This issue of VIBE is a bumper one, containing everything that’s happening in the second half of spring and all through summer. It’s also the final issue that I have the pleasure of writing the Mayor’s message, telling you about all the wonderful things happening around the Town. Now that the warmer months are upon us, it’s event season again. In the centre spread of this issue is our major events calendar, which I encourage you to pull out and keep. With the annual Summer Street Party, our 25th anniversary celebrations (see page 10) and lots of smaller, specialised events, there are plenty of opportunities to join us – whether you’re celebrating, networking or learning something new. One of the core duties of a local government is to manage everything the community disposes of, and our 2020 waste and recycling guide is due to hit your letterboxes before the end of the year. Read up more about this on page 15.

Finally, I thank the many colleagues I have shared HIS WORSHIP THE MAYOR TREVOR VAUGHAN the Council chambers with over the years and the many dedicated Town staff and wonderful community members who have played a role in supporting me and the Town’s development. It has been an honour serving as your Mayor for the last 12 years, and I wish my successor good luck – I know you will embrace our new Mayor as warmly as you did me. WHO’S IN YOUR TOWN

Creativity and community combine in Vic Park The Victoria Park Centre for the Arts (VPCA) has been the creative heart of the Town for 25 years, and is excited to be marking this anniversary in December while embarking on a new direction.

“All the programing for 2020 is aimed at increasing our profile and offerings, with a diverse range of exhibitions, workshops and events that we hope will attract a wider audience.

The hardworking team of staff, board and volunteers has focused on raising the profile of their Kent Street Gallery located within the arts centre to make it more accessible and appealing to the community.

“We’re finding a balance between emerging artists, established artists, as well as community groups and service organisations – we want to keep it community-minded as part of our culture, but still push the boundaries a little,” Ms Reisch said.

“We want it to be a really inclusive and inviting space that showcases the diversity of local talent. In developing a host of support activities and events, such as workshops and regular artist talks, we aim to further enrich the Kent Street Gallery exhibitions program,” Board Chairperson Stephanie Reisch said.

The love for the community is evident seeing staff and volunteers in action, and the passion with which Ms Reisch speaks about their love of Vic Park.

The gallery’s Artist in Residence program is a fledgling initiative, with a number of artists having already completed an eight-week residency this year. Their current Artist in Residence is sculptor Joanne Bowman. “We’re hoping this is going to encourage more members of the community to come and engage with the artists, and improve visibility and networking opportunities for our artist members. “We also want to reach out to tertiary institutions and invite them to support the programs within the gallery exhibitions program,” Ms Reisch said. The VPCA is looking to appeal to more of the Vic Park community through their upcoming exhibitions and events.

“We rely so much on our volunteers, many of whom have been with us a long time now, some 20 years or more. The fact we are able to celebrate our 25th anniversary is a credit to our dedicated staff and volunteers, as well as the ongoing support we’ve had from the Town of Victoria Park,” she said. The VPCA’s 25th anniversary celebrations on Sunday 8 December include their Annual General Meeting, followed by Christmas markets and a band performance, all of which the community is invited to be a part of. CCTV partnership program Up to $750 funding is available for residents, community groups and businesses to install closed circuit television (CCTV). CCTV is a useful tool in the detection and investigation of community safety and crime problems. Success Series: Running a successful sustainable event With the single-use plastic/polystyrene ban coming into effect on 31 December at Council buildings, Council-run events, and all market stalls held on Council land, we’re also aiming to support the community to join us. The Success Series workshops are designed to support your group, club or organisation achieve its goals – including sustainability measures.

Funding open for neighbourhood fun How well do you know your neighbour? Or the couple across the street? Our Street Meet ‘n’ Greet mini-grants program is open for 2019/20. You can either host a neighbourhood get together for a few households ($200 grant), or a larger street celebration with a road closure included ($400 grant).

Nominate a young achiever for the Town of Victoria Park Arts and Culture Award We would love for you to help recognise a hard-working young artist, by nominating them into the Town of Victoria Park Arts and Culture Award, part of the 7NEWS Young Achiever Awards WA. Town begins live streaming Council meetings Did you know we now live stream all Council meetings? We wanted to provide greater access to the processes and decisions of Council for our community members to watch on a computer, tablet or smartphone. The live feed shows Councillors and executive staff, but doesn’t show the public gallery. Questions and statements from the public are broadcast as audio. Growth Series Greening Vic Park Making the Town a greener and a more liveable place is a combined Town and community effort. We’ve recently developed a variety of different programs, working closely with the community and collaborating at every possible opportunity. Greening Vic Park starts with strategy, design and carefully considered policies. It ends with plants in the ground, sometimes through upgrades to parks and planned streetscape improvements such as G.O. Edwards Park and John Macmillan Park upgrades. Our community has also taken action, having been the driving force in establishing the planter boxes on Albany Highway and Archer Street, and planning a community planting day at Carlisle Reserve. This diverse but considered approach to greening is a major focus of the Town. The benefits of greening have been well documented in past Growth Series articles but, as these pages demonstrate, the scope of the effort extends to many parts of the Town and the community. As our Town continues to evolve and mature the focus on greening will continue to become more sophisticated – all with the aim of improving the place we live, work and play.

Planter box scheme Earlier this year we launched our first series of planter boxes along Albany Highway and Archer Street to celebrate our wonderful businesses in these areas and to add a sense of excitement. The initiative started out as an idea from the West End Business and Community Association Inc., a group who originated from a collective of local business owners and residents. The group’s vision is to increase business patronage and brand the west end of Albany Highway in Victoria Park as a destination. While the initial goal was to generate interest in promoting and upgrading Albany Highway between Duncan Street and the Causeway, the idea quickly extended to Archer Street and has now become a program the Town is offering to local businesses. During the year, new trees and plants were planted as part of the Town’s operations projects and Urban Forest Strategy.

Adopt-a-verge

Tree Planting and Retention Policy

If you would like to landscape your verge using water-wise practices, and apply for $500 to go towards the cost, visit vicpark.info/adoptaverge

We’re working our way towards 20 per cent tree canopy coverage.

So far in 2019 the Town has received 24 adopt-a-verge applications, with nine already having received the $500 rebate.

To help us get there we’re working on a policy that integrates the planting of trees in new developments and encourages land owners to retain existing mature trees. We want to make sure we make the right policy for our Town so we’re asking for your input on things like: • when the policy should apply • the number and size of trees to be planted for new development • proposed measures to encourage tree retention. G.O. Edwards Park receives further upgrades Stages two and three were recently completed in the five-stage $3.5 million G.O. Edwards Park upgrade project - new features include the special bridal walk with arbour to the gazebo, feature entrance with tree-lined pathway, outlook deck on the lake edge, barbecue picnic areas with multiple shelters, and timber footbridges. 25th anniversary activities On Saturday 2 November we celebrate 25 years as the Town of Victoria Park. To mark the occasion we’ll be celebrating our era of creation, the ‘90s, with a community movie night, ‘90s party, twilight market and many more activities. We will also unveil the winning tile submissions selected to cover our recently buried time capsule. A plaque and the tiles will mark the location of the time capsule and includes a QR code that, when scanned, will show visitors information about the capsule and the Town.

New management system The library has a new management system that will improve your library experience. You’ll find a more seamless searching and borrowing experience with a new modern catalogue. Members will have more security and control over their membership as a PIN number is required to login. Once logged in you can: • join online • suggest a purchase • submit an inter-library loan request • control your place in the queue for reservations if you are going away • create saved lists of your searches for subjects and authors • access the Local History collection • view the framed photograph collection and even borrow two photographs at a time • search e-Resources directly through the catalogue to find and borrow e-books and e-audiobooks.

Noongar collection Did you know the library has a collection of wonderful books in the Noongar language? You can find many of the traditional stories presented in parallel text in both Noongar and English languages, many of which include stunning art illustrations. The stories include strong messages which will both inspire and delight. Ask any of our helpful staff to find out more.

More to love at Vic Park leisure centres Adult team sports We’re happy to welcome the arrival of a new café operator to our leisure and aqua centres. Recently CafeLife was awarded a lease at the two food venues located in the centres, providing our patrons even more reasons to enjoy their visit. CafeLife owners Peter Agostino and Carlo Bambaci have collectively accumulated over 45 years’ experience in the hospitality industry, with six of those spent running leisure centre cafes. Peter and Carlo said they are delighted to treat Vic Park leisure visitors to a new menu that boasts a mouth-watering range of seasonal breakfast and lunch options. “Over the years they have come up with a fantastic signature range that is not just tasty, but nutritious as well.” In addition to their fresh made menu, CafeLife also caters for functions such as kids’ parties, wind-ups and meetings. Are you ready for fire season? Firebreaks must be in place in the Town of Victoria Park from 1 November until 30 April each year. It is a legal requirement that during this time, all properties including residential, industrial and vacant land must comply with the conditions of the firebreak notice. The maximum penalty for failing to install a firebreak is $10,000. Firebreak notice – Please note this is an abbreviated version. You can view the full version at victoriapark.wa.gov.au/fireprevention Properties 2,000m2 or less • Must have all loose flammable matter removed from the property (clear debris and dead leaves, prune branches near fence lines) and any dry vegetation must be mown to a height of no more than 50mm. For land larger than 2,000m2 • Firebreaks of a minimum width and height of three metres are to be cleared inside all external boundaries of the land. • Firebreaks to a minimum width of three metres and height of three metres are to be cleared immediately surrounding all buildings situated on the land and any place where inflammable liquids and gas products are kept. Vic Park makes the move to go plastic-free The Town of Victoria Park has banned singleuse plastics and polystyrene at Council buildings, Council-run events, and all market stalls held on Council land to lead a plasticfree Vic Park movement. In response to a Council resolution in February, a Single-Use Plastic and Polystyrene Policy and associated Project Plan received Council endorsement in August. There is a three-month grace period to phase out the use of products, with the ban coming into effect on 31 December 2019. The Town will support businesses and residents that wish to make changes with education materials that suggest alternative products that can be used. The ban does not apply to events within the Town that are not Council-run, traders that do not require a permit from the Town under a Local Law, and activities operating under current lease agreements from the Town.
