On Thursday, April 18 the board adopted a $16.5 million budget proposal, which would result in a tax decrease. It calls for a mill rate of 33.47, a drop of 2 mills from the current rate. A homeowner with a property assessed at $161,000 would have their taxes cut by about $326. Residents are scheduled to vote on the budget May 13. The budget calls for $4.9 million for municipal expenses, a $115,715 decrease from the previous year, and about $11.6 million for education, a $535,745 decrease. The biggest savings comes from school district expenses, which decreased by about $535,000 since last year due to a decline in enrollment. The cost of town employee insurance benefits was

Robert Yamartino, Middlefield selectman and Regional School District 13 Board of Education member, said First Selectman Edward Bailey worked very closely with Durham First Selectman Laura Francis and Superintendent of Schools Kathryn Veronesi to get the new benefits package by going out to bid collectively as three organizations and accepting the same rate. “I think that level of cooperation effort can't go unmentioned,” Yamartino said at a recent meeting. The finance board altered Bailey’s March budget with reductions of about $378,668. Those decreases included the insurance cost savings from the school board and a $45,344 decrease in capital funding, largely due to the fire department receiving a grant to cover requested equipment. The board did increase several line items, including $20,000 for snow removal because it felt the original proposal was too conservative. See Budget, A2

Buddhist teachings will be explored at library talk By Bailey Wright Town Times
Author, life coach and musician Janet Kathleen Ettele will give a talk on Buddhist teachings and finding inner peace at the Levi E. Coe Library Saturday. “You don’t have to be Buddhist to come to this talk and get something from it that you can incorporate into your everyday life,” Ettele said. “(It’s) for anyone who is finding that they’d like to have a peaceful state of mind.” Registration through the library is still open with space for Ettele’s April 27 talk, which will run from 11 a.m. to 1 p.m.
The talk’s focus was born of a quote from the Dalai Lama : “World peace must develop from inner peace. Peace is not just the mere absence of violence. Peace is, I think, the manifestation of human compassion.” Ettele, a Bethel resident, said she was inspired by the meaning and felt strongly about the mind being an important hub of one’s own life experience. She said in the current state of the world, there seems to be a great need for inner peace and increased compassion.

GOP lawmakers talk tolls, transportation at forum By Bailey Wright Town Times
Local residents packed into North Haven High School’s auditorium Monday evening to hear Republicans’ plan to fund transportation without the governor’s proposed highway tolls. The event was hosted by ranking members on the Transportation Committee, Rep. Laura Devlin, R-Fairfield, and Sen. Henri Martin, R-Bristol. Questions were also fielded by Sen. Len Fasano, R-North Haven, Rep. David Yaccarino, R-North Haven, Rep. Vincent Candelora, R-North Branford, and Rep. Joe Zullo, R-East Haven. A couple weeks ago, Gov. Ned Lamont laid out his plans for tolls, which he said would come before the state legislature by combining three tolling bills into one. Lamont’s plan proposes 53

During her presentation Monday night, Devlin said that 60 percent of toll revenue would be paid by Connecticut residents, around $645 million. Adding the $500 million in gas taxes, Republicans say residents would be paying $1.1 billion in transportation costs.
Martin presented information on Prioritize Progress during the forum, saying its goal is to stabilize the Special Transportation Fund without raising taxes. Connecticut has a $1.9 billion cap on bonding that was included in the most recent budget, which got support from Democrats and Republicans. Prioritize Progress would likely mean allocating as much as $700 million in bonding for trans-

Consider the consequences of legal marijuana The Durham Middlefield Local Wellness Coalition asks the community to consider the public health and safety consequences of legalizing the retail sale of marijuana for non-medical purposes. According to the 2018 Smart Approaches to Marijuana Legalization Impact Report Lessons Learned from Marijuana Legalization in Four U.S. States and D.C., the data from the first states where retail marijuana has been legalized notes increases in marijuana-related crimes and juvenile offenses, higher rates of marijuana-related driving fatalities, more marijuana-related car crashes, emergency room visits, hospitalizations and accidental exposures, and increase in workplace problems, including labor shortages and accidents.
Letters to the Editor Budget worthy of support Editor : The Middlefield Board of Finance is pleased to endorse the RSD-13 budget proposal for FY-20. The dstrict administration’s initial proposal offered a wellreasoned match of priorities to strategic objectives and student needs. Their net budget proposal, essentially flat year to year (only .06 percent up), also reflected ongoing discussions of town situations with officials in both Durham and Middlefield. Subsequent Board of Education and administration budget changes recognized new pressures on the towns from
the governor’s budget proposal. That plan includes cuts of over $593,000 in combined educational cost sharing (state ECS funding to towns) and an increased towns funding requirement to the teachers retirement fund of nearly $115,000. The BOE adopted this twopart total of $708,000 as a target for budget reduction. The current district budget proposal has achieved that savings, and more, through staffing adjustment and major benefits savings. It’s important to understand the large benefit/insurance cost reduction was a result of excellent collaboration between the district administration and both town first selectmen and finance managers. By
understanding common objectives, they selected a new benefits coordinator who solicited highly-reduced, competitive insurance quotes for this shared services plan. Overall, the BOE is currently proposing a FY-20 budget with spending flat vs. FY-19. The “net budget” is down 2.47 percent. It provides student programs that move the district forward toward strategic initiatives, yet is responsive to town challenges. The Middlefield Board of Finance recommends that voters pass this RSD-13 budget referendum. Jim Irish Middlefield Board of Finance chair
Marketing, accessibility and “kid-appealing” edibles will encourage youth use. Adolescent youth use marijuana at higher rates in states where retail marijuana is legalized. As normal brain development continues until approximately age 25, the youth population are at greater risk. The CDC warns: ”When marijuana users begin using as teenagers, the drug may reduce attention, memory and learning functions and affect how the brain builds connections between the areas necessary for these functions.” Other studies show increased risk for mental health problems and further substance abuse. Before Connecticut legalizes retail marijuana, the council urges community members to also consider the impact on the health, safety and welfare of our residents and communicate their position on this issue with their legislators. Whether or not there is a revenue stream for our state by legalizing, there will be a cost to our communities.

A penny saved, a penny earned While Connecticut continues to struggle financially, and while Gov. Ned Lamont continues to look for new sources of revenue, he recently proposed an idea that could cut costs for the state and at the same time spur business growth. On the theory that a penny saved is a penny earned, this idea could bring the state’s books — which for some time have been running in the red — closer to balance. For that reason alone, it’s worth pursuing.

While the sums involved would not be huge, the idea could take us in the right direction. And in a state that’s been looking at any number of ways to enhance its bottom line — from charging tolls on highways, to broadening the sales-tax base, to taxing sugary drinks and plastic bags, to legalizing recreational marijuana — the idea of saving money while also finding new revenue sources has obvious merit.

The governor recently unveiled a plan to cut red tape by reducing bureaucracy and making it easier for businesses to work with the state. The goal, he said, is to eliminate more than 90,000 forms that must be filed with the state each year. This would, presumably, cut state payroll costs while at the same time making it easier for small businesses to work with the state. “With fresh eyes, an aggressive approach, and collaboration, we can modernize state government the way it should be,” Lamont said. “It is too difficult to navigate through our agencies — it slows down our employees and our businesses.” The administration is also launching an electronic outreach program to gather new ideas to reduce bureaucracy at cutredtapect@ct.gov. The Department of Administrative Ser-
vices will review those ideas through the end of the month. To use just one more cliche, every little bit helps.

DURHAM- George H. Planeta, Jr., 86, of Durham, husband of 54 years to the late Nancy (Rau) Planeta, died Saturday April 13, 2019 at Midstate Medical Center. He was born in Middletown, the son of the late George H. Planeta, Sr., and Nellie (Chiszewsky) Planeta. George was the owner of Planeta Electric in Durham. He was Lifetime Member of Durham Fire Department, Durham Fire Chief 1971-1972, 19791981, 1984, Member of International Association of Fire Chiefs, Member of New England Fire Chiefs, Middlesex County Fire Chiefs, Connecticut Fire Chiefs - Sergeant at Arms, Connecticut Association of Fire Marshalls, Connecticut Forest Fire Warden, Durham Open Burning Official, Honorary Member Durham Fair Association, Durham Fair Electrician - 50 years, Parishioner of Notre Dame Church, world traveler, and NRA Lifetime Member. He is survived by his four children, George Planeta, III, and his wife Anna of Portland, Robert Planeta and his wife Donna of Plainville, Kathleen Stasiewski and her husband Warren of Meriden, John Planeta and his wife Pam of Durham; brother, Joseph Planeta of FL; sisters, Nellie Odenwaelder of FL and Mary Okolotkiewicz of NJ; grandchildren, Adam Planeta, George Planeta
DURHAM- Arthur J. McDonald, 73, of Durham, passed away at his home Wednesday, April 17, 2019. He was the loving husband of Bonnie (Chandler) McDonald. He was born in Belrose, NY, March 12, 1946, a son of the late Arthur and Ignacie (Sottille) Meisch. He was a graduate of the N.E. School of Broadcasting where he later taught. Arthur was a well-known local D.J. throughout the 70’s having worked at several stations including: WDRC, WTIC and WNAB. He was known as, “Captain Afternoon”, and was the recipient of the Country Music D.J. of the Year Award. He was a Freemason with Compass Lodge #9 in Wallingford and very active member of the Sphinx Shriners of Newington where he volunteered countless hours raising money for their children’s hospital by performing in the cycle unit at parades. In addition to his wife Bonnie, he is survived by his children, Robert McDonald, Sherie Caballero and her husband
IV and wife Jill, Jonathan Planeta, James Planeta, Charlotte Planeta, Nicholas Planeta, Sara Mehrtens and husband Mike, Jessica Vezina; great granddaughter, Mackenzie Mae Mehrtens; also several nieces, nephews and good friends. Funeral services were held Tuesday (April 23rd) with a Funeral Liturgy at Notre Dame Church, Durham. Burial was in Calvary Cemetery, Middletown. Brush pick-up underway The Durham Public Works Department has begun its annual brush pick-up. Each house is limited to one truckload of brush. The town crew will make one pass on each street. Stack brush for easy and efficient pick-up, following these guidelines: Piles need to be placed cut end toward the curb, piles cannot be stacked more than 4 feet tall, brush must be less than 8 foot in total length, trunks or branches are to be no larger than 4 inches in di-
