We operate under the authority of the Municipal Government Act of Alberta and have a set of Bylaws, Policies and Procedures that guide us in our daily duties, responsibilities and service levels to help ensure affordability, fairness, equity and consistency in our decisions. As a local service provider we understand the benefits of collaboration and cooperation with our regional partners in the delivery and/or funding of many joint initiatives and priorities shared by both Town and County of Stettler residents. We value highly the successes that our regional municipalities have achieved while working together. Town Council and Senior Administration is very proud of our team of employees, our sport/culture & municipal facilities, and the level of services that are available in a municipality of our size. We annually compare ourselves to other similar sized municipalities and are pleased that our taxation and user pay levels are very competitive being below the average in most categories while offering as much or more to our residents.

Equally important are the people working in our industrial and business sectors who provide the supplies, services and in-demand expertise contributing greatly to the sustainability of our Town as a vibrant regional hub for many other services like education, health care, agriculture and retail. Stettler Regional Fire Rescue is fortunate to have two full-time regional employees and the volunteers that cover both the Town and County of Stettler.
NEED MORE INFORMATION ON OTHER DEPARTMENTS? Parks & Leisure Services: Depending on the season, 35-40 full-time and part-time staff keep the pool, rinks, parks, sports fields, the senior’s HUB, boulevards, fitness centre, cemetery, community hall, the skate park and the Stettler Recreation Centre humming.
Operations: 19 full-time and casual staff who are responsible for operating & maintaining the water treatment plant, the water system, sanitary and storm sewers, maintaining vehicles, roads, signs, snow removal, street sweeping, the Spring Cleanup and so much more.
Administration & Finance: These are the folks you are likely to reach on visits and phone calls to the Town Office. We have nine employees who perform many office-related duties including: grants, accounts receivable, accounts payable, budgets, administration support for all meetings, cemetery, utilities, human resources, etc.
Planning & Development: We have two employees who provide professional planning services and ensure orderly and maintainable development within the Town.
Mapping & GIS: We have a Geographic Information System Technician that takes care of linking mapping to other town information for decision making. He is a contact point for updates to the website or social media and he is easily distracted, so we got him to help make this publication.
Other: Some Town services are contracted out (bylaw enforcement, waste collection, assessment, policing and building inspections.) Other services are partially supported (airport, Regional Board of Trade, Heartland Beautification Committee, handi-bus, FCSS, Regional Library, HYC, policing support staff, administration for the Summer Village of White Sands, Regional Fire & Rescue and more).

WATER SAVING TIPS: • Shorter showers – Cutting showers by 1 minute can save 10L of water (3000L per month). • Save while brushing – Turn off the water while brushing your teeth or shaving. • Make every flush count – The toilet is the biggest water user in the house. • Make plants happy – When running the sink/shower for hot water, collect the water that runs before it gets hot to use for water plants. • Keep drinking water in the fridge – Running the tap to cool water for drinking loses 12L of water per minute. • Use all the dishes – Wait until you have a full load before using your dishwasher.

Dandelions – Education and Control Five steps to a Pesticide-Free Lawn 1. Ensure your soil is healthy, well conditioned with compost, and has adequate drainage. Fertilizer regularly in the spring and fall with organic compost.
Additional Helpful Hints
2. Mow your lawn on a high setting (3 inches/7.5 cm) to crowd out weeds and conserve soil moisture. Keep your blades sharp to prevent lawn pests.
• Use a variety of grasses that can tolerate a range of growing conditions for both sun and shade.
3. Leave grass clippings on the lawn, or set mower to mulch to provide a natural fertilizer and retain moisture.
• Ensure the pH of your soil is between 6.0 and 7.0. Mulch, needles and cones from evergreens can help lower pH naturally.
4. Water only 1 inch per week including rain. Longer, infrequent watering helps develop deeper, healthier roots that resist disease. Water in morning to reduce evaporation. 5. Aerate and dethatch your lawn to help with water retention and air circulation. Aeration can be done with a simple garden fork or by renting a power aerator. Top dress with compost in the spring or fall and re-seed where necessary. To de-thatch gently rake your lawn in late spring.

NUISANCE PROPERTY Be a good neighbour and we all look good. Investigations related to nuisance and unsightly properties during the spring and summer months totals more files than all other bylaw related complaints combined for the same time of year. The abatement of nuisance and unsightly properties begins through a complaint being made at the Town Office or from an observation made by a Municipal Enforcement Officer. When is a property considered to be Unsightly or a Nuisance? 1) Overgrown grass, weeds, trees and shrubs. Grass and weeds on a property in Stettler must be controlled to a growth height of 20 centimeters (about 8 inches). When trees and other vegetation grow to obstruct a sidewalk, street, alley, street signs, or other areas which may be a potential hazard the overgrown limbs need to be cut away. 2) Garbage, refuse, and abandoned vehicles or equipment. A property owner in Stettler has the duty to ensure their property does not accumulate an excessive amount of unused, unwanted or discarded material. Examples of nuisance material include, but is not limited to: • Garbage bags full of household garbage, grass, leaves, or other waste material • Wrecked, partially wrecked, damaged or dismantled vehicles

• Household furniture and appliances • Sewage, hazardous materials, and animal carcasses 3) H ouse or property not being kept in a reasonable sate of repair. The general upkeep of a property and the main structures present is just as important. Examples of this would include, but is not limited to: • Presence of large holes or excavations • Damaged fences, steps, sidewalks, or other foundations • D eteriorated structures (such as a house) displaying sigs of poor maintenance and up-keep. 4) P lacement of objects which are prohibited. Certain items are not permitted to be stored in the front yard of a property such as: • Vehicles • Recreational vehicles (motor homes) • Watercrafts (boats on trailers) Keeping a property clean and nuisance free can prevent the arrival of scavenger animals such as skunks, cats, coyotes, and badgers who may choose to take up residence. Regular maintenance of a property and preventing the buildup of garbage and other household refuse will keep your neighborhood bright, clean and enjoyable.

A Development Permit is not required for the construction of gates, fences, walls or other means of enclosure less than 1.22 m (4 ft.) in height in front yards and less than 2.0 m (6.56 ft.) in height in side and rear yards except where corner lot restrictions apply.

The maximum height of a fence as measured from grade shall be: • 2.0m for that portion of the fence which does not extend beyond the most forward portion of the principle building on the lot; • 1.22m for that portion of the fence which extends beyond the front most portion of the principle building on lot; and • In the case of the corner lots please contact the Town Office. • It is the owners responsibility to identify property lines.

a Deck? A Development Permit is not required for the construction of an enclosed deck that does not exceed 15m² in area. A Building Permit is not required for a deck measuring less than 0.76m in height from grade. Examples: • If a deck measures greater than 15m² in area a Development Permit is required, if it is less than 0.76m in height it does not require a Building Permit. •

If a deck measures 15m² or less in area it does not require a Development Permit, if it is more than 0.76m in height it requires a Building Permit. If a deck measures greater than 15m² in area and is greater than 0.76m in height a Development and Building Permit are required. Please note that a deck can be no closer than 0.6m to the side and rear property lines.

Building a Garage or Shed? A Development Permit and Building Permit are not required for the construction or installation of an accessory building that does not exceed 9.5m² in area and 2.5m in height, provided that the structure is portable and not fixed on a permanent foundation or concrete pad.

WHERE DOES MY WATER COME FROM?
The water treatment plan (from a distance) which draws water from the Red Deer River.
The town’s water system consists of the water treatment plant, two water reservoirs (one in town and a shared reservoir on the west side of town), and kilometers of underground piping to provide water to your home. The in town water reservoir is located at 4809 - 49th Street, adjacent to the Stettler Firehall and Sobeys. The reservoir stores 4500 m3 of treated water for the town. The storage of water is important to provide enough water supply for fire fighting, but also to ensure an adequate supply of water is available in case of emergency if water cannot be supplied by the water treatment plant.

FAQ REGARDING THE WATER
In the fall of 2014, the Town Reservoir was upgraded with an HDPE liner to ensure it is water tight and to prolong the life of the reservoir.
What chemicals are used to treat the water? Chlorine is used as the ďŹ rst level of disinfection at the water treatment plant. The process to make clean water is lengthy and involves many stages of treatment, settling and chemicals to ensure the water at your tap is safe to drink. Bi-annually, the town publishes a complete chemical analysis for the public to see. It can be found on our website under the Water Department.
Why does the water have an earthy smell? In the spring and at times of frequent rain storms, the water in the Red Deer River can have lots of organic material in it. During the treatment process, not all of the odor can be removed from the water. Please be assured that daily testing occurs at the water treatment plant, we meet or exceed all regulations set out, the water is safe to drink.
Why is my water bill so high this month? Water meters are typically very accurate, so if you have a month where the water consumption has gone up unexpectedly you may want to check for a leaky toilet. Put drops of food colouring into the tank of the toilet and leave the toilet unused. After several hours, if the water in the bowl is coloured, you have a leaking tank that needs maintenance.

WHAT CAN YOU DO TO PREVENT FLOODING?
Ensure your weeping tile and sump pump is not directly connected to the sewer and is pumped outside onto your lawn. Sump pumps connected to the sewer overwhelm the system during rain events and can cause sewer backups into basements.
If you notice a storm drain is not draining, be a gutter buddy and remove the debris so water ows.
