The Town’s biggest project, the Lathlain Precinct Redevelopment Project (LPRP) is tracking along nicely with construction on Zone 3 – the West Coast Eagles new training and administration building due for completion early next year. Gentlemen of Victoria Park The Gentlemen of Victoria Park like to think of themselves as the local men’s shed, but without the woodwork, or the shed. The group was formed in early 2015 when eight neighbours got together and decided to organise a regular catch-up. Feeling like their wives and girlfriends were often able to meet other mums and women through schools, mother’s groups and playgroups, they recognised there was that social, community connection missing for a lot of the men in the neighbourhood and decided to do something about it. Now numbering more than 100, the group’s regular meet-ups often include a local pub, many beers, and a chance to meet new people, and talk about fatherhood, raising kids and their health and wellbeing in a welcoming and safe environment.

The group is inclusive and welcoming of all ages and backgrounds and is about getting to know new people, and making a connection to your local community. Men’s Health Week is between 11-17 June, and with this year’s theme being “Men and Families – Making Healthy Connections”, it’s a timely reminder of the importance of encouraging men not to keep feelings and worries to themselves, and to look out for each other. The Gentlemen of Victoria Park are all about starting up a conversation, looking out for your mates and just plain old having a good time. Find them on Facebook or at gentlemenofvicpark.com.au

Natsales bins Coffee & Change pairs great coffee with great conversation and will bring together local groups, organisations and community members to learn how to make some small changes to live life more sustainably. The Town has designed these events to be accessible and inclusive and provides a free child-minding service at the event for parents, who are encouraged to attend. We ask people attending to bring a reusable coffee cup, with food and beverages available for purchase at events.

Plastic Free Future

The Town has begun a trial campaign in partnership with Keep Australia Beautiful Council and Natsales Advertising to promote anti-litter and community messages to our community. As part of the program, Town-based businesses have an opportunity to promote their services on some of the available panels on the upgraded bins. Antilitter messaging and promotion of local businesses and events within the Town will be the only kind of advertising displayed on the available panels. Main Streets The fourth Growth Series article covered activity centres and the importance they have in transforming the Town into as a major employment, entertainment and educational destination in the Perth region. Main streets are the thriving heart of activity centres. They are places where people live, work and play and are the key to supporting a healthier, more walkable, sustainable lifestyle, better-connected local communities and opportunities for economic development. Main streets have suffered due to an increased dependence on cars, and the dominance of large regional shopping centres. Thankfully, traditional main streets are becoming more widely recognised as valuable community assets. Great main streets are safe, comfortable and pedestrianfriendly where priority is given to catering for people over cars. They have street trees to provide summer shade, places to gather and sit and are active day and night. Quality lighting can help to enhance the sense of safety at night, while adding atmosphere and a sense of fun and beauty. Getting the right mix of uses in a main street is critical. Hospitality is the anchor and a diverse food offering, supported by a range of retail uses will consistently drive activity and establish the character of the street. Main streets need to be designed to better serve the needs of all users, particularly for pedestrians, cyclists and public transport users, as well as accommodating green infrastructure including rain gardens and absorbent paving to improve water management. Bringing everyone together to create a shared vision for the Town’s main streets and centres and to deliver on that vision will be a focus in the years ahead. The Town has set its strategic direction and realigned its structure to give attention to place planning and management and looks forward to plenty of conversations about creating dynamic places for everyone. COMMUNITY UPDATE Lathlain Precinct Redevelopment Project Edition 5 | June 2018

Zone 2 Community Activity Zone The first stage of construction for Zone 2 began in February with the demolition and removal of some existing infrastructure including the old toilet block, internal fences and gates, bitumen hardstands and the cottage and outbuilding on Lot 2 (36 Goddard St). The design consultant team contracted for Zone 2 are completing the detailed design of the area. The design contract for Zone 2 does not include design of the Zone 2 toilet block or Zone 2X (Tom Wright Reserve). A Request for Tender for detailed design of Zone 2X and the Zone 2 ablutions building has been issued and will close shortly. Once finalised, the detailed design plans for both Zone 2 and Zone 2X are planned to go to tender for construction contracts, with works anticipated to begin after the end of the 2018 WAFL football season.

Zone 1 Perth Football Club Zone 1 incorporates the development of brand new facilities for the Perth Football Club including multipurpose/shared spaces that can accommodate community events, activities and programs. The Zone 1 development is on hold pending additional funding being sourced. The Town is working with Perth Football Club to manage game day parking for the current football season while construction of Zone 3 takes place.

The hard landscaping and building phase will be done first, followed by soft landscaping (planting of trees and plants) after summer.

Parking in Zone 2X To ease street parking pressures around the Lathlain Park works, the Town has allowed the construction contractor for Zone 2, business hours parking access on Zone 2X for sub-contractor tradespeople and site staff. This arrangement will be in place until on-site parking becomes available as construction progresses.


Zone 6 Community Building

Zone 3 West Coast Eagles The West Coast Eagles and Wirrpanda Foundation training, administration and community building is advancing quickly.

The Lathlain Carlisle Playgroup recently commissioned an indoor mural for the Keith Hayes Community Centre. The beautiful piece was designed and painted by Kat Wray from Red Eclectic and illustrator Rebecca Mills. It took 67 hours to create and was completed in early January.

Much of the concrete base has been poured and the waterproof membrane to the aquatic area has been applied, enabling some back filling of sand from the stockpile to begin. Construction of the facility remains on track for completion in early 2019. Landscaping works will be done once construction of the administration facility is complete to avoid any damage to the new trees or plants during that construction period. The landscaping within the lease boundary will be managed by West Coast Eagles and includes the planting of replacement trees as part of the forward works development application approval given to West Coast Eagles, which stipulates the trees removed during the forward works be replaced at a ratio of six to one. Majority of these replacement trees will be planted within the lease boundary area, with more to be planted in surrounding parks and streets over a four-year planting program.

Zone 7 Equitable Access The endorsed concept plan for 90 degree parking along the southern side of McCartney Crescent is being reviewed to fit in with the newly planned traffic calming measures for McCartney Crescent, developed with community input. A Request for Quotation for the McCartney Crescent engineering detail design for parking has closed and is being reviewed for consultant selection. These construction works will follow the traffic calming works and will be aim to minimise impact on Perth Football Club home games for the 2018 season. Unrelated water and gas main works are currently occurring in nearby streets.


Zone 8 Scouts Zone The Zone 8 project included refurbishing the Scouts hall with mostly external works to improve functionality and the appearance of the building. These works are now complete. The Carlisle Scout Group fixed-term lease for this site ended some time ago and the Scouts continue to hold the lease on a monthly basis. The Lathlain precinct has changed significantly in recent years due to the LPRP. The Town is working together with the Scouts to identify what their current and future needs are, as well as that of the wider community, so we can utilise the site to its greatest potential. There is no set timeline for achieving this, and there will be no change to the existing lease arrangement until we find a solution which is the best possible outcome for the local community, Town ratepayers and the Scouts.

WORKS AND IMPROVEMENTS

GO Edwards Park upgrade complete! Stage one of the planned upgrade to GO Edwards Park is now complete! The $3.5m project will be undertaken in five stages and will improve the amenity, access and visibility of the park to encourage visitors and discourage anti-social behaviour. Stage one works were completed by contractor LD Total and included: •

Creation of an interactive, creative, nature-based play area for young children and families to enjoy.

Water sensitive urban design - naturally vegetated and rock-lined drainage channel to treat stormwater run-off from the access road and car park.

Wooded tree planting area plus deep-rooted vegetation for water quality improvement of the lake (melaleuca, eucalyptus and casuarina species).

Significant soft-scape works increasing vegetation and habitat, reducing water consumption.

The installation of a bird hide.

Construction of stage one of the east-west path network linking Burswood peninsula to Victoria Park.

Small timber footbridges providing pedestrian access over drainage areas.

Welcome back Hyatti Our much-loved bronze sculpture, Hyatti is making a return to the Town. Artist Ayad Alqaragholli is currently working on an almost identical piece, which should be back on display in July for all to enjoy again. Hyatti was stolen from Duncan Street Reserve in August last year. The replacement is covered by the Town’s insurance.

RFID and LMS The library is implementing radio frequency identification (RFID) and introducing a new library management system (LMS). RFID technology will make checking out books easier for members and staff and make it easier to manage and access collections. Together with the new LMS, members can expect improved efficiency, easier access to collections online, reduced lines at check-out and increase security in the coming months.

Winter swimming Swimming is fun in winter too! Learning to swim at Aqualife is fun all year round, not just in summer. The pools at Aqualife are heated between 28 and 34 degrees and consistent swimming help children retain skills and knowledge. However, it is important to ensure your children are kept warm after getting out of the pool as the outside temperatures can be quite chilly over the winter months. Our Swim School Coordinator has put together some helpful tips for parents; •

Bring a hot water bottle to class with your child’s clothes wrapped around it.

Bring a hooded dressing gown to wear outside after the lesson.

Bring a beanie, scarf and closed in shoes or ugg boots.

If your child gets cold in the water try using a thermal rashie, wetsuit or wetsuit top.

Bring two towels, one for their body and one for wet hair. Make sure you towel dry their hair as much as possible.

Use a swimming cap to keep your child’s head warm.

After the lesson treat your child to a hot chocolate or other warm drink.
