Iraq’s Cabinet overwhelmingly approved a security pact with the United States after a swift debate yesterday following tough negotiations about how long and under what conditions American troops will stay in Iraq. The deal needs parliamentary approval, and lawmakers could vote on it as soon as Nov. 24.
