Message from the Mayor As a Town, we get excited about hosting events our community loves. But what we love perhaps more than that, is providing other organisations in the community with the skills and the relevant approvals to create, own and His Worship the Mayor grow events of their own. As Trevor Vaughan you read through this edition of P: 9311 8155 M: 0447 374 528 Life in the Park, you’ll see this tvaughan@vicpark.wa.gov.au is exactly how our gorgeous Vic Park Farmers Markets came to exist and how it has flourished in the three years since it’s been a fixture on our weekly calendar. Growing seems to be inevitable in the Town, and while change can sometimes be uncomfortable, we need to remember that it almost always brings with it amazing opportunities. Read part two of our Growth Series which talks about good and bad density and let us know your thoughts.

As the warmer months approach, it is time to start preparing yourself for bushfire season. While the Town is primarily urban, residents still have to adhere to the Firebreak Notice to make sure the whole community stays safe. That also includes our furry friends, so please check your pet’s registration to see if it’s up to date so we can contact you if they decide to go on an adventure around our lovely Town. You’ll be pleased to know our 2017/2018 events calendar has been finalised and we’ve got some old favourites for you to attend as well as some new ones we’re sure you’ll love. Make sure you check out page four for the scoop and like us on Facebook to make sure you keep updated with everything that’s happening. I look forward to seeing you out and about in the Town soon.

Who’s in your town?

The Vic Park Farmers Market turns into an unofficial community hub on Sunday mornings.

Vic Park Farmers Market – more than just markets! The Vic Park Farmers Market could be mistaken for just another suburban market offering a range of fresh produce, food and beverage options for its community. But it is so much more than that. Established in 2014, the markets were created by Victoria Park Primary School’s (VPPS) P&C Committee and now provide a connected space where people feel comfortable to gather, shop and eat. It really is a case of community capacity building at its best. The Town was approached by the VPPS with the market concept, and with some guidance regarding environmental health, safety and risk management, approved the school to run the markets on a weekly basis. The markets are a fundraising initiative for VPPS which has provided the school with new technology and created a nature playground. Over the years the markets have grown organically (excuse the pun!) and have provided a platform for other great community initiatives, such as Gig Start I.T and ERUPT. Gig Start I.T provides community and skill building opportunities for young musicians looking to develop as performers but who are restricted due to an inability to play in pubs or licensed venues due to age limitations. Through Gig Start I.T, talented young musicians are able to busk at the markets giving them valuable experience and exposure. ERUPT is a great community experience for anyone wanting to play or learn the ukelele. Standing for Energetic, Raucous, Ukulele, Playing, Time, ERUPT is the epitome of community members having fun! The Vic Park Farmers Market turns into the unofficial community hub every Sunday morning. With bouncy castles and face painting for the kids, coffee and breakfast and, of course, incredibly fresh produce for everyone, the markets are the place to be each week. Coffee & Change Wednesday 22 November, Organic Cafe, 10.30am Coffee & Change is a new initiative on our events calendar which is based on sustainability. Coffee & Change will be delivered by a different community group each month and aims to promote positive behaviour change in our community. Think plastic free living, backyard permaculture, investing in keep cups, composting, how to reduce your carbon footprint and you’re getting the gist. Support your local businesses The Water Corporation is busy renewing 1.15km of water main along Albany Highway, between the Causeway and McMillan Street. This is vital work for our community and we really don’t want our local businesses to suffer. Please keep this in mind and support local businesses wherever possible during the disruptions – we know they’d really appreciate it. Works are scheduled to finish mid-November. Alternative parking for the area is available in the King George St carpark.

Arts Season 2018 Giddy-up, Art Season 2018 is just around the corner! Following on from the great success of Arts Season 2016 and 2017, the Town is excited to announce Arts Season is returning in April 2018. So, start getting those creative juices flowing and keep an eye on our website for all the 2018 information which will be uploaded soon.

Arts Season is coming.

Hands up who likes funky laneways? Old Places, New Spaces is a partnership with the community to activate and revitalise the laneways and intersections along Albany Hwy. The project will involve inviting the community to submit their design ideas for activating a laneway or intersection via a competition. The Town will then work with the winners to make their designs a reality. Growth Series Not all density is created equal We are a Town that is set to grow, and the key question in our future urban planning discussions will not be whether or not our Town ought to become denser; it will be what we want to do with that inevitable density. We think, that when used properly, density is an important part of what makes cities unique, immersive and culturally rich. For so long the word ‘density’ has been considered a bad word. Are you ready for fire season? Firebreaks must be in place in the Town of Victoria Park from 1 November until 30 April each year. It is a legal requirement that during this time all properties including residential, industrial and vacant land comply with the conditions of the Firebreak Notice. The maximum penalty for failing to install a firebreak is $10,000. Firebreak Notice (abbreviated version) 1. Properties 2000m2 or less must have all loose flammable matter removed from the property (clear debris and dead leaves, prune branches near fence lines) and any dry vegetation must be mown to a height of no more than 50mm. 2. For land larger than 2000m2

Neighbourhood Watch Program Neighbourhood Watch is a WA Police supported program that aims to improve the quality of life within a neighbourhood by minimising preventable crime and promoting closer community ties. The Town has worked closely with motivated residents to establish very successful Neighbourhood Watch groups in Burswood and Carlisle, and is eager to assist any other residents or groups to set up something similar in their neighbourhoods. Whatever your idea is, please contact the Town and we can work together with Neighbourhood Watch and WA Police to make your street and suburb a safer place. Depending on the size and motivation of the group, projects and programs can be discussed and implemented in a partnership approach towards great community outcomes.

Zone 2 Community Activity Zone Concept plans for Zone 2 and 2X, which form the Community Activity Zone of the LPRP, have been approved by Council. A recent $1.9m grant from Lotterywest will cover a significant portion of the total funding needed to develop these areas, focused on the area bounded by Planet Street, Roberts Road and Bishopsgate Street. The community activity zones will incorporate a mix of passive and active uses including an all abilities playground, nature play, park toilets, universal access pathways, seating and picnic facilities, shade structures, lighting, native landscaping and revegetation. These approved concept plans will now be turned into detail design plans to take to tender for the works.

The key aspect of this zone is to examine all peripheral roads including McCartney Crescent, Goddard Street, Roberts Road, Bishopsgate Street and their connectivity to the Victoria Park train station, with the intent of providing staged concept plans to supplement the redevelopment of Lathlain Park. The Town is currently preparing a Request for Quote (RFQ) to engage an engineering consultant to deliver detailed design plans, which will allow physical construction works to commence in the 2018/2019 financial year.

Works are now complete on the two ovals, with the turf on the ovals requiring two seasons to be fully established. Construction of the West Coast Eagles Training, Administration & Community Centre and the Wirrpanda Foundation’s new home is anticipated to commence in September 2017 in alignment with approvals and project planning. Town of Victoria Park, Federal and State Government representatives attended an official sod turning ceremony at the site on Wednesday 30 September.

Project works to Lathlain Place, the Community Centre and to the Scouts zones are now complete.


Zone 5 Rayment Park Zone With a beautiful nature play area, fenced in junior playground for little ones, a designated playground for bigger children, a fun flying fox with dual swings for people of all ages and abilities, pathways marked like roads for children to enjoy on their scooters and bikes, a new toilet, a refreshed basketball court, park benches and planting throughout, the works at Rayment Park are now (almost!) complete. This park is getting rave reviews from people all around Perth, so if you haven’t been there lately, choose a sunny spring day, pack up the family and enjoy a great day out.

Join the Vic Park Renegades – Sunday 29 October What is True Grit? True Grit is a 10–12km obstacle course designed to test your mental resolve and stamina, with an emphasis on tackling obstacles – not running a marathon. There are over 30 obstacles per event. The layout of the course is based on military style training and utilises unique obstacles tailored around the vegetation and terrain of the land. Where and when is it taking place? The Vic Park Renegades have registered for the 11.30am course on Sunday 29 October. The event is taking place in the Shire of Donnybrook-Balingup. (Just over two hours drive south of Perth). Costs involved You will need to pay for your own registration fee ($125), as well as any food or beverages you require on the day. There will also be a charge for bus transportation and team shirt (to be advised). The training sessions leading up to the event are free for members.
