It’s going to be a busy few months over winter as we get ready for this year’s local government election. The election is happening in October, but nominations to run for Council happen in September. More importantly, you have until 30 August to register or update your enrolment details with the Western Australian Electoral Commission, so make sure you do that to have your say on who will be on Council and #votevicpark. We’re ticking over to a new financial year on 1 July, so keep your eyes out for the budget adoption this month. We’ll be sending out a budget breakdown with your rates notice so you can see where your rates are being spent and what services and benefits we are delivering to you.

Lastly, if you’d like to have your say on a range of issues we consult the community on, you’re invited to join our Community Sounding Board.

We’ve recently had a number of projects get underway – G.O. Edwards Park stages two and three, the Rutland Avenue shared path and the McCallum Park/Taylor Reserve river-edge works project. The Town’s Operations team is always working to upgrade and improve infrastructure for everyone to use and enjoy. Our project management team has also been kept busy - go to pages four and five to read an update on Zone 2/2X and Zone 7 in the Lathlain Precinct Redevelopment Project and information about the John Mactivation Project.

WHO’S IN YOUR TOWN

Jaliah finds her wings thanks to Wirrpanda Foundation Jaliah Bin Hitam, 24, has been an Administration Officer at the Wirrpanda Foundation for two months but she has actually been involved with the Foundation for longer than that. She’s just one example of a young person whose career is taking off thanks to the Bidi Waalitj youth employment program run by the Wirrpanda Foundation in East Victoria Park. Bidi Waalitj is an initiative between the Wirrpanda Foundation, West Coast Eagles and Department of Jobs and Small Business that works with 15-24 year old Indigenous jobseekers in the Perth metro area to help them find suitable employment. Jaliah had been working contract jobs, so she got involved with the program to try and find something permanent. After being placed into a 12-month contract role through Bidi Waalitj, she kept in contact with her program mentor and was soon able to secure a permanent position with the Foundation itself. “I received a lot of support especially with helping me trying to apply for jobs, understanding how to apply for jobs properly and having that support once I was in the role,” she said. “Bidi Waalitj is definitely beneficial. Everyone’s here to help, they want to see us succeed. I had lots of one-on-ones with my mentor while I was in my previous role, so it was really good to have that catch-up all the time.” The Wirrpanda Foundation is due to move its headquarters to the new state-of-the-art training and administration facility in Zone 3 as part of the Lathlain Precinct Redevelopment Project.

The foundation exists to improve the quality of life for Aboriginal and Torres Strait Islander people by working together to empower and build capacity amongst Aboriginal individuals, their families and their communities. Wirrpanda Foundation founder and director David Wirrpanda was looking forward to the new Lathlain base. “The Wirrpanda Foundation opened its doors in 2005 and has since been housed in a number of temporary locations, so we are eagerly anticipating the move to our permanent base within the Town of Vic Park. “We look forward to continuing to deliver the Foundation’s broad suite of programs; develop our relationship with the Town and local community; and make a positive contribution through implementation of the Community Benefits Strategy.” As part of the lease agreement, the West Coast Eagles and Wirrpanda Foundation have been working with the Town, Perth Football Club and local community over the past year to develop a five-year Community Benefits Strategy. The first four programs will be Youth Engagement, Healthy Relationship Awareness, Supporting Local Community Organisations and Recreational Groups, and Sports Club Development. Works contracts awarded in Lathlain Precinct Redevelopment Project Community Activity Zone The Town has awarded the works contract for Zone 2 and 2X to Advanteering Civil Engineers. Equitable Access Zone The Zone 7 McCartney Crescent works tender for the new footpath, landscaping and street parking has also been awarded to Advanteering Civil Engineers. The new landscaping will include the removal of the stunted and unhealthy Illawara flame trees and the planting of an avenue of 28 Eucalyptus Spotted Gum. 04 | VIBE WINTER 2019

The works include: • perpendicular parking to maximise verge space • upgrade to existing street lighting • feature landscaping treatments adjacent to slow points and other designated areas • pedestrian path on the perimeter • new focal node to create a sense of place and arrival, at the intersection of Lathlain Place and McCartney Crescent • use of permeable pavers which allow infiltration of stormwater • enhanced pedestrian connections to Zone 2 with access to ACROD facilities on McCartney Crescent. These Zone 7 works will be completed within the same schedule as the Zone 2 and 2X works.


DEVELOPMENT

Growth Series When we think of cities, many people imagine buildings, offices, shops and traffic. But just as important are the open areas, the parks and plazas and gardens that break up the built environment and provide residents with valuable outdoor spaces. It is important for the Town to ensure its public spaces continue to serve its growing and changing population. Over April and May, the Town has been conducting a series of engagements for its new Public Open Space Strategy. This document will guide the future of public spaces in the Town and ensure residents continue to have access to safe, healthy, meaningful spaces as we continue to grow. John Mactivation nears completion Work will be nearing completion in July on the $1.1million John Mactivation Project in John Macmillan Park to revitalise the precinct along Sussex Street outside the library. The project aims to meet community needs and provide a safer and more inviting space. The concept design was informed by a community engagement process where people voted on the most desired elements they would like to see in the park to make it more active and welcoming. “This is a fantastic project which gained 98% support from the consultation activities for the upgrade,” said Mayor Trevor Vaughan. “After years of limited spending in this precinct, I can’t wait to see how it will look once it’s completed. “It’s going to be amazing for people of all ages to come down and hang out here, whether it’s the younger kids in the playground, the older ones on the basketball court or library patrons borrowing a book and reading it outside in the fresh air.” There are five areas of upgrades happening within the space: • Amphitheatre and toilet

• Basketball zone

• Reading nook

• Carpark

Toy Library turns 30 The Carlisle/Victoria Park Toy Library is celebrating 30 years in the Town on 1 July, which is a fantastic achievement for a service run entirely by volunteers since its inception. It’s actually five years older than the Town, and during this time has brought many hours of happiness to children within the local community. To recognise this milestone, the Toy Library is holding a celebration in early September, and encourage the community to check their Facebook page for details closer to the time, facebook.com/cvptoylibrary

Vic Park’s Urban Forest Community tree planting day at Carlisle Reserve Come join in at a community tree planting day at Carlisle Reserve on Sunday 7 July from 11am to 12.30pm. With your help, we will plant trees to create a green corridor between the Carlisle playing spaces and busy Orrong Road. No experience needed! The Town will supply tools and provide planting guidance. After the tree planting, some delicious food will be provided thanks to Carlisle Football Club. RSVP: By 5pm Thursday 4 July at vicpark.info/treeplanting This is an initiative of the Town’s Urban Forest Strategy, and encourages residents to join us in increasing the Town’s tree canopy to 20 percent with the planting of up to 256,000 new trees.

Tips for using your wood heater The Town’s Environmental Health Officers commonly receive enquiries about wood smoke nuisance in the winter season. Here are some handy tips from the Department of Water and Environmental Regulation (DWER) to keep you and the environment safe when using your wood heater. • Store firewood in a dry place and burn only dry seasoned wood, and never rubbish or treated wood. • Use plenty of kindling and paper to establish a hot bright fire quickly. • Don’t overload the firebox - ensure there is plenty of space for air to circulate. • Keep air controls fully open for 15-20 minutes after lighting or refuelling. • Go outside and check for smoke (view the chimney checker on our website). • Maintain airflow to the fire all night. • Clean your chimney annually. • Only buy a wood heater compliant with Australian Standards (clearly labelled with the words TESTED TO AS/NZS 4013:2014). • Consider installing a flued gas heater or reverse cycle air conditioner instead. Get ready to Vote Vic Park 2019 is an election year for local government, which gives you a chance to nominate to run for Council, or decide who will represent you. It is also the end of the Mayor’s term, so this year you will also be voting on who you would like to be Mayor of the Town. The election will be held on 19 October. Below is a handy timeline of key dates. 30 August: Deadline to enrol or update your enrolment details 5 September: Nominations open: first day for candidates to lodge a completed nomination paper. Nominations period is open until 12 September. 12 September: Council enters caretaker mode. 25 September: Election packages are sent out to households via Australia Post. 19 October: Election day. Polls close at 6pm.

Grants writing workshop It’s time to get that idea funded Does your community organisation have a brilliant idea, but needs some financial assistance to get it off the ground? Community groups and not-forprofit organisations within the Town are invited to join our free grant writing workshop and learn more about the grants process. During this highly interactive workshop, presenter Wendy Lamotte from Making a Difference Enterprises will get your creative juices flowing. You will leave with lots of new ideas about how you can raise funds for your organisation beyond sausage sizzles and chocolate frogs. You will also learn how to successfully write the application to secure those much needed funds. Please book as spaces are limited. Light refreshments will be provided. Celebrating 55+ in the Park Directory of community groups and services for people aged over 55 now available. The Town has developed a new directory as part of a 55+ in the Park project in collaboration with partners Connect Victoria Park, Harold Hawthorne Community Centre and SwanCare, and supported by the Department of Communities. The project aimed to connect people aged 55 years and over with local community groups and service providers to assist with maintaining mental health and wellbeing through: • the Local Seniors Network Group • a community directory • a commitment to celebrate with people aged 55+. Children’s Book Week 2019 17-23 August Children’s Book Week is an annual event held throughout Australia in order to promote children’s enjoyment of reading. The Victoria Park Library will host a comprehensive program of events including presentations to local school groups by Western Australian authors/illustrators Frané Lessac, Mark Greenwood and Kylie Howarth.
