ABSTRACT.
LIVIGNO THEMATIC STUDIO
The Olympic Games have taken a heavy impact on many regions in the world – on socio-economic and urban dimensions. A trigger for a new image of the hosting city. The possibilities can merge long lasting traditions with new innovations. A change in place perception. Success and failure will be defined by time and legacy for the future Olympic Cities. The Olympic Winter Games 2026 are a chance for Northern Italy – Milano, Cortina d’Ampezzo, Bormio and Livigno. With hosting different freestyle ski and snowboard events in Livigno, it becomes one of the highest Olympic villages in the world, located at 1800m above sea level. A place of the Valtellina Mountain community, famous for the incredibly beautiful, fragile landscape and local dairy products. Preservation on national and international level is sustaining its unique natural and cultural value. As the local economy was based on agriculture and forestry, new infrastructure in the mid 20th century opened the valley for active-tourism and commercial interest due to its tax free privilege. Formerly called “Little Tibet”, isolated to other regions - now, inviting people to experience the landscape. Livignos’ vernacular tribe, hosting a global event. An event followed by millions around the world to watch the best winter athletes compete in this wonderful place. It is an intersection between a global spotlight and local micro-communal practices. The Winter Olympic Games 2026 must follow strong sustainable guidelines of Olympic Agenda 2025+ to be successful games for any participant – before, during and after. New arrangements between public and private interests must allow a mediation between communality and subjectivity. Our proposal relies on close research with the local inhabitants to provide an invitation for everyone and still offer a chance for people following old traditions. We propose a platform for communication and participation for Livigno. An association to link the Olympic Committee with local politicians – simultaneously activating micro-social actors and networks. The concept is based on five main visions for LWOG 2026+. 1. The inclusive Livigno - open and affordable for anyone. Promoting the Olympic agenda with diversity in all parts of society. 2. The authentic Livigno – reviewing local traditions and downgrading the commercial global hype within the town. Offering a place for local agriculture and authentic tourism, to really perceive Livigno in its true spirit. Through design on different scales, visitors will experience a hybrid between traditional and innovative spatial arrangements. 3. The sustainable Livigno – promotes new types of mobility and reduce energy demand through passive building techniques and materials. 4. The connected Livigno – Increase the internal and external mobility infrastructure to offer easier access. Additionally, increase the digital infrastructure to make Livigno more included in the global expansion. 5. Olympics as a catalyst and inhibitor - stop the linear commercial urban expansion, defining a new north point as a magnet for people.
We see the Winter Olympic Games 2026 as a key-assistant for sustainable sport, education and living. The creation of a long-term idea of a sport education hub in Livigno. After the Games, young students and athletes will be able to use the structures as training facilities or agricultural teaching purposes. Livigno will be able to include people from various ages and nationalities – not only during the Olympic Games. It is a chance for alternative sport and education economies, to repress the commercial brand impact in the city and open for a more active and local future. To achieve the five visions, we propose mobility improvements through new inner and external connections. New shelters and parking slots will allow new types of mobility in Livigno. Upgrades on hiking trails in combination with future bivouacs will enhance the authentic tourism and work as a connector to surrounding valleys. The permanent venues include the Olympic village, Olympic housing, as well as a building bridge. The bridge will serve as a hub for Olympic volunteers and exhibition space during the games and promote the connection to the lake. Afterwards, it will be used as a meeting place for athletes and students, as well as hosting the Livigno association office. The Olympic Village and the Olympic Housing are designed with a hybrid concept. A permanent and temporary typology offering administration and accommodation for the athletes, including a dining hall, a digital hub, communal area and other Olympic activities. After dismantling the temporary panels, it will create the new Livigno sport education hub. The panels will be re-used adaptively regarding the need, as bivouacs, education shelters or new second home apartments. The Olympic Housing offers different types of inner arrangements to be flexible for various users, such as seasonal workers or athletes after the Olympic Games. The LWOG 2026+ Design Guidelines are defined by a reinterpretation of traditional typologies and enabling new innovations. Geometrical and atmospherical adaptation to the local buildings but providing new types of spatial arrangements to promote communal sharing and common grounds. An inclusive architecture with public space connects locals, tourists, athletes, and students on different design scales. The inclination of the roof, the covering, the number of openings and the main material preserving its tradition, while creating a new hybrid of use and users. Facing the unique climate of Livigno, the venues adapt passive energy principles to reduce any heat demand, as well as using green active energy. Materials are sourced in the surrounding area of Sondrio, supporting local wood factories. The Olympic Games are a challenge and a trigger for its place. Situated between the Engadine and the Upper Valtellina, Livigno lies in an enchanting valley stretching across 12 km. Nestling between two mountains ranges progressively descending from an altitude of 3,000 m down to 1,800 m, Livigno is made up of a several of wood and stone buildings. Together with neighbouring Trepalle, an attractive location (with the added distinction as the highest permanent inhabited settlement in Europe), Livigno is today a premium-level Alpine holiday resort. Situated in a pristine natural landscape, there over a hundred modern hotels with all the modern comforts, welcoming visitors throughout the year with the traditional hospitality typical of this Alpine area. The name of Livigno origins to the archaic term for avalanche as the valley lies under a surface of snow for several months a year with steep mountains surrounding it. The River Spöl has shaped the Livigno Valley over the centuries. The cutting down of trees as well as the redirection of the river and the construction of the dam have created a new image and modifies the topography of Livigno Valley. The economy in Livigno is is based on the forest, the agriculture and the snow.

All the objectives must fundamentally keep in mind the natural landscape of Livigno. It is a point on which, we do not clash, we are very firm. We have always managed to build and maintain a very high percentage of greenery and we have substantially occupied a very low built-up percentage compared to our borders.
We will no longer make the Olympic village conceived near Aquagranda. We will use the existing structures without going to make new ones also because we must think of Livigno 2027. Therefore, having structures that are temporary but then will have to be managed and dismantled, will create a problem.
Then will remain those infrastructures that improve circulation but the sports halls, gyms, spaces for athletes, ambulatory spaces, they will all be temporary, so nothing will remain in Livigno, only the necessary infrastructures, but which are still necessary not only for the event, but also for the future.

Newly developed Olympic Village with Housing facilities for Athletes, Media center,the Dining hall and other common facilities. The Community bridge in the lake becomes an Exhibition and a break out space for thr Volunteers, newly developed Lake Pavilion becomes a break out for the Athletes. Enhancing the hiking trail along the east of livigno allows better connectivity to trepalle enabling authentic village experience. Enabling better pedestrian connectivity between east and west with the proposed pedestrian routes. All these facilities along with the mobility hubs cater the Olympic crowd.

Once the Olympics is over, the temporary housing modules in the Olympic village is dis-assembled and repurposed as Bivouacs along the hiking trails, farm education shelters in the Livigno valley and secondary homes in the Trepalle and as well as in Livigno. Hiking trail to Bormio and a Hiking trail to the west is enhanced. The functions of the permanent common buildings in Olympic village is revised to become a sports hub which works in harmony with the community building in the lake.

Longterm legacy is the development of a sports hub with BMX park, skate park etc.. serving the people of Livigno in sports education from the Permanent buildings in the olympic village along with the community brigde building. The mobility shelters can be increased in number to increase pedestrian comfort. The number of Bivouacs, education shelters and Secondary homes can be increased depending on the functional aspects and requirements. The overall idea/ legacy is to give back to the community of livigno as much as we can from the Olympic mega event.

Conclusion
LWOG 2026+ is a proposal to raise awareness about the beautiful landscape of Livigno and the Alps. Its uniqueness and powerful nature. Through sport and education, we face social polarization on the micro, meso and macro scale of Northern Italy. Promote communities, inclusion, diversity, and participation.
