New rules include no camping, no fires without a permit, no animals except service dogs, children under 12 must be accompanied by an adult, and no anchoring or mooring overnight. New rules for the Charlie Augur Pavilion at the lake include no grills under the pavilion. The 25 new rules apply to Lake Beseck Beach, 60 Lake Shore Drive, but Director of Park and Recreation Hannah Malcolm said the commission is working on setting revised rules for the other

Leonard Pinz, the only member of the public to attend the April 4 hearing, suggested the commission consider allowing fishing during a limited time period at the beach. “I’d like to see fishing available at a safer site for the kids,” Pinz said. “The kids all have to walk all around the lake to fish ... it's just too dangerous to have someone do that when they can fish right at the beach.” Commission members expressed concerns that fishing hooks would be lost in the swimming area or around the boat launch, but ultimately decided to See Beseck, A2

Beseck amend the proposed rules to allow fishing between the two posts to the right of the boat launch.
The commission plans to look into whether it can designate the fishing area for children 16 and under.
“I'd like to see fishing available in a safer spot for the kids and if we cornered it off … my only concern is people launch kayaks and canoes there and if they do that barefoot they could possibly step on it,” commission chair Chris Hurlbert said.

1. To qualify for this offer, you must have a new or existing Platinum Savings account and enroll the account in this offer between 03/25/2019 and 05/31/2019. This offer is subject to change at any time, without notice. This offer is available only to Platinum Savings customers in the following states: AR, CT, DC, FL, GA, MD, MS, NC, NJ, NY, SC, TX and VA. In order to earn the Special Interest Rate of 2.08% (Special Rate), you must deposit $25,000 in new money (from sources outside of Wells Fargo Bank, N.A., or its affiliates) to the enrolled savings account and maintain a minimum daily account balance of $25,000 throughout the term of this offer. The corresponding Annual Percentage Yield (APY) for this offer is 2.10%. The Special Rate will be applied to the enrolled savings account for a period of 12 months, starting on the date the account is enrolled in the offer. However, for any day during that 12 month period that the daily account balance is less than the $25,000 minimum, the Special Rate will not apply, and the interest rate will revert to the standard interest rate applicable to your Platinum Savings account. As of 02/15/2019, the standard interest rate and APY for a Platinum Savings account in AR, CT, DC, FL, GA, MD, MS, NC, NJ, NY, SC, TX and VA with an account balance of $0.01 and above is 0.05% (0.05% APY). Each tier shown reflects the current minimum daily collected balance required to obtain the applicable APY. Interest is compounded daily and paid monthly. The amount of interest earned is based on the daily collected balances in the account. Upon the expiration of the 12 month promotional period, standard interest rates apply. Minimum to open a Platinum Savings account is $25. A monthly service fee of $12 applies in any month the account falls below a $3,500 minimum daily balance. Fees may reduce earnings. Interest rates are variable and subject to change without notice. Wells Fargo may limit the amount you deposit to a Platinum Savings account to an aggregate of $1 million. Offer not available to Private Banking or Wealth customers. 2. Annual Percentage Yield (APY) is effective for accounts opened between 03/25/2019 to 05/31/2019. The 11-month New Dollar CD special requires a minimum of $25,000 brought to Wells Fargo from sources outside of Wells Fargo Bank N.A., or its affiliates to earn the advertised APY. Public Funds and Wholesale accounts are not eligible for this offer. APY assumes interest remains on deposit until maturity. Interest is compounded daily. Payment of interest on CDs is based on term: For terms less than 12 months (365 days), interest may be paid monthly, quarterly, semi-annually, or at maturity (the end of the term). For terms of 12 months or more, interest may be paid monthly, quarterly, semi-annually, or annually. A fee for early withdrawal will be imposed and could reduce earnings on this account. Special Rates are applicable to the initial term of the CD only. At maturity, the Special Rate CD will automatically renew for a term of 6 months, at the interest rate and APY in effect for CDs on renewal date not subject to a Special Rate, unless the Bank has notified you otherwise. 1,2. Due to the new money requirement, accounts may only be opened at your local branch. Wells Fargo reserves the right to modify or discontinue the offer at any time without notice. Minimum new money deposit requirement of at least $25,000 is for this offer only and cannot be transferred to another account to qualify for any other consumer deposit offer. If you wish to take advantage of another consumer deposit offer requiring a minimum new money deposit, you will be required to do so with another new money deposit as stated in the offer requirements and qualifications. Offer cannot be combined with any other consumer deposit offer, except the Portfolio by Wells Fargo $500 offer, available from March 25, 2019 until May 31, 2019. Offer cannot be reproduced, purchased, sold, transferred, or traded. 3. The Portfolio by Wells Fargo program has a $30 monthly service fee, which can be avoided when you have one of the following qualifying balances: $25,000 or more in qualifying linked bank deposit accounts (checking, savings, CDs, FDIC-insured IRAs) or $50,000 or more in any combination of qualifying linked banking, brokerage (available through Wells Fargo Advisors, LLC) and credit balances (including 10% of mortgage balances, certain mortgages not eligible). If the Portfolio by Wells Fargo relationship is terminated, the bonus interest rate on all eligible savings accounts, and discounts or fee waivers on other products and services, will discontinue and revert to the Bank’s then-current applicable rate or fee. For bonus interest rates on time accounts, this change will occur upon renewal. If the Portfolio by Wells Fargo relationship is terminated, the remaining unlinked Wells Fargo Portfolio Checking or Wells Fargo Prime Checking account will be converted to another checking product or closed. © 2019 Wells Fargo Bank, N.A. Locals clean up Allyn Brook Park wheelbarrow used to move sticks to the pickup pile.
Some residents joined members of the Recreation Committee Saturday, April 6, to clean up Allyn Brook Park in preparation for the coming warmer weather and annual Easter Egg Hunt.
While clearing the walkway, which extends around the perimeter and through the center of the park, volunteers watched the path grow wider and wider as they went, surprised at how much had been covered.
Volunteers gathered up downed branches and twigs, raked and cleared the more than 20-year-old brick walk of packed-in sand. Among the groups of students from the district’s Spanish Club was a local family of six who own Seasons Tree Service in Durham. “I saw the post on the Facebook page and figured it would be a good way to get these kids out of the house and learn what it is to do for others,” said Ray McCarter. His oldest kids, John, 8, and Gianna, 10, pitched in raking twigs. Their mom Ashley helped out even as she carried the family’s latest addition, a 4-week-old baby. Eagle Scout Matthew Johnson poses with the handicapaccessible picnic table he made for Allyn Brook Park. | Bailey Wright, Town Times
The Park and Recreation Department will hold its annual Easter Egg hunt on Saturday, April 20, starting at 9 a.m. Age groups vary from infants to 10 and up, and will get to hunt at different intervals for colored eggs donated from Doyle’s Farm. Visitors may notice a few
changes to the park, including a new handicap-accessible picnic table and bike rack, thanks to Matthew Johnson, a local Eagle Scout and senior at Coginchaug Regional High School. Johnson installed the items in March, as part of his Eagle Scout project. He said the idea for the handicapaccessible picnic table came in line with the Park and Recreation Department’s vision of inclusion and hopes people in wheelchairs can use the table to comfortably join conversations or activities like card games.

Tensions between Lamont and Fasano picking up By Mark Pazniokas © The Connecticut Mirror
Senate Minority Leader Len Fasano, R-North Haven, ignited an angry exchange with the governor’s office Tuesday, April 2 by saying Gov. Ned Lamont’s “handsoff and silent approach” to legislating led to Democratic legislators watering down a public-private partnership bill to placate unions.
The administration fired back 90 minutes later by noting Fasano also had a contentious relationship with former Gov. Dannel P. Malloy, comparing the Senate GOP leader to a “tiresome and predictable” heckler from the bleachers. The comments come within a few days of other FasanoLamont clashes over tolls and raises for two state employee bargaining units.
Marijuana legalization process moves forward that employers don’t have to allow workers to possess, smoke or consume marijuana products, or perform their duties under the influence of cannabis.
The Judiciary Committee is considering a bill that would outline a process for legalization and allow people who were previously convicted of marijuana possession to petition the courts to have their records erased. The panel is expected to vote on Monday.
The measures are among several making their way through the General Assembly this year. The process is likely to result with the crafting of a single legalization bill.

more state services in an effort to streamline spending and improve efficiency. He would remove limits on the number of major public-private partnerships that can be authorized — the current limit is five— and the 50-year cap on the duration of such partnerships.
Lamont and Fasano butted heads in late March when Fasano held a press conference to promote the GOP alternative to financing transportation improvements, “Prioritize Progress.” Republicans want to redirect other bonding — currently used for school construction, capital programs at state universities and economic development — for transportation.
He would also expand the types of services partnerships could provide. Committee members rewrote the bill, adopting a measure that instead only raised the limit on publicprivate partnerships from five to seven.

While administration officials suggested a compromise might be reached, Fasano said it would be difficult as long as the “toll monster” is any part of the plan.

Budget From A1
With offsets from increased state revenue last year, the reappropriation of reserve
interest income and transfer(s) from the undesignated fund balance, the board plans to keep the mill rate flat at 36.50 mills, which would have no effect on taxes. A mill equals $1 in prop-
erty tax per every $1,000 of a property's taxable value. The owner of a property assessed at $150,000 would pay about $5,475 in taxes annually.
Last year the town saw about $600,000 in unanticipated funds from the state, about half of which was used towards last year’s budget. The other half, about $318,278, is planned

About $68,000 also is being allocated to replacing the tennis courts at Allyn Brook Park with an all-purpose surface, which would include pickleball. The Park and Recreation Department also proposed $10,250 to install new playground equipment and will likely include rocker toys for the youngest children. In the Public Works Department, new guardrails account for $45,000 of capital improvement, $114,700 to sidewalk engineering to supplement a $400,000 grant for Main Street sidewalks, and $155,000 for road reconstruction on DiNatale Drive.

Most notable on the list of capital improvements is $276,760 for upgrades to the town’s communication system. The Board of Selectmen voted in March to incorporate the town’s radio devices into the Connecticut Land Mobile Radio Network. The proposed budget also includes an estimation from an outside consultant for how much the first payment of debt service may cost for the approved appropriation of $2 million in bonds for road culvert repairs. “There are people in town that may enjoy being a debtfree town, so there may be other avenues, and we've discussed this on the Board of Selectmen, about not having to bond for that project,” Szewczyk said. “I just don't want the community to think that that is definitive at this point, that we are going to borrow.”
The annual town budget meeting is scheduled for Monday, May 13, at 8 p.m. in the Coginchaug Regional High School Auditorium.
