Five years ago, the leadership team at Johnson Memorial Health ( JMH) hired a consultancy to study their campus and take a deep dive into the population growth in Johnson County. The company found that the JMH emergency department was not large enough to keep up with the growing county. Therefore, JMH leaders chose to undertake a $47 million expansion project for the campus. Construction commenced just over two years ago. The first part of the project included the west side of campus, which houses orthopedic physicians, physical therapy and interventional pain management facilities. The main part of the expansion is the $34 million Emergency Department and outpatient services building on the east end of campus.

opening just after the first of the year, but the opening was pushed back due to construction delays. As it turns out, the change in timeline was fortuitous - when the coronavirus began to spread through the U.S. in March, the hospital leaders were able to quickly convert the expanded wing into a COVID-19 unit. “By putting all our resources into making it a COVID-19 unit, that gave us the opportunity to treat more than 20 COVID patients at one time if needed,” Dunkle says. Thankfully, the hospital never reached that number. In fact, the most COVID-positive patients the staff treated at once was seven. But in a time of such uncertainty, the staff liked feeling prepared.

numbers in Johnson County began to decline, JMH leaders returned to their original plans and prepared to open the new Emergency Department. Dunkle credits state-level leadership for responding to the pandemic quickly and appropriately. “We saw COVID coming and hospitals did a great job of increasing the number of ICU beds and ventilators available,” Dunkle says. Now, JMH has created a COVID unit that includes six isolation rooms. The expansion added more than 50,000 square feet of space. The Emergency Department consists of 17,400 square feet, and the outpatient services area, which includes a Laboratory, a Medical Imaging facility and a Breast Care Center, is 33,000 square feet. The Emergency Department grew from 15 to 26 rooms. In addition, the hospital now has overhead lifts in the trauma rooms, making it easier to move patients who can’t
move on their own. The decontamination area was also expanded. “You always worry about chemical spills and that type of thing, so we went from being able to only decontaminate one person at a time to now having four decontamination spaces,” Dunkle says. On July 1, JMH started an agreement with Boone County Emergency Medicine (BCEM), a group of board-certified, emergency-room physicians that also staffs Witham Health Services in Lebanon and Major Health Partners in Shelbyville. JMH is part of the Suburban Health Organization, of which both Witham and Major are a part. When Dunkle spoke to the CEOs of both organizations about their relationship with Boone County, they spoke highly of BCEM. The founder of BCEM, Dr. Tom Heniff, will be the director of the JMH Emergency Department for the first year. “For me, it was a decision based on providing the best care for patients in

a time-efficient manner,” Dunkle says. “Because what do people complain about the most when they go to the ER? The wait. I look at the emergency department as the front door to my organization. For a lot of people, that’s the first opportunity they have to interact with JMH and I want that interaction to be as good as possible.”

he first Austin Speece Scholarship for Public Service was recently awarded to Larry Cress, who will be attending the University of Indianapolis. Cress, a student from Central Nine (C9) Career Center, was grateful to receive the award, and is looking forward to a career in public service. Austin Speece was a 2010 Center Grove High School graduate who participated in the Greenwood Fire Department’s cadet program before working as a firefighter with the department. He was also a member of the department’s Honor Guard for several years. Speece died in May of 2017. The selection committee for the scholarship is made up of members of Speece’s family and the Greenwood Fire Department. Speece’s father Bob said his family
started a scholarship program in his son’s memory, for young people entering public service jobs - particularly fire, police and emergency medical technician departments. “My brother Chuck Speece and his wife Connie came up with this idea to help keep Austin’s memory alive, and help future young people who wish to go into public service,” Bob says. “It started out for the cadets at the Greenwood Fire Department, but they were all so young that we opened it up.” Speece loved his career with the Greenwood Fire Department. “Austin’s career actually started at C9,” Bob says. “He fell in love with [the fire department] at an early age. When he became a fireman, he was stationed at the 91 Headquarters on Main Street in Greenwood. He also became a leader in the cadet program, which he loved. He enjoyed working with young people.” Speece also enjoyed pursuing various
interests outside of firefighting. “He became a member of the Honor Guard in 2012, participating in an Indiana Pacers game as his first event,” Bob says, adding that Speece was also a member of the Indiana Donor Network. “Austin was also fortunate enough to go to Washington, D.C., to the Tomb of the Unknown Soldier, and participate in events there.” Speece was also a big sports fan, and followed the Chicago Cubs, the Chicago Blackhawks and the Pittsburgh Steelers. “As a young man, Austin enjoyed baseball,” Bob says. “He would go with me to watch me and my teammates play softball, and after the games Austin and his brothers would run the bases and slide into home base. All the players on the team loved them and got to know them. One day a gentleman in the neighborhood asked if Austin wanted to play soccer, and from then on that was his game until he hurt his knee, which ended his soccer career.”

“When we had Austin’s funeral, instead of having people send flowers, we asked people to make a donation to the cadet program,” he says. “One of his fellow firefighters, Dalton Watson, sold bracelets in memory of Austin. Stepping Down Greenwood Police Chief John Laut Retires

Greenwood Police Chief John Laut is retiring after more than three decades with the Greenwood Police Department (GPD), and he says throughout his career in law enforcement, he has thoroughly enjoyed working in the Greenwood community. Laut began with the GPD in 1988. A career in law enforcement was something he aspired to from a young age. “I became interested in law enforcement after being involved with the Indianapolis Police Explorers,” Laut says, referring to a local program that gives young people an opportunity to explore careers in law enforcement. “I was 15 years old at the time.” Through the years Laut was promoted to detective, and then became the GPD police chief eight years ago.

“The car was recovered burning, by Indianapolis police, at a gentlemen’s bar off Madison Avenue, and the car was burned,” Laut says. “While I was talking to Indianapolis police, several dancers ran out semi-clothed, and told us about a person attempting to break into the bar’s office. Lo and behold, it was my suspect in the vehicle theft.”
Laut says he has several memorable stories from his years with the GPD. “One [case] involved an auto retail business, and it ended up being one of the first mortgage fraud cases in Indiana,” Laut says. “I worked closely with the FBI on that case, and the agent I worked with ended up working hundreds of mortgage fraud cases. Through the years Laut has seen many positive changes in the Greenwood community.

Laut says technology has played a positive role in helping police officers.
As police chief, Laut also made his own positive changes.
“In 1988 we carried six-shot revolvers, a night stick, a shotgun and a radio,” Laut says. “We now have semi-automatic pistols, tasers, O.C. spray, rifles and radios. The cars are equipped with computers and GPS. Patrol cars are safer, and perform much better than the 1987 models. Officers receive better training, and since police work is ever-changing, they are better equipped to deal with police matters.”
“We went to 12-hour shifts, which allow officers to have every other weekend off,” Laut says. “It also helped with our staffing levels. One of the biggest changes was going to body-worn cameras. In

Laut says he has no definite plans for what he will do during his retirement.
Laut acknowledges one problem he didn’t see coming.
Laut credits his family for their support over the years.
“The one thing I never anticipated was the coyote conundrum,” he says. “We developed a coyote spotting map after several pets were killed. The only thing we could really do was inform the public on methods of keeping their pets safe, and if coyotes were in their neighborhood.”
“My wife Molly has traveled with me through my entire career,” Laut says. “I never realized what it was like to see a loved one walk out the door and go on the job. I learned that empty-gut feeling the day my daughter Elizabeth became an officer for Greenwood.”
Laut is amazed at how much Greenwood has grown through the years. “In 1988 the population was just under 18,000,” he says of Greenwood. “We are now close to 60,000. The geographical size of the city has grown. When I was on night shift in the early ’90s, only a few businesses were open, even for eating. That has changed so much.”
“I have several balls up in the air, and I’m going to decide later,” he says.
Laut says the people are what he loves most about Greenwood. “When you’re a police officer you see people at their best and at their worst, but I have seen far more instances of good over 31 years than bad,” he says.

creating a marketplace, similar to the Cracker Barrel concept. Directly above the restaurant is a wing that includes ten classrooms and an office, along with a separate ventilation system. “They’re used to me having these crazy, offthe-wall ideas that I don’t ultimately pursue, but once my boys saw the basketball court, they were over the moon,” Lochard says. The main obstacle Lochard faced when he first purchased the school was the boiler system that was in disrepair, in addition to leaky pipe valves. “Just getting everything up and running took some time because it wasn’t like a regular furnace or hot-water heater in a home,” Lochard says. “We’re on a massive scale here.” Indian Creek Elementary was built over three time periods - 1939, 1957 and 1987. This led to three different kinds of plumbing and three different kinds of electricity, all of which had to be retrofitted for use in the restaurant and living quarters. Additionally, the Lochards found themselves with a block building, so there was no option of simply knocking down or putting up a wall. For a time, Lochard was running the restaurant at his initial location while doing construction on the school to prepare for a January 2020 restaurant opening. “There were a lot of late nights prior to
opening when we were working until 3, 4, or 5 a.m.,” says Lochard, who had learned a great deal from when he originally opened Southern Comfort Café in 2015.
“I’ve been approached about making this a school for students with immune deficiency disorders, because they must be homeschooled,” Lochard says. “The rooms are huge, so you could have 20 to 30 students per each of the ten classrooms.”
Back then he expected that the business would slowly take off, but on the day he opened, there was a line out the door. He quickly had to adapt in order for the business to survive and thrive.
Since the building is centralized between Edinburgh, Greenwood, Martinsville and Mooresville, it’s a convenient location for many families.
“I found that being a chef was not just about cooking,” Lochard says. “There were food costs, staffing, scheduling and prepping. I had to know every aspect of the business.” Now he delights in creating menu items and experimenting with flavors with his mom, who also cooks. Lochard went to culinary school, but first found his passion in the kitchen because he was raised by women who cooked from scratch. Lochard followed suit with his restaurant and now makes everything fresh - never frozen. Favorites at Southern Comfort Café include tenderloin, beef Manhattan, brick-oven pizza, chicken and waffles, and hand-dipped ice cream.
One thing is certain. Lochard has found his calling. “It’s like they say - when you find something you love to do, you’ll never work a day in your life,” he says. “That’s how I feel.” Southern Comfort Café is located at 200 West Pearl Street in Trafalgar.
