He graduated from Mimar Sinan Fine Arts University, Faculty of Architectural Department of City and Regional Plannning in 2012. As an urban designer he has a keen interest in reading and analyzing the city and it’s patterns.

Amongst his areas of interest Tolgahan has been creating graphic design project for different types of clients.

The Cubuklu Valley Masterplan Project site occupies the base of a valley. Project area lies on the northern boundary of the Cubuklu Vadi area of in-city forest. It is the lowest point of the Cubuklu Valley area, and surface and ground water from a significant area of surrounding hills flows and permeates down to collect the site. The valley base forms a natural aquifer above the level of the Bosphorus, and this valley was once dammed at the western end to raise water levels and form a reservoir. The dam has been removed but some elements of historic engineering works remain.

Movement and Access The Developer is committed to reducing impact on the environment, and to producing a development that is a world leading example of sustainable urban development. This will be achieved by encouraging and enabling a shift away from car use to other more sustainable modes of transport. The means of achieving this will be identified within the development Travel Plan. The primary method of movement around the development site will be pedestrian, and the design of the connections and spaces between the buildings will encourage this aim. Walking will also be encouraged to other areas of Cubuklu and nearby centres, by the provision of safe, well lit, and well landscaped walking routes.

The new Congo Kintele Congress Centre and Resort Hotel (KCC) is in a newly developing area of Brazzaville, to the north of the new Olympic Centre. The site has panaromic views of the Congo River to the south and a forested unbuilt landscape to the north. The topography of the site is a valley carved out by the great Congo River which creates an island M’Bamaou in the foreground and the buildings sit parallel to the contours of this valley falling towards the river.

Movement and Access The 200 bedroom resort hotel also acts as an adjunct to the Congo Kintele Congress Center, providing both facilities for some of the presidential guests, with 6 presidential suites and their entourage, with a series of suites and standard rooms. On the ground floor are the spa, restaurant, bars and the pool all of which stand 5 metres above the level of the Congress Centre, providing panoramic views across the Congo Valley. Pedestrian links lead from the hotel pool side down to the major event courtyard below which also serves as an extension of the Public Piazza, which links again to the collonade running East West.

Oyak Masterplan is a new development project in Istanbul which has a great opportunity to create a different typology design approach at the same project site. Thus the design has a variable approach, the city life can be reflected on project site more coherent. We need to reinvent the idea of city by questioning our normals. And normal, or ďŹ tting the current standardised approach of ďŹ lling the plot to the maximum possible with no attempt to create a community and an attractive place to be is not the right approach.

Portonovi is a new summer resort on the shores of the bay of Kotor. It is located in a key turn in the coastline with an almost entirely south facing aspect that commands the whole lake. The project incorporates 275 luxurious homes commanding an excellent position between mountain and sea, ranging from luxurious, spacious town houses set in the heart of its Mediterranean-style village, villas in landscaped gardens, to sleek penthouse apartments overlooking Portonovi Marina.

The Cite Gouvernementale plan derives from a locational plan arrangement, which was developed for this site during an earlier phase of thinking. There fore the location of many of the main buildings and their singular typology were already defined. Also the relationship of the ministry buildings as a campus of buildings accessible from a number of gates was also defined. Our approach to the new master plan is to see it however as a major urbanisation project which has the opportunity to define the future of the Centre of Brazzaville. Thus the anchor space within the overall master plan becomes a main Public Hub / Piazza which is fronted by the main Gate Building to the East, and the new Shopping Centre to the West. The project not only offers public buildings accessible to all, but also a kind of formal public space that currently does not exist in Brazzaville.

The Piazza While it may be over stretching the statement, it is true to say that Brazzaville does not have a main public ceremonial piazza, which can act as an anchor within the city as a whole. It is hoped that this space will introduce a new typology to Brazzaville, which will resonate with its residents. Of interest is the fact that there is a distinct level change from North to South descending towards the valley made by the Ravin de la Glaciere. This allows for the space to be articulated on the vertical plane with level changes that create relatively intimate social contact spaces, and places in which the public may be expected to spend time and socially interact.

The Gate of the Masterplan The Gate Building stands on the Western edge of the Cite Gouvernmentale campus acting both as a physical and visual gateway to the ministries. Its main opening rising up to five floors from the West and seven floors high from the East makes a grand entry in to both the Ministry Campus as well as the new Gate Building. There are two ministries each accessed from one leg of the gate, both with its separate VIP entrances away from the public doors. The building is also accessed more privately through its basement with direct lift access to the ministers’ own offices on the top floor. On the West and East facades the orientation of the vertical shading elements are altered to appropriately screen the glazing from direct sun light for most of the year, reducing the need for excessive cooling demand by adjusting to he specific orientation of each façade.

Eastern cities are a fast developing cities of Saudi Arabia but it has hardly any historic urban fabric to draw both inspirations from and to understand the vernacular of its urbanism. Much of its fabric is built along simplistically partitioned urban plots, with strict plot definitions and rules and most developers simply repeat the same old patterns of maximizing FAR, and ignoring any notions of urban community building. We are questioning this model of development to create an urban model that not only responds to the regional macro and micro needs but also specifically creates a sense of community, which is desperately lacking.

Izmir Bornova Mixed Use project is in the heart of Izmir, Turkey. This is design completion for a mainly residential but mixed use development in Izmir’s fast developing district Bornova. Our focus here as every always was to find a solution that not only maximizes the plot ratio (FAR) of the site but also takes advantage of the views towards the main Izmir bay, while retaining a sense of human scale and community at ground level. The site has panaromic views of the Izmir Sunset.

Eurasia Tunnel Museum, exhibition design and direction of which was created byAvci Architects has opened at the same time with the Eurasia Tunnel on Tuesday, December 20th, 2016 The museum matches this with its own creative techniques of storytelling from interactive touch tables, virtual reality glasses, interactive touch-pads to an all immersive ‘surround vision’ projection environment, which will absorb visitors like never before in Turkey. Construction and installation of the exhibition were realised by SERGİKUR, while all digital works and touch screens of the exhibition were prepared in collaboration with NOHLab and NERDWORKING.

B İ R H AYA L İ N TA R İ H İ İki büyük kıtayı birbirine bağlayan bir denizaltı tüneli fikri çok eskiye dayanmaktadır. İstanbul Boğazı altında bir tünel inşa etme arzusunu açıkça belirten ilk kişi, 31’inci Osmanlı Sultanı I. Abdülmecid’dir. Bu hayal daha sonra 34’üncü Osmanlı Sultan’ı II. Abdülhamid tarafından kağıda dökülmüş ve bu emel sonunda gerçekleşmiştir:
İstanbul Boğazı’nın iki kıtayı tek bir şehirde birleştiren benzersiz yapısı, İstanbul’a eşsiz bir güzellik katmakta; ancak şehrin en büyük sorunu olan iki kıta arasındaki geçişlerden kaynaklanan trafik yoğunluğunun da kaynağını oluşturmaktadır. Avrasya Tüneli Projesi, kıtalar arası denizaltı yolu hayalini gerçeğe dönüştürerek, trafiğin büyük ölçüde rahatlamasını sağlamaktadır. Bu açıdan Avrasya Tüneli, muazzam bir başarı olarak kabul edilmektedir. Metropol ve sakinlerinin refahına katkıda bulunmanın yanı sıra, ulaşım sürelerini kısaltarak, sera gazı emisyonlarının ve yakıt tüketiminin azalması sayesinde, çevre ve insan sağlığı için önemli katkı sağlamaktadır.
• 2005: Türk Hükümeti’nin talebi ile bu alanda uzman olan Nippon Koei tarafından bir fizibilite çalışması hazırlanmıştır. • 2006: Fizibilite çalışmasında yer alan öneriler çerçevesinde Ulaştırma Bakanı, İstanbul Boğazı altında Yap-İşlet-Devret modeliyle inşa edilecek tünel için ihale izni verilmesi amacıyla ,Yüksek Planlama Kurulu’na başvuruda bulunarak süreci başlatmıştır. • 2011: İhaleyi kazanan firma ile sözleşme imzalanmış; 2012’de kredi anlaşmaları tamamlanmıştır. Bu süreç devam ederken, inşaat çalışmaları başlamıştır. • 2013 (Mart): Finansal kapanış gerçekleşmiştir. • 2016 (Aralık): Aralık ayının son günlerinde Avrasya Tüneli Projesi, sonunda gerçeğe dönüşmüştür.

• Kesintisiz Elektrik: Tünelin hem Asya yakasından hem de Avrupa yakasından sağlanan elektrik enerjisi, bir yakada kesinti olduğunda diğer yakadan otomatik olarak desteklenmektedir. Her iki yakada da kesinti olması halinde ise, UPS ve güçlü jeneratör sistemleri devreye girerek, hizmetlerin ve güvenli ulaşımın aksamadan sürmesini temin edecektir.

• Güvenlik Özellikleri: Katlar arasında geçişi sağlayan yangına dayanıklı acil durum odaları ve tünel geçişleri 200 metre, emniyet cepleri ise 600 metre aralıklarla konumlandırılmıştır. • CCTV, Otomatik Olay Algılama Sistemi ve SCADA, tünel yolu ve bütün entegre sistemleri 7/24 izlemekte ve kontrol etmektedir. Operatörler, İlk Müdahele Ekibi’nin tünelin ilgili noktasına 4 dakika içerisinde ulaşması için rehberlik etmektedir. • Kesintisiz İletişim: Acil durum ve cep telefonları, kamu anons sistemi, iki yönlü GSM ve kapalı devre radyo yayını özelliklerinin tamamı aktif durumdadır.
• In 2006, based on the recommendations made in the feasibility study, the Minister of Transport initiated the Project by making an application to the High Planning Council to be granted permission to offer a tender for a tunnel under the Bosphorus on a Build-Operate-Transfer model.
• In 2013 (March), the financial close was attained. • In 2016 (December), the dwindling days of December 2016, at last, the Eurasia Tunnel Project became a reality.

The result: A legacy of achievement for generations to come, and one that provides today’s highest technology, which meets or exceeds worldwide standards, including:

• In 2005, the Turkish Government requested a feasibility study from Nippon Koei, an expert engineering company, and a subsequent feasibility study was prepared and submitted in the same year.
• In 2011, the Contract was signed by the winning team, which was followed by credit agreements in 2012. Construction had already commenced.
It’s one thing to conceive of a monumental project, another to implement it. Using a Build-Operate-Transfer (BOT) model, Eurasia Tunnel developed phase by phase. From tender to operation diverse challenges were faced — ranging from technical difficulties arising from highly variable geological conditions, to financing, to working within a highly-populated location. At all stages every opportunity was taken to augment and enhance the quality and benefits of the tunnel by working with top-tier experts from around the world.

Anıtsal bir projeyi hayata geçirmek büyük emek gerektirmektedir. Avrasya Tüneli, Yap-İşlet-Devret (YİD) modeli kullanılarak aşama aşama geliştirilmiştir. İhale döneminden işletme dönemine kadar, değişken coğrafi şartlara bağlı teknik sorunlardan, finansmana, yoğun nüfuslu bir bölgede çalışmanın güçlüğüne kadar her aşamada çeşitli zorluklarla karşılaşılmıştır. Her aşamada kaliteyi artırmak adına bütün imkanlar değerlendirilmiş ve dünyanın her yerinden üst düzey uzmanlar ile birlikte çalışılarak, tünelin nitelikleri en üst düzeye çıkartılmıştır.
Avrasya Tüneli’nin yapıldığı benzersiz bölgenin ve inşaatın getirdiği zorluklar, Boğaz altındaki zeminin kapsamlı jeolojik/jeoteknik analizinin yapılmasını gerektirmiştir. Analiz sonucunda hem en uygun tünel güzergâhı, hem de Tünel Açma Makinesi’nin (TBM) temel teknik özellikleri ve nitelikleri belirlenmiştir.

• First LED Technology implementation in Turkey over a long-distance tunnel, with the closest colour calibration to daylight and and gradual illumination system to prevent blackout effect at the entrances. • 8 axial fans and 92 jet fans with two-way functioning to provide continuous fresh air circulation. • Smart Electricity: provided from both the Asian and European sides of the tunnel, in the event of an outage on one side, electricity can be provided from the other. Should power cut on both sides, a full UPS and powerful generator systems will activate to prevent any interruption in service, and ensure safe transportation.

Çevresel ve Sosyal Sorumluluk: Avrasya Tüneli, sosyal sorumluluk kapsamında çevrenin, sosyal yapının ve İstanbul’un kültürel mirasının korunması konularına azami özen gösterilerek tasarlanmıştır. Bu nedenle, Çevresel ve Sosyal Etki Değerlendirmesi (ÇSED) Proje’nin ayrılmaz bir parçası olmuştur.* Avrasya Tüneli Projesi’nin Avrupa yakasındaki yapıları Tarihî Yarımada’ya komşu olduğu için, Proje UNESCO Dünya Miras Merkezi tarafından aktif bir biçimde gözlemlenmiştir.
The unique terrain and challenges posed by Eurasia Tunnel required exhaustive geological/geotechnical analysis of the soil and rocks under the Bosphorus. This analysis determined the most feasible tunnel route as well as the main specifications and features of the Tunnel Machine (TBM).

Eurasia Tunnel is designed as a two-deck structure: one for Europe-bound traffic and the other for Asia-bound traffic. The two decks function separately, so that any problem on one deck will not impact upon the other.
• Safety Features - fire-resistant emergency rooms located at 200 meter intervals provide access between levels. Safety lanes at 600-meter intervals.

Earthquake Safety: Eurasia Tunnel is designed with innovative measures to eliminate risks arising from earthquakes, so much so that during an earthquake it can even function as a shelter! Special seismic joints were installed, providing the tunnel with extra flexibility to protect the structure from the differential effects of soft soils and hard rocks. Fire Safety: Rigorous tests were an important part of the design process and its special fire protection coating would allow the tunnel to withstand any kind of fire without sustaining structural damage.

Environmental and Social Responsibility: With a particular emphasis on social responsibility, Eurasia Tunnel was designed with the utmost care for the protection of the environment and Istanbul’s heritage. For this reason, completion of an Environmental and Social Impact Assessment (ESIA) was integral to the Project.* Since the European side of the Eurasia Tunnel Project's structures neighbour the Historic Peninsula, the Project was actively monitored by the UNESCO World Heritage Centre.

D E S I G N F E AT U R E S Integration of Art: The design of Eurasia Tunnel draws upon traces of traditional cultural and artistic heritage. From the tunnel entrance to its special lighting, it takes inspiration from the patterns of Master Architect Sinan (including the “Çarkıfelek” and “Gülbezek” symbols) and geometrical forms used in historical buildings.
Yangın Güvenliği: Proje için yapılan yangın testleri, tasarım sürecinin önemli bir parçasını oluşturmaktadır. Tünelin yangın koruma kaplaması, herhangi bir yapısal zarar görmeksizin her türlü yangına dayanmasını sağlamaktadır.

TA S A R I M Ö Z E L L İ K L E R İ Sanatsal Dokunuş: Avrasya Tüneli tasarımında, geleneksel, kültürel ve sanatsal mirasın izlerinden yararlanılmıştır. Tünel, girişinden özel aydınlatmasına kadar Mimar Sinan’ın desenlerinden (“Çarkıfelek” ve “Gülbezek” sembolleri dahil) ve tarihî yapılarda kullanılan geometrik formlardan ilham almaktadır. Deprem Güvenliği: Avrasya Tüneli, deprem kaynaklı risklerin ortadan kaldırılması için, bir deprem esnasında sığınak işlevi bile görebilecek yenilikçi önlemler ile tasarlanmıştır.

Eurasia Tunnel is one of the boldest tunnelling achievements ever, requiring a custom-designed giant TBM. In April 2014, the TBM commenced its 3.4-km journey towards Europe from a gigantic launch structure on the Asian side, working relentlessly through layers of rock and soft soil down to a depth of 106,4 meters below sea level then rising up again towards Europe. With a daily advance rate of 9.1 meters, except for 2 holidays and short maintenance breaks, it worked relentlessly and achieved its mission on August 22, 2015. Then the TBM was dismantled and its key parts were returned to Germany where it had been manufactured.

Yaklaşık 1,2 milyar Amerikan Dolarlık yatırımın %78’i —1 milyar dolara yakın bir kısmı — uluslararası kurumlarca finanse edilmiştir. 18 yıllık vadesi ile bu finansman anlaşması, Türkiye tarihindeki en uzun vadeli uluslararası Yap-İşlet-Devret altyapı projesi finansmanıdır.

TÜNEL ASYA GİRİŞİ
Tasarım ve inşaat dönemleri boyunca oluşturulan kişisel hatıralar, notlar ve çizimler, Avrasya Tüneli Projesi’nin insani boyutuna tanıklık etmektedir. Bunlar ayrıca, Proje'ye katkı sağlayan bireylerin, işlerini ne kadar büyük bir tutkuyla yaptıklarını da ortaya koymaktadır.
Avrasya Tüneli Projesi, teknolojik açıdan destansı bir başarı niteliğindedir. 5,4 kilometrelik tünel ve Boğaz’ın her iki yakasında yaklaşık olarak 10 kilometrelik bağlantı yolları iyileştirme çalışmalarıyla beraber, toplam Proje güzergahı yaklaşık olarak 15 kilometredir.
Makineler güç açısından elbette önemlidir; ama mükemmele ulaşmak için gereken zekâyı, insanlar sağlamıştır.
Denizaltı tünelinin 3,4 kilometrelik bölümü, son derece sofistike, özel tasarımlı, mixshield TBM ile inşa edilmiştir. Tünelin kalan 2 kilometrelik bölümü ise, NATM ve aç-kapa tünel açma yöntemleri kullanılarak yapılmıştır. Tüm Proje kapsamında 1 işletme ve bakım binası, 3 trafo merkezi, 2 havalandırma binası, 3 taşıt alt geçidi ve 5 yaya üst geçidi bulunmaktadır. Yenikapı ve Samatya’daki karayolları, Yenikapı Şehir Parkı ile uyumlu olarak yeniden projelendirilmiş ve genişletilmiştir.

Eurasia Tunnel is a global scale financial success. Of its over 1.2 billion USD investment, 78% — nearly 1 billion — was internationally financed. With a maturity of 18 years, this financing deal achieved the longest maturity in Turkey for any Build-Operate-Transfer infrastructure project in history.
Tunnel segment production was also a remarkable engineering achievement. A total of 15,048 concrete tunnel segments were built in Yapı Merkezi’s Prefabrication plant. Adhering to the strictest quality control, with 55,194 tests conducted to assure quality, performance tests verified that the segment concrete will have a serviceable life in excess of 120 years without any structural maintenance. A great legacy for future generations.

It was not easy: at the deepest point of the alignment the water pressure was roughly 11 bar (eleven times atmospheric pressure). With the massive diameter of the TBM this was all new territory — never before had such a large tube been constructed under such high pressure with mechanised tunnelling technology.

The Eurasia Tunnel Project is an epic achievement in technological terms. Spanning 5.4 km of road tunnel and nearly 10 km of upgraded approach roads on either side of the strait, the total Project length is 15 km.
Personal memoirs, notes and sketches created during the design and implementation periods attest to the irreplaceable human dimension of Eurasia Tunnel Project. They also reveal the wholehearted passions with which the individual contributors approached their work.

TBM – THE YILDIRIM

In terms of technology, the Eurasia Tunnel TBM was a first in many respects. Nicknamed Yıldırım Bayezid, after the Sultan dubbed YILDIRIM, the TBM used was a first in the world for the power of its cutter head (until 2016), second in the world for its ability to withstand pressure (until 2014) and sixth in the world in terms of its excavation diameter (until 2014). The combination of power, size and pressure made it an engineering marvel.

The TBM worked relentlessly under the Bosphorus, 24 hours a day, seven days a week. Under the constant humming of its huge motors, the YILDIRIM inexorably dug and clawed its way into history, making the once impossible finally possible.

TBM – YILDIRIM Avrasya Tüneli TBM’i, birçok anlamda ilk olma niteliği taşımaktadır. YILDIRIM lakaplı Sultan’ın anısına Yıldırım Bayezid adı verilen TBM, kesici kafa gücü açısından dünyada (2016’ya kadar) ilk sırada bulunmaktadır. Basınca direnme kapasitesi yönünden dünyada (2014 yılına kadar) ikinci ve kazı çapı açısından da dünyada altıncı sıradadır. Güç, boyut ve basınca dayanıklılık özellikleriyle YILDIRIM, bir mühendislik harikasıdır.
Diğer özellikler: • Kesici elemanların atmosferik ortamda değiştirilebilmesi için kesici kafada erişilebilir odalar ve kilit sistemleri mevcuttur. • Acil durumda kesici kafanın içinin basınçlandırılması gerekirse, kesici kafanın merkez bölgesine bağlanabilen basınçlandırılabilir giriş borusu ve bu boruya bağlanan transfer edilebilir basınç odası sayesinde basınçlı işler gerçekleştirilebilir.
Of the undersea tunnel, 3.4 km was constructed with a highly-sophisticated, custom-designed, mixshield TBM. The remaining 2 km of tunnels were constructed using NATM as well as Cut-and-Cover tunnelling methods. The completed Project includes an operation and maintenance building, 3 electrical substations, 2 ventilation buildings, 3 vehicle underpasses and 5 pedestrian overpasses. In Yenikapı and Samatya, roadways were reshaped and augmented to accommodate the Yenikapı City Park.
