REAL HOSPITALITY FROM EMIRATES I must admit that I’m not fond of flying. It’s not the fear of plummeting to the ground from 35,000 feet, or indeed claustrophobia. It’s just the sheer, mind-numbing boredom. And of course the food – but I guess that’s a given. However, I have recently spoken to a gentleman who has had an absolutely fantastic experience ... and it was with Emirates. The man in question, an 86-year-old who used to work for the UK government in South Africa, was returning to his former homeland for the first time in around 20 years. He flew from Birmingham, England, and chose Emirates for no other reason than its Business Class “seemed like a good deal.” He was picked up from his home by the Emirates chauffer and driven to the airport in luxury. Apparently, the lady who drove him got everything off to a great start, even parking up (where she shouldn’t have!) to take him through to the airline check-in desk in order to make sure everything was easy and convenient for him. A wheelchair was provide for him at Birmingham International Airport, as at 86 the distance between passport control and the gate can be rather daunting. Naturally, he was therefore taken on-board first, and was delighted to discover that the cabin crew greeted him by name. Now it’s important to give the cabin crew a nod here; particularly the crew on the fourth leg of this journey from Dubai back to Birmingham. On this flight, the gentleman in question was looked after by “two lovely Irish lassies” who even took a

photograph of him at the bar on the aircraft and presented it to him before he departed. A nice touch. It goes without saying that the facilities on the aircraft (all four on them) were exceptional, but it really is the human touch that makes all of the difference, particularly when it is genuine, as it certainly seemed to be on Emirates. So often nowadays ‘hospitality’ is taught in the classroom, which is of course rubbish. People are hospitable and friendly by nature or they are not. It’s like being a musician or a sportsperson, you can’t really be taught that stuff.Yes, you can be ‘coached’ to become better, but you can’t fake being a violin virtuoso or a high jumper. And to my mind, that rule runs across everything in life. I guess this tale of the Emirates cabin crew is a good example of how important it is to employ the right people, and how pieces of paper (degrees, diplomas, certificates etc.) do not necessarily tell the entire story. I know of several graduates, for instance, with wonderful qualifications, but I wouldn’t let them anywhere near my clients! So hats off to Emirates and Irish hospitality; they got it right in a world where ‘hospitality’ is so often ‘plastic’ and false. And that’s not easy to do.

These figures mean the solar energy is an optimum energy source in Dubai.

BUSINESS AND FINANCE P12 For five years global growth has been stuck below its longterm average, and experts warn that 2017 may be the sixth. There are, quite naturally, clear differences from country to country, but taken as a whole the problem seems to arise from a combination of low growth, minimal inflation, increasingly unproductive economic policies.

It is a ‘mega-project’ in every sense of the phrase, and according to Abdullah Belhaif Al Nuaimi, The UAE’s Minister for Infrastructure Development, the decision to push the deadline back was taken at a meeting of transport ministers in April. “We know for sure that 2018 is not a possible date, but we just wanted a ceiling so, in principle, we agreed on 2021. That’s the target. Whether we can achieve that or not will depend on the internal plan of each individual country.” And each ‘internal’ plan appears to depend on the internal plans of neighbouring countries, which could turn out to be a bit of a catch-22 situation.

Emirates Projects: What attracts you to the logistics industry, and how has it changed in the time you’ve been involved in it? Oliver Pesov: The logistics industry, being the backbone of the whole supply chain, gives us the opportunity to enjoy challenges with creativity. Every new project has different requirements, restrictions and targets to be achieved. This combination keeps us all busy, and we enjoy our work. Just like other industries, with the help of people and technology, the logistics industry has developed a lot during the last decade, including in areas such as systemisation, automation, consolidation of offerings, and cost control, as well as the quality of the services. Emirates Projects: What is your brief as Deputy General Manager of Centre Point Logistics? Oliver Pesov: Centre Point Logistics, known as CPL, has been in the market over 10 years under the umbrella of SSLH (Saleh Saeed Lootah Holding), and is a Dubai based family-owned diversified business house supporting global logistical needs. At CPL, we are committed to understanding the client’s needs and delivering the right tailor-made solutions by optimising our ‘Open Architecture’

model, where the client can simply plugn-play and does not get restricted from expanding their horizons. Being neutral has helped us to build trust and dedication with the local, regional and global logistics players. We believe in the approach and we will continue being neutral. Today, CPL has logistics hubs across the UAE and Oman, giving the flexibility to the 3PL’s to expand the offerings toward their customers. We have facilities in Jebel Ali Free Zone Authority (JAFZA), Dubai World Central (DWC), Hamriyah Free Zone Sharjah, and Sohar Free Zone in Oman. And currently we are at the final stage of finishing a state-of-the-art warehouse in DWC. We are in the process of building a chemical warehouse in JAFZA too, as well as having many more projects that are on our ‘to do’ list. With a dedicated and innovative team, we are also offering various value-added services to save time and money. Emirates Projects: What would you say is the biggest challenge for Centre Point Logistics and the industry in general over the next five years? Oliver Pesov: The challenges for CPL and the industry may arise from further drop down of the oil and steel prices, which means less movement and fewer

transactions. Of course, the global economy has a direct impact on the logistics industry too. The true competition in the logistics sector is not among the logistics companies, it is between the logistics and manufacturing sectors; until the manufactures utilise services from a logistics company, they will be in the market for the logistics companies. The minute they start their own logistics division, then indirectly they are competitors to the logistics sector, because from that moment they would not be in the market anymore. Having said that, we are optimistic and we believe in being involved in what we are best at. On the other hand, we have the Expo 2020, which is happening in Dubai in three years from now and we do expect more logistical requirements.


GET TO KNOW THE DEPUTY GENERAL MANAGER 09 Emirates Projects: Where do you see growth coming from over the next couple of years? Oliver Pesov: Complex requirements always generate growth, because that is where innovation is required. I would expect pharmaceuticals and chemicals, as well as the oil and gas and automotive sectors, to have a big influence on the overall growth in the region. Emirates Projects: Has anyone in particular been an inspiration to you in your business career? Oliver Pesov: After almost 15 years of experience on different levels and on various projects, I have been working

with many people and leaders. Today, I work with great team in CPL and I have the opportunity to be very close with the Chairman and other leaders from the SSLH, who are firstly great friends, but are also valuable businessmen and impressive people to learn from, with tons of experience in different sectors. Emirates Projects:What is your own personal business philosophy? Oliver Pesov: Offer what you can deliver, do not over promise, and do not exaggerate.

Emirates Projects: Do you think you are a good boss? Oliver Pesov: I believe so, but I see myself more as a leader than a typical boss. I enjoy sharing my experience with my team and listening to their ideas. The fact is that in the team, most of the people who are with CPL have been so since the beginning and they have been trained and promoted a couple of times in their careers. So I think I have to be a good ‘boss’. Emirates Projects: What do you do to relax? Oliver Pesov: Family time, socialising with customers and friends.

Habtoor Leighton Group (HLG); a leading specialist contractor in the region was awarded the AED 500 million contract, meaning construction and land preparation can get underway for one of the biggest property projects in Dubai. Gate Avenue at DIFC also represents DIFC’s largest current project, which is already attracting wide interest from the business and retail communities. Gate Avenue at DIFC is already worth AED 450 million approximately with the existing truck tunnel and master plan infrastructure in place. Combined with the new contract, this will elevate the full development cost to an estimated AED1 billion, reflecting the size, scope and ambition of this major project. Set for the first phase of completion by the end of 2017, Gate Avenue at DIFC will heighten connectivity of the entire district. A series of spacious, aesthetically appealing, indoor and outdoor themed areas and walkways will link the podium levels of all buildings located in the DIFC. This will

create both a new urban living concept for the region built around having a unique experience when visiting DIFC, as well as delivering a more integrated professional, connected and accessible environment. With over 200 dining, boutique, retail and entertainment options, as

well as an iconic new mosque, Gate Avenue at DIFC will span across 660,000 square feet and 880m in total length. Building on the already world class business infrastructure and offerings available in DIFC, it takes the Centre’s offerings to the next level as a mixed-use development.

FRAGILE GLOBAL GROWTH, BUT STILL BIG OPPORTUNITIES’

F

or five years global growth has been stuck below its long-term average, and experts warn that 2017 may be the sixth. There are, quite naturally, clear differences from country to country, but taken as a whole the problem seems to arise from a combination of low growth, minimal inflation, increasingly unproductive economic policies, and more and more damaging politics. It cannot be overestimated, for instance, how nervous the financial markets are about the UK departing the European Union (Brexit). The ripples of Brexit are being felt all around the world. And it will get worse. Only 36% of the UK electorate voted to leave, 34% voted to remain, and 30% did not vote at all. Put simply, the votes comprised

17,421,887 ‘leave’ votes and 16,146,297 ‘remain’ votes, indicating 12,931,353 eligible voters did not vote, and approximately 18 million inhabitants are not eligible voters. Not really a clear mandate then. Worse still, many of the leave voters have changed their minds, yet the UK government continues to plough on regardless ... now ignoring the majority of the people. Companies are leaving for greener pastures. And should Article 50 get implemented in March 2017, it’s a good bet that the UK will cease to be a major power on the world stage. This has considerable implications for world financial markets. New OECD and Unctad reports suggest Britain’s economy will stumble in 2017 and that the financial crisis it is helping to fuel is

about to be felt in developing countries most of all. Both reports were thick with cloud and short on silver lining. And let’s not forget the China slowdown. So whilst the IMF expects the world economy to expand by 3.2% in 2016 and 3.5% in 2017, this is down from its previous forecasts of 3.4% and 3.6%, respectively. “The global recovery has weakened further amid increasing financial turbulence. Activity softened toward the end of 2015 in advanced economies, and stresses in several large emerging-market economies showed no signs of abating,” the IMF said in its executive summary. It went on to say that China doesn’t face an easy road ahead as it transitions its economy to domestic consumption from its

current export-based economy. “Given China’s important role in global trade, bumps along the way could have substantial spillover effects, especially on emerging market and developing economies,” the report said. GDP Growth in the Region to Accelerate All pretty gloomy so far I admit, but what of the MENA region? Well, fragile global growth, considerable geopolitical risks and still low oil prices continue to put at risk any robust resurgence in the region. But against a background of very real risks to MENA’s economic position, experts still argue that GDP growth in the region is expected to accelerate to 2.8% in 2017. The UAE has shown itself to be fairly resilient to the ongoing problems of low oil prices and weak global demand, thanks


primarily to its somewhat diversified economy, particularly when being compared to other Gulf nations. So whilst GDP growth is slowing down, the overall pictures looks relatively healthy thanks to respectable nonoil exports. Qatar, which is set to run a budget deficit this year following 16 years of fiscal surpluses, continues to plug the gap by tapping the bond market, successfully selling $1.3 billion in domestic bonds twice in 2017. In the meantime, in an effort to increase OPEC revenues from oil trading, which account for more than 90% of Qatar’s total exports, a preliminary agreement by OPEC members has been reached to cut back on oil production, following years of a produce-atwill approach that has been a major cause of prices tumbling dramatically.

In Saudi Arabia, economic growth continued to slow in Q2, again not helped by the still low oil prices and higher credit costs for private businesses. The latter have arisen from contracting internal liquidity due to the country’s large financing needs. In an attempt to curb what is a hefty fiscal deficit, the Kingdom’s first ever public sector wage cuts have been announced. These measures will most probably affect growth, as nearly two-thirds of Saudis are employed in the public sector. So those with expectations of a sustained ‘bounce back’ in emerging market growth after the slowdown of recent years will be left feeling rather frustrated. The 2000s were a short-lived ‘Golden Age’ for the emerging world, with a number of never-to-berepeated props for brisk growth that probably

won’t be seen again. Growth over the next two decades will be closer to that seen in the 1990s than in the early 21st century.

Adjusting to a New Reality The future may not be strewn with rose petals, but neither is it apocalyptic. For those companies with good, workable strategies there are still big opportunities for growth and expansion in the Gulf. And the latest figures from the World Bank’s ‘country rankings of business efficiency’ support this optimistic outlook. The top 10 performers included both the UAE and Bahrain, with the report citing research that demonstrates that improved performance in the rankings is linked with lower levels of income equality, thereby reducing poverty and encouraging shared prosperity.

The UAE jumped up eight places to 26th in the rankings, with the report highlighting three important reforms taken in the country over the past year: (1) it has become easier to start a business by streamlining name reservation and articles of association notarisation; (2) construction permits have been eased by implementing risk-based inspectors; and (3) minority investors have become more protected through the increase of shareholder rights and their role in major corporate decisions. So as all regional economies adjust to a ‘new reality’, it will be vital that they preserve their business openness, efficiency and competitiveness, while making some often difficult policy choices that will affect their citizens. As the old Chinese saying goes, ‘May you live in interesting times!’

The 18th edition of WETEX will run from October 4th to 6th, 2016, at Dubai International Convention and Exhibition Centre. WETEX 2016 is expected to attract a significant number of visitors, as it coincides with the first Dubai Solar Show, which will address the most up-to-date solar energy solutions for building, operations, distribution, storage, and solar energy management technologies. The exhibition focuses on attracting advanced technologies, and it brings together solution providers, investors, decision makers, consumers, and business partners from both the private and public sectors. Indeed, it provides the perfect platform to discuss all topics focused on sustainability, the environment, and the protection and preservation of natural resources. One aspect of WETEX 2016 will be the showcasing of the ‘Dubai Green Zone’ project, which it is hoped will encourage established and start-up companies to set-up in the emirate, taking advantage of an ideal business environment in order to develop and market their green, sustainable technologies. This will be fuelled by an across-the-board state-of-the-art infrastructure, as Dubai continues on its quest to become the city with the least carbon footprint in the world by 2050. Dubai Green Zone comes under the infrastructure pillar of the Dubai Clean Energy Strategy 2050, which was launched by HH Sheikh Mohammed bin Rashid Al Maktoum and aims to transform Dubai into an international hub for clean renewable energy and green economy. WETEX will play an influential role in familiarising global organisations and international research bodies with the concept of the Green Zone, encouraging them to discuss setting up regional headquarters there. “Dubai Clean Energy Strategy 2050 launched by HH Sheikh Mohammed bin Rashid Al Maktoum, has set an ambitious target of generating 5000 MW of solar power through the Mohammed bin Rashid Al Maktoum Solar Park by 2030, which will represent 25% of Dubai’s total energy production. RAIL NETWORK PLAN PUSHED TO 2021 ESTABLISHED IN RIYADH, SAUDI ARABIA, IN MAY 1981, THE GULF COOPERATION COUNCIL (GCC) IS A POLITICAL AND ECONOMIC ALLIANCE OF SIX COUNTRIES (SAUDI ARABIA, KUWAIT, QATAR, BAHRAIN, OMAN, AND THE UNITED ARAB EMIRATES) WHOSE PURPOSE IS TO ACHIEVE UNITY AMONGST ITS MEMBERS.

One of the GCC’s objectives, of course, is to link the countries together via a trans-region railway network, and this is now under construction. However, plans for the completion of the network have recently been put back to 2021, and could even face further delays. The 2177km rail network will provide an alternative to air or sea travel for both passengers and goods, running down the Gulf coast from Kuwait, through Saudi Arabia, to the UAE and Oman, with branches linking Bahrain and Qatar. It is a ‘mega-project’ in every sense of the phrase, and according to Abdullah Belhaif Al Nuaimi, The UAE’s Minister for Infrastructure Development, the decision to push the deadline back was taken at a meeting of transport ministers in April. “We know for sure that 2018 is not a possible date, but we just wanted a ceiling so, in principle, we agreed on 2021. That’s the target. Whether we can achieve that or not will depend on the internal plan of each individual country.” And each ‘internal’ plan appears to depend on the internal plans of neighbouring countries, which could turn out to be a bit of a catch-22

situation. At the beginning of the year, for instance, the UAE’s Etihad Rail announced that it was suspending the tendering of the second phase of its network, which will eventually link with the Saudi and Omani borders. This, in turn, forced Oman Rail to revise its own plans, which now focus on linking key ports and mines.

Al Nuaimi was philosophical about this latest turn of events, explaining that the UAE’s stance is “logical because you cannot simply build your part and wait for others to start.” Nevertheless, he went on to say that the UAE would not necessarily wait for other countries before completing its own project. “If we are to start our own network without

No country wants to spend a fortune on rail development only to reach the border and find nothing but sand dunes. But if each country waits for the other, nothing at all will happen. The feeling of perhaps every country was summed up succinctly by Al Nuaimi when talking about the UAE: “For us, we would like to see a complete network by 2021, but it is a decision where we have very little input. We really need to know if they are as serious as we are.”

NEW WIND FARM TO BE BUILT IN SENEGAL The Overseas Private Investment Corporation (OPIC) and Lekela Power have signed an agreement for the development, construction and operation of a 158MW wind farm in Taiba N’Diaye, Senegal. OPIC has committed $250m in financing and $70M in reinsurance to Parc Eolien Taiba N’Diaye.

OPIC president and CEO Elizabeth Littlefield said: “This is a transformative project for many reasons, principally for the new and clean energy it will supply to Senegal. “OPIC partnering with Lekela illustrates the opportunity for renewable resources to make a significant contribution to total energy

UNITED AIRLINES STARTS CONSTRUCTION ON NEW US AIRPORT FACILITY

United Airlines, in association with the City of Houston and the Houston Airport System, has broken ground on its new $162M United Technical Operations Center (UTOC) at George Bush Intercontinental Airport in the US. The project forms the next phase of the airline’s ongoing expansion at its Houston hub.

customers more quickly, while providing a workplace that our people can take pride in.” The new facility is anticipated to be complete in late 2018, with the project expected to create about 200 new jobs. Once completed, the facility will accommodate widebody aircraft, including Boeing 767s, 777s, 787s and Airbus A350s..

SINGAPORE’S LTA AWARDS $234M CONTRACT Lum Chang Building Contractors has won a SGD325M ($233.8M) contract from the Land Transport Authority (LTA) to construct viaducts and a new platform at Tanah Merah station in Singapore. The scope of the work will also include the extension of the existing East-West Line MRT tracks to connect to the new four-in-one East Coast Integrated Depot at Changi. The two middle tracks at Tanah Merah interchange station will be used for trains travelling both bounds between Tanah Merah and Changi Airport stations. LTA said in a statement: “With an additional platform, there will be one pair of dedicated tracks for East-West Line and Changi Airport Line respectively, allowing trains of the Changi Airport Line to arrive and depart at Tanah Merah station at shorter intervals as compared to today, thus enabling faster travel to Expo and Changi Airport.” Construction works for the additional platform are anticipated to commence by the end of 2016 and be finished in 2024.

KMC CONSTRUCTIONS WINS $190M INDIA ROAD CONTRACT India-based KMC Constructions has secured a INR12.74bn ($190.5M) contract from the National Highways Authority of India (NHAI) for the construction of a road segment in Himachal Pradesh, India. The scope of the work will include the development of the 26km-long NerchowkPandoh section, and the Pandoh bypass section of the National Highway 21. The project will feature two bypasses, the 8km-long Mandi Bypass and the 5km-long Pandoh Bypass, three twin tube two lane tunnels, six major bridges, 11 minor bridges and three vehicular underpasses. The development will be delivered on an engineering, procurement and construction (EPC) basis and is set to be complete within 30 months from the date of commencement. The Himachal Pradesh section is part of phase IV B of India’s National Highways Development Projects (NHDP).

$735M GAS PROCESSING PLANT FOR SAUDI ARABIA South Korea-based Hyundai Engineering & Construction (Hyundai E&C) has won a $735M contract from Saudi Aramco to construct a gas processing plant in Saudi

Arabia. The facility will be located in Uthmaniyah, 325km east of the Saudi capital of Riyadh, and will have a capacity to process 1.4bn standard cb ft of gas daily.

According to Hyundai E&C, this contract is expected to be a catalyst to winning more bids in the Middle East as low oil prices slow new construction projects.

Mapei’s Contribution Being known as one of the most cuttingedge architectural complexes & challenging technical projects of the last couple of years, Mapei was keen to include the Dubai Opera House into our long list of prestigious & prominent projects once construction began in 2014. Installation of the natural stone for the main lobby areas & bathrooms was awarded to Sital Marble, one of the leading companies in the region specialising in natural stone. Based on our strong relationship with Sital & being their preferred choice of products, Mapei adhesives (such as Adesilex P9 for the lobby flooring & Keralastic T for the ceilings) & our extensive grout range (like Ultracolor Plus & Kerapoxy) provided the project with the perfect solution for its varied & complex grouting needs which required the use of both cementitious & epoxy grouts. One of the biggest challenges the application faced was installing large sized stones on the ceiling. The ceiling substrate being a non-traditional fibre cement board would see regular cementitious adhesives crack & debond if they were applied.

Mapei performed a pull-off test using the polyurethane adhesive Keralastic T for this application to showcase its flexibility & high-performance properties. A successful pull-off test applied directly on the ceiling using supports till the adhesive set, ensured Keralastic T being chosen for the application.

The other challenge was the complicated design of the water-jet cutting pieces combined with brass inserts. Careful precision had to be maintained, so Kerapoxy was applied to ensure the brass inserts adhered well to the stone.

INTERTEK PARTNERS WITH BROOKFIELD MULTIPLEX AS QUALITY CONSULTANT ON AL MARYAH CENTRAL IN ABU DHABI Intertek, a Total Quality Assurance provider to industries worldwide, has announced it was appointed as enclosure quality consultant on Al Maryah Central in Abu Dhabi by Brookfield Multiplex, the project’s main contractor. Due to open in 2018, Al Maryah Central is a retail-led mixed-use development owned and managed by Gulf Related, the joint venture partnership between Gulf Capital and Related Companies. Al Maryah Central, combined with The Galleria on Al Maryah Island – Abu Dhabi’s luxury shopping and dining destination, will deliver a 2.8 millionsquare-feet super-regional mall in Abu Dhabi. As part of its mandate, Intertek’s scope of work is to implement a quality assurance, testing, inspection, and consulting programme to assure the complex building performance requirements of the new mall, and compliance to the UAE Fire & Life Safety Code are fully met. This includes reviewing and approving the submittals of all façade elements such as

glass and glazing, stone cladding, Glass Fiber Reinforced Concrete Cladding (GFRC) and the different types of skylights to cover 9,000 square meters of glazing on the roof. The work also includes testing to ensure the stone types used meet the mineralogical, chemical, physical and mechanical properties required. Intertek is also providing full time factory quality control inspections for the coating systems of all the façade’s secondary steel structures. “We are very pleased to be awarded this contract and to work alongside Brookfield Multiplex” commented Michael Luna, Building & Construction, Intertek, Middle East North Africa and Pakistan. “Our goal is to exceed our customer’s expectations throughout the entire process. Can you tell us about your invention the IP66 Solar Inverter,and how it works? Our newly launched Solar Inverter named the (RSI) is designed to be suitable for retrofitting a solar energy source to SP pumps and is a simple way to irrigate land in a more environmentally-friendly way, with immediate cost benefits for a rapid return on investment. With today’s global urbanization and increasing population, the demand for electricity is increasing day by day. For any nation to cope with the demand, renewable energy needs to be utilized. Grundfos new off-grid IP66 Solar Inverter (RSI) converts traditionally powered SP submersible pump irrigation systems into modern solar powered installations, not only making the water supply system self-reliant and independent, but also cutting operating cost substantially in a sector where profitability is a key factor. How is this technology able to address water and energy challenges? With the unique combination of the high efficiency Grundfos pumps and the new RSI invertors, more water per watt of

DEWA BEGINS CONSTRUCTION OF 2,400MW HASSYAN CLEAN COAL POWER STATION

Dubai Electricity and Water Authority (DEWA) has confirmed that the ACWA Power and Harbin Electric consortium has begun construction of the 2,400 megawatt (MW) Hassyan clean coal power station, based on the Independent Power Producer (IPP) procurement model. The plant will be the first-of-its-kind in the region and is fullycompliant with set international standards, adopting the use of ultra-supercritical technology. In June, DEWA and the consortium signed a Power Purchase Agreement (PPA), in addition to a Shareholders’ Agreement (SHA) to implement the 2,400 MW project to produce electricity using clean coal, based on the IPP model. The Project will be supported by a 25-year PPA with DEWA and the bidder has been required to put in place a secure delivery of coal to the project over the 25-year life of the PPA. Hassyan clean coal power project will have a total coal-fired capacity of 2,400 MW. The power station will be fully-operational by 2023. DEWA has instructed that the project meets flue gas emission limits more

stringently than emission limits in the Industrial Emissions Directive (IED) of the European Union and in the International Finance Corporation (IFC) Guidelines. All the necessary environmental studies have

been carried out. “DEWA selected the ACWA Power and Harbin Electric consortium as the Preferred Bidder for the 2,400 MW Hassyan Clean Coal Power Project. The consortium bid a

Levelised Cost of Electricity (LCOE) of USD 4.241 cents per kilowatt (kW), based on May 2015 coal prices,” said HE Saeed Mohammed Al Tayer, MD & CEO of DEWA.

Almost 40 years ago, when NSH, today a part of the RP Group, was first founded, it was widely believed that only western companies could deliver oil and gas construction projects on time and to the quality standards required. The prevailing notion was that Indians had great workmanship but lacked time-management and commitment. In this industry, delays meant massive losses and incremental capital expenditure. “Changing perceptions requires a lot of hard work, and perhaps my biggest achievement is that I brought about a transformation in the perception of local contractors and opened the door for many local companies to join my firm, NSH, in servicing the oil industry and

take advantage of new opportunities. We brought in the best technical minds and paired them with a meticulous time management process that saw every project getting completed on time and complying to the world’s best safety practices, along with highest standards of quality,” Dr. Pillai explains.

We are also looking at expanding our reach to the oil & gas sector in India, Australia, the United States of America, Canada and African countries. In the meantime, we continue to invest in other priority sectors, such as hospitality, real estate and IT. We are looking at adding more 5-star hotels in Dubai and India, and launching more real estate projects in Dubai. “The GCC is one of the fastest-growing populations in the world. By 2020, this population is forecast to increase by onethird, to 53 million people. The vast majority will be under 25 years of age. This robust population growth, together with the region’s affluence and its abundant natural resources, point to continued strong market demand, which in turn helps to make the GCC countries attractive prospects for foreign investors. The GCC economy is currently worth approximately US$1.4 trillion and is projected to double in value by 2020. “The Gulf boom is not over; thousands of job opportunities are arising in Gulf countries, and many new projects have been started in Saudi Arabia, Qatar and Abu Dhabi for refineries, petrochemical, railways, metro and mining, defence and solar projects. The opportunities in the GCC are abundant, and we will continue to maintain our focus and commitment,” Dr. Pillai concludes.

So what of the future? Dr. Pillai believes that the industrial construction sector in the

Organised by Dubai Electricity and Water Authority (DEWA), Dubai Solar Show, part of WETEX 2016, was dedicated to showcasing the very latest solar innovations, whilst also highlighting some of largest and most innovative solar projects in region. It surpassed all expectations too, with exhibitors and visitors from around the world making deals, building partnerships, reviewing the most up-todate solar-energy technologies, learning more about current and future projects in the region ... and how to get involved in these pioneering opportunities. Taking place between 4-6 October 2016 at the Dubai International Exhibition Centre, the show covered approximately 13,000m2 and underlined why now is the perfect time to be a part of this burgeoning industry in the Middle East. An Optimum Energy Source The location of Dubai within the sunbelt highlights the major role that solar energy will take in the Emirate. In

Dubai available global irradiation usable by photovoltaic (PV) technology averages out at around 2,105 kWh/m2/y (kilowatt hours per square metres per year), and the direct part of the irradiation (DNI), which is used by Concentrated Solar Power (CSP), is apptoximately1,850 kWh/m2y. These figures mean the solar energy is an optimum energy source in Dubai. This explains, as the show illustrated, why so many important projects are either planned or underway in Dubai at the present time, such as the Mohammed bin Rashid Al Maktoum Solar Park, which was launched in January 2012 in line with the vision and directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai, to enhance the sustainable development of Dubai. It also supports the Dubai Integrated Energy Strategy 2030, to diversify Dubai’s energy sources and increase the share of renewable energy in the Emirate. DEWA is constructing the Solar Park,

which is the largest renewable-energy project in the world (on a single plot), with a planned production capacity of 5000 MW upon completion in 2030. Equipped with the latest technologies in renewable and clean energy, the construction of the Solar Park will take in four phases: Phase 1 - 13MW, which was launched on 22nd October 2013; Phase 2 - 200MW, which will be launched in April 2017; and Phase 3 – which will begin operations in 2020 with a capacity of 1000MW; and Phase 4 – beginning operations in 2030 with a capacity of 5000MW, which it is envisaged will be 25% of the total energy production in Dubai. The Solar Park will include: • A Research & Development (R&D) Centre with a Solar Testing Facility, which will conduct studies to meet industrial and social requirements; lead regional efforts for scientific research on renewable energy; serve as a link between researchers and developers; develop formal channels linking

universities to local and global research centres; and develop output strategies for innovative and productive ideas. • An Innovation Centre, created to further developing national skills in the field of energy; promote the competitive edge of businesses in Dubai, develop renewable energy technologies and supporting the region’s energy industry; spread awareness on climate change and sustainable energy; create interactive presentations and organise educational tours for visitors; and educate people about solar energy and the Solar Park, highlighting Dubai’s leading role in the field of sustainability. Educational and Training Centres are also planned, making this one of the most innovative and exciting projects in the entire solar energy industry. Shams Dubai Initiative Supporting the commitment to diversify the energy mix in Dubai by promoting the use of clean and renewable energy sources, Shams Dubai is an essential part of the Emirate’s sustainable future. Launching the initiative implements council resolution number 46 of 2014, issued by HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, to regulate the connection of solar energy to Dubai’s power grid. The initiative encourages households and building owners to install PV panels to generate electricity, and connect them to DEWA’s grid. The electricity is used on-site and the surplus is exported to DEWA’s network. 2021 and 2050 Launched as a framework for the Emirate to continue its development and methodically meet its aspirations, the Dubai Strategic Plan (DSP) 2021 comprises 660 key performance indicators that measure the achievement of the objectives and goals of the Plan in line with the national agenda and

the UAE’s goal to be ‘Number 1’ in all fields. It is a Plan that puts the people of Dubai first, while describing the future of the Emirate based on six themes: 1. 2. 3. 4. 5. 6.

A city of happy, creative and empowered people. An inclusive and cohesive society. The preferred place to live, work and visit. A smart and sustainable city. A pivotal hub in the global economy. A pioneering and excellent government.

The Dubai Plan 2021 addresses all of the issues and initiatives that will enable Dubai to become a trailblazer in the world for its quality of life and excellence in governance. Milestones such as the hosting of the World Expo 2020 and other initiatives, such as My Community, which aims to transform Dubai into a city that is friendly to people with disabilities, Dubai Smart City, and many others, will contribute to making Dubai a role model for the world. Dubai Clean Energy Strategy 2021 aims at making Dubai a global centre of clean energy, developing a green economy that will be the envy of every nation. The strategy consists

of five central pillars: infrastructure, legislation, funding, building capacities and skills, and an environment friendly energy mix. The infrastructure pillar, which includes the Mohammed Bin Rashid Al Maktoum Solar Park, also includes the establishment of a new free zone under the name Dubai Green Zone, which will be dedicated to attracting research and development centres and emerging companies in the field of clean energy. The second pillar, legislation, focuses on the establishment of a legislative structure in order to support clean energy policies. This will take place in two phases: 1. Phase 1 will be implemented through the Shams Dubai Initiative, which aims to encourage building owners to place solar panels on the roofs and link them to DEWA’s main network. 2. Phase 2 includes coordination with Dubai Municipality to issue a set of decisions on the integration of consumption rationalization technology and energy production, as well as the requirement to install solar panels on the roofs of all building in Dubai by 2030.

44 DUBAI SOLAR SHOW Funding is the third pillar, and is related to financing solutions for investment in research and development on clean energy and its applications. This pillar includes the establishment of Dubai Green Fund, worth AED 100 billion, which will contribute, through its financial resources, easy loans for investors in the clean energy sector at reduced interest rates. DEWA will ensure the demand management and economic value of the project. The fourth pillar aims to build human resource capabilities through global training programmes in the field of clean energy in cooperation with international organisations and institutes, such as the International Renewable Energy Agency (IRENA), as well as international companies and R&D centres. The pillar will contribute to the creation of a sustainable model for research and development in the area of clean energy based on specialised human capabilities in this field. The fifth and final pillar is focused on creating an environment-friendly energy mix that comprises solar energy 25%, nuclear power 7%, clean coal 7%, and gas 61% by 2030. The mix will gradually increase the employment of clean energy sources to 75% by 2050, making Dubai the city with the least carbon footprint city in the world. This pillar

also activates energy generation mechanisms through waste by employing state-of-the-art technologies that will contribute to the goal of turning 80% of the Emirate’s waste to energy by 2030. Sustainable Living in the Middle East Dubai is leaving no stone unturned in its quest to become the world’s No.1 environmentally friendly city, underlined by

its agreement to host the Solar Decathlon Middle East in October 2018. Solar Decathlon is an international competition run by the US Department of Energy (DoE) to design smart solarpowered buildings. Universities from around the world take part in the programme that challenges teams to design, build, and operate energy-efficient houses. The winner of the competition will be the team that best blends

affordability, consumer appeal, and design excellence with optimal energy production and efficiency. Following the agreement between the Dubai Supreme Council of Energy, DEWA and the US Department of Energy, Solar Decathlon Middle East will see all of the international teams being invited to prepare their projects and proposals under the theme of ‘Sustainable Living in the Middle East’.

Vertical shading fins on the west facade reduce heat gain while adding visual interest to this contemporary design. Khalidiya Tower, Abu Dhabi, UAE This minimalist piece of architecture offers luxury two and three bedroom apartments. The simple geometry is opened-up at the centre by a dramatic eight-storey high, 12-metre deep space containing, at its shelf high level, gardens and a swimming pool with a view from both above and below water level. A sophisticated cladding system gives the front of the apartments a crystal appearance, whilst the sides and rear are covered with a contrasting copper coloured cladding.The facade has been designed so that it can be beautifully lit at night. Representative Court Complex (The Diwan and Reception Building), Liwa, UAE The brief asked for a masterplan and buildings, which will be permanent with a very long life ahead of them, inspired by forts and to a certain extent by the traditional military architecture of the emirate, with consideration to given to traditional mud brick construction. The layouts have been developed to give a reassuringly solid and permanent appearance for visitors on their approach, as it represents

to the public the best of Al Gharbia and is a symbol for the Western Region. The contemporary design of this project will create a modern, vibrant development and become a new landmark for Accra. Other celebrated projects to be found outside of the UAE include: • Pier Museum, Miami, USA: The proposed Pier Museum site is at the end of Fifth Avenue, leading to South Beach. This sleek 100-metre long monument to immigrants – especially Cubans – points to the sea from where many of them came in search of a

better life from the 1950s through to the 1980s. As well as having a striking exterior form, the design uses daylight inside the building in an imaginative way. On entering you experience a sense of disorientation, representing the beginning of the life changing journey of an emigrant. As you journey further in, more views of the sea, more light and more positive spaces appear. The museum will exhibit the personal effects, souvenirs and photos belonging to the new generation of immigrants. • The Surau, Brunei Darussalam: A jewel in its jungle setting, the concept flows from

two elements in life itself – light and water. The building is conceived of as a white pearl embedded in the surrounding untouched forest. Its delicate shell appears to float in the sunlight, which penetrates it through its finely crafted perforations into an interior sensitively composed for religious reflection and prayer. This pearl sits in a calm pool of water. On one side, facing the Ka’aba, a crescent is engraved. At the end of the sheet of calm water stands a white minaret that shows the direction of Ka’aba. At the top of the minaret there is a simple golden crescent.

The main circular building focuses in on an incredible internal auditorium with a spectacular amphitheatre. Running off from this area are carefully designed internal ‘streets’ leading the children to Expressive Arts facilities and a magnificent Sports Centre with Gym and Dance Halls. From the canteen area there are spectacular uninterrupted views of the city beyond the largest land footage in Dubai, if not the UAE, for competitive sport. Attention-todetail includes significant features added by ANC, such as the school colours emblazoned onto the Netball Courts. The finishing is high quality throughout all of the buildings, with a tasteful fusion of glass, wood and metal structures, and a design that complements both the city and the ambitions of the children who are, as a consequence, inspired to learn in such stimulating surroundings. The school has separate Foundation, Primary and Secondary faculties all constructed skilfully and tastefully by ANC. These integral parts are linked carefully by design and construction. The tasteful use of red sandstone brick, metal and glass by ANC sets the school carefully in the surrounding environment.

66 ANC CONTRACTING LLC ANC were a pleasure to engage with in relation to post design requests to alter design scopes when challenges occurred relating to subsequent demands on teaching and learning. An operations group worked in partnership with school leaders and ANC Construction to ensure that the ambitions of Kings’ Education to deliver an outstanding standard of teaching and learning are met at all times, with architectural planning and the practicalities and consequent challenges of construction. The highlights of the building construction include the Sports Hall, the Auditorium, a spectacular Secondary Library, a ‘Black Box Theatre’, the flowing corridor spaces and breakout rooms, spectacular receptions, and the internal Foundation and Primary learning spaces. In 2017, due to increasing role and the enormous popularity of Kings’ Education in Dubai, the campus at Al Barsha will expand further with additional classrooms, a third swimming pool, and an incredible internal theatre and production space that will host the city’s first Drama School. School buildings are ultimately only as good as the teachers and students that live within the created spaces. However, there is no doubt that this ANC construction inspires, motivates and enhances student learning and facilitates teachers with the maximum opportunities to deliver high quality learning. As Principal, I would have no hesitation in
