THINKING OF RUNNING FOR COUNCIL IN THE 2025 Municipal Election?

If you’re considering serving your community as a council member, here’s what you need to know:

ELIGIBILITY

To qualify as a municipal candidate, you must:

• be eligible to vote in the municipal election

• have lived in the jurisdiction for at least six (6) consecutive months before Nomination Day.

NOTICE OF INTENT

BEFORE launching your campaign, you are required to submit a written Notice of Intent to the local returning officer.

ONCE ACCEPTED, you can:

• Officially act as a candidate.

• Accept campaign contributions.

• Incur campaign expenses.

• This process is governed by the Local Authorities Election Act and the Expense Limits Regulation.

FILING DEADLINES

For general elections, nomination papers can be submitted anytime from January 1 until four (4) weeks before Election Day.

The Chief Administrative Officer (CAO) for the municipality ensures that the policies and programs of the municipality are implemented. The CAO advises and informs Council on the municipality’s operations while performing and exercising the duties, functions, and powers assigned through the Municipal Government Act and Council.

The Chief Administrative Officer oversees Protective Services, Fire Department and Emergency Management, Corporate Communications, and Human Resources/Health and Safety.

Recreation Assistance Program

The Town of Westlock Recreation Assistance Program is administered by Westlock & District Family and Community Support Services.

Modest income residents and families can submit an application to Westlock & District FCSS to determine if they qualify for a 25% or 50% discount on many community programs and services at the Westlock Rotary Spirit Centre, Westlock Aquatic Centre, Summer Programing, and the Community Assistance Bus.

WESTLOCK MENTORSHIP PROGRAM

Support a Grade 3 or 4 student from Westlock Elementary School through an on-going, one-on-one relationship. Serve as a positive role model and friend to help build self-esteem and motivation! The goal is to strive for mutual respect.

Talk, Listen, Enjoy Lunch together.

Time Commitment: One hour during the lunch time.

All passes include full access to Westlock Rotary Spirit Centre and Westlock Aquatic Centre.

• 10x passes-buy 9 get 1 free

• 1 month pass-equivalent of 8 uses

• 3 month pass-equivalent of 20 uses

• 1 year pass-equivalent of 60 uses CHILD

STUDENTS: Students attending post secondary school will be charged the Youth/Senior Rate. School ID required.

FAMILY MEMBERSHIP: 2 adults and all children 18 years or under, residing in the same home, or attending post secondary school, up to a maximum of 24 years of age.

FIELD HOUSE TOURNAMENT RATE: Applies only to schools within the Town and Westlock County.

FOR PROFIT bookings shall be charged the nonlocal rate, unless otherwise noted.

RECREATION PASSES: includes access to the Westlock Rotary Spirit Centre’s drop-in field house times, arena drop-ins, and weight room; as well as Westlock Aquatic Centre’s public swims, parent/ tot swims, lane swims, daytime aquacize classes, squash/racquetball courts and weight room.

LOCAL RATES: Apply to users within the Town and Westlock County and/or any group that is organized within the Town or County or if a regional team.

NON-LOCAL RATES: Apply to groups, individuals outside of the County and Town of Westlock.

RECREATION ASSISTANCE PROGRAM: a 25% or 50% reduction in the applicable recreation fee based on verified income scale results, administered by Westlock & District FCSS.

SCHOOL RATES: Apply to schools within the Town of Westlock and Westlock County.

AGE RESTRICTIONS

Pool

Only indoor, non-marking shoes will be permitted. No hiking boots, dress shoes, flip flops, open toes or socks will be permitted.

No food or drink is permitted in the field house, weight rooms, court areas, pool or pool deck or walking track. Water is the only exception, but it must be in a sealed bottle with a lid.

Weight Rooms

Those 7 years old and younger must be accompanied by a person 15 years old or older at all times. 15 years and older can watch up to 3 children under 8 years old.

Must be 13 years old or older for full use of weight room areas. Those who are 12 years old may use the cardio equipment only but must be supervised by an adult at all times.

24-hour Gym 13 to 17 year olds can come with adults but both need valid passes.

Those 8 years old and younger must be accompanied by a person 14 years old or older at all times.

Squash/Racquetball Courts Must be 12 years old or older.

MEDICAL HOLDS

Passes can be put on hold for medical reasons for a maximum of one month. A written statement/form from your physician is required.

EQUIPMENT RENTAL

The use of our sporting equipment is FREE with a paid Full Facility Pass or day admission during drop-in leisure times.

FACILITY BOOKING

If interested in renting one of our facilities for a private function, please call that facility for pricing and availability information.

Please treat our equipment with respect to help ensure this service will remain in place for all users to come. If you require a lock, they can be rented for $0.75. This service is complimentary for Pass Holders.

PLEASE NOTE

Make-up classes: refunds or credits are not issued for classes missed during a session. Non-attendance in a class does not constitute a withdrawal.

*The Town of Westlock reserves the right to revise cancellation and withdrawal policies as required.

TRANSFERS

Transferring to another class will be subject to space availability and programmer’s approval.

A fee adjustment may be necessary.

Programs, events and activities may be cancelled by the Town of Westlock based on the following circumstances:

If the Town of Westlock cancels a class, a full refund is available by one of the following:

*NON-MEDICAL WITHDRAWALS

• Facility and/or equipment problems or closures

• Instructor or facilitator illness and/or unavailability

• Program or service materials not available

• Inclement weather conditions

• Credit

• Cheque (to be mailed to patron)

• Transfer into an alternate class (pending space availability and programmer approval)

A credit or partial refund will be issued up to 48 hours prior to the start date of a program. No refunds or credits will be issued after this time.

*MEDICAL WITHDRAWAL

A full refund will be issued with medical documentation, if withdrawal is prior to class commencement.

Unusual circumstances will be considered and will be subject to approval by management. A $15.00 administration fee will be deducted per program withdrawn from.

If a class has already commenced, a pro-rated refund will be issued with medical documentation.

The Parent and Tot Program structures in-water interaction between parent and child to stress the importance of play in developing water positive attitudes and skills.

Activities and progressions are based on child development, so parents register in the level appropriate for their child’s age. Lifesaving Society Water Smart® education complements skill learning.

The Preschool Program gives children a head start on learning to swim. Preschool programs develop fundamental physical literacy skills for aquatic activities. In our preschool program we work to ensure 3-5 year olds become comfortable in the water and have fun developing a foundation of water skills. We incorporate Lifesaving Society Water Smart® education in all Preschool levels.

JUNIOR LIFEGUARD CLUB (60 minutes)

Cost: $100.00

Prerequisites: Age 8-16

The Junior Lifeguard Club provides action packed challenges for kids who love the water and want more out of their lessons.

Participants must be able to swim 25 metres and tread water for two minutes. This program keeps youth interested and active in aquatics and is perfect for those caught between levels.

SWIM PATROL:

ROOKIE/RANGER/STAR

(45 minutes)

Cost: $60.00 as per Fees & Rates Bylaw

Develops individual fitness levels through timed swims and water workouts. Water proficiency skills include: swimming with clothes, ready position, foot-first and head-first surface dives. Demonstrating the ability to conduct a primary assessment and initiating EMS are included as well as other first aid skills. The level order is Rookie Patrol, Ranger Patrol, Star Patrol.

ADULT SWIMMER (45 minutes)

Age 16+

Whether you’re just starting out or just want help with your strokes, our Adult program is for the young at heart - no matter your age. Within the Adult Swimmer curriculum, participants set their own goals to develop water confidence and smooth, recognizable strokes. Water Smart® education is part of all levels. Work with certified instructors to learn to swim or improve your current swimming ability and water fitness.

Class Availability and Registration Requirements

Please note that our recreation classes depend on meeting a minimum number of registrations. Classes may be cancelled or rescheduled if they do not reach this required number of participants. Register early to ensure your desired class proceeds as scheduled. If a class is cancelled due to low registration, we will inform you promptly and offer refunds or the option to join another class, subject to availability.

This class teaches correct techniques for fundamental strength exercises such as squats, deadlifts, push ups and using the different machines in the gym. As well as stretching, plyometrics, and cardio. This class is for students between the ages of 13 to 16.

In this class, we will be incorporating light cardio, weights and bands with chair yoga stretches. This class is suitable for all, including seniors and those with limited mobility. Please bring a water bottle and exercise bands for stretching.

I am your local hearing healthcare provider at Amplifon Hearing Care Experts.

My educational journey began in 2016, leading to the completion of my Bachelor of Arts at Grant MacEwan University. However, a personal experience prompted a swift transition in my career path. After learning of a family member’s hearing loss diagnosis, her clinician’s impact on her life inspired me to begin my studies in the hearing aid practitioner program, and shortly thereafter, I became a board-certified hearing instrument specialist.

The Business Signage Grant offers direct investment to local businesses looking to install new or updated exterior signage. The grant will reimburse applicants for 50% of their eligible project costs, up to a maximum of $5,000.

The application window for applications opens March 1 of every calendar year and will remain open until September 30, or until grant funding has been allocated.

About the Vital Signs - Needs Assessment

Vital Signs uses local knowledge to measure the vitality of our community and support action towards improving collective quality of life.

Local data gathered through the program is used to support evidence-based, locally-relevant solutions to improve the quality of life at the community level.

Vital Signs aims to inspire civic engagement, to provide focus for public debate, and to help a range of actors take action and direct resources where they will have the greatest impact.

The Town of Westlock offers a pre-authorized payment program to those taxpayers, residential and commercial, who wish to pay their taxes on a monthly basis. Monthly installments break your property tax into smaller amounts, making it easier to budget.
