Divers recover boater’s body at Lake Beseck By Bryan Lipiner Special to Town Times

Emergency divers recovered the body of a man who drowned after jumping off a boat Tuesday at Lake Beseck in Middlefield, fire officials say. Gregory Davoren, 52, of Middletown, was pronounced dead at the scene. At about 5:30 p.m., the fire department received a call that a person in the water had gone under, Middlefield Fire Chief Peter Tyc said. Witnesses told emergency personnel they saw someone

New playscape for Peckham Park By Mark Dionne Town Times

If all goes smoothly with selection and construction, Peckham Park will look different by the end of summer with a large new playscape in place.

The current wood structure, which connects the small slide on one side of the playground with the large slide on the other, will be replaced. The plastic structures, such as the dinosaur and the climbing rock, were put in recently and will re-

main. “We’re replacing all the wood features,” said Middlefield Parks and Recreation Director Chris Hurlbert. The Parks and Recreation Commission is now collecting bids, which include See Playscape / Page 2

Hurlbert hopes the commission can pick a design at its mid-July meeting and builders can begin removing the old playscape in late July or August and finish installation before the end of the summer. “The existing structures; we’ve been repairing them as needed, and with some of them it’s so costly to repair,” said Hurlbert. The town budget for the project, listed as park improvement, is $85,000. According to Hurlbert, “The Board of Finance and [Middlefield First Selectman] Jon Brayshaw wanted to do something to pretty up the park for the sesquicentennial next year.” Middlefield is planning a two-week long celebration of its 150th birthday during the first two weeks of June, 2016. Hurlbert estimated that the wooden playscape has been around for more than 20 years. “That’s been a town fixture for over two decades,” he said. “It’s going to be different, but hopefully the commission will pick out a suitable replacement and kids can make new memories.” Hurlbert says in the

MIDDLEFIELD — Mary Ives (Miller) Hooper departed this life on Friday, June 26, 2015 in Middlefield. Born on Oct. 27, 1931 in Middletown, she was the daughter of the late Raymond Frank Miller and Katharine Roberts Wood. Mary had a full life, enjoying a career at Auburn Manufacturing Company in Middletown, where she retired as the Accounting Manager. A lifelong resident of Middlefield, she served the town as Town Treasurer, being elected to that position five times. A lifelong member of the Middlefield Federated Church, she was also the Financial Secretary for many years. A past member of the Deep River Drum Corps in the color guard, she especially enjoyed the bicentennial events of 1976. She was a member of the Susan Carrington Clarke Chapter, NSDAR, in Meriden. Mary served the chapter as regent and treasurer. She served the CTDAR as a docent at the Ellsworth Home-

Opinion Candelora: What ‘fix?’ Deputy House Leader, state Rep. Vincent Candelora (R-86) voted against the majority party budget “fix.” The theoretical budget remedy includes $1.4 billion in additional tax hikes on Connecticut’s middle-class and already struggling job creators. This budget will only put our state back in the red a few years from now, Candelora said during a special session of the state House of Representatives. “This budget does the same thing we’ve seen year over year,” Candelora added. “We are looking at businesses potentially relocating and residents fleeing the state because they simply can’t afford to live here anymore.” S.B. 1502 – An Act Implementing Provisions of the State Budget for the Biennium Ending June 30, 2017 Concerning General Government, Education and Health and Human Services – passed the House of Representatives by a vote of 78 to 65. The majority party’s budget “fix” rolls back only 10 percent of the initial $1.8 billion in tax hikes that led to weeks of public outcry by both taxpayers and state businesses alike. The Democrats paid for much of the tax rollbacks by diverting more than $100 million in additional revenue from sales tax increases that were intended to go to towns and cities. One of the most controversial measures is the implementation of a “unitary tax” which requires corporations to pay taxes on companies they run out of state. In an effort to appease companies threatening to relocate out of state because of the increased tax burden, that unitary tax, originally set to be retroactive to last Jan. 1, has been delayed to Jan. 1, 2016, a small change that does little to address the fundamental issues or provide relief to Connecticut employers. Candelora noted that the majority party has put themselves on the defense and now has to try and figure out how they will maintain jobs in Connecticut. “If the legislative process wasn’t broken and public hearings were appropriately held as they were in the past, I don’t think a tax like the ‘unitary tax’ would have even made it to this chamber. Where is my white flag? I just finished reading “The Surrender Experiment” by Michael A. Singer. Singer talks about the constant mind chatter that would not leave him alone, and how he finally pushed it back with meditation and a commitment to surrender, every day, to what life brings him. It worked. Life gave him more abundance and joy than he ever thought possible. So I thought that turning things over to the Powers That Be, so that my chaotic mind could find some rest, sounded like a dandy idea. I like joy and abundance. But first let me give you a little peek-see into what a typical day looks like inside my noggin, so that you may better appreciate the Herculean task that lies before me. Oh no, a thunderstorm is predicted; I hate thunder and I hate lightning and I hate my power going out; I hope one of those lightning strikes doesn’t find its way to my roof and leave my house in charred ruins. I remember the snake in my pool last summer; admittedly I had inadvertently put it there, as it had crawled into the hose of my vacuum and when I put the hose up to the jet stream it was catapulted out; I hope he didn’t take a liking to my pool, though,

during the short time he was in it, and decide he could use a dip in it on one of these hot days; I can’t help but think that he had no trouble getting out, which means he could get in; I best be on the lookout; I don’t want any surprises. And when will these humongous black ants vacate the premises?; I keep thinking they have moved on, but no, here’s another one and he has brought some of his closest friends; apparently ignoring them has not worked; I hope they are not of the variety that likes to munch on my house, leaving me with nothing but a pile of sawdust. What are those squiggly lines on the T.V.?; everyone’s face looks a bit askew; maybe the actors are having an “off ” day and not looking their personal best; I sure do hope my “magic box” isn’t on the blink; it would be such a cruel trick of fate, because I love my T.V. so. Is my washing machine supposed to make that noise?; I hope I’m not going to have to end up beating my clothes up against

a rock. Oh, listen to that purring coming out of my muffler; I don’t think mufflers are supposed to purr; I think they’re supposed to remain perfectly quiet; I won’t do anything about it until the purring becomes a roar. I feel like my car is a little lopsided; I hope it’s the bumpy road and not a flat tire. Wow, I kind of flew over that pothole; I hope I didn’t lose any part of my car that is essential to its operation. I wonder what I’ll have for supper; no matter how many groceries I get every week I always seem to run out before it’s time to go shopping again; and doesn’t food cost so much now?; maybe I should put more than three squash plants in my vegetable garden (and I use the term loosely), so that I may better sustain myself. Is it my imagination, or are these pants a little more snug than they were last week?; obviously my washing machine, that rascal, has been up to its old tricks again, finding delight in shrinking my apparel; couldn’t it pick on my towels for a change, instead of my pants?; I don’t care how little my towels get; that rock is starting to look pretty good to me about now. Last month I reported that the anticipated tax increase (on the average house) would be about $8. This was an extremely difficult budgeting season in the General Assembly. When our deliberations began, there was enormous public outcry over the Governor’s proposed cuts to social services. We considered input from thousands of taxpayers, nonprofit groups, healthcare providers, educators, businesses, and others. Balancing the needs of our residents with forecasts of available resources was a painstaking process. I am proud that the resultant budget supports essential services for our most vulnerable residents: children, the elderly, and those with disabilities. We also rolled back proposed tax increases on businesses and provided an additional $89 million to state hospitals. Still, we cut other state spending by $1.4 billion over the next two years, including $244.5 million cut from state employee wages and overtime, and kept growth to the lowest level in decades. This budget supports the expressed priorities of Connecticut’s citizens, provides property tax relief for middle-class families, and makes an historic investment in our transportation infrastructure. Connecticut’s 6.35 percent sales tax will remain one of the lowest in our region, but we will now invest 0.5 percent of it in property tax relief. For the first time in our

Volunteers will prepare the cats for adoption and prevent overcrowding in the shelter. Cat Tales will provide food, supplies, and medications, and all vet care. Test your fiscal readiness by determining the weekly child care expense you expect. Then before the baby is born, get in the habit of setting aside that money and try living within the new budget. A now deleted Facebook post has resulted in some calling for former Deputy Mayor of Berlin Scott Veley to resign from the Republican State Central Committee. Veley’s Facebook page contains many political posts but appears to be a personal page, not an official platform. In the deleted post, it was reported, Veley wrote, “I will not give into this politically correct absurdity — flying the stars and bars today in protest.” Accompanying the post was an image of Veley’s Kensington home with the Confederate battle flag flying alongside the American flag. Hearst Connecticut Media obtained a screenshot of the post, which had 81 Facebook “likes” when the image was captured. Prominent state Republican Joe Visconti told Hearst Media he had spoken to Veley, and the flag had been taken down after being displayed for two hours on June 25. The story was reported by several media outlets, none of which had reached Veley for comment. The Citizen asked Veley for comment by email July 1 and did not hear back. Several prominent Republicans and Democrats have called for Veley to resign from the Republican State Central Committee. Senate Minority Leader Len Fasano, a Republican who represents North Haven and Durham, issued a statement, saying, “One hundred-fifty years after the end of the Civil War, the confederate flag still represents slavery, still represents the bloody war fought in defense of slavery, still represents prejudice and oppression.” Although Fasano said Veley “has a constitutional right to freedom of speech,” he said the flag is “a reflection of bigotry, divisiveness and hate” that does not represent

Republicans. “This action by someone in Mr. Veley’s position is unacceptable. I join with others in condemning in the strongest of terms the display of the Confederate flag. I also strongly urge Mr. Veley to resign from his position with the state party,” Fasano said. Appeals court upholds ruling in food stamp case HARTFORD (AP) — A federal appeals court says people applying for food stamps in Connecticut have the right to sue the state over delays in processing their applications. Greater Hartford Legal Aid said Tuesday the decision from the Second Circuit Court of Appeals means plaintiffs can now seek permanent relief from the court, requiring the state’s Department of Social Services to process food stamps applications on a timely basis. Federal law requires DSS to process them in 30 days, or seven days in cases of dire need. DSS said it was reviewing the court decision.

Blumenthal seeks new safety regs for cruise lines GREENWICH (AP) — The family of a Greenwich man who disappeared during a honeymoon cruise 10 years ago has joined U.S. Sen. Richard Blumenthal of Connecticut to call for new safety requirements for cruise lines. George Smith IV was aboard a Royal Caribbean ship when he vanished somewhere between Greece and Turkey on July 5, 2005. Smith’s parents have said they suspect foul play was involved in the death of their 26-year-old son. FBI officials in Connecticut earlier this year ended their investigation of the case. Legislation proposed by Blumenthal would mandate the use of safety technology including “man-overboard detection.”

Soon there will be a road block on 147 Main St. preventing cars from using Miller Road. Pond Meadow and Miller Road residents have been notified and will need to take the long way home via Cherry Hill Road.

Work will take about two months to complete. Work is primarily being paid for by a STEAP grant. Such a grant is where the state takes our money and then gives back pennies on the dollar. On other fronts, the town recently hosted a town meeting to consider signing up with the “C-Pace” program. The vote was overwhelming in favor of signing up. F.Y.I., C-Pace allows commercial building owners to

finance energy efficiency and clean energy improvements on their property through placing a voluntary assessment on their property tax bill. As soon as a few wrinkles are worked out the program will be offered.
