Middlefield considers extending tax break to retired volunteer firefighters By Bailey Wright Town Times
Middlefield residents could soon be asked to consider expanding a tax abatement for active emergency personnel to extend into retirement.
The proposal, being drafted after initial support from Board of Selectman, would still need approval from residents before going into effect. First Selectman Ed Bailey said the goal is to have a vote in time for the abatement, if approved, to be in place for the next budget.
“I’m glad we have an opportunity to provide them with a token of the town’s appreciation for all the services they provide,” Bailey said about the proposal. The abatement, permitted by state law, gives active volunteer See Tax break, A9

New role for Bartolomeo By Mary Ellen Godin Record-Journal staff
MERIDEN — Former Democratic state Sen. Dante Bartolomeo was recently named by Gov. Ned Lamont to be the deputy commissioner of the state Department of Labor.
Crowds filled the fairgrounds during the 99th Durham Fair on the Durham Fairgrounds in Durham Saturday, Sept. 29, 2018. Bartolomeo, a city resident, worked on labor issues and policy with Lamont during his gubernatorial campaign. She reports directly to labor department Commissioner Kurt Westby. “Although I have worked with our new Deputy Commissioner for only three days, it is already obvious that Danté Bartolomeo is a great addition to the agency,” Westby said in an email. “Her experience in the legislature and practical approach to finding solutions will be valuable to the Labor Department and the people we serve.” Lamont has said he plans to work closely with legislators during the current session on proposals that aim to keep the state’s workforce competitive. Bartolomeo’s experience in the General Assembly is viewed as a plus when crafting and implementing policy, Westby said. See Bartolomeo, A2

Bartolomeo Bartolomeo, 49, was raised in Wallingford and graduated from Mercy High School and Colby College. She moved to Meriden in 1994 with her husband Doug, a police officer, and their two children. She’s worked in the private sector and as a community activist. Former Democratic Mayor Michael Rohde convinced Bartolomeo to enter politics, recommending she fill his seat representing Area 2 on the City Council when he was elected mayor in 2008. “She’s always been a strong advocate for education,” Rohde said. “She was very articulate and forceful.” In 2012, Bartolomeo narrowly defeated former Republican state Sen. Len Suzio to represent Meriden, Middlefield, and parts of Cheshire and Middletown in Hartford. Bartolomeo won re-election in 2014 by another razorthin margin against Suzio, but was defeated in another rematch in 2016.
While in the Senate, Bartolomeo served as co-chair of the Higher Education and Employment Advancement Committee, and co-chairwoman of the Committee on Children. She fought to keep the Meriden branch of Middlesex Community College open and supported funding for the Jackson Laboratory of Genomic Medicine at the University of Connecticut Health Center in Farmington. She also supported programs that offered training for industries seeking employment, particularly advanced manufacturing classes at community colleges. She helped secure millions in grants and bonding for flood control work to revitalize commercial development in downtown Meriden, as well. Bartolomeo supported a $220 million deal in 2016 with Lockheed Martin, whose subsidiary Sikorsky will fulfill a Navy purchase order for heavy-lift helicopters in the state.
very honest, straightforward person, very fair and has tremendous integrity.” Bartolomeo is looking forward to working in Hartford again, using her legislative contacts to help craft policy while building worker programs. The labor department works closely with the American Job Centers and local workforce development agencies, such as the Workforce Alliance. “The larger initiatives are the minimum wage, the (paid) family medical leave bill, and workforce development,” Bartolomeo said. “I’ll have an opportunity to work on those issues through the legislature and through the agency.” Bartolomeo would also like to expand workforce development apprenticeship programs beyond manufacturing into non-traditional areas such as banking and insurance.
“We need jobs and a trained workforce,” Bartolomeo said. “I want to look at other areas “She was a phenomenal sen- that apprenticeship programs would work well.” ator,” Rohde said. “She’s a

Conway said.
has been meeting periodically to plan fundraisers, a gala event and lots of activities focused on the big milestone for this year’s fair in September.
Before the fair’s weekend comes around in late September, the committee is holding a gala event named “The Celebration of 100 Fairs.”
The Durham Fair was established in 1916 and as been missed only four times, due to weather and wars.
The committee’s current focus is on fundraising to build the Everlasting Tribute Patio, by selling sponsorship of personalized bricks, benches and wall toppers to use for the installment. Construction on the patio is already underway, in an area by the Needlework Barn on the fairgrounds.
The celebration will be the evening of May 11, in the fairgrounds’ “beautifully transformed” Cow Palace, Conway said. Tickets won’t be on sale until the event is closer, but Conway said Scot Haney from WFSB is slated to be the keynote speaker and the Savage Brothers Band will play live.
The patio will include three large flagpoles — adorned by the American flag, Durham Fair flag and either a state or town flag — which will be noticeable from anywhere on the fairgrounds.
The committee is still working on the details for exhibits and activities that will highlight the history of the fair for patrons this year. One commemoration will be in the form of craft beer, thanks to a local brewery that is working on a custom craft beer to share in the CT Craft Beer & Cider Tasting tent.
Karen Conway, co-chair of the 100th celebration committee and first vice president of the fair, said the patio will be an acknowledgment and thank you to everyone who has helped make the fair happen over the years — volunteers, patrons and donors alike. “This is an area that everybody can go and enjoy,”
Conway said any residents that feel they have something special to share regarding the fair’s history may reach out to the committee via the Durham Fair website. The 2019 fair will be held
As the state’s largest agricultural fair, Conway said reaching 100 fairs is “very significant” considering it has been run completely by volunteers. She expects history-specific exhibits to be part of this year’s fair, which will showcase the significance of being able to keep up the fair on an ongoing basis with just volunteers. “Clearly, the 100th fair is going to be a celebration. But the significance of it to me represents the dedication of 100 years of volunteers that kept this going,” said Durham First Selectman Laura Francis. “How enduring the values that the Durham Fair represents are that generations of volunteers have kept it alive.” For more information, or tickets to The Celebration of 100 Fairs, contact 860538-1221, bricks@durhamfair.com, or visit the Durham Fair website. bwright@record-journal.com 203-317-2316 Twitter: @baileyfaywright

State law also allows towns to give the abatement to volunteers with police and emergency medical departments, but Middlefield doesn't have either. Only Middlefield residents who volunteer with the local fire department are eligible to receive the abatement, capped at $1,000, while the spouses of volunteer who died in the line of duty may also qualify for a 50 percent tax abatement. Bailey said selectmen seemed supportive of the idea during an informal presentation in January and the town attorney is currently drafting a proposal. If selectmen approve the proposal, residents will get to vote on whether to enact it during a town meeting. If approved, the ordinance could go into effect July 1 and be included in the
Tyc said he hopes this will be an incentive not only for new recruits, but for current ones to stay longer. “It costs a huge amount of money to train people and if we can get (them to stay) 25 years, it’s a no-brainer, Tyc said. “Anything we can do to give an extra little incentive hopefully will help. He said the company asks for a lot of time and energy from the volunteers, so anything they can do to protect them in the long run is worth it. Bailey said only a few people may be able to qualify for the retirement tax abatement in the next few years and doesn’t expect a huge budget impact. bwright@record-journal.com 203-317-2316 Twitter: @baileyfaywright

each with their own contributions – the Maiden, the Mother and the Crone.
S R E N WIN
The Maiden is a woman in her youth. It’s a time for growth and potential and new life. It’s a time of innocence, self-confidence, intelligence, independence, exploration, discovery, self-expression and creativity. (A rather tall order, wouldn’t you say?)
E T A R A K E E FR
The Mother is associated with nurturing, responsibility, adulthood and the fullness of life. And last but not least, we have the Crone. She’s the wise elder, and she is in her full power. She is associated with transformation, visions, prophecy and guidance.
Lisa Giblin of Meriden
I’m a Crone now. It sounds awful, doesn’t it? (I suppose I should count my blessings. In days gone by she was known as the Hag.) I picture some bent-over old woman with a wart on her nose and stringy gray hair, cackling as she shuffles along. Oh please, let me not go down that path!

Ah, my Mother years. Loved them. If I delve into the literal meaning of the word, I would say that as a mother I was nurturing, responsible and reveling in the fullness of life. The fullness that comes with bringing two precious lives into the world and seeing them into adulthood. I think I did pretty well on this one. So here we are. The Crone. I think the jury is still out. Hopefully, I have time to get this one right. To maybe even pass with flying colors. I do like thinking of myself as a wise elder, even when I don’t feel very wise. I’m working on coming into my full power, and transforming. (I really need a transformation.) The visions and prophecy have yet to come. I will patiently wait for them. I hope I’ve been able to provide my boys with some guidance. Although these days, more often than not, they are the ones giving me sage advice. So March 29 (You do have March 29 marked off on your calendar, right?), I eagerly await you. I will have made another trip around the sun. And I’m a Crone! A wise elder. How good is that!

super powers. Oh, I was intelligent enough, I guess. And independent; I have always tended to go my own way, if that is the definition of independence. My selfconfidence came of its own accord, and was not a constant companion. Sometimes I had it, sometimes I didn’t. I have always expressed myself. A bit too much sometimes. And as for innocence. Well, I was naïve. Does that count? I wonder if I could take a do-over.
