Delaware racinos are planning on offering sports betting By Gary Trask

NEW AT BLOOMINGDALE'S
After further review, it appears you will indeed be able to place a bet in the state of Delaware on your favorite NFL team this football season. Despite Monday’s federal appeals court ruling that said the state’s plan to offer singlegame wagering would violate a federal ban on sports betting, Delaware’s three race tracks are proceeding with plans to open their new sportsbooks beginning next week, but it’s looking more and more like the only wagers available will be NFL parlay bets. “It’s not ideal, but it’s better than having no sports betting at all,” Dover Downs Hotel & Casino CEO Ed Sutor told Casino City on Wednesday. “We’d prefer the singlegame wagering. That’s what we expected to have right up until Monday. Now it looks like we just have to make a go at it with just parlays.” Delaware got the OK for sports betting back in May when the Senate voted 17-2 in favor of a bill backed by Gov. Jack Markell that would allow the state’s three racetrack/casinos to offer wagers on sports. The bill would have made Delaware the only state east of the Mississippi River to allow sports wagering of any kind and was
expected to help the state’s $600 million budget deficit this year by generating more than $50 million. But on Monday hopes of raking in that kind of profit were dashed when a threejudge panel from a federal appeals court in Philadelphia sided with the NFL, NBA, NHL, Major League Baseball and the NCAA in blocking single-game wagering activities. The ruling said that “as a matter of law” the proposed sports lottery “violates the Professional and Amateur Sports Protection Act” (PASPA) from 1992. Lawyers for the state of Delaware argued that its plan was exempt under PASPA, which banned sports gambling in the U.S. except in the four states that already allowed or had previously allowed sports gambling — Delaware, Montana, Oregon and Nevada. Delaware offered parlay betting on the NFL in 1976 and it was such a failure that it was shut down after just one season. Nevada sportsbooks, meanwhile, can offer singlegame betting on all sports and in 2008

they generated almost $2.6 billion in wagers, collecting revenues of $136 million with single-game betting the most popular form of wagering by a wide margin. “[Monday’s ruling] was shocking and very disappointing, to say the least,” Sutor said. “And it’s frustrating that even today we don’t know exactly what we’re going to be able to offer.” But according to both Sutor and Gov. Markell, some sort of sports wagering will be offered this football season. “Obviously I am disappointed with the court’s decision and will be meeting with the state’s attorneys to evaluate our legal options,” Markell said in a statement posted on his Web site. the new sportsbook. Delaware 1st grader has 45-day suspension lifted BEAR, Del. – A Delaware first-grader who was facing 45 days in an alternative school as punishment for taking his favorite camping utensil to school can return to class after the school board made a hasty change granting him a reprieve. The seven-member Christina School Board voted unanimously Tuesday to reduce the punishment for kindergartners and first-graders who take weapons to school or commit violent offenses to a suspension ranging from three to five days. Zachary Christie, 6, had faced 45 days in an alternative school for troublemakers after he took the utensil — a combination folding knife, fork and spoon — to school to eat lunch last month. Now, he could return Wednesday.
Locals 2 arrested in N.J. schoolyard deaths
A 28-year-old man and a teenage boy were charged Thursday in the execution-style schoolyard killings of three college students and the wounding of another, a crime that has outraged this violence-marred city. The arrests came within hours of each other, with police taking the 15-year-old boy into custody Wednesday night and the man, Jose Carranza, surrendering to the mayor on Thursday. Killings of students shock Newark
In a city where gun violence has become an all too common part of daily life, these shootings were enough to chill even the most hardened residents: Four young friends shot execution-style in a schoolyard just days before they were to head to college. Three were killed after being forced to kneel against a wall and then shot in the head at close range Saturday night, police said. A girl was found slumped near some bleachers 30 feet away, a gunshot wound to the head but still alive. The four Newark residents were to attend Delaware State University Delaware State University (DSU), the second-largest university in the state of Delaware, is a historically black university. Over the last 116 years, it has evolved into a fully accredited, comprehensive university with a main campus located in Dover, Delaware and two satellite this fall. No arrests had been made by Monday and authorities had not identified suspects. The shootings ratcheted up anger in New Jersey’s largest city, where the murder rate has risen 50 percent since 1998. The high number of killings have prompted billboards in the downtown area that scream, “HELP WANTED: Stop the Killings in Newark Now!” “Anyone who has children in the city is in panic mode,” said Donna Jackson Donna Jackson is the name of a fictional character on the BBC television series Holby City. Brief Home prices rise again, surprising economists NEW YORK — Home prices rose in August for the third straight month, a rapid pace of recovery that surprised economists and raised questions about how long the trend can last After a steep three-year descent, home prices rebounded this summer at an annualized pace of almost 7 percent, the Standard & Poor’s/Case-Shiller home price index showed Tuesday. The Case-Shiller index of 20 major cities climbed 1 percent from July to a seasonally adjusted reading of 144.5. While prices were down 11.4 percent from August a year ago, the annual declines have slowed since February.
Consumer report shows declining confidence CHICAGO — Consumers’ confidence about the U.S. economy fell unexpectedly in October as job prospects remained bleak, a private research group said Tuesday, fueling speculation that an already gloomy holiday shopping forecast could worsen. The Consumer Confidence Index, released by The Conference Board, sank unexpectedly to 47.7 in October — its second-lowest reading since May. A reading above 90 means the economy is on solid footing. Above 100 signals strong growth.

PITTSBURGH — United States Steel Corp. lost money for a third straight quarter as the global economic downturn dragged down demand for the metal used in everything from cars to office furniture Although prices and production rose during the third quarter as steel distributors scrambled to fill orders after depleting their stockpiles, the market for the metal remained far weaker than it had been a year earlier, when U.S. Steel notched record profits. we need Modernization MOSCOW, Russia (CNN) -- In his annual state of the nation speech Thursday, Russian President Dmitry Medvedev painted his vision for the country’s future, saying that “modernization” was the key to its “very survival.” The term “modernization” was repeated several times in Medvedev’s one-hour-and-40-minute-long discourse, which was held in the Kremlin’s St. George’s Hall. Top government officials and members of both houses of parliament were in attendance, and the address was carried live on Russian television. Medvedev admitted Russia is “staying afloat” today largely thanks to its Soviet-era oil and gas production facili-
ties, nuclear weapons which protect the country and its industrial and housing infrastructure, which he admitted are “becoming increasingly obsolete.” And Russia’s “shameful” dependence on the prices for its raw material exports, according to Medvedev, is the reason why it was hurt harder by the global economic crisis than many other countries in the world. In the 21st century, he said, the world’s largest country in terms of land will undergo a major modernization to once again achieve “a world power status” based on new principles.
U.S. soldier body was found in Afghanistan river Kabul, Afghanistan (CNN) -- Military divers have found the body of a U.S. paratrooper who went missing last week in a river in western Afghanistan. The NATO-led International Security Assistance Force said the soldier was found close to where he disappeared November 4. Officials are continuing their search for a second paratrooper lost at the same time. Both men -- from the 4th Brigade Combat Team, 82nd Airborne Division -- disappeared in the Morghab River near Afghanistan’s border with Turkmenistan. The men were on a routine resupply mission, the NATO group said. Family members identified the recovered body as that of Benjamin Sherman, 21, of Plymouth, Massachusetts. They said he jumped into the river when he saw a fellow soldier struggling in the water. “I know that day he jumped into the river to try to save his comrade was because he didn’t just see another soldier in the water; he saw his brother,” said Sherman’s sister, Meredith, in a statement to CNN affiliate WCVB in Boston, Massachusetts.

This article will give you eight easy etiquette tips for Facebook so you can feel confident with your social media presence. Most of us are on Facebook (FB) these days and I bet there’s a good chance we weren’t even using it last year. A friend invited you and now you’re engrossed. H1N1
Are there any risks associated with H1N1 vaccines? According to the CDC, those at high risk for the H1N1 virus are children under 2, individuals over 65, pregnant women, individuals with certain chronic medical conditions such as asthma, diabetes, and HIV, and children under 19 on aspirin therapy. For the high risk group, the H1N1 vaccine risks may be worth the reward. The H1N1 virus is more likely to claim the lives of one of the high-risk individuals than it is someone who is completely healthy. Pregnant women and those caring for infants under 6 months of age are suggested recipients of the H1N1 vaccine. The H1N1 vaccine risks may be worth it for those trying to protect their children from the virus. Another concern about the vaccine stems from a complications with a vaccine for a different type of swine flu back in 1976. The flu struck a military base in New Jersey, and the government launched a large- scale vaccination campaign. 40 million Americans were immunized, but the campaign was halted because over 500 people developed a paralyz-
ing neurological condition called Guillain-Barre syndrome. The chance of this occurring again are smaller, according to the World Health, because “today’s vaccines are more purified.” However, the full safety profile of any vaccine is unknown until it has been used on a large scale. Still, that’s one of the H1N1 vaccine risks that freaks people out. According to Dr. Jennifer Ashton, GBS is a “rare, neurologic disorder that has elements of an auto-immune condition in that some trigger (usually an infection or rarely a vaccination against an infection) results in a progressive weakening of nerves. GBS starts in the legs and works its way up the body.” 80% of GBS patients have a full recovery about a month after their onset of symptoms. 2 to 3 people can die of this disorder. What about season flu vaccine? Could seasonal flu vaccine increase H1N1 risk? Preliminary findings from a study by the B.C. Centre for Disease Control suggest those who took the seasonal vaccine could be more susceptible to H1N1. The revelation comes as flu season hits some B.C. schools hard.
Do You Need to Obtain a College Health Care Plan? Upon graduation from high school, there is no doubt that you will surely start your tertiary education in college or university. At age twenty, children will not be covered by health insurance of their parents and this can be disastrous if they are merely study and do not do part-time job. Some universities or colleges may have insurance plan offered to students. These insurance may not answer all your needs but you need to be meticulously considered it. Most of the universities and colleges offer student health insurance plans. These plans should absolutely be at reasonable price, and can give you the school’s nearest hospitals. This option is one that you should definitely think of, if your son or daughter is enrolled in a college far away from home. You may have a problem getting
treatment at the campus health centre if you have pre-existing condition. Having a preexisting condition or illness does not mean to prevent you from obtaining health insurance plan, but you may not be eligible to have your treatment on your pre-existing condition. It can be troublesome if your new symptoms develop from a pre-existing one. Health schemes are different, so be sure you find out everything about your health insurance plans. Be sure that your health plan stretch to summer break when you or your child do not take classes. This is vital for you because you don’t want to find out that your health care does not cover when you need it most. Some college health insurances may not cover during summer break, while others do. He doesn’t know if the artist was licensed, but stories such as his are a reminder that people should make sure the person inking them is certified and safe.
Little oversight
Rodrigo Melo, artist/owner of North Star Tattoo in the East Village, pays $100 a year for his license, but he said: “The health department doesn’t do any regulation on us at all. … I’ve been working in the city for 10 years and I’ve never seen one person come in to check.” The city health department — which licenses artists, not shops — refused repeated requests to comment or to provide the number of violations it has issued. As of Sept. 23, however, there were 25 complaints about tattoo artists to the city’s 311 hotline, bringing the five-year total to 80. While that doesn’t seem like a large number, some in

The Best Japanes Recipe
5 cups of steamed Japanese short grain rice n Crab sticks n Cucumber (cut into strips) n Ripe mangoes (cut into strips) n Wasabi (Japanese horseradish paste) n Light soy sauce n Nori sheets (Dried seaweeds) n Japanese mayonnaise n Tools needed: n Bamboo sushi mat n Cling wrap n
Healthy, taste and easy to cook... By: You Lin Eating Japanese food is probably one of the most interesting, pleasurable and satisfying dining experience you can ever have. When Japanese food is served on your table, you can expect to see a feast of colors, an appetizing aroma and a scrumptious and filling recipe. Eating, however, is just one of the parts of the total Japanese food experience. Food preparation is where everything starts. Since Japanese food usually appears to be a culinary masterpiece when served, it of course is expected that careful preparation has been done to make such possible. Sushi is one of the most common favorite Japanese foods. Its ingredients are also usually available even in common grocery stores. You need sushi rice, ginger, sushi-su, wasabi, soy sauce, dried seaweed wrap or sushi nori, tuna or salmon, miso soup, cucumber, avocado, crabsticks and sesame seed. You would also need a rolling mat to form these ingredients into a roll, ready to be cut into the eye-candy bite-size pieces. The ingredients which are required to be cooked, must of course be cooked. But the general idea is that these ingredients are just diced and set on the seaweed wrap and then rolled into a sushi log using the rolling mat. The sesame seed, the oil and the soy sauce are just for garnish. Generally, sushi is a favorite Japanese food. It is almost easy to prepare unless you choose to use very unique ingredients such as ikura (salmon roe) or uni (sea urchin roe). Usually, the basic ingredients of a sushi is used only that the nori is fashioned to have an excess, cup-like formation towards the end. This “cup” then serves as “housing” for the uni or ikura used. You must remember though that if you choose to utilize these ingredients in your recipe, you must serve your product immediately as the nori would easily turn soggy because of the wet, paste-like texture of the roe.

Preparation:
Sushi is one of the most common favorite Japanese foods. Its ingredients are also usually available even in common grocery stores.
1. If the rice is newly cooked, set it aside and let it cool. 2. Cover the sushi mat with cling wrap and lay nori on top. 3. Spread an even layer of rice on top of nori. Leave an allowance of approximately ½ inch on its upper edge. (Allowance is necessary to secure the nori together after wrapping.) 4. Then, arrange crab sticks, mangoes and cucumber strips in one file at least an inch from the lower edge. 5. Start rolling everything together in a log. Pack the ingredients as tightly as you can for better presentation. 6. Slice the rolled california maki into smaller portions. Since sushi rice is sticky, this is best done with a sharp wet knife. 7. Arrange in a platter, top with Japanese mayonnaise and serve with wasabi and light soy sauce.

What Are Organic Foods? Organic foods are in reality food that have been grown naturally just as how foods had been grown for centuries gone by. In the fields the farmers are nor allowed to use any of the insecticides, pesticides, fungicides or for that matter any modern day chemical on their plants. No use of human waste or sewage is allowed. In the animal kingdom that we derive our foods from, animals are suppose to be reared on pastures free from the above chemicals, antibiotics and any other modern day drugs. The animals have to be reared without the use of growth hormones. Today the term genetically modified applies to farms that tend to use seeds that have been scientifically tampered with in order that the farmer may yield a
higher crop on harvesting.
How are organic foods produced?
The farms have to be free of any chemicals for a a specified number of years. Once the land has been certified clean then the farmer can operate as an organic farm. The organic crops cannot be treated as modern day farms operate. Rather they have to follow more stringent methods to prevent infestation of rodents, insect, etc. from contaminating their crops or live stock.
How to grow organic foods?
Extreme care has to be taken to prepare the soil and keep it free from air borne insects as well as rats and mice. There are a number of plants that can be grown that will help to keep the insect population down.

The new movies of 2010. It doesn’t sound like a real year does it? 2010. More like something that appears on a title card at the beginning of a movie. It sounds like the future. New Moon
Inception Starring: Leonardo Dicaprio, Ellen Page, Marion Cotillard, Joseph Gordon-Levitt, Ken Watanabe, Cillian Murphy, Tom Hardy, Michael Caine Director: Christopher Nolan Release Date: 16th July 2010
Nothing else could have been number one, not after 2008, not after The Dark Knight. It. Was. Awesome. Due in no small part to the genius of Christopher Nolan, a director with an enviable track record, who now turns his attentions to the sci-fi genre with Inception, a movie shrouded in Cloverfield-levels of mystery. We know Ken Watanabe is blackmailing Leonardo DiCaprio, who’s married to Marion Cotillard and works with Joseph Gordon-Levitt and Ellen Page, but that’s it. Oh, and, it’s set within ‘the architecture of the mind’, which could mean anything at this point. Inception makes number one sheerly on the basis of the talent involved, the mega cast, the phenomenal director, and, again, because of 2008, which as our top two shows, was quite a good year for movies.

New Moon is the next edition in the Twilight series sees a whole new side of Jacob who we were introduced to in Twilight. Of course everything is not normal in the hometown of Forks. Vampires are real, and now so are Werewolves. Jacob Black, who is Billy’s son didn’t know that the stories about their ancestors are actually true. You may have seen the New Moon trailer, and can see Jacob transforming into a werewolf because its in his blood line. There is great Since there was a change hype for this in the directors from Twilight upcoming movie to New Moon, I’m assuming this movie would be much and its possible better laid out than the first. it will be one of I loved Twilight, don’t get me the top sellers wrong, but the Twilight didn’t in 2009. have that great acting in it. I preferred the book way over the movie. There is great hype for this upcoming movie and its possible it will be one of the top sellers in 2009. Many teenagers are squealing over Taylor Launter’s new body which you can see a preview in the trailer. He fits the role so well, it was crazy thought to think about replacing him with another person. The date is coming closer! November is just around the corner and before you know it, the cinema’s will be packed with Twilight fans. Be sure to grab your tickets early! And take part in our competition, We’re giving away 4 New Moon Tickets and the New Moon Book!

or whatever reason you might find yourself in Dover, the capitol of the first (and second smallest) state, you might find yourself at a loss as to what to do. There are the obvious chain restaurants and movie theaters, but it would be relatively easy to overlook the real hot spots in this tiny city. Here are some places to consider if you really want to have a great night out: The Rooftop at the Sheraton HotelThis club/bar/lounge, housed in the upper level penthouse of the Sheraton Hotel caters to a more mature crowd. It also showcases a live DJ, spinning a modern mix of rock, dance, and r&b favorites. Next to the dance floor is an impressive, mirrored U-shaped bar staffed by several bartenders and cocktail waiters. Small, intimate tables run along the length of the floor-to-ceiling windows, allowing patrons an overhead view of the entire city
of Dover. Dress code is After-Five Attire, no jeans or sneakers. Bubba’s- A lively sports bar/club that features numerous flat screen TVs broadcasting the most exciting sports events. Live bands, a big dance floor and one of the state’s only indoor smoking lounge often draws a big crowd. On many nights there are themes ranging from lingerie, to karaoke, to bike night. Also, there is a modest food menu, and a game room with over a dozen pool tables and arcade games. There is one long, continuous bar in the front and a second smaller bar in the back. They offer a variety of beers on tap, as well as some exclusive and creative mixed drinks. Casual dress code. Dover Downs- Features a dual-level casino that houses a plethora of slot machines (no tables, as per Delaware law). The top level features a live horse racing track viewable from the balcony. There

are several restaurants categorized from casual delis, to hot buffets, to gourmet seafood. Adjoined is a luxury hotel with a convention center and a full service spa in the works. Famous musical and comedy acts frequently pass through as there are several acts scheduled every weekend. No dress code, all ages except for casino.

Party Time!! Stories... Party!!! Time to play lots of pool. The tables are open tonight and there is to be people there because this is the active night. I am going to celebrate college by staying up and playing pool. I am always studying and working, so I deserve a break and some play time. The pool tables are open tonight, and I am ready to bring my custom stick and play the night away. Well, I played pool. But the hall tables at Fast Eddies were empty. The old me would have been fustrated. When I saw that there would be no competition or anyone to play with, I just said whatever. I brought a Sprite and some Mozzerella sticks and just practiced playing for an hour and some minutes. I had my own loud music blazing in my ear too. I had fun just listening to music, and practicing because I knew that my best friend was right beside me teaching pointers on how to play better. I had then proceeded to Wal-Mart. I realize that my grocery bill was $362. I guess that’s the cost of eating healthy. I have to take in a certain amount of intake for my metabolism rate to stay up.I still have to buy my Vitamins, bars, and supplements. I am glad though. My money goes towards God, ministry, bills, food, health, and work. I don’t remember the last time I brought a video game, but I can’t get nice things for myself if I can’t do the other things. The nice things I do for myself are trust God, serve God, love God, and stay healthy. I guess that’s all that really matters in life anymore. The question is always two items, how can I serve God better; how can I show others around me that I love them all. Life is not forever, I just want to pass knowing I did all I could to help and bless others. I want to pass peacefully in my bed s an old man that left the world in line of truth leading to Christ, as a Christian martyred on the frontlines for Christ, or as a soldier protecting my country and others. I live to serve. My God, My God, you are my rock. Please be my shepard. Lead me to your courts so that I may praise you always at your feet. One step at a time I take and thankyou for my life.

Just What You Need to Set Your Holiday Party Plans in Motion Are you planning to throw a holiday party and not sure where to begin? Read below for some tips to get you moving in the right direction. What kind of party is this? Decide how you want your party to feel. Should people come casual or dressed up? Are children allowed? Is this a family party? Something for your friends only? Something for the whole neighborhood? Do you picture just enough people to fill your dining table or do you see holiday crow mingling in every room? The answers to these questions will determine the choices you make in every other area. Set a Date Choose a date for your event. With only so many weekends in December it can be hard to find a date that is not already occupied by another holiday party. You will want to decide early so you can get your invitations
out. If you are having a dinner party of 10 or less maybe a weeknight would work as well. Choose your Holiday Party Decor Will you use “real” plates or will fancy paper plates do? For a large holiday crowd, do you even have enough “real” plates? Do you have nice table arrangements or will you need to acquire some? Take stock of your serving dishes. Do you have something appropriate for this occasion? Now is the time to get out those holiday salt and pepper shakers and the glasses with the holly leaves. Make sure your holiday tree and/or decorative lights, etc. are in place in time for the party. Plan a Holiday Menu Are you going to prepare heavy hor ‘dourves or serve a full dinner? How much space do you have to put food out? What will you use to keep hot food hot? Make sure there are options suitable for children if they are invited to the party. Be sensitive to your vegetarian friends as well and make sure there is something for them to eat besides a salad.
Margarita Concoction Maker The fun time of the year is coming, it is party time! I’m looking forward to all the entertaining and I plan to make some really cool cocktails for my guests. Well for that I will need a Margarita concoction maker. The reason why I like it so much is, you can give your imagination free reign. Try the recipes you have and then try variations. Remember, there is also no law that says it has to be alcoholic. Glorified “smoothies” with exotic fruit and cream will also go off very well with the kids. Because this margarita concoction maker can also be used to make smoothies with, you will get very good use from it. In the evening you can make party cocktails with it and in the morning you can make a healthy smoothie with it to send the kids off to school the healthy way. Here is a tasty smoothie recipe to give you an idea of the tasty
drinks you can make with the Margarita concoction maker : Cappuccino Smoothie Ingredients: * 2 cups brewed double strength coffee * 1 pint coffee ice cream * 6 cups ice * 1 1/2 cups milk * Whipped cream * Cinnamon for garnish Method: 1. Place the coffee, ice cream, and milk in concoction maker. 2. Add the ice to the top ice reservoir. 3. Set your concoction maker on 3 drinks and to smoothies. 4. Mix until smooth. 5. Top the smoothie with whipped cream and sprinkle it with the cinnamon Remember, you do not really have to worry about an accurate amount of ice in the ice reservoir as the machine will automatically shave just the right amount into the jug.
