Fewest Tobacco Acres in History in the United States?

Just as this issue was going to the printer, the U.S. Department of Agriculture published its annual Prospective Planting Report, and the estimates for tobacco plantings in the United States are disturbing. Based on surveys of farmers conducted during the first two weeks of March, the report projects that: All tobacco area for harvest in 2019 is expected to total 244,040 acres, down 16 percent from 2018. If realized, this would be the lowest tobacco acres harvested on record. Flue-cured, at 165,000 acres, is 17 percent below 2018 and accounts for 68 percent of this year’s total expected tobacco acreage. The burley, at 53,800 acres, is down 12 percent from last year. Fire-cured, at 14,740 acres, is down 22 percent from 2018. Dark air-cured, at 6,900 acres, is down 30 percent from last year. Cigar filler, at 2,200 acres, is down eight percent from the previous year. Southern Maryland did not change from 2018 at 1,400 acres. For all types and for the two leading types—flue-cured and burley—the estimates have been smaller for three years in a row. Although not entirely unexpected, the estimates seem to confirm that the downturn in the U.S. leaf industry is not going to be reversed. I address that question in my story (written before the USDA report) on page 26 “The Crisis that is Coming on Tobacco Road.” American tobacco farmers are facing the grim possibility that their place in the world tobacco economy might be about to collapse. Are there any solutions? Well, maybe. Steve Pratt, the general manager of a tobacco growers cooperative in Kentucky thinks cooperative effort could stem the tide. See his thought-provoking opinion piece on page 24. And speaking of thought provocation, our London Correspondent Bob Crew brought his acerbic British wit to bear on the question, “Who won in the David and Goliath negotiations between Altria and Juul?” His answer may surprise you (page 14). FDA resignation positive for tobacco? washington , dc —The
sudden resignation of Scott Gottlieb, commissioner of the federal Food and Drug Administration, in March was the cause of some optimism among Wall Street analysts that regulatory pressure on tobacco might abate. “His resignation calls into question whether or not Scott Gottlieb the FDA will in fact enforce harsher regulations around youth e-cig usage/access, cig nicotine limits and a cig menthol ban,” wrote Bonnie Herzog, senior analyst with Wells Fargo Securities. “He was the champion behind these initiatives. “His resignation could have implications (positive, we hope) for the FDA’s approvals of the premarket and modified risk applications for iQOS —long overdue, in our view.” “We view his resignation positively as it could lead to less regulatory threats…and at least some reprieve from the negative tweets,” wrote Stifel analyst Christopher Growe. Gottlieb was notable for his use of social media such as Twitter to communicate directly with consumers. “[His] increased threatened regulation on the tobacco industry…weighed on the stocks broadly during his time in office.”

Manufacturers will fight back against class action suit mississauga , ontario —The
future of cigarette marketing in the Canadian province of Quebec was brought into considerable question on March 1 when the Quebec Court of Appeal upheld a class action suit against the three major tobacco companies. The judgment in effect fined the companies—Imperial Tobacco Canada, a subsidiary of BAT, Rothmans Benson & Hedges Inc. and JTI-Macdonald Corp.—15.6 billion Canadian dollars (about US$11.7 billion). JTI-Macdonald Corp. issued a statement from its headquarters in Mississauga fundamentally disagreeing with the judgment. “[Our] company will take all necessary and appropriate measures to defend its lawful business,” JTI-M said. “We will thoroughly review the decision and consider all options, including ask-
ing for permission to appeal the decision to the Supreme Court of Canada.” Imperial Tobacco Canada noted that the fundamental issue of the suit has not been resolved. “The court’s decision ignored the reality that adult consumers and governments have known about the risk associated with smoking for decades,” Imperial said. “Given the significance of the judgment, the company fully intends to lodge an appeal against the decision with the Supreme Court of Canada.” Since the 1950s, Canadians have had a very high awareness of the health risks of smoking, JTI-M noted. “That awareness has been reinforced by the health warnings printed on every legal cigarette package for 47 years.”

BAT renews Pall Mall, Viceroy agreement with ETC cairo—British
American Tobacco Egypt has renewed its existing coopera-
tion agreement with Eastern Tobacco Company (ETC) to continue manufacturing “Pall Mall” and “Viceroy” for the Egyptian market. “The renewal of our cooperation agreement for another five years— until June 2024—lies within our continued commitment to the Egyptian economy,” said Steven Harvie, British American Tobacco Egypt General Manager. The relationship began in 2001 and has resulted in the manufacture in Egypt of high-quality products, he added. Besides Pall Mall and Viceroy, BAT Egypt also sells Dunhill, Kent and Rothmans in that market.

Papastratos gives shares to its employees piraeus —Papastratos, Philip Morris International’s Greek affiliate, is giving one million euros worth of shares in its parent company to its workers. In a statement at the end of February, Papastratos said the shares are a reward to workers for an exceptional performance and very strong results in the commercial sector in 2018 and also for the successful transformation of its production unit into an exclusive production center for iQOS products. The shares will go to all workers, regardless of position, wage or service, the statement said. The gifts will be worth more than 1,000 euros each. It was noted that Papastratos has a long tradition of awarding extra bonuses each year. The company is the largest manufacturer and distributor of cigarettes in Greece. It was founded in 1930 by Evangelos Papastratos in Piraeus, according to the statement. Papastratos began a co-operation with Philip Morris in 1975 and was purchased by it in 2003.

Mo r r i s Pa k i s t a n Limited (PMPKL) announced at the beginning of March that it will shut down its cigarette-manufacturing facility here, one of two it has operated in recent years. This will involve closure of the cigarette-manufacturing facility in Kotri, Sindh, and will impact 194 employees, all of whom will be offered separation packages that will exceed what is required by law, in order to facilitate them through this difficult transition period. “The increase in illicit trade in Pakistan, together with the global industry volume trend, has impacted legal sales volumes in Pakistan to such an extent that our current manufacturing footprint has become unsustainable,” said Joao Martins, managing director of PMPKL. “[But our company] remains committed to operating in Pakistan, through our manufacturing facility in Sahiwal, [our] green leaf threshing plant in Mardan and by maintaining a strong ongoing commercial presence.” The wide presence of illicit cigarettes in the country has impacted the legal industry volumes, he said. “As a result, our manufacturing footprint was in excess of requirement. Hence PMPKL decided to consolidate its current manufacturing footprint to achieve greater efficiency and for a sustained business outlook.”

Menthol debate continues london—Regulators are yapping at the heels of tobacco manufacturers everywhere, and it would seem that British American Tobacco might be in more jeopardy than most. How much damage, for instance, would the proposed U.S. ban on menthol cigarettes do, considering that BAT is the market leader in that segment? “The regulations aren’t going to get in our way as much as people think,” said BAT’s chief operating officer, Nico Durante. “When menthol was banned in Canada in 2017, we didn’t see an impact in consumption.” People just moved from menthol to non-menthol products, he said. But that doesn’t mean BAT won’t oppose a ban on menthol in the U.S. or anywhere else. “We don’t see any scientific research so far that proves (banning mentholated cigarettes) reduces youth consumption or reduces uptake of cigarettes to youngsters,” Durante said. “So we are going to challenge.” BAT’s menthol brands account for about 30 percent of the U.S. market.

Mark Williamson will surrender his position as non-executive chairman of Imperial Brands soon, as a result of a government agency’s ruling that public companies must explain if a board chairperson has remained unchanged for more than nine years. Williamson will stay on until a successor is named. Earlier, David Haines, Imperial Brands non-executive director, left the board following his appointment as chief executive of Upfield Group of Amsterdam. He was succeeded as chairman of the Remuneration Committee by Malcolm Wyman, who will also remain Senior Independent Director. A former CFO of SAB Miller plc, with responsibility for the group’s financial operations, corporate finance and development and group strategy, Wyman was appointed NonExecutive Director in October 2011. Altria vs Juul
A David and Goliath Case Study The lessons to be learned by cigarette companies seeking e-cig acquisitions. By Bob Crew, London Correspondent
W
hen Altria Group’s investment i n t he e - c iga re t te manufacturer Juul was announced on December 20, the price was almost three times more than the one that had been rumored since November. That made it one of the biggest financial turnarounds in tobacco industry history and an excellent Christmas present indeed for everyone connected with Juul! There really is a David and Goliath case study here that should be useful for all others contemplating mergers and acquisitions in the tobacco industry. What looks like a happy and well-deserved £12.8 billion Christmas present for Juul is now in the Altria bag, and Juul is all set to become a new-look Altria/Philip Morris company. One step ahead of FDA Ironically, the investment came hot on the heels of the U.S. Food and Drug Administration’s recommended “sweeping measures” to crack down on what it referred to as an “epidemic” of underage vaping. Juul took forceful action to deflect criticism in this area, and indeed it perhaps has provided a model for other e-cig providers, the most important
lesson being to unambiguously crack down on under-age vaping in order to deflect negative attention from governments and health authorities.
David wins the match Whatever the exact numbers, it seems that David came out on top, with massively more money in its smaller pockets while giving far less control than Goliath wanted (at one stage Altria was saying that there would be no deal unless it had “a clear pathway” to control). Of course, financial analysts are still looking as closely as they can at sales data for slips and shifts in the market. Bonnie Herzog, analyst at Wells Fargo, reportedly wrote last November that she was “disappointed and somewhat mystified” by the 8.7 percent decline in the cigarette volumes reported in her latest weekly data from Nielsen (in November 2018). Up to that point, trends for the Marlboro brand appeared to be stabilizing, she reckoned at the time.
Ironically, the investment came hot on the heels of the U.S. Food and Drug Administration’s recommended “sweeping measures” to crack down on what it referred to as an “epidemic” of underage vaping. Specifically, Juul moved swiftly to get ahead of the expected FDA action on e-cigarettes, by pulling the sale of flavors from its nicotine liquids at convenience stores. It also shut down its social media accounts and brought in Bluetooth-based technology to help track where its devices are sold. As a result, Juul seems to have earned a clean bill of health, as it were (in an otherwise allegedly unhealthy market.) It was widely reported in the U.S. and British press last year that Altria wanted “a clear path to control” of Juul. But we see now that there has been a climb down from that perch and Altria has settled for 35 percent of Juul, which may or may not be regarded as a step along a longer path of control!
Outside reaction The response to the sale by individuals in the industry was almost universally positive. One example: Chris Howard, general counsel for the vaping products company E-Alternative Solutions, told Wired magazine that the deal will be a big help to Altria because its own cigarette alternatives were not successes. “If history is any guide, Altria will one day complete the acquisition. Cigarettes may go away, but Altria won’t.” But the organizations that don’t like most of what the tobacco industry does don’t like this. A typical response came from the c.e.o. of the American advocacy group Truth Initiative, Robin Koval. “Juul partnering with Altria, maker of

Altria’s Cannabinoid Investment Juul wasn’t the only purchase Altria announced in December. It also initiated a USD $1.8 billion investment (C$2.4 billion) in the Canadian cannabinoid company Cronos Group Inc., which was finalized in early March. Altria now owns an approximate 45 percent economic and voting interest in Cronos, with a warrant to acquire an additional 10 percent of ownership, exercisable over the next four years. Under the terms of the transaction, Altria nominated four directors who have since taken a place on Cronos Group’s seven-member board: Kevin C. Crosthwaite, Jr., Murray R. Garnick, Bruce A. Gates and Bronwen Evans. “We’re excited to finalize our investment in Cronos Group and to support their talented team,” said Howard Willard, Altria’s chairman and chief executive officer. “Cronos Group is our exclusive partner in the emerging global cannabis category and represents an exciting new growth opportunity for Altria.” The c.e.o. of Cronos expects the involvement of Altria to lead to significant growth and value creation for his company. Mike Gorenstein, said in a statement, “Altria’s investment and the services they will provide to Cronos Group will enhance our financial resources and allow us to expand our product development and commercialization capabilities.” Regulatory expertise will also be a valuable contribution, he said. “[It will] better position Cronos Group to compete, scale and lead the rapidly growing global cannabis industry.” Cronos brands include Peace Naturals, Cove, and Spinach.

C
igarette filters have changed dramatically since the first filter was created by inventor Boris Aivaz in 1924. Like any industry, changes in manufacture, the materials used and the offerings available have all been heavily influenced by consumer tastes, technology and regulation. As the market changed and trends began to emerge, manufacturers had to adapt accordingly, and their adaptation lead to the introduction of filters in different sizes, flavors, materials and tobacco concentration.
The first filters introduced to the market were made of crepe paper, with some variants including cellulose wadding. The initial uptake however was relatively slow as very few machines could produce cigarettes with filtered tips included. This difficulty in manufacturing meant that cigarettes with filters were considered as luxury items until 1935, when British company Molins introduced the first filter-cigarette combining machine. At the same time, doctors and re-
searchers began to find evidence of a link between smoking and lung diseases. This led to an increase in demand for filtered cigarettes as they were considered to have less impact on the consumer’s health: If the cigarettes remained the same length, less tobacco was used and thus less tar was delivered to the consumer. Since the early 1960s, when advanced and efficient production machinery made filtered cigarettes a competitive product on the market, filtered cigarettes have come to dominate the market. Cigarettes with filters were favored by manufacturers as they were cheaper to make–paper and cellulose acetate are both less expensive than tobacco. Also, filters provided manufacturers the opportunity to innovate and widen their portfolios. Advances in technology and machinery led to the creation of more complex and adventurous filters, offering customers new sensations and experiences when smoking.

ontrolling odors is becoming increasingly important. On the one hand, strict laws on odor emissions are being issued in more and more countries and jurisdictions. At the same lime, it has also become easier for residents to file complaints with local authorities, leading to stricter terms and controls on the odor emissions of manufacturers who are, in turn, having to invest more in special Tec combustion or scrubbing all have distinct disadvantages for plant operators. German filtration technology spe-
cialist Riedel filtertechnik has developed a solution for industrial odor control designed especially for the modern manufacturer, says Lars Kuekenshoener, Product Manager at Riedel. “Called ‘COPLAS clean,’ it is an advanced technology for industrial air and gas treatment. It is flexible, modular and uses no water or chemicals.” Some compounds have such low odor detection thresholds that people would smell them even when a single droplet is mixed with the water of an Olympic swimming pool,” Kuekenshoener muses.
“The exhaust of a tobacco manufacturer does not only consist of a single compound,” Kuekenshoener says. “It is, rather, a cocktail of hundreds of different compounds in the lower points per million or even points per billion range that mix to finally create a specific smell.” Traditional technical solutions for odor control, such as bio filtration, thermal post-combustion or scrubbing all have distinct disadvantages for plant operators. “They either have a large footprint; they consume significant amounts of water, chemicals and gas; and they often produce and/or consume a lot of waste,” he says. “At Riedel, our intention was to develop a solution that provides maximum odor reduction without the need for water and chemicals or the production of waste.” The result is the COPLAS clean technology, which Riedel says is already working to reduce industrial odors at customer sites. “COPLAS clean utilizes the effect of cold plasma for creating reactive oxygen species that can eliminate odor emissions simply through the application of energy,” says Kuekenshoener. “It is not directly installed in the exhaust airstream, but in a bypass which is connected to the ducting with a custom-designed T-adapter.” Essentially, the exhaust air is then treated with plasma-enriched air so that organic pollutants are oxidized, says Kuekenshoener. “Ambient air, which consists of oxygen, enters the Plasma Reactor Cylinders whereby highly Reactive Oxygen Species are formed. These radicals are injected into the exhaust air stream for high-speed oxidation and odor abatement without the use of any water, chemicals or waste.”

Flexibility and modularity are two key requirements of manufacturers in today’s tobacco industry overcoming the disadvantages of traditional odor control systems. The history of the general principle of cold-plasma goes back a little more than 20 years. Today, systems and technologies that utilize cold plasma are in use in a number of different industries, such as for the development of medical devices, but also solutions for exhaust treatment. Lars Kuekenshoener and his colleagues at Riedel Filtertechnik have now harnessed the technology for tobacco. Kuekenshoener “It is important to remember,” he began, “that the term cold-plasma only describes a plasma state that has certain physical characteristics. he 2018 tobacco season is finally gone, and most growers are glad to see it go. Due to heavy rainfall, the burley tobacco crop last year has been predicted to be the lowest in produc-
tion on record since records have been kept. Planning for the 2019 crop has started with more rain so far. Still, there is lots of hope that this season will be better.
The part cooperatives play The Burley Tobacco Growers Cooperative Association (BTGCA) began operating in 1922. We purchase burley tobacco directly from our grower members through marketing contracts and process it ready to sell. We offer it for sale worldwide: To facilitate that, the association maintains an inventory of currently available burley lots in its warehouses where interested buyers can easily access it. To ensure consistent quality of its merchandise, BTGCA employs a tobacco grader with over 40 years of experience. He is responsible for purchasing leaf from our association members, and he also oversees the processing. Certified processing facilities and grading labs are used, after which the ready-for-sale tobacco is stored in one of the association’s warehouses until it attracts a buyer. All of BTGCA’s American growers are trained to utilize good agricultural practices that provide worker safety, protect the environment and allow traceability from the farm to the consumer. In addition, BTGCA supports its growers by working with industry leaders, research universities, and elected officials to improve burley production. We offer scholarships each year to students with priority given to those with tobacco backgrounds.

The overall goal BTGCA does all of this to achieve our overall goals: • To promote, foster and encourage the business of marketing tobacco; • To minimize speculation and waste in its production and marketing; • To stabilize tobacco markets, and • To handle cooperatively and collectively the problems of the tobacco grower. Could hemp help? Several grower members of the cooperative have turned to hemp as an alternate crop with the latest farm bill removing it from the controlled substance list. Hemp farmers will now be able to buy crop insurance, apply for loans and grants, and write off their business expenses on their taxes like any other farmer. In addition to legalizing the growth and production of domestic hemp, this new law gives each state the opportunity to have oversight responsibility. And hemp farmers and researchers will now be eligible for competitive federal grants as well. Tobacco companies have begun investing in the hemp, vaping and cannabis industries. But burley tobacco continues to be a viable crop in the world market, one that contributes to the global economy for the farmers who continue to grow it and supports many farm families.

s the 2019 planting season approached, American tobacco farmers had to face the bitter possibility that their place in the world tobacco economy might be about to fall precipitously. At the annual meeting of the Tobacco Growers Association of North Carolina, President Steve Griffin lamented, “The harsh reality, as we begin 2019, is that we are an industry in crisis!” Farmer price stagnation, international competition, negative consumer trends and the consolidation of tobacco companies are all factors that have over the last decade changed the world of the tobacco farmer, said Darrell Varner of Versailles, Ky., the farmer president of the Council for Burley Tobacco. “Add to that list challenges with weather, trade and labor; and it is easy to see why all tobacco is really an industry in crisis.” There will be an organized effort to
seek relief wherever relief can be obtained. “The Council is working across state lines to strengthen alliances with other tobacco organizations, including the Tobacco Growers Association of North Carolina and the Burley Stabilization Corporation,” said Varner. “We all realize that there is strength in numbers, and if we are the voices for our grower members, it is important for all tobacco growers—burley, flue-cured and dark—to work together.” Flue-cured growers had taken an even bigger hit than burley growers thanks to a purely political development: When President Trump had instituted punitive tariffs on China last year because of what he considered unfair trade practice, the Chinese responded by cancelling its orders from the 2018 crop. It was hoped right up till press time that they might come back
with orders from the 2019 crop. But none had been revealed by mid-March. The flue-cured cooperative which has sold much of the American tobacco that has gone to China in the last 10 years, gave in to reality and cut its contract volume to farmers by 80 and closed two of its six marketing centers, in Smithfield, N.C., and La Crosse, Va. The marketing situation for tobacco has gotten so bad, even the dark growers have taken a hit. “A lot of farmers are getting cuts in the 10 to 20 percent range,” said Andy Bailey, Extension dark tobacco specialist for Kentucky and Tennessee. “I have heard of a few who have gotten 100 percent cuts, particularly with dark air-cured tobacco.” The dark market depends on sales of snuff products, and the snuff market has been leveling off after years of growth. “Even though we had a good crop in 2018, the cut in acreage [for 2019] appears substantial.” This came as quite a shock to growers. “It wasn’t the best crop we’ve ever had, but it was definitely above average. But very little overage was bought at any price by anyone,” Bailey said.

The latest packaging requirements are intended to prevent smoking among
young people, but according to Yuri Dijkstra, co-owner of the Casa del Habano in Almere, Netherlands, only adult enthusiasts are interested in exclusive Habanos products. The new laws ban embossing or glossy materials, and would require cigars to be repackaged from their original boxes. Special or limited edition of products are also banned. The Dutch market is too small for Habanos to create separate packaging, says Cubacigar. Yet, the relatively small Benelux is an important market for Cuba, fifth place in the world in terms of consumption of Cuban long fillers after Spain, France, Great Britain, and Switzerland.
