Legislative & Regulatory Updates Tremendous Victory on H-2B in House Appropriations TNLA members connected with the TNLA Legislative Action center will recall the messages last week regarding the urgent need to protect the H-2B program. In recent years, labor unions from across the country have sought to dismantle the H-2B program and make the argument there is sufficient labor in the US to meet industry needs. Opponents of the H-2B program seized on this sentiment and the opportunity during the “markup” of the Department of Labor’s funding bill. Chairwoman DeLauro placed several proposals into the funding bill that would have prevented construction companies from using the H-2B program, denied any company with any kind of labor or safety violations, and denied entire industries that had over 10% unemployment in any of the last 12 months. These amendments were meant to eliminate as many employers from qualifying to use the H-2B program as possible. Facing an uphill climb, H-2B Champions including Rep. Andy Harris and Texas’ Rep. Henry Cuellar pushed through an amendment and stripped out this anti-H-2B language from the bill. It took a huge effort of Texas green industry members and our allies across the country to create grassroots pressure on Congress to take this step. Additionally, the H-2B coalition was successful in attaching language in the Dept. of Homeland Security funding bill to require the president’s administration to release additional visas when the cap is hit. This crucial “may” to “shall” language has a long road ahead needing to survive both the full House, Senate, and then conference committee. Regardless, it was a crucial victory for our industry to defeat the bad language and insert good language. It is all due to the efforts of the TNLA members who take the time to act on the Legislative Action Center.

Texas AgriLife Extension Biennial Grower & Extension Survey: Growers help Texas AgriLife Extension by filling out this survey The biennial grower and extension survey identifies disease, pest, and weed needs throughout the country for greenhouse, nursery growers and landscape managers (https://www.ir4project.org/ehc/ehc-registrationsupport-research/env-hort-grower-needs/#Survey). The survey results help to identify where new pest management tools are needed. The deadline for submitting the survey is August 13. We are also collecting project requests for 2022/2023 research (https://www.ir4project.org/ehc/ehc-registration-support-research/ env-hort-grower-needs/#Request). The deadline to receive these requests by is August 30. Please share this information with any interested stakeholders.

TNLA Tailgate Topics: HOUSEKEEPING Objective: Participants will be able to properly identify good housekeeping tips that help create a safe, healthful and pleasant place to work. APPLICATION: Point out the specific areas in you operation that need immediate attention and/or relate experiences where better housekeeping would have made a difference. Good housekeeping is the foundation for a safe, healthful and pleasant place to work. Many accidents are caused each year by poor housekeeping. It may mean a little extra effort to keep the work place clean, but it could prevent injury and work stoppage. Good Housekeeping Practices Include: 1. Keep materials and equipment out of aisles and passageways. Materials and equipment should also be kept off stairways. Remember: If it isn’t moving, it doesn’t belong in these places. 2. Keep tools in their proper place. Do not allow them to become scattered on the floor or left in/on equipment 3. Have a place to store spare parts – not in the corners. 4. Keep floors dry. Avoid spilling liquids, especially oils. Clean up all spills immediately. 5. Oily rags, old paint cans, oil containers, etc. that have contained flammable liquids are fire hazards. Dispose of them as soon as possible. 6. All broken bottles, glass, trash and scraps should be placed in proper waste containers. Place oily materials in covered metal containers. 7. Weeds and tall grass around the property should be cut. They can be a fire hazard and can hide other safety hazards. 8. Dispose of all chemical and pesticide containers properly. No dumping or rinsing in unapproved areas. 9. Clean all chemical and pesticide applicator equipment thoroughly after use. 10. Keep work area clean. 11. Failure to follow safety procedures properly or to pay attention to workplace safety could result in injury to you or your fellow workers. 12. A general rule for good housekeeping: “A place for everything and everything in its place.”
