H-2B CAP HIT FOR FY 2020 The first part of the H-2B cap for FY 2020 has been hit already. The government is funded by Continuing Resolution (CR) until December 20th. After that point, there is no clear plan in Congress for funding the government. H-2B cap relief for FY 2020 must be secured in whatever final funding package is decided for the next year (either CR or an actual appropriations bill). Please visit the TNLA Legislative Action Center and send an email now.
ONLINE ADVERTISING RULE IS FINAL NALP has reported that the Department of Labor has finalized their new H2B Online Advertising rule. This change removes the requirement to advertise in print newspaper and instead requires the jobs to be posted on SeasonalJobs.dol.gov. The change to online posting should be reflected on all acceptance letters beginning December 16th. NALP has reported, though, the DOL could still require job posting in print newspapers in special instances where they feel it would be more effective. For direction, it will be important to follow the instructions provided in your specific acceptance letter. Online Advertising Rule HERE

SAN ANTONIO PAID SICK LEAVE TEMPORARILY HALTED The state district judge on Friday blocked a San Antonio ordinance that would have required businesses in the city to provide paid sick leave for employees starting Dec. 1. . While the hold is temporary, the court must now have a full hearing on the injunction before deciding whether the ordinance can into effect. This is good news for employers as we continue to urge the courts to consider the unconstitutionality of the ordinances. ASSET and TNLA are keeping in tune with the latest news on this matter and will keep you updated.
FLY-IN FOLLOW UP Thank you to all the TNLA members who made the recent fly-in to Washington D.C. Texas was well represented and it had good results. Of the two letters to Congressional leadership which needed to be signed, we collected 30 Senators (including John Cornyn) and 100 House members (including at least 10 from Texas). The 10 Texas House members are below. They deserve our thanks. TEXAS HEMP PRODUCTION WORKSHOP TNLA hosted the first Texas Hemp Production Workshop, and the reaction was outstanding! This event was focused on the business side of industrial hemp production and how, if at all, this could be integrated into TNLA Members' growing operations. The event brought in speakers from all over the US who specialize in the business side of industrial hemp production. Texas businesses from across the state came into Waco for this event. The event was held at the beautiful McLane Stadium, Baylor Bear ground zero. Attendees walked away with an understanding on what the industrial hemp industry looks like, ideas on how to incorporate hemp into their business, and whether industrial hemp production was right for them.
GROWER SUMMIT TNLA hosted the 2019 Grower's Summit in Waco last week. This educational summit held speakers from the Department of Public Safety, Texas Department of Agriculture, and national entities. This event answered many grower questions including transportation updates and new ideas in what to grow based off climatic differentiation (aka climate change). Many growers were represented at this event and all walked away with great information they could put into practice immediately! It also brought together industry leaders who discussed what's happening in their operations, and the issues and struggles they are having...not to mention some good laughs. The event ended with a bang when Chris Beytes from Ball Publishing talked about trends to expect, and innovative ways other countries are dealing with their labor shortages.
