In 2019 the Town celebrates its 25 year anniversary. This milestone is a great catalyst for us to recognise our history, reflect on how far we’ve come as a community, and look forward to a new era of future growth and development. It’s a testament to the council and you, our community, on just how remarkably well we’ve adapted to change over the years. I’m particularly proud of the way we have always welcomed people from all walks of life into our patch. We’ve come a long way since our official break away from the City of Perth in 1994 to become a separate and unique district in our own right. Funnily enough, since that time of distinguishing the boundaries and then abandoning amalgamation proposals in 2014, we have learned to look for ways to partner with our neighbouring local governments more, to share resources, find efficiencies and work together so we deliver broader outcomes for the whole community. This is a clear sign that over our 25 years, we’ve matured and continue to evolve more and more toward a space of collaboration, which has meant letting go of our competitiveness and embracing cooperation across boundaries.

Last year, we signed an MOU with the Shire of Morawa, reaching out regionally to share the love, and more recently, we supported the signing of an MOU with the Cities of Perth, Subiaco, Vincent and South Perth to explore even more collaboration opportunities on things like waterfront activities and tourism campaigns. All up we have a lot of attractions and events across our areas. To have an understanding to encourage and foster collaboration will actively bring our communities together. Thanks to those who participated in our consultation on ways to celebrate 25 years of the Town. We look forward to doing this over the year building up to the November anniversary date. Keep an eye on our website and social media channels for ways to get involved and enjoy the celebrations.

WE’RE OPEN Welcome to VIBE You will have noticed the Town’s Life in the Park corporate magazine has a new name and a new look. Welcome to VIBE - a reflection of a brand refresh the Town has undertaken to live up to its vision as a dynamic place for everyone. Following a mass consultation process (Evolve) to develop our Strategic Community Plan 2017-2032, which introduced our new aspirational Vision, Mission and Values – we realised we had also stopped looking for meaning the life and started on a journey of being open. Now in our 25th year, we felt it timely to create a new look and feel for the organisation that expresses what we really want to stand for. We asked ourselves what does being ‘a dynamic place for everyone’ really mean to us and how we want to work with you. The result is We’re Open Vic Park.

This new brand element does not replace the Town’s official logo, but aims to match our visual identity with our vision and consistently reminds us to be open minded in everything we do. With a strong focus on place, people and partnerships, we will be open… to listening, to learning, to new ideas, to living well, to having fun and to finding better ways of doing things. WHO’S IN YOUR TOWN

Grants funding boosts Vic Park community groups Community groups play a vital role in helping our community, and they’re just one of the reasons we love Vic Park. Last month, we presented more than $100,000 to local groups as part of the Town’s 2018/19 Community Grants Program. This included more than $75,000 in community grants and $25,000 in place grants to 20 groups and organisations. The community grants are provided to increase capacity of community groups, businesses, clubs and organisations in the Town to implement projects, activities and programs that enhance and promote community wellbeing in the Town. Place grants are designed to assist ‘town teams’ to improve the district’s places and contribute to them becoming more sustainable not-for-profit entities. A town team is a group of residents, businesses and landowners working collaboratively to improve their local neighbourhood. This could include physical improvement, a business development project or a town centre marketing initiative. “Our community groups provide a range of services within the Town and contribute to making Vic Park a dynamic place for everyone,” said Mayor Trevor Vaughan. “They do this without much recognition most of the time, so these grants are not only a way of assisting them financially, but also a way of saying thank you for their contribution to the Town.” Matthew Ghobrial from St Mary’s Outreach Service Inc said their grant of more than $7,000 will help them provide a “quality home cooked meal with dessert” to about 35 people a week, and a pop-up health clinic with more than 20 patients, many of whom are regulars. 03 | VIBE AUTUMN 2019

“Some of our guests have claimed not to have visited a doctor in 20 years,” he said. “This grant enables St Mary’s Outreach Service to reinvest into and offer a broader range of specific services to those most marginalised in our community. “We have discovered a significant boost in morale amongst guests when offered friendly available health support alongside meals and a service offered with dignity and respect. “If you are thinking of applying for a grant, consider how your idea and initiative serves others. The Town is helpful, with a lot of experienced staff who can assist and offer friendly advice to help start an application,” Mr Ghobrial said. GROWTH SERIES

Growth Series Influential architect and urban designer Jan Gehl once said, “First life, then spaces, then buildings”. This seemingly simple quote is one of the most well-known and telling comments on contemporary placemaking. Firstly, it identifies the main components of a place – the people and activities that occupy space; the buildings that contain private spaces and provide definition to public spaces; and the areas or public spaces surrounding the buildings. But further, it prioritises these three components in the placemaking process. For Gehl, the needs of people should always come first. As cities grow, the emphasis on people in public places becomes increasingly important. A growing population means more people using streets, parks and community spaces. However, in an infill growth situation, opportunities to increase the area or size of public land available are often limited. And often those existing public spaces are set up to be used in ways that might not suit the growing population.

So how does a local government respond to this problem? The answer is not a simple one, but at the forefront must be smart design that places people and their needs first. It is also about rethinking how we use places more generally. Public places are not just parks and plazas. They are any spaces between buildings where public life can happen. And the largest of all these spaces? Our streets. Streets are not only the spaces we use to move cars, bikes and buses, but places where we can stroll with the dog, stop and talk to neighbours, or enjoy little details like public artworks or the shade of a street tree. These activities can only occur when the street has been designed for people and activity, as well as traffic and movement. The Town is working to increase visibility of good street design in its operations, so that streets become a vital and valued part of local public places. Recent community design workshops for Etwell Street and Vic Park Collective’s Streets Ahead project are the first steps in elevating the quality of street life in the Town as it continues to grow.

State Underground Power Program update As previously communicated, the Town was successful in its application for the areas of Victoria Park West, Victoria Park East and Carlisle North to have underground power as part of the State Underground Power Program (SUPP). As infrastructure needs to be retrofitted in older established areas, unforeseen technical issues have arisen and delayed completion of electrical design. Construction in each project area is now set to begin in late 2019. Each project area is scheduled to have a construction timeframe of between 14 and 18 months. Installation of underground power will also include the installation of new street lighting to meet current Australian Standards. Disruption to residents will be kept to a minimum.

When detailed electrical design is complete, the total project cost can be determined and will allow Council to consider and set the service charge. Every property owner will be contacted individually by mail and advised when Council has set the cost of the service charge. There will be several payment options available.

The Town is Urban Forest Strategy (UFS) aims to increase tree canopy cover to 20 percent with the planting of up to 256,000 new trees in the coming years.

Trees are critical to urban environments – they lower temperatures, filter particulates, reduce storm water run-off, protect homes from wind gusts, provide habitat for wildlife and so much more.

The UFS, adopted by council in September 2018, is now moving into implementation phase. To mark the efforts of the community members who helped develop the UFS, the Town recently installed a recognition bench at John Macmillan Park, which included the planting of the first tree.

New community facilities coming soon to Lathlain Precinct Tenders have now closed for work to deliver more elements of the Community Zone 2 and 2X (former Lathlain Carlisle Bowling Club) of the Lathlain Precinct Redevelopment which includes: • an all-abilities playground and nature play area • seating and picnic facilities with shade structures • new green spaces for passive recreation • new lighting • new oval gatehouse and public toilet facilities • a fenced dog-exercise area • two new multi-sport courts • universal access pathways • improved off-street car parking in Zone 2 • new native landscaping and re-vegetation - including preservation of existing trees within the development zones to sustain local wildlife. Following the selection of a contractor, a detailed work plan will be developed with works expected to start mid-year.

Verge upgrade works – Bishopsgate Street The footpath along a section of Bishopsgate Street outside Lathlain Oval is currently closed for upgrade. The work, being undertaken by a contractor on behalf of the West Coast Eagles, includes a new pedestrian footpath, vehicle cross overs, bus bays and landscaping. We’re asking pedestrians to please avoid the area and use alternate footpaths.

25 year celebrations In 1829 the first non-Indigenous people settled in the area and the first land grants were issued. Governed by a road board from 1894, the Town was declared a municipality in 1897. It was amalgamated into the City of Perth in 1917 after becoming unsustainable as an autonomous political entity. On 1 July 1994, the Government of Western Australia decided to split up the local government area (LGA) of the City of Perth, creating three additional LGAs and retain a smaller City of Perth. The new LGAs were the Town of Vincent, the Town of Cambridge and the Town of Shepperton which was later changed to the Town of Victoria Park, following community discontent with the given name. 07 | VIBE AUTUMN 2019

Town of Shepperton established on 1 July 1994. Outcome of the 1993 Perth City Council restructuring act.

8 November 1994 was the first Victoria Park Commission council meeting using the title Town of Victoria Park.

Inaugural Shepperton Commission meeting held on 1 July 1994. Commissioners appointed to oversee the municipality until local government elections in May 1995.

10 May 1995 was the inaugural special meeting of the Town of Victoria Park council held in the Park Recreation Centre.

Petition to change name to Town of Victoria Park approved by WA Governor. Name change on 2 Nov 1994. Town of Victoria Park Library also opened its doors on this day.

Elections held to replace the Victoria Park Commission with eight councillors and a mayor. 6 May 1995, Mick Lee becomes inaugural Mayor of the Town. 19 April 1996 was the official opening of the admin centre at 99 Shepperton Road.

Harmony Day – learn the Wanjoo (welcome) song To celebrate Harmony Day, the library will host a special presentation of Noongar language in song with fun Wanjoo (Welcome song) workshops on Thursday 21 March. First Steps Collection Being a confident reader is an important foundation for learning throughout life so reading with your child each day will give them a great start. The library’s First Steps collection supports your child while they are learning to read. The steps are age and ability appropriate and are designed to gradually increase your child’s reading confidence. The library also has a large collection of titles specifically for struggling readers. The collection has been recommended by the Dyslexia-SPELD Foundation and includes readers and fun games to help your child on their reading journey. Ladies Social Squash The Leisurelife Centre is currently taking expressions of interest for our new Ladies Social Squash starting each Wednesday in Term 2, 2019 from 9am-11am. The program will be facilitated by a qualified and experienced coach and is suitable for all abilities. All participants in the social squash program will also have free access to the crèche during the session! Aqualife swim school program Aqualife Swim School caters for babies from six months through to squad introduction and adults, and our programs run year round, including school holidays! Online parking appeals We are pleased to announce that you can now lodge your parking infringements faster and easier through our online appeals form. The new form aims to create a more efficient and effective process for anyone who would like to lodge a parking infringement appeal. Features include the functionality to quickly advise if your infringement can be successfully appealed and the ability to submit and attach all the information needed to support your appeal. Have you seen this insect? The European wasp has been detected within Lathlain and we require your assistance to help manage this exotic pest. The European wasp creates large underground nests that could pose a safety hazard if disturbed. The European wasp has distinct behaviours and characteristics that differentiate them from native wasps, these include: • actively scavenging upon other insects • actively scavenging upon human food and drinks, and pet food • flying in and out of a single hole within the ground (nest entrance) • flying with raised legs (other wasps dangle their legs) • black antennae (similar looking species have orange/yellow antennae). Six month parking trial In early April 2019 we will launch a six month parking trial to review current plans for continued equitable access. The trial will investigate the effectiveness of paid parking, parking bay occupancy and the relationship to price and free time periods in Albany Highway paid parking hot spot zones. Parking technology supplier, Duncan Solutions will support us during the trial and acknowledged this particular trial framework as a first amongst their local government customers in Australia. Outcomes of the trial will assist us in making recommendations to Council to consider future amendments to the Town’s Parking Management Plan. Deputy Mayor Vicki Potter said the Town aims to support equitable access given the Town’s limited parking resources. “As a destination we need to balance the needs of residents, local businesses and visitors to the Town.”
