Background Information Saying that 2020 is an extraordinary year would be a monumental understatement. Business disruptions are commonplace pretty much throughout the entire economy. The green industry is no exception, though after the initial shock, the “staycation effect” ended up being fairly positive for most sectors in the green industry. However, this report covers data through December 2019, before the impacts of COVID-19. The green industry is strongly correlated with housing and new home sales continued to be a bright spot for the US economy last year. The number of single-family homes sold in 2019 was up almost 17% from 2018. In the third quarter of 2019, the U.S. economy entered the 11th year of its expansion, making it the longest expansion in U.S. history. While the nation’s real gross domestic product (GDP) was at its highest level ever, the rate of economic growth since the end of the Great Recession in mid-2009 had been quite restrained. During the 41 quarters following the second quarter of 2009, the annualized rate of real GDP growth was 2.3%—somewhat above what is considered the long-term rate of growth for the U.S. economy. This was the backdrop for green industry firms during 2019.

The total economic contributions of the Green Industry in Texas were estimated at $27.81 billion in output; 260,752 jobs, and $15.77 billion in value added

Summary of Texas Sales Total green industry sales in Texas were $22.4 billion in 2019. The production and manufacturing sales increased 9.27% to a total of $2.56 billion in 2019. Note that he comptroller’s office sales numbers are adjusted for the preceding three years before the sales numbers become final. The Horticultural Services sector grew 12.64% to $6.81 billion in 2019. Wholesale and Retail had an increase of 5.45% to a total of $12.98 billion in 2019. The net margins attributed to the retail sector accounted for more than $3.9 billion. Net margins represent the share of sales attributed to the retail sector and not accounting for the portion of sales included in the production and manufacturing sector or the horticultural services sector. This study measures green industry sales in Texas by sector and then estimates economic contributions to the Texas Economy in terms of output, employment and value added. Click Here to Read More.

Last week, TNLA staff along with TNLA landscape members attended the Texas Structural Pesticide Advisory Committee meeting to monitor a discussion on proposed changes to the TDA Commercial Applicator Statute. At the meeting, TDA staff highlighted a change in the law which could provide greater clarity for the agency and re-affirm the ability of TDA pesticide license holders to utilize supervision. TNLA has already engaged other industry associations relevant to this potential change and is actively working to prepare for the legislative session where this may present as a major issue. Preparing for 2021: · Texas Comptroller Glenn Hegar spoke with TNLA staff in preparation for the 2021 state revenue projection. Hegar had a positive outlook on the state’s trajectory is perspective to other state governments although he cautioned that there would be a serious shortfall in the current budget and next session’s budget. · House Chairman Giovanni Capriglione briefed TNLA staff on the budget for the next session. He affirmed his personal commitment against raising additional tax or fee revenue to fill a budget deficit for next session. · Texas Department of Agriculture staff met with TNLA to share insight into the appropriations request submitted to the legislature for the agency to fund the many programs impacting the green industry. TNLA will be working with allies in the legislature to ensure these programs remain funded. · TNLA’s Legislative Action Center currently features action items for Texas green industry members.
