delegates from the New Zealand Māori Tourism conference for an exquisite dinner on Lake Taupō and planting hundreds of natives as part of ongoing conservation efforts.
Taupo Parasail
After rebranding to Taupō Parasail in late 2023 and giving the vessels a clear Tūwharetoa theme the Parasail team had their first summer season successfully completed. Several thousand visitors and locals took flight between opening day in September 2023 and closing for the winter in May 2024. While some weather restrictions affected our initial forecasts the first year of operations and learnings were seen as a success, and a good platform for summer 2024/25 ahead and positive returns.
A past tourism cadet Te Kapua Wall is being trained as a skipper and TMGH partners in this business at Chris Jolly Outdoors continue to operate the day-to-day management of the business.
Employment
Collectively TMGH is now one of the largest Tourism employers in the region with around fifty employees during peak times. TMGH focus continues to be on developing opportunities for Tūwharetoa and Māori and upskilling our rangatahi into leadership roles.
With the assistance of Te Puni Kokiri and New Zealand Māori Tourism, we took on another three Tourism cadets this last year who successfully completed our training program. One of the cadets has graduated into fulltime employment.
The cadet program consists of a sixmonth comprehensive work-based training programme for tauira to gain a broad understanding across all entities and the varying roles that will give them transferrable skills, competencies, knowledge, and experience along with NZQA qualifications, ultimately benefiting our businesses and Ngāti Tūwharetoa. This next year we aim to employee cadets as direct employees from the start of the high season.
We have invested and supported a past cadet into becoming a qualified commercial boat skipper in the past year and look forward to making this opportunity available to others in the future.
Te Pūrongo Haumi
INVESTMENT REPORT
The Tūwharetoa Māori Trust Board has portfolios invested in a suite of institutional grade fund managers, which take Responsible Investment and climate change into account. Portfolio balances increased in the year to June 2024, and performance remains solid over the long term.
The governance of the funds is in accordance with comprehensive Investment Policy Statements covering separate asset types, which collectively form the investment framework. There are two diversified portfolios, the Tūwharetoa Māori Trust Board (TMTB) portfolio and the Tūwharetoa Māori Trust Board Waikato River portfolio. The portfolios have different purposes, objectives, and beneficiaries, and are treated as unique portfolios. The TMTB governance role is supported by our investment adviser MyFiduciary, ensuring the policy is implemented and investments are of a high standard.
An overview of the asset allocation and performance of the two portfolios is outlined on the following page (the data is as at 30 June 2024). The TMTB portfolio returned 12.5% in the year to June, while the Waikato River portfolio, which has a higher allocation to growth assets, returned 14.0%. Over the longer run both portfolios have massively outperformed cash despite their year-to-year volatility. Since inception the TMTB portfolio has returned around 7% and the Waikato River Fund (WRF) portfolio around 8% net of all fees and costs.
Our performance benchmarking suggests these performances have been amongst the strongest in New Zealand for the level of risk (allocation to growth assets) taken over at least the last five years. In part, this is because the portfolios offer a broader asset allocation than most with assets such as gold and insurance linked securities in the portfolios.
A feature of their portfolios is that climate change risks are considered by selecting managers who take greenhouse gas (GHG) emissions into account. As shown in the graphic below, this resulted in GHG emissions being more than halved in global equities compared to the market overall. More broadly, funds selected for the portfolios have high Responsible Investment standards, which we believe is important for alignment to our values.

The summary financial statements are for the Tuwharetoa Maori Trust Board Group with specific disclosures included in the summary financial statements extracted from the full financial statements. The summary financial statetments are presented in New Zealand dollars and have been rounded to the nearest thousand dollars. The summary financial statements have been prepared in accordance with FRS-43: Summary Financial Statements. The summary financial statements are prepared on the historical cost basis.
Events after the reporting date
The full financial statements, which were authorised for issue on 25 October 2024, have been subject to audit by Silks Audit Chartered Accountants Ltd, Whanganui and an unmodified audit report was issued dated 25 October 2024. The summary financial report has been examined by the auditor for consistency with the full financial report.
The summary financial statements cannot be expected to provide as complete an understanding as that provided by the full financial statements.

REPORT OF THE INDEPENDENT AUDITOR ON THE SUMMARISED FINANCIAL STATEMENTS
To the Trustees of Taupo Waters Trust
The accompanying summarised consolidated financial statements on pages 1 to 6, which comprise the summarised consolidated statement of service performance, statement of financial position as at 30 June 2024, the summarised consolidated statement of comprehensive revenue and expenses, summarised consolidated statement of changes in net assets and consolidated statement of cashflows for the year then ended, and related notes, are derived from the audited financial statements of Taupo Waters Trust and group for the year ended 30 June 2024. We expressed an unmodified audit including emphasis of matter with the investment in Tuwharetoa Gondola Limited Partnership, on those financial statements in our report dated the 25 October 2024.Those financial statements, and the summarised financial statements, do not reflect the effects of events that occurred subsequent to the date of our report on those financial statements.
The summarised financial statements do not contain all the disclosures required for full financial statements under generally accepted accounting practice in New Zealand. Reading the summarised consolidated financial statements, therefore, is not a substitute for reading the audited financial statements of Taupo Waters Trust and Group.

Our responsibility is to express an opinion on the summary financial statements based on our procedures, which were conducted in accordance with International Standard on Auditing (New Zealand) (ISA (NZ)) 810, “engagements to report on Summary Financial Statements”
Other than in our capacity as auditors we have no relationship with, or interests in the Trust or any of its subsidiaries.
Opinion
In our opinion, the summarised financial statements derived from the audited consolidated financial statements of Taupo Waters Trust and Group for the year ended 30 June 2024are consistent, in all material respects, with those financial statements, in accordance with FRS-43.
