BAYPORT, N.Y. — Freda R Jaycox passed quietly on June 11, 2014 surrounded by family on Long Island after a valiant battle with heart disease. Born in 1931, Freda grew up on Main Street in Durham, the only child of Fred Rachbauer and Martha Adamec Rachbauer. After attending school from first to twelfth grade at The Durham School, now Frank Ward Strong Middle School, she graduated as class president in 1949. A year later she eloped with her sailor sweetheart,
George Francis Jaycox and moved to Long Island where they raised their three daughters. She loved her family, and her dogs, her llamas, reading, gardening, shopping, traveling and museums. Upon retirement, Freda and George started a dollhouse business, Freda’s Fancy, and traveled the eastern shore from Florida to Maine doing shows and bringing the delightful world of miniatures to thousands. Upon his death in 1997, she opened Freda’s Fancy in Greenport on Long Island where the

Budget sources Committee met May 7 and asked Superintendent of Schools Kathryn Veronesi to cut $350,000, or the equivalent of 1 percent, from the budget by looking at capital reserve and the fund balance but without dismantling the budget or impacting education. Veronesi brought $350,400 in proposed cuts to the BOE. The new budget eliminates a proposed new human resources position at Central Office for a $58,000 savings. The proposed budget also eliminates $200,000 from the salary line, but without eliminating positions. In the past, the BOE has funded the salary line at 100 percent. Members have stated that it is a contractual obligation that the budget is prepared to fully fund every position. However, maternity leaves, temporarily vacated positions, and employees out on worker’s compensation mean that the salary line does not get fully used. Removing $200,000 from that line funds 99 percent of the district’s salary burden. Should the district need to pay more in salary, the money would have to come from the fund balance. “We’re acknowledging the fact that we won’t spend 100 percent” of the line, said Business Manager Ron Melnik. “It won’t impact the classroom.” This method of reduc-
ing the budget was originally proposed by members of the Middlefield Board of Finance. The new proposal also removes $89,000 from capital projects, including $50,000 for turf work, $15,000 for track and tennis courts, $19,000 towards a project to bring water to the lower fields, and $5,000 to prepare for a water tank inspection. Veronesi said that in inspecting the capital expense, they looked for projects that could be safely put off and “areas that we felt that over time we could recoup the savings.” Melnik said that the cuts did not put off ongoing maintenance, but delayed paying for larger projects like replacing turf. BOE member Bob Fulton, who referred to himself as a “capital fund hound dog,” said, “We need to pay close attention to preserving the value of our infrastructure” but added that these funds could be skipped for a year without “jeopardizing the value.” The defeat of the solar panel project at referendum also removed $3,400 in interest expense from the 20152016 budget. Flanagan complimented
Veronesi on altering the budget without impacting the classroom. “This was a tall order,” Flanagan said. In her presentation, Veronesi repeated the motto from the original budget, “Sustain, Strengthen, Prepare,” and highlighted parts of the budget that have survived. Local killed in Vietnam remembered Wardrobe woes I am so mad at my pants right now. To the best of my recollection, I have done nothing to offend them. And yet they have seen fit to betray me. Last year, as summer’s mellow days gave way to winter’s bite, I very respectfully folded them and tucked them away for their long slumber, assuring them that we’d meet up again in the spring. Seriously, I gave them just one job to do – just lie there patiently until the sun came back. But did they do this? No, they did not. They apparently thought it great fun to shrink to a mere fraction of their original size. Boredom is not a pretty color on them, and next winter I really must provide them with another form of entertainment. And it would seem that the shirts went
over to their side. They’re so easily swayed. The only reason my shoes were not a part of this madcap adventure is that I don’t wear them. Where would be the fun for them? So here comes the warm days, finally, and with them my excitement about shedding winter’s heavy garb. And what’s this now? As I scooch into my pants, there is an undeniable snugness that was not there at summer’s end. I’m afraid to bend over. In fact, I’m not even sure I can. So I move through the day feeling like I’ve just finished a big Thanksgiving dinner and forgotten to wear the stretchy pants that would accommodate such an activity. looking forward to getting into my ever-so-roomy bathrobe. My dealings with the shirts go no better. I like them of tent-like proportions, so as to make me look thinner than I really am. But this year they, the traitors, have been a bit remiss in hiding the bulges. I’m mad at them, too. They should have stood their ground against the pants. I mean, somebody should have stuck by me. Now, I know what you’re thinking. You’re thinking I
should step up to the plate and admit that perhaps my winter’s fare of pasta and frozen delights may have had a hand in this debacle. I will not even consider such an outrageous idea. I am putting, and will continue to do so, all the blame on my rebellious apparel. To make matters worse, I have no doubt that my winter garb is shrinking as we speak. I imagine they are in cahoots with the spring clothes which, I am sure, can barely contain their mirth as they tell them, “Wait ‘til you see the look on her face when your
season rolls around. It’s priceless.” And I don’t even want to think about the games my bathing suit has been playing. Its betrayal – and I’m sure there has been one – will be the cruelest cut of all. I’d say that I will let you know how that encounter turns out, but believe me, you’ll know. His father, Bob Malcolm, saw combat during the Normandy Invasion. Jack was sent to Vietnam on Dec. 3, 1969 and eventually attained the rank of Sargent. While on patrol on the 25th of August, 1970, his unit was attacked and as a result of wounds suffered at Binh Duong, Jack died at the age of 20. Jack was posthumously awarded the Silver Star, Bronze Star and Purple Heart. A memorial plaque was donated to the Town of Middlefield by VFW Post 10362 in John’s memory and was officially presented Nov. 11, 2005 and presently hangs in the Middlefield Community Center. – Press Release

Durham school campus to use public water By Mark Dionne

At the regular Board of Education meeting on May 13, BOE members voted to connect the schools on Durham’s education campus – Korn Elementary School, Strong Middle School, and Coginchaug Regional High School – to the public water line when it is installed along Main Street in Durham. The public water line,
which will run from southern Middletown into central Durham, addresses the problem of Durham’s Superfund site and its contaminated groundwater, which, according to officials, can not be cleaned up but can move. The schools are very close to the Durham Manufacturing Company which has been cited, along with Merriam Manufacturing, by the Environmental Protection Agency as one of the sources
of contamination. The past practices of paint, solvent, and degreaser disposal led to contaminants in the groundwater, according to the EPA. On April 27, the BOE’s subcommittee Education Resources Committee had a conference call with Durham First Selectman Laura Francis and officials from the EPA and Connecticut’s Department of Energy & Environmental Protection.
According to RSD13’s Business Manager Ron Melnik, environmental officials warned that without the wells along Main Street pumping water, the contaminated groundwater, termed a plume, could move unpredictably. Melnik said, “The risk is somewhere down the road, we no longer have clean water.� Like residents hooking up to the public water, the district will not have to pay for the conversion. If the district

The district will have to pay for its water use, estimated at $6,000 per year but would save on electricity required to pump from a well system and on the capital needs of a well system. The district also voted to abandon its well system. The district might have to refund the state for past state contributions to the well system once it is abandoned but could also use the circumstances to request what Melnik referred to as “forgiveness.� The public water would meet plumbing, drinking, and fire suppression needs. Korn school is to be hooked up, despite potential plans to close it. The EPA’s Anni Loughlin, at a Dec. 16 public hearing, said that 2018 was the most optimistic start date for water service. According to BOE member Bob Fulton, the consensus of the officials on the conference call was “Do it now.� There was only a brief discussion at the May 13 meeting and a lengthy motion previously prepared. The vote to convert to public water was nearly unanimous, with only Jeremy Renninghoff voting against. Two days prior, Durham’s Board of Selectmen scheduled a Public Hearing to take place on Wednesday, June 3 at 7 p.m. at the fire house to discuss the proposed ordinance requiring abandonment of private wells within the Superfund area and its buffer zone.
