Message from the Mayor Hello everyone. The Town really comes alive during Spring and I can’t wait to experience the great events and activities that are planned in the area. A lot of them are featured in this edition of Life in the Park, so pencil them in to your calendar and I hope to see you there.

In the Winter edition, we put the call out for your suggestions on what the name of our new City should be. I’d like to thank everybody who made a suggestion; many approved of the suggested names of South Bank, Yaragan, Curtin and Twin Rivers, but we also had some interesting alternate suggestions, the most popular one being a combination of the Town of Victoria Park and the City of South Perth that bears a striking similarity to the name of an infamous American cartoon! After collating all the submissions and assessing them against specific criteria, the most suitable name turned out to be South Bank. Therefore, the Town formally submitted its recommendation to the Local Government Advisory Board (LGAB) that the new entity be named the City of South Bank. The Minister for Local Government has indicated he would make his announcement on what has been decided for the Town some time in September – this will include the new name. Keep-up-to date with what is happening with Local Government Reform through the Town’s Facebook, Twitter or website.

Local Government Reform is an exciting prospect for our community, whatever decision is made by the Minister. This is our opportunity to develop a new model of local government, a model that is truly customer centric. Local Government Reform has fast tracked what the Town was hoping to achieve long term anyway – a new model of local governance. Talk to us about what you think the new city should look like to best satisfy your needs as a resident or ratepayer. Work has also begun on the Lathlain Place Zone Redevelopment. This is the first zone of the Lathlain Precinct Redevelopment Project (LPRP) to get underway and is an important step in the overall upgrade of the Lathlain area. The aim of the project is to create a street that is people friendly and safer for both pedestrians and motorists with some amazing streetscape and infrastructure upgrades. The Victoria Park Community Garden will celebrate the joy of home grown organic vegetables by opening their doors free to the public on Sunday 21 September from 10am until 2pm. Set up in 2010, The Victoria Park Community Garden is a 1000 square metre fenced section of Read Park comprised of 32 allotments leased by individuals, families and community groups to grow their own produce. In addition to the leased allotments there are approximately 25 fruit trees, some communal growing areas, a worm farm and an area for making tea and coffee under a giant Moreton Bay Fig. All visitors to the Open Day will be welcomed by plot holders and given a tour of the garden, while outside in Read Park there will be several family friendly activities for everyone to take part in, plus live music entertainment throughout the event. Members will hold a stall selling plants, homemade cakes, and preserves, giving visitors a chance to taste homemade soup made

by produce grown in the organic garden and enjoy a cuppa with plot owners.

There’s a good community spirit – it’s a good outlet for people to get together,”  she said.

Cisio Stride, a key coordinator and contributor to the Community Garden, says inner city living doesn’t mean locals have to forgo a taste of the country life.

People can become a member of the Community Garden for $10 a year. Adopting a plot costs between $50 – 100 a year, depending on size (concession is half price).

“Our aim is to encourage organic gardening within the inner suburbs as well as providing members and lower income locals a place where they can grow organic fresh vegetables. We also provide special garden beds for other local organisations with clients that have disabilities,”  Mr Stride said. Joanna Bate has been an active member of the garden for the past six months and together with her two children Chloe and Jackson, says they really enjoy the time they put into their small plot of vegetables. “I’d moved to a house that didn’t have the opportunity to grow my own veggies and having this a block away is ideal. At the moment there’s broccoli, cabbage, cauliflower and lettuce but it changes over the seasons.

Town of Victoria Park Wins Culture Transformation Award The Town of Victoria Park has won a national award for successfully transforming its organisational culture into a constructive and high performing one. International consultants Human Synergistics gave a Culture Transformation Award to the Town after staff underwent significant cultural training with Veraison Development that focused on organisational culture optimisation. Culture optimisation at the Town began in 2009 and was undertaken after determining what kind of workplace would be required to fulfil all commitments agreed to by staff and Elected Members. These changes were recognised by an independent panel of experts who compare the level of transformation across hundreds of organisations. Around three organisations a year win a Transformation Award. The award underlines the Town’s status as an employer of choice and its commitment to investing in its people and providing programs to continually improve workplace attitudes.

Acting CEO Anthony Vuleta said transforming a whole organisation is a massive task that required vision, courage, commitment and being values driven. “Equipping staff with cultural training has ensured they are skilled and able to handle significant change, and are in the best possible shape for the current reform process. “Our staff are the best in the business and have undergone a constructive cultural revolution in a short amount of time, and it’s fantastic for them to be recognised for that,” Mr Vuleta said. The Awards will be officially announced at the 16th Australian Culture and Leadership Conference in Melbourne on the 4th of September, in Perth on the 10th of September and Sydney on the 18th September 2014.

Anzac Day RSL The Town of Victoria Park is working closely with the Returned & Services League (RSL) Victoria Park Sub-branch in preparation for the Anzac Centenary commemorations in April 2015. As part of the overall commemorations, the RSL Victoria Park Sub‑branch is undertaking the erection of a Memorial Wall to honour those residents of the Town of Victoria Park who enlisted or volunteered for active service during the First World War. The Town of Victoria Park was established as a major recruiting centre during the First World War with records indicating that some 500-plus people enlisted or volunteered from the district. It is proposed that the names of those enlistees and volunteers will be recognised by having their names and service details listed on a plaque on the wall. “The RSL sees the Memorial Wall as being vitally important to both the residents of the Town of Victoria Park and the descendants of those soldiers because this form of commemoration will be a perpetual memorial by which to honour them and the sacrifices that they made,” said RSL Victoria Park Sub-branch President Kelvin Liddiard. The RSL Victoria Park Sub-branch is currently seeking financial donations to go towards the cost of erecting the Memorial Wall and the plaques. Major organisation donors will be recognised with their details recorded on a plaque. It is hoped that the project will be completed by March 2015 in time for the Centenary. Leading up to the Anzac Centenary, the Town of Victoria Park is working with various community groups, including the RSL Victoria Park Sub‑branch, to plan commemorations. Victoria Park Digital Hub The Victoria Park Digital Hub continues to deliver friendly computer training to local residents and has enabled hundreds of clients to understand the basics and get the most out of their new iPad or laptop. If you ever wished you knew a little bit more about new or old technology then this is the place to visit. Take Christine for example, she came to us a year ago with very basic computer skills, she is now an active volunteer and helping to train local residents herself. We have helped over 30 people gain employment through our resume workshops, word processing training sessions and job application seminars. We can help you set up an email, create a job applicant profile and start applying for jobs online within an hour. The Digital Hub runs highly effective cyber security sessions where you will gain the confidence to surf the net and conduct online transactions securely. Training is completely free of charge and there is no limit to the number of courses you can attend. The Digital Hub is located at 1 Harper Street, Victoria Park (behind the Broken Hill Hotel). Digital Hub Manager, Izzy, is always available to have a chat and talk to you about the different classes available. Victoria Park Art Awards 2014 The Victoria Park Art Awards is a premier showcase event for the region exhibiting artworks from participating Western Australian artists in recognition of their skill and contribution to the Town’s vibrant arts scene. The Town recently announced a $10,000 cash prize for the 2014 Victoria Park Art Awards thanks to new Premier Partner, John Hughes. An additional $2,000 Award for Excellence has brought the total prize money for this year to $12,000. With such significant prize money on offer, this year’s awards has attracted a number of extremely high quality entries into the exhibition. Members of the public have the opportunity to view the entries from Sunday 21 September to Saturday 4 October at Edward Millen Home, 999 Albany Highway, East Victoria Park. The exhibition is open from 10am to 4pm daily and entry is free.

In addition to showcasing entries to the Victoria Park Art Awards, Edward Millen Home is also the venue for a collaborative mixed media installation entitled, ‘Golden Things’ by the Children’s School of Contemporary Art. ‘Golden Things’ is the outcome of a series of high‑energy, hands-on workshops in which participants created and shared a story through the construction of a sculptural assemblage using reclaimed objects sourced from local thrift stores. Alongside the award exhibition, the ‘Art in the Park’ event – sponsored by the Park Centre – will showcase public artworks by Curtin University students in Edward Millen Reserve. Students, with the assistance of professionals working in interior architecture, have created proactive and innovative solutions to place-making, promising an enchanting walk‑through experience.

Moreton Bay Fig Festival Bring your kids to join in the fun these October school holidays at the Moreton Bay Fig Festival, held at John MacMillan Park, Leisurelife and the Library on Saturday 4 October 2014, 12 noon – 4pm. Experience an afternoon jam-packed full of free activities and games. Take in the scenery from the new mini-train whilst you look out for the extra additions this year including a live birds of prey display, inflatable obstacle course and REmida workshops. Rediscover family favourites such as giant bubble blowing, Old Macdonald’s Farm, sports games and a host of face painters. When tired feet need a rest grab a bite to eat from a variety of food vendors, take a seat under the shade and enjoy the performances on the festival stage. All activities are completely free. Activation brings people to Town The Town of Victoria Park strives to be a local government body with a difference. Realising it is people that make a place somewhere great to live, work and play, it looks to lead the way in creating communities that thrive in an open and involved environment. In recent months the Town has been focused on activation and with an enabling attitude has facilitated community groups, encouraging them to implement several initiatives that will bring people out and about for a range of fun and engaging activities. Mayor Trevor Vaughan said the program of activities was assisting the Town in delivering its mission of vibrant lifestyle. “We have adopted an Albany Highway Activation (AHA!) Strategy to help raise the bar on fostering vibrancy and allowing people to be more involved in the community in a safe and enjoyable setting,” he said. “The aim is to create a vibrant place day and night, which encourages the community to be connected socially and physically.” Activities began in July last year with the installation of two people counters and followed with the installation of two parklets, Chinese New Year activation, two pop-up French cinema evenings and the commissioning of urban artworks around the strip. Parklets are pop-up parks installed on a temporary basis, where people can take a moment to unwind and watch the world go by. The parklets currently sit outside coffee houses Cafe Gelato and Antz inya Pantz, but will move around and continue to provide a place for buskers, artists and community members to meet and relax. Pop-up lunches have also become popular in recent months with local eatery J Bento hosting fortnightly alfresco dining and entertainment on Leonard Street, while weekly Hawkers Markets are attracting around 1000 people looking for food and culture on a Friday night. Another initiative of the Town has been to support free Wi‑Fi on a 3.5 kilometre stretch of Albany Highway so residents, businesses and visitors can access the internet from anywhere along the strip, creating a seamless extension of their living room. This means people can get out onto the street and hold virtual business meetings, grab a coffee or sit in a park and browse the web on any mobile or desktop device along what is believed to be the longest continuous point-to-point stretch of free public Wi‑Fi in Australia. “The Town has been very progressive and insightful in advancing technology to meet the needs of its community in making it easier for everyone to get online, stay in contact and access information when they’re out and about,” said the Mayor. “This is linked to our new mobile website lifeinthepark.com.au with features including Near Me which directs you to a variety of nearby outlets, a parking map and an events listing page. “Plus there’s a social media wall that pulls all of the Town’s social media posts to one location. If you use the hashtag #lifeinthepark your message appears in the newsfeed and you can stay across all things Vic Park.”

Christmas Street Mall The 2014 Christmas Street Mall is scheduled for Sunday 30 November, 4 – 8pm. Once again Albany Highway will become a hive of activity with free kids entertainment, street stalls and alfresco dining. 1897  Town Clerk writes to the Education Minister indicating the need for a second school in the Municipality of Victoria Park due to overcrowding at Victoria Park School, opened 1894. 1898  two half‑acre blocks near Mint Street were purchased for £110. The land lay idle for 16 years before the Public Works Department confirmed the school would be built. 1914  two classrooms and an open space were built for £1,099 and the site was opened as an infants’ school by Head Teacher, Margaret Ross, on 20 April with Director General of Education, Cecil Andrews, officially opening the school the next day. 1917  with additions, the school became a full primary school and was soon the biggest state school in WA. By 1927 enrolments reached 1,034 so a separate infants school was established to relieve overcrowding. Post WWII  the school found itself occupying valuable commercial land facing a busy highway and, by 1977, was relocated to a new site in Beatty Avenue (the old State Saw Mill site). Today  the school has two kindergartens, three pre‑primary / twelve Year One to Seven classes, a library, music room, art / craft room, computer room, multi‑purpose room, covered play area and canteen for its 342 pupils.
