REQUEST FOR PROPOSAL Exterior Wayfinding Signage City of Luverne, Minnesota The City of Luverne, Minnesota wishes to contract with a competent sign fabrication firm the fabrication and installation of exterior wayfinding. This Request for Proposal is intended to solicate monetary bids and relavent company background information to properly evaluate and select a sign fabrication partner. Design Intent, Location Plan and Message Schedule documents are also included as part of this RFP as is contractual information required by the city. SCOPE OF WORK A.

Fabrication and Installation i. Sign Fabrication Vendor (Contractor) is responsible for the complete fabrication and installation of sign types described in this document, in conjunction with quantities and other details indicated in this or other documentation. Contractor is responsible for all materials, equipment, labor, shipping, cranes, hoisting equipment, scaffolding, and clean-up of site. Contractor is responsible for completion of all sub-contracted services. ii. Scope of Work will include the following: Engineering and Shop Drawings, Permits, Material Procurement, Fabrication, Crating and Shipping, Site Verification, Footings and Installation. Contractor will also deliver to the City of Luverne all warranty information and maintenance information of the final product and elements. iii. Work is for the City of Luverne, Minnesota (Owner) and all contracts, purchase orders and warrantees will be with the City of Luverne. iv. All on-site work will be coordinated through the City Project Manager and must be approved before delivery of signage, materials or installation equipment.

B.

Proposal Format i. The general conditions of these specifications are outlined on the following pages. Proposals should be submitted to the City Project Manager and Axia Creative (Designer) for review. ii. Proposals should be accompanied by a complete itemized form with a price quoted for each item. iii. Also include a schedule for delivery of shop drawings, engineering certificates, material and hardware, fabrication, finishing and final installation at the project site. iv. All proposals must be received by Name, title Address v. All proposals must be received no later than x:00 PM on xx, September xxth. City Project Manager has the right to reject any or all bids. Late proposals will not be considered.

C.

Sales, Use and Service Taxes i. Contractor is responsible all required taxes of every description such as unemployment, pension, social security, etc., and have been included by the respective contractors in their bids covering all labor and material used in the execution of contract.

D.

Proposal Selection and Criteria For a proposal to be considered valid and complete, the sign fabrication vendor (Vendor) must:

Supplemental information such as photographic material may be included, but is not mandatory. a. Vendor’s high quality of service, maintenance, and repair response b. Vendor’s ability to manage projects similar in scale and scope c. Vendor’s ability to provide entire project for fair and equitable costs d. Vendor’s ability to provide entire project on time and within budget e. Vendor’s ability to engineer, fabricate, and install signs of necessary quality and endurance. f. Vendor’s ability to produce or source the digitally printed graphic faces using 3M UVcured inkjet ink COLOR DP1 onto 3M Diamond Grade DG³ Reflective Sheeting.

Provide three references (name, address, phone). These clients will be contacted and asked the same questions in regard to information above.

E.

Materials and Labor The work covered by these specifications, together with the sign illustrations, hereinafter included, consists of providing all equipment, materials, and labor and performing all operations necessary for the complete installation of this project.

Substitutions and Alternatives Provide estimates on the bid sheets based on specifications provided in the accompanying documents. Alternatives may be provided as an addendum and must provide a greater quality end product and/or lower overall cost. Include any cost addition or savings in the addendum. Any substitution or alternative must be approved by the Owner before proceeding. Any substitutions or alternatives not specifically approved by the Owner will be replaced by the Contractor and no cost to the Owner.

G.

Installation Scheduling Installation tasks shall be coordinated with the City Project Manager before delivery, staging or installation labor begins. Vendor will be provided a small staging area for sign installation. No longterm storage of sign components and/or installation equipment will be allowed on the project site.

H.

Contract Contractor will hold a contract with the City of Luverne. Contractual requirements, insurance, performance bond, etc. are provided in the attached document.

TECHNICAL SPECIFICATIONS A.

DESCRIPTION: Sign components presented in this document are for design intent purposes only. Shop Drawings, which shall be provided by the Contractor, shall be used as the final construction documents and shall include construction, engineering and installation details required for implementing the designs described herein. i. All designs shown herein shall be fabricated from the Contractor’s shop drawings that include signed approvals from the Owner and Designer. The Contractor’s shop drawings will accurately represent the Designer’s design intent as provided herein, which shall control all visual proportions and details, colors, materials and finishes, unless specifically noted otherwise. All


structural details, fastenings, engineering, installations and other construction or fabrication methodology of a technical nature shall become the sole responsibility of the Contractor and details for fabrication shall be presented as such via the Sign Contractor’s shop drawings. B.

WORK INCLUDED: Furnish labor, materials, equipment and services necessary and reasonably incidental to complete fabrication, delivery and installation of signs as specified. The Contractor shall provide all materials, equipment, services, labor, tools, and supplies to fulfill completion of this contract. The Contractor shall be responsible for a complete and thorough job. Materials not specifically described but required for a complete and proper installation shall be described and provided for by the Sign Contractor.

C.

SAMPLES AND SUBMITTALS: Submit the following samples and submittals. Samples and submittals shall be provided as not to delay the completion of the project.

D.

ARTWORK AND PROJECT DOCUMENTATION Design Intent drawings and face artwork will be delivered by the Designer to the Contractor as Adobe Illustrator CC 2018 files and will include artwork for all graphic elements such as arrows and symbols. The Designer will also provide a copy of the font(s) used in the project. Due to font licensing agreements, Contractor can only use the provided font on this specific project and may not keep a copy of the font to use in future projects. Location Plan and Message Schedule can be submitted as Adobe InDesign and/or Adobe PDF files.

E.

SHOP DRAWINGS: Provide the Designer with an electronic (PDF) set of dimensioned shop drawings of all signs clearly indicating construction materials, typographic layouts for all secondary typical sign layouts (i.e. each unique layout showing number of lines of text or other unique configurations – repeats of identical number of lines of text need not be reviewed by the Designer), fabrication methods, finishes, anchoring devices, connections and other details. Furnish location detail drawings for sign supported or anchored to other construction (where other than shown in Design Intent Drawings). The Contractor shall be required to obtain an approval set of shop drawings (signed off by Owner and the Designer) and all permits prior to fabricating any sign products.

F.

SAMPLES i. Submit three (3) samples each of paint, powdercoated, vinyl and all exposed finishes (no smaller than 12” X 12” size) representing all applications as described in the Design Intent Drawings. ii. Submit three (3) samples of Digitally printed graphic faces with 3M™ Piezo Injet Series 8900UV Ink onto 3M™ Diamond Grade DG applied to aluminum (no smaller than 12” X 12” size). Overlay each sample with 3M™ ElectroCut™ 1170C Film. Note: All colors and finish samples must be reviewed prior to producing any final sign products. Submit (2) sample sets directly to the Owner and one (1) set to the Designer. After receipt, the Owner shall hold one set of approved samples as the Owner for permanent record, one approved sample will be held by the Designer as a control reference and one approved sample shall be returned to Sign Contractor with approved sign-off. iii.

The Owner reserves the right to add to and otherwise modify sign text and lettering layout during the shop drawing review phase at no additional cost to the Owner.


iv.

Provide manufacturer’s technical data, installation instructions, recommended maintenance products, and recommended maintenance methods and procedures for each type of sign and sign material as requested by the Owner. Cut-sheets and product technical information shall be provided to the Designer within five days from written request date.

G.

QUALITY ASSURANCE: Use only personnel thoroughly experienced and skilled with the products and methods for fabrication and installation of signing specified. Contractor shall be able to demonstrate a minimum of five years or more fabrication experience in the architectural signage industry.

H.

TYPOGRAPHY i. All lettering applied to Vehicular Guide Signs shall utilize Clearview Highway 2-B. The font is not horizontally scaled and all other specifications are set in the Adobe Illustrator orifinal files. Font substitutions will not be accepted. Font will be provided for use on this project by the Designer. Font license will not allow you to keep the font and use on other projects. ii. Letter-forms and symbols shall be photographically precise, crisp, clean and free of ticks, discontinuous curves, free of line waves, cut or ragged edges, edge build-up, bleeding, surface pinholes, and other imperfections. Letter-forms shall conform to the prescribed letter form proportions. iii. Unless otherwise indicated, letter-forms shall be aligned to maintain a baseline parallel to the sign format. iv. All typography shall match intended scaled drawing layouts. Actual sign copy shall be as shown in the Message Schedule. Production art and cutting templates will be provided by the Designer (as downloadable, vector-format PDF files). Typographic changes from examples shown herein must be brought to the attention of the Designer. v. Message copy shall be as specified in the Message Schedule as upper and/or lower case type. Alternate letter-forms will not be accepted.

PURCHASING: In instances where such tardiness in purchasing contributes to delay that might affect a scheduled completion date, it will be the responsibility of the Contractor, not only to notify the Owner and Designer of the impending late delivery, but to assume all related costs involved in taking all feasible measures to speed the production, delivery and installation of such items.

CODES, ORDINANCES, REGULATIONS, AND DIRECTIONS i. All work and materials shall be in full accordance with the latest rules of all local, county, state and national authoritative agencies (including MNDOT); and with any prevailing rules and regulations pertaining to adequate protection and/or guarding of any moving parts or otherwise hazardous locations. ii. iii. iv. v. vi.

Regulations, including building codes, and all other codes applying to this jurisdiction shall be followed. All electrical equipment shall conform to the latest standards set by the appropriate governing bodies thereof. Whenever the drawings and specifications require something, which will violate the regulations, the regulations shall govern. No extra charge will be paid for furnishing items required by the regulations but not specified or shown on the drawings. Rulings and interpretations of the enforcing agencies shall be considered a part of the regulations.

Whenever the drawings and specifications require larger sizes or higher standards than are required by the regulations, the drawings and specifications shall govern. Manufacturer’s directions shall be followed (in all cases) where the manufacturer of articles used in the contract, furnish directions of prints covering points not shown on the drawings or specifications.

FIELD DIMENSIONS i. The Contractor shall be responsible for taking accurate field measurements as required to verify or supplement dimensions indicated herein and shall be responsible for accurate fit of all signs at site. Any discrepancies shall be brought to the attention of the Owner and Designer.

L.

EXTERIOR APPEARANCE AND ENGINEERING i. Details shown on the Design Intent Drawings herein shall be followed for exterior appearance only. The Contractor may change interior construction shown on these details to conform to its shop practices. Engineering for structural integrity and a safe permanent installation shall be the sole responsibility of the Contractor. Construction changes affecting designs must be submitted to the Designer in shop drawings for sign-off approval.

M.

COORDINATION i. The Contractor shall be responsible for coordinating all sign installations with the Owner so that sign installation does not conflict with other trades. The Contractor shall be solely responsible for coordination and management of their sub-contractors. If delays are caused by any of the Contractor’s subs, the Contractor will assume sole accountability. The Designer or the Owner shall not be expected to have direct communication with a sub-contractor. ii. If the Designer has to intervene or execute coordination tasks that are the contracted responsibility of the Contractor, the Designer will bill the Contractor directly at an hourly rate of $150.00 and any costs related to travel.

PRODUCTS i. Direct Embed® a. Process: This process has been specified for the pedestrian totem signs (sign type P1) that contain a full-color map and other graphics. b. The process embeds a high resolution image deep into and throughout a super durable powder coated layer. The image is embedded inside the powder and flows seamlessly over edges and corners. It is not a film or a laminate. There are no visible corners and no delamination. The process shall be capable of coating and decorating both flat surfaces and dimensional objects. c.

Product substrates selected shall be able to withstand the 350 degree F (177 degree C) temperature of the powder coating oven. This includes and is not limited to aluminum, steel, glass, MDF, ceramic and high temperature plastics.

d. Characteristics: Coating shall be super durable polyurethane powder coated finish that is

resistant to abrasion, humidity and corrosion. It shall be anti-graffiti, scratch resistant and noncombustible. The coating process shall be applicable for both interior and exterior applications. Coating shall withstand high traffic and extreme weather.

e. Available characteristics include anti-skid, antimicrobial, post-formable and super texture.

f.

Capability: Embed process capability shall allow parts from the size of a button to 24 feet


(7315 mm) in length. Includes dimensional objects, flat and embossed sheets, extruded profiles, and folded panels g. Suitable for both interior and exterior applications. Coating shall withstand high traffic and extreme weather. ii.

Vehicular Guide Sign Face Graphics a.

This process is used for all exterior wayfinding signs intended for vehicle guide signs including V1, V2, V3, V4 and the ID1 sign types. The process results in a full retro-reflective sign face with both the background, and the white text and arrows being reflective

Digitally print graphic faces with 3M UV-cured inkjet ink COLOR DP1 onto 3M Diamond Grade DG³ Reflective Sheeting applied to the prepared aluminum panel. Overlay with a transparent protective acrylic, 3M ElectroCut Film. Match color as specified in the Design Intent document.

White arrows, type and divider rules are unprinted areas that expose the 3M Diamond Grade DG³ Reflective Sheeting VS1.

ACRYLIC SHEET a.

ii.Acrylic sheet must be in accordance with the flammability requirements of ASTM E84 and must conform to ANSI Z97.1.

ALUMINUM a.

Aluminum used for exposed structural elements shall be T-5 mill aluminum, thickness as shown on the drawings or as recommended by the Sign Contractor through shop drawings.

b.

Extrusions: Shapes and thickness’ shall be as shown and as required to fulfill requirements, but not less than 1⁄8” (3.2 mm) thick, unless otherwise shown. Suitable alloy and temper for extruding with adequate structural characteristics and suitable for finishing as specified.

c.

Sheets and Plates: Sizes and minimum gauges as shown and as required fulfilling performance requirements. Suitable alloy and temper for forming and fabrication requirements with adequate temper and structural characteristics and suitable for finishing as specified.

d.

Aluminum finishes shall be acrylic polyurethane two-part catalyzed coating system. All coating applications shall be prepared and spray applied in the factory by skilled mechanics. All surfaces shall be mechanically sanded removing all grain lines, striations, and surface blemishes, cleaned with non-abrasive scouring pads, rinsed, and air-dried prior to receiving coatings.

Coatings shall be prepared as designated by manufacturer’s latest literature for surface preparation and application but in no case less than one (1) applicable Sign coat and two (2) final full coats. All finished surfaces shall be uniform.

Colors shall match color designations as indicated on the Design Intent Drawings.

PAINT – ALUMINUM a.

Matthews acrylic polyurethane enamels as manufactured by the Matthews Paint Company, or approved equal. 1. All paint materials and equipment shall be compatible in use: finish coats shall be compatible with Sign coats, Sign coats shall be compatible with surface to be coated; all tools and equipment shall be compatible with the coating to be applied. 2. Thinners, when used, shall be only those thinners recommended for that purpose by the manufacturer of the materials to be thinned. 3. All surfaces to be painted will first be properly prepared by sanding, filling, pickling or other methods, and the application of an undercoat. 4. Color backgrounds shall be spray-painted unless specified otherwise. Colors shall be sprayed on in three coats with sufficient drying time between coats. 5. All coats of paints, including the undercoat will be hand sanded between spraying. 6. All colors and glosses shall be as approved on submitted finish schedules or as selected by the Designer. Execution: Prior to all work of this section, carefully inspect the installed work of all other trades and verify that all such work is complete to the point where this installation may properly commence.

Preparation of Surfaces, General: Prior to all preparation and painting operations completely mask, remove, otherwise adequately protect all hardware, accessories, machined surfaces, and similar items that are not scheduled to receive painting.

If paint smears, runs, streaks, skids, or bleeds or if it overlaps onto adjacent color surfaces, the contractor shall immediately remove and repaint the entire affected surface, at no cost to the Owner. Schedule all cleaning and painting so that dust and other contaminants from the cleaning process will not fall on wet, newly painted surfaces. Thoroughly clean all surfaces with solvent until they are completely free from dirt, oil and grease with acid etch solution and water. Air-dry thoroughly before application of paint. Drying-- allow sufficient drying time between coats as recommended by the manufacturer. Modify drying period as recommended by the manufacturer to suit environmental conditions. Oil-based paints shall be considered dry for recoating when the paint feels firm, does not deform or feel sticky under moderate pressure of the thumb, and the application of another coat of paint does not cause lifting of lose adhesion of the undercoat. Sand and dust between coats to remove all defects visible to the eye from a distance of five feet. Number of coats of paint-- three coats: the first coat to be a suitable primer, followed by two coats of specified paint, color and finish as indicated on approved shop drawings.

Paint –Acylic a. Spraylat Lacryl®. 400 Series b. Apply Lacryl 400 series with conventional or HVLP spray guns 60-80 psi. Thin with 205T thinner part paint : 2 part thinner. Applied to the reverse of clear plastic. Back up with L403 white to evenly distribute the back light.

O.

Progress of Work a. The Sign Contractor shall not do any cutting, channeling, chasing or drilling of unfinished masonry, tile, etc., unless he first obtains permission from the Owner or Owner’s Representative. If permission is granted, the Sign Contractor shall perform this work in a manner approved by the Owner or Owner’s Representative. b. The work shall be carefully laid out in advance. Where cutting, channeling, chasing or drilling of floors, walls, partitions, ceilings or other surfaces is necessary for the proper installation, support, or anchorage of raceway, outlets or other electrical equipment, the work shall be carefully done. Any damage to the building, piping, equipment or any defaced finish plaster, woodwork or metal work shall be repaired by skilled mechanic of the trades involved at no additional cost to the Owner. c. The Sign Contractor shall coordinate his work so as to conform to the progress of the work of other trades and shall complete the entire installation as soon as the condition of the building or project area will permit. Any cost resulting from defects or delay of work performed under this section shall be borne by the Sign Contractor. d. The Sign Contractor shall keep a separate set of electrical drawings at the job site and record all changes and revisions in red color. At completion of the job, the Sign Contractor shall


return all copies of the drawings, including all changes and revisions, to the Owner and/or Designer. P.

Installation Hardware: Furnish and install any supplementary parts and components, including inserts, clips, bracing and other hardware item not specified which would normally be furnished or required for proper functioning of the signing as shown on the drawings. Unless otherwise specified, all mechanical fasteners shall be 316 stainless steel. Fasteners to be installed with maximum care to prevent bending, chipping, cracking or damaging sign surfaces in any way. i. Steel Posts a. Unless otherwise specified, all galvanized steel posts and rain caps shall be hot dipped.

EXECUTION i. Applied Graphics a. All painted, printed and fabricated finishes shall be smooth, free of scratches, gouges, air bubbles, foreign matter or other imperfections. b. All applied vinyl graphics to be smooth, free of scratches, gouges, air bubbles, foreign matter or other imperfections. ii.

Sign Construction a. Exterior signs shall be structurally designed as required to resist 180 psf horizontal wind-loads (or local code, whichever is higher) and thermal movements without distortions or excessive deflections. Exterior signs shall be affixed to structural supports (where desired) as approved by the Owner and/or Designer. All exterior sign fabrication shall be a complete system including all stiffeners, fasteners, welding, sealants, jointing, miscellaneous pieces and material thickness as required for high quality workmanship. Connections, angles, shapes and details shown are suggestive and Sign Contractor shall be responsible for correct engineering, final sizing, reinforcing and detailing as required for a superior professional product. All fabricated materials to have smoothed machined edges, free from cracks, chips, or other adverse conditions.

iii.

Inspection a. The Sign Contractor shall verify conditions and measurements affecting the work of this project at the site. b.

Notify Owner and Designer in writing of unacceptable substrates or detrimental conditions. Beginning work indicates acceptance of substrate and subsequent modifications become the Sign Contractor’s complete responsibility.

R.

Sign Locations i. Locations shown on Location Plan drawings are for general information only. The Sign Contractor is to arrange a meeting with the Owner at the site for final locations. All signs are to be located with the use of numbered tags corresponding to numbered sign items.

Installation i. Prior to the installation of any signs, the Contractor shall inspect all sign location sites for inground or above ground utilities such as electrical conduit, sprinklers or other obstructions and procure clearance with all utility companies and with Owner.

The Sign Contractor shall notify the Owner of any discrepancies or obstacles impeding the specified placement of sign components and shall adjust any questionable installations with the prior acknowledgment and approval of the Designer and Owner. Wet environments (where sprinklers and/or irrigation are used) should be inspected by the Contractor prior to installation of any signs. The Sign Contractor shall notify the Owner in writing of conflicts such as where moisture or irrigation water spray might discolor sign faces or erode / corrode sign foundations, mountings and fasteners. The Contractor shall not install any signs that are defective or damaged. Install completed sign units square, plumb and accurately level in accordance with the drawings and specifications for appropriate sign type. Leave signs clean and dust-free. Use all means necessary to protect materials before, during and after installation until final acceptance of work by Owner. The Contractor shall comply with all mandated property regulations and restrictions pertaining to operational hours, vehicle parking, security clearances and over-all on-site conduct.

T.

Project Completion i. Following installation, clean all signs ensuring removal of all fingerprints, dirt, shavings, adhesive, dust particles, etc. Prior to leaving the installation location, clean the work area, walls, floor, etc., that may be soiled during the installation process. ii. Supply the Owner an accurate schedule of installation completion. Final inspection will be scheduled and a punch list will be conducted by the Owner prior to project sign-off. iii. If, after the final inspection, it is determined that there is need for the Contractor to correct flaws or mistakes in the fabrication or installation of product, the Contractor agrees to execute such corrections expeditiously and without undue delay. iv. Contractor will deliver all warranty information provided by manufacturer to the City of Luverne. Contractor will also deliver all product maintenance information for each component of the final structures.

Guarantee Successful Offeror warrants that all equipment delivered under the contract shall be of new manufacture and that successful Offeror possesses good and clear title to said equipment and there are no pending liens, claims, or encumbrance whatsoever against said equipment.

Warranty of Specifications Successful Offeror or warrants that all equipment, materials and workmanship furnished, whether furnished by the Successful Offeror or its subcontractors and suppliers, will comply with the specifications, drawings and other descriptions supplied or adopted and that all services will be performed in a workmanlike manner. Warranty of Merchantability Successful Offeror warrants that all equipment and materials to be supplied pursuant to the Agreement will be merchantable, or good quality and free from defects, whether patent or latent in material and workmanship, and fit for the ordinary purposes for which it is intended. Warranty of Material and Workmanship Successful Offeror warrants all material and workmanship for a minimum of one (1) year from date of completion and acceptance by Owner. If within one (1) year after acceptance by Owner, or within such larger period of time as may be prescribed by Law, any of the work is found to be defective or not

in accordance with the bid/contract documents, successful Offeror shall promptly, after receipt of written notice from Owner to do so, correct the work unless Owner has previously given successful Offeror a written acceptance of such condition. This obligation shall survive termination of the contract. Warranty of Fitness for a Particular Purpose Successful Offeror warrants the equipment shall be fit for, and sufficient for, the purpose(s) intended and outlined within this bid/proposal package. Successful Offeror understands and agrees that Owner is purchasing the equipment in reliance upon the skill of the successful Offeror in furnishing the equipment suitable for the purpose stated. If the equipment cannot be used in the manner stated in the bid/proposal, then Owner, at its sole discretion, may return the equipment to successful Offeror for a full refund of any and all moneys paid for the equipment.
