The redesign will shift offices, replace the carpeting, remove counter workspaces, replace furniture, and extend partitions at work stations for a total projected cost of $49,719. A consultant hired by the town of Middlefield to review the job descriptions of town employees has started work, according to First Selectman Jon Brayshaw. The study, being conducted by Randi Frank of Randi Frank Consulting of Wallingford, was initially going to include a salary comparison between employees of Middlefield and similar towns but that part of the study was See Study / Page 4

Kathryn Veronesi told the BOE that the proposal grew out of examining how work is done at Central Office. “The original design of the office was for far fewer people doing different types of jobs,” Veronesi said. To pay for the project, $8,000 will be used from the operating budget and the remaining $41,719 will come from the capital fund. Those capital funds come from a line already dedicated to furniture and carpet replacement and from undesignated capital funds left after the completion of the Memorial and Brewster oil tank projects. Noting that the office housed multiple staff members as well as 52 file cabinets, Veronesi said the renovation was about both professionalism and efficiency. The proposal was first brought to the Education Resources Committee on Tuesday, Aug. 11 with a cost of over $62,000. Members of the ERC thought that the price was too high and wanted the proposal discussed by the full board. Whether the project required a full board vote was a question at the Aug. 26
meeting. “This does not involve changes to the budget because ... we’re not using funds designated to other projects,” BOE chair Kerrie Flanagan said. “I don’t see that we need a board vote because we’re operating within the existing budget.” BOE member Norm Hicks said, “I still think this requires a vote.” Hicks said that it will look like a construction project and even if it uses existing funds it requires the public airing and approval of a vote. Flanagan agreed that a vote would serve the goal of transparency. “I can remember a time that we would not even have known this was happening,” Flanagan said. Originally presented under the portion of the agenda called “The Superintendent’s Report,” the project was added to the agenda and approved unanimously. BOE member Bob Fulton noted several positive aspects to the project such as the frosted glass partitions for the office area. Some existing work stations, which can be the site of sensitive conversations, are in an open area. “I don’t think it’s a very good situation from an employee privacy point of view,” Fulton
said. Fulton also said that shifting the superintendent’s office into what is currently a conference room will help Veronesi serve as a liaison with the community, one of the goals the BOE set when they hired a new superintendent. The current space “looks like an IRS office sometimes,” Fulton said. “We’ve looked at how we do what we do,” Veronesi said. “This is another way that work is supported.”

Army Reserve Officers’ Training Corps cadets at the University of Connecticut, Storrs, graduated from the Cadet Leader Course at Fort Knox, Ky. CLC is a 30-day summer training event focused on training cadets to solve complex leadership issues and problems at the company level. Cadets arrive at CLC with
a baseline of military skill sets; the cadets also have developed critical thinking and problem solving abilities during the academic years. CLC builds upon the work accomplished on campus and develops the cadet’s small unit leadership ability in a tactical environment. The leadership experience supports continued cadet development during the senior year of the program. Cadets usually attend CLC
between their junior and senior years of college, and they must complete the course to qualify for commissioning. Upon successful completion of the course, the ROTC program, and graduation from college, cadets are commissioned as second lieutenants in the U.S. Army, Army National Guard, or Army Reserve. put off. “We’ve started off doing the simple part, the job descriptions,” said Brayshaw. “In my opinion, it is the more crucial part.” At the July 21 Board of Selectmen meeting, the BOS discussed both parts of the study and at their Aug. 18 meeting voted to move ahead with only one part at a cost of approximately $5,850. At the July 21 meeting, Frank told the BOS that the study would examine the positions, with no evaluation of the employees in those positions. Frank said she would consult with the selectmen during the study so employees can not “swell” their jobs. Middlefield does not present unusual circumstances, according to Frank. “Because

Selectman Dave Burgess pointed out that redefining jobs can run into union issues. Work on the job descriptions can take up to three months, according to the contract. The study including both job descriptions and salary would cost approximately $13,500. The Board of Finance had already approved allocating those funds for the studies. Brayshaw said he was comfortable delaying the salary portion until after the election. “The salary study is going to take more time ... I didn’t want to burden the next administration with things

Some of the job descriptions, Brayshaw said, were “terrible,” while some jobs “morphed” into something else. Also, job requirements, such as adapting to new technologies, can be written into job descriptions. The apparently straightforward study did raise some questions during the BOS meeting, suggesting how complicated the issue can become. Brayshaw commented that in small towns, job descrip-

Task force pushing for a greener fair The Clean Energy and Sustainability Task Force would like to ask all local fundraising groups to voluntarily discontinue the use of expanded polystyrene items (cups, plates, bowls, clam-shell containers) in their food service at the Durham Fair. Our local groups have supported and embraced the composting program, and improving our waste stream by removing one of the worst environmental offenders is a logical next step.
Jag tolle inte svenska Skyping with my 5-yearold Swedish grandson, Hayden, is one of the great delights of my life. I miss the boy, sorely, but the marvels of modern technology somewhat lessen the sting of him being on the other side of the pond. Always I get that big grin, and sometimes, in English, “I love you, Grandma.” Well, that just makes my heart go pitty-pat, and in my opinion, it’s the only English he needs to learn. He would, however, prefer that I learn Swedish, as evidenced by him informing my son, “Grandma needs to learn Swedish.” In all fairness to me, though, I have tried. Years ago, when I realized that my son, Hayden’s father, would be calling Sweden his home, I immersed myself in learning his adopted language. I had visions of showing off my new skills with long phone conversations entirely in Swedish, and he would realize – if he hadn’t already (he hadn’t) – what a cool mom I was, and on my next visit to
Sweden, I would let those foreign words just slide off my tongue, as if I was a fourth-generation Swede. A big reason for wanting to learn the language, though, was my intense dislike of going over there and not understanding anything anyone was saying, sitting there like a bump on a log, hoping they weren’t all having a good laugh at my expense. Every time they laughed, I was sure they were! And for all I knew, they could have been discussing how the pilot on my return flight had just been “outed” as someone with a passion for the demon rum, and it had been rumored that he may have, a time or two, had just the teeniest bit of a stagger as he climbed into that cockpit after com-

John Szewczyk has stated that a small group of Republican leaders decided to punish him for being a lone “no” vote on the Board of Selectmen. John’s no votes while serving as a selectman are not the reason the party did not ask him to run again for selectman. John removed his name from the Republican Party roll twice since redistricting in 2012. He quit the Republican Town Committee. He pursued Democratic endorsement to run as an independent for state representative. How many times should our party be spurned before we decide it’s time to move on? Prior to the caucus, he applied for a nominating petition to run without party
affiliation. A copy of the letter from the Secretary of the State’s office is on file at the Town Clerk’s office. John has tried 51 times in the last three years to make taxpayers bear the costs of a lawsuit to upset the redistricting plan of the state legislature, a lawsuit the Board of Selectmen has been advised is unwinnable. Finally, here’s how the decision to support Rob Raney for selectman was made. On July 27, by a vote of 71-46, at an open meeting called a caucus, Durham Republicans voted to support Rob Raney. We have full confidence in Rob’s ability to serve the people of Durham. We hope you’ll confirm the judgment of the majority of Republicans who voted for Rob Raney for selectman at our caucus by voting for Rob in

To the editor: The Republican Party chose not to endorse John Szewczyk because it had lost confidence and trust in his judgment of what was in the best interest of the town and its taxpayers. Facts: The state legislature redistricted Durham into two State House districts. The district in which John lives is represented by Republican State Representative Vincent Candelora. John ran for the State House in 2010 and lost. He wanted to run again but felt he couldn’t get nominated as a Republican. John removed his name from the Republican Party list and attempted to gain Democratic support of an independent candidacy. He failed to get Democratic support. He didn’t run. As a selectman, he wanted the town to sue the state to invalidate the redistricting
plan. Notwithstanding such a suit would be exceedingly expensive, John proceeded in 51 of the next 60 Board of Selectmen meetings to move that the town sue the state. The other members of the board refused to go along, not willing to waste taxpayer money (Selectmen Minutes 1-14-13 to 7-13-15). As a voter, John could have brought such a suit if he thought his constitutional rights had been abridged. That would have meant John, not the town, would have had to bear the cost of such a lawsuit. Conclusions: Asking the town to sue the state at taxpayers’ expense 51 times is not right or responsible. Removing his name from the Republican Party registration list was a clear indication that John sought to disassociate himself from the party. If John is a victim of anything, it is his own poor judgment. I think John should

Team hits the road for Canada Cup In August, 13 boys from Coginchaug Little League participated in the Canada Capitol Cup Intermediate tournament hosted by Kanata Little League of Ottawa, Ontario. This was the first time Coginchaug had ever played a team outside the United States, joining five teams from the Ottawa area, and two more from Toronto at the event. Coginchaug went 2-1 in pool play, with an opening 2-1 victory over the host Kanata LL Cubs in Game 1, a 38-0 mercy win over the Orleans LL Red Sox in Game 2, and a 4-3 loss to the Ottawa West LL Twins in Game 3. From there, despite overcoming an 8-3 deficit in the top of the sixth, and a heated rules protest by the coaches of the opposing team in that inning, Coginchaug fell to the Tri-City (Waterloo) Giants by
Coginchaug in the tournament. Venables, D.J. Arnold, Michael Eisner, Carmine Andranovich and Ben Mariani all doubled. Onofrio also tripled. Onofrio took second place in the home run derby and Coginchaug won the team overall skills competition. “This was a great day,” said Cat Tales volunteer and media coordinator Paul Muir. Although the organization does not do same-day adoptions, Cat Tales likely found homes for at least three cats and three kittens, and referred many more visitors to its website. “Those are some great numbers for us,” Muir said. Cat Tales is a private animal shelter located at an undisclosed address in a private residence, with help from some 60 volunteers, many of whom provide foster homes for cats. The shelter works closely with animal control in Middletown and also takes on a trap, neuter, and release initiative to control the feral cat population. Muir said that Cat Tales is very grateful for all the work NBC put into organizing “Clear the Shelters Day” and promoting the event. “They have been flooding the airwaves,” he said. “Clear the Shelters” was a nationwide initiative, with hundreds upon hundreds of shelters participating, many offering discounted adoptions. People were lining up out of the door in extreme heat around 11 a.m. Aug. 15 at the Berlin Animal Control facility at 600 Christian Lane. Around a dozen animals were adopted by mid-afternoon, including three dogs and at least nine cats. “It was a really good turnout,” said Berlin Animal Control Officer Jan Lund. Lund said it is always a great day when an animal is given a new home. Even better, according to Friends of Berlin Animal Control member Concetta Berardozzi, is that many of the animals adopted are older. “That’s always great to see,” she said. “It’s wonderful and it’s needed, and it’s wonderful for all the rescue groups and shelters to work together.” Reach every home and business every week!
