Hamilton County Area Neighborhood Development (HAND), Inc., a nonprofit organization, is dedicated to addressing the housing needs of low- and moderateincome individuals, families and senior citizens in the community. On May 4, the results of a Hamilton County housing study commissioned by the Hamilton County Housing Collaborative were presented to the public during HAND’s 2022 Suburban Housing Conference. The study is important not only because of the statistics it reports, but also because it includes recommendations that involve immediate and long-range action at a time when
funding is currently available. “The study revealed that more housing of all kinds is needed from high to low end,” says Andrea Davis, executive director of HAND. “However, housing in Hamilton County is becoming less affordable to more people. The fastest-growing industries are the lowest paying. In 2019 the top five jobs that employed the most people in the county were fast food/counter workers, retail sales, customer service representatives, office clerks, and laborers/stocking/freight. None of these pay well. $16.60 an hour is the average. These incomes aren’t keeping pace with the increasing price in housing, which rose 63% from 2010 to 2019.” JUNE 2022 / TownePost.com
“There is a stigma attached to affordable housing, such as people don’t want to work or they are trying to get money from the government,” Davis continues. “In reality it’s different. People who need housing aren’t coming from outside the county. They already live here and they are working more than one job.” The study, which began in 2021 and was completed in January of 2022 by Greenstreet Ltd., indicated that a lack of appropriate housing for the entire workforce could jeopardize Hamilton County’s quality of life and economic health. If a section of the labor force is unable to afford living in the community, certain jobs could be
unfilled, tax revenue could decrease and economic growth could be slowed. It could be harder to attract companies willing to invest in the community, in addition to people and jobs. “The county government has allocated $5 million towards helping to fund affordable housing,” Davis says. “It’s time to make some long-term investing in developing some plans. We asked that the consultants take a look at other communities and see what they do, so the next time a study is done, we can see some improvement.” HAND already has a track record of developing affordable housing on a small scale. Stakeholders from multiple local organizations and nonprofits were in attendance at the packed May 4 conference. The study recommended that these groups, the public sector, development and builder communities, as well as realty companies, partner together. It recommended that the partnerships focus on four areas - reducing the cost of development, removing the cultural stigma attached to income-based housing, stabilizing and supporting individuals and families most at risk, and increasing funding for attainable housing. “We hope to see some improvement in the next 12 to 18 months,” Davis says. “It’s a group effort. HAND can’t fix these problems all by itself.”

with the Hamilton County Parks and Recreation Department to expand the park over a period of several years.
In the early days of the pandemic, Chris Beaver used to drive by Potter’s Bridge Park and notice how many people gravitated towards nature during such a stressful time.
“It really tugged on my heart that this was the thing to do because it would be something that generations of Hamilton County residents could enjoy,” Chris says.
“Everyone was wanting to get out of their house and find some peace and quiet,” says Beaver, Noblesville resident and president of Beaver Gravel. “Potter’s Bridge Park was a popular destination to find such things.”
The first phase of the project is the park expansion, which the Hamilton County Parks and Recreation Department is overseeing. Attached to the White River Greenway Trail corridor, the Beavers will give the initial 10-acre donation to the parks so they can start expanding the nature trails for walking, biking and hiking. They’ll also build three shelter houses and a new wildlife habitat. Phase two involves creating a 10 to 12-acre lake for recreational kayaking, boating, fishing and canoeing. A pier will also be included. The third phase is residential development.
The problem was that the original design of the park was not built to hold the number of people who are using it today. Chris thought how great it would be to add a lake, wetlands, and more trails that people could enjoy on bike or by foot. Therefore, he bought 50 acres of land and undertook collaborating on a three-part project

neighborhoods, and other Hamilton County cities and towns. Currently, the Beavers and Hamilton County Parks are in the process of asking for a government use overlay. That way, the parks department can have it when they are done digging the land. A presentation to the Noblesville Planning Commission happened in May, and there will be a City Council vote on the project in late June.
“We saw a need for housing in Hamilton County and thought we could provide a unique opportunity here by building 27 upscale, rooftop-style townhomes,” Chris says. The development will offer clean lines and a high-end feel, making these properties desirable to both young professionals and those entering retirement. “They’ll have a beautiful park in their backyard to walk their dog or play with their grandkids,” Chris says. “It’ll be a unique situation to be able to live right next to a bustling park.” With the park’s expansion, the eight miles of trails will allow increased connectivity to downtown Noblesville, surrounding
Following the zoning process, they’ll remove the sand and gravel out. As soon as the gravel pit is done, the developer can start on the townhomes. The park would be built simultaneously. By giving the Hamilton County Parks the acres of wooded area, the 30-acre expansion can start immediately. After five years, the Beavers will donate the remainder of the land to Hamilton County Parks. At that point the lake will be done, the dirt work will be done, the grasses will be growing in, and the initial trails and water features will be complete. The parks department itself would own it and have total control of what happens going forward. According to Chris, the Hamilton County Parks commissioners and councilmen are excited about this expansion project. “They know in their heart that this is going to be a staple for future generations,” he says. Even so, Chris, his daughter Ali and the Beaver Gravel team, have done their due diligence to put anyone’s mind at ease who may have concerns about the project. Residents’ primary concerns revolve around water. Therefore,

Beaver Gravel hired Interra to conduct an in-depth analysis of water quality and quantity. Their report showed that there would be minimal risk of the operations affecting water quality or quantity, with proper monitoring. For added context, water wells were installed along the River Road area by Westfield in 1986. Westfield’s water demand grew, so more wells were added in 1992. In 2007 they purchased land from the Beaver family to add a major well field on the levee between the Beavers’ operations on the White River to help with rapid recharging of the aquifer. Currently there are 17 major water wells along River Road, many adjacent to existing gravel operations. All of these wells were implemented decades after the Beavers’ operations began in 1949. “That should suggest that there’s no concern of quality or quantity because the water is safe today,” Ali says. “We’ve done water studies, ecological studies, wildlife studies and impact studies that address property values long term. June is Men’s Health Month, a national observance to remind men to focus on their lifestyle choices and medical health. At Westfield High School I continued to compete, and my freshman year I became the first freshman from Westfield to qualify to the Speech and Debate National Tournament.” Richard also became the first student from Westfield to qualify four times. “The best part of Speech and Debate has been the community,” she says. “For my Girl Scout Gold Award, I hosted the first-ever girls-only Speech and Debate meet. This last school year, it was the first in-person meet we’ve had since March 2020. More than the excitement about Westfield placing well, or the excitement of completing my Gold Award, my favorite part of the day was watching the competitors come together.” Richard says there were seniors who hadn’t seen their Speech friends in almost two years.
“There were freshmen, sophomores and juniors who were experiencing their firstever in-person speech meet,” she says. “In the halls between rounds, I saw people exchanging contact information, giving advice and offering encouragement - all of the things that made me fall in love with Speech and Debate. I am proud to curate that for those that competed at my meet.” Richard, who has appeared on the Food Network, says Speech and Debate has vastly improved her communication skills. “While Speech has taught me a great deal about presentation and expression, Speech and Debate has taught me to be confident in myself,” Richard says. “I feel like a more capable, strong person when I utilize the skills Speech and Debate has taught me. Competing has improved my ability to cope with stress and criticism, and practices have instilled strong public speaking skills, which has enhanced my ability to discuss ideas, opinions and issues that are important to
me. I know that Speech and Debate has made me a stronger advocate for myself, which only serves to benefit me in personal and professional relationships.” Along with being a captain on the Speech and Debate team, Richard is the public relations lead for Westfield High School’s Lantern digital newspaper, and she has been on the staff for three years. “I am a content manager for Rock TV Westfield’s video announcements,” she says. “I co-founded and emcee for Rock Talk, which is Westfield’s version of a TED Talk.” Richard believes the best part about Westfield is the diversity of opportunities available. “Westfield has the benefits of numerous businesses - both small and the large chain stores,” she says. “There are the amazing facilities at Grand Park, and we should of course pride ourselves on the outstanding
schools in Westfield. All of these wonderful things get to take place on land affluent with history. Westfield is a community enriched by its past, which makes the future that much more exciting.”

When Westfield High School junior Liam Lloyd moved to Westfield, he wanted to improve his English. “I came from Mexico,” he says. “This is actually my first year here. When I got here my English was very basic. I was taking English classes. It was very hard for me to keep up with everything.” Lloyd checked into tutoring options at Westfield High School. “I heard about a tutor club, and I went there and asked for help,” he says. “It took them about two weeks for them to give me an actual session with a tutor that would help me.”
At that point Lloyd had an idea. “I just thought it was a very complicated process and it wasn’t very efficient,” he says. “I came up with an idea that makes the process a lot easier - that helps these students find tutors.” Lloyd and sophomore Alexa Jimenez presented the idea for a tutor application to their entrepreneurship teacher, John Moore, who encouraged them from the beginning. “He’s been with us throughout the whole way,” Jimenez says. Jimenez and Lloyd developed their business idea, an app named

Tutor Us, in their entrepreneurship class. “We started more in our entrepreneurship class,” Jimenez says. “That’s where we began our business, and then Mr. Moore told us to join the Westfield High School Shark Tank Club when he thought our project had a lot of potential.” Joining the Shark Tank Club has been a positive experience. “You talk about your business ideas,” Jimenez says. “Everybody gives their opinions on it.” Tutor Us won first place at the Innovate WithIN Regional 4 competition. Innovate WithIN is a prestigious high school pitch competition. Jimenez and Lloyd are competing in the Innovate WithIN state finals June 10, for a chance to win $25,000 each. The prize money is a combination of seed funding, scholarship money and business travel experience.

Liam Lloyd said, “Alexa was an awesome partner and is a huge reason why we’ve had so much success. Jimenez and Lloyd are proud of Tutor Us and believe it will help students. “It’s an app that works within high school educational systems,” Lloyd says. “The tutors are other students from the same high school.” “A student can go into the app and they can look up what classes they need help in,” Jimenez adds. Tutor Us saves time by allowing students to find a tutor through a quick and seamless process, and search and schedule lessons themselves. Jimenez and Lloyd have a team working on developing and finalizing the app. “It will include what grade you want the person to be in, gender, and what classes you’re needing help in,” Jimenez says. “After you click search, it will come up with a bunch of people that are from the National Honor Society club, and then you can pick your tutor.” Tutor Us is free to students, and tutors earn credit toward their National Honor Society service hours. Interested schools will pay for the app on a yearly basis. Tutor Us will be available for students and schools to use this fall.

When you see their sign, you can’t help but break out into the nursery rhyme. Three years ago, Tricia Perkinson moved Pat-A-Cakes and Cookies Too from their first location in the Pebble Brook shopping center to their current location in Westfield off of State Road 32 and Grassy Branch Road. The staff members are celebrating the shop’s 16th year bringing sweet treats and smiles to Hamilton County. “Moving to Westfield just seemed like a better opportunity for us,” Perkinson says. Perkinson opened the bakery with a business partner 16 years ago in Noblesville,
and is now working side by side with her son, Tyler Bertsch. “He can do more of the technical stuff for me, and it helps to have a younger viewpoint because he has a different feel for what the younger generations might like and want,” the proud mom says.

A new offering for the bakery is a trailer that will bring items to different locations throughout the year. Perkinson is hoping to have the Pat-A-Cakes and Cookies Too trailer at local wineries, farmers markets and events throughout Hamilton County. Looking for the perfect gift for the sweet tooth in your family? Pat-A-Cakes and Cookies Too now has a Cookie of the Month Club. Customers can choose a three-, six-, nine- or 12-month program, and cookies are wrapped and shipped the first full week of every month to each lucky subscriber. It’s a great way to try all of the bakery’s unique and tempting cookie flavors. “We strive to provide our customers with a consistent, homemade product that they can enjoy,” Perkinson says. In fact, she just can’t stay away from her own product, even after all these years. “I eat one chocolate chip cookie every day,” she says. “On days that we are closed I take two home so I can still get my chocolate cookie fix.” Custom orders are accepted for cakes and cookies. Decorated cookies require a minimum of five business days for an order, and decorated cakes require at least three days for an order. Customers are welcome to come in and order a box of the variety of cookies available that day, or call ahead for an order of the buttercream or other types of cookies. With Mother’s Day, graduations and Father’s Day coming up, Perkinson recommends that orders be sent in earlier than normal, to be fulfilled in time. For that Sunday-morning brunch staple, the cinnamon rolls can be ordered at least one day ahead of time, and Perkinson says that because they are handmade and rise overnight, “once they’re gone, they’re gone” for the day.
