Loss of personal property leads to decline in Durham grand list By Bailey Wright Town Times
Durham’s taxable grand list decreased by almost one percent from last year. The total gross grand list comes to $700,706,406, which is down about .94 percent from last year’s $707,322,361.
The approximately $6.6 million total net grand list decrease represents about $241,500 in revenue at 36.5 mills. “Unlike in recent years when personal property assessments grew more than other segments, the personal property portion of the grand list fell considerably, dropping about
16.25 percent to $33,736,108,” First Selectman Laura Francis said in an email. The departure of Above and Beyond Equipment Rentals, and sister company Above and Beyond of Fairfield, from town last year was a large portion of the personal property loss, since it had the second and third
highest assessments. Its assessments totaled more than $7.2 million. Francis said there are also 14 fewer businesses operating in town, bringing the total to 481. Real estate assessments, which now make up 85.7 percent of the entire See Grand list, A2

In the early hours of Sunday morning, Durham resident Jeanine Dell’Orfano rose and began the long process of washing, and drying two Bergamasco sheepdogs. She gathered one at a time and brought them to her home’s basement, which is outfitted with a professional grade tub, and started lathering their thick coats with soap, wringing each strand clear of dirt and mud and whatever else they’d managed to collect.

Dell’Orfano, who lives with her husband, Joseph, and family on Tuttle Road, has been breeding for more than a decade. She was living on a large goat farm in Nova Scotia and found the Bergamasco breed while searching for a good herding dog to add to the farm. Two years and two dogs into the decision, she had fallen in love with the breed and had her first litter around 2007.

Obituaries Filomena Fraschilla DURHAMFilomena (Parente) Fraschilla, 81, of Durham, formerly of Wallingford and Cheshire, died Thursday, Feb. 7, 2019 at the Masonicare Health Center. She was the beloved wife of the late Rodolfo “Rudy” Fraschilla. Born in Cerreto Sannita in the province of Benevento, Italy, Dec. 8, 1937, a daughter of the late, Ciro and Maria (Fiorito) Parente. She was a devoted wife, a proud mother and grandmother, who loved to cook, spend time with the family and travel to her beloved country Italy. A fabulous baker, her tarallis - a common staple at every family event, along with her Easter pies and sweets were legendary. Filomena also had a passion for Italian contemporary Italian music, often singing along like a young teenager, especially during the annual Sanremo Italian Music Festival. Perhaps, it’s no coincidence that it was streaming live in her room that same day she left us. She will always be remembered as a loving and caring person that put the lives of others before hers. Nothing seemed to give her greater happiness than bringing the entire family together to celebrate holidays and family events. She is survived by her daughters, Carmela “Lina” Cirasa (Giovanni) of Cheshire, Raffaela Fronc (Edward) of Durham; three sons, Ciro Fraschilla (Ida) of Rutherford, N.J., Angelo
COMMENTARY
Chocolate: Food of the gods Valentine’s Day may have our thoughts turning to chocolate a little more often than usual (if that’s even possible!). It’s been our best friend for eons, hasn’t it? Comfort food at its best. The food of lovers, and would-be lovers. The treat that wins over a fair maiden’s heart.
Fraschilla (Alfonsina) of North Haven, and Massimo Fraschilla (Colby) of Middlefield; grandchildren John-Rudy and Alessandra Fronc, Fabio and Francesca Fraschilla, Angelo (AJ), Matteo, and Alessio Fraschilla, and Eliana, Rodolfo (RJ) and Brayden Fraschilla; sisters Anna (Nina) Scala (Edoardo), Lucia Biondi (Antonio), and Giulia Buontempo (Domenico); brothers Lorenzo Parente (Kathy), Emilio Parente (Maria Giovanna), Luciano Parente (Eleonora); a sister-in-law Vittoria Parente; and many nieces and nephews. She was predeceased by her sister Grazia Bello and brother Antonio Parente. Gifts in her memory may be sent to the Sisters’ Project, PO Box 1643, Wallingford, CT 06492. I have, in my life, had cravings so strong for this delectable, that I believe I would have gladly walked five miles in a snowstorm – uphill both ways! – for just a sniff of the stuff. I rarely come across someone who doesn’t like chocolate, and when I do I tend to be a bit suspicious of them. It’s like someone saying they don’t like puppies. What?! And was anything so wonderful, when growing up, as coming in to a hot cup of cocoa after a romp in the snow? With tiny marshmallows and/or whipped cream. The crowning glory of a well-spent day, it was. And while we are on the subject of chocolate’s merits, I am right now, this very
moment, recalling a trend when I was in elementary school, of eating chocolatecovered ants and chocolate-covered grasshoppers. Now I do not have, nor have I ever had, a diet of insects, but I did not want to be left out, or perhaps I was trying to impress my peers with my bravery, but I did pop one of those little beasts into my mouth. I think it was of the ant variety. But here’s the miracle, if I may call it that. I only tasted chocolate. No bug. Chocolate is so accommodating, and such a good friend, that it will even mask the taste of little beasties. Does it get any better than that?! And who could forget the chocolate delights we woke up to on Easter morning? The chocolate bunny, devoured eagerly from the ears down. The chocolate eggs. Chocolate, chocolate, chocolate. I think every day should start that way. So yes, I expect my love affair with the cacao bean to be an ongoing thing. It has certainly outlasted all my other affairs of the heart. And it’s nice to know that, should I ever find myself in a bind, I can always stockpile them and buy myself a nice turkey hen. The gifts just keep coming!
