THE DEADLINE IS NEXT WEEK. The Texas Nursery & Landscape Association Foundation established a scholarship program for students interested in the field of Horticulture. If you are a deserving student interested in this field of study, please go to the following website for more details: https://tnla.awardsplatform.com/. The DEADLINE for completing on-line applications for the 20222023 school year is December 15, 2021. Only electronic applications using the website above will be accepted. All scholarship applicants should carefully review the program requirements as explained on the website, and then submit their application, letters of referral and transcripts by the deadline. The Foundation Trustees have stressed the importance of having good personal references accompany the scholarship application form -- many times it is the personal references that help the Trustees decide between two deserving students. Legislative & Regulatory Updates TNLA Hosts Roundtable with Congressman Tony Gonzales on Industry Workforce Issues TNLA member Lone Star Growers and a group of TNLA leaders held a roundtable with Congressman Tony Gonzales last week to discuss the need for reforms to the H-2A and H-2B programs. The event included walking the Congressman and his staff through the plant production process and tour the growing operation to understand the laborintensive work that goes into growing horticulture crops. Additionally, landscape contractors, suppliers, and growers conducted a discussion with the Congressman where they illustrated the need for a cheaper, more accessible H-2A program and cap relief for the H-2B program. Lastly, the industry used the opportunity to express our frustration with the slow roll out of Winter Storm Uri relief and the need to do more for the green industry following weather-related disasters. TNLA President & CEO Amy Graham issued the following comment on the Congressman's press release: "We thank Congressman Gonzales for taking the time to see firsthand the unique challenges facing the Texas green industry and applaud his desire to hear the concerns directly from growers, contractors, and suppliers in his district. With over a billion dollars in green industry sales inside the counties represented in CD-23, our industry is facing constraints like labor shortages, disaster relief, and supply chain concerns and it takes attentive leaders like Congressman Gonzales to help these businesses grow."

Legislative & Regulatory Updates TNLA Coordinates Tour with State Senator Robert Nichols on Citrus and Horticulture Production TNLA member-company Saxon Becnel & Sons hosted a tour for State Senator Robert Nichols and his staff to demonstrate the economic importance of nursery citrus production to the State of Texas. Senator Nichols and his team were able to see the immense amount of infrastructure which must be developed to produce citrus in a certified nursery in Texas and provide for TDA-required traceback ability. In addition to sharing insight into citrus production, the Becnel family and employees shared the unique challenges facing growers in producing nursery crops from labor to supply chain to water. The City of Dallas Considering Ban on Gas-Powered Leaf Blowers Following the political leadership of California, the City of Dallas committee on Environment and Sustainability met on Dec. 7th to discuss possible regulations to ban gas powered leaf blowers. In what is an apparent "toppriority" for committee chair, Councilwoman Blackmon is going after the two-stroke engines for the potential noise, health, and environmental impacts. The committee heard information presented by city staff. You can find the information here: https://cityofdallas.legistar.com/MeetingDetail.aspx?ID=813210&GUID= F96DBC8C-F2A4-45C1-995A-2DB697853958&Options=info|&Search= The Dallas committee made plans to refer the project to the city-run Environmental Commission to develop proposal over the next 8-9 months. The committee mentioned a potential deadline of September 2022 to return with proposals after engaging stakeholders. TNLA will be engaged as well as informing our members on how and where to participate in this process as it develops.
