Better Migration Management in the Horn of Africa

CONTEXT AND AIM OF THE PROJECT The scale and nature of migration and displacement calls for cross-border solutions. The Khartoum Process is a regional dialogue on migration between the EU and countries of origin, transit and destination in the wider Horn of Africa region, with an initial focus on addressing trafficking in human beings and smuggling of migrants. Most countries within the Khartoum Process region are places of origin, transit and destination for migrants and displaced people. The Better Migration Management (BMM) programme will respond to these needs as they were identified by the African countries of the Khartoum Process. The overall objective is to improve migration management in the region, and in particular to address the trafficking and smuggling of migrants within and from the Horn of Africa. The Better Migration Management programme is an example of cooperation between the European Commission and the German Federal Ministry for Economic Cooperation and Development (BMZ). It is financed by the European Union Emergency Trust Fund for Africa (Horn of Africa Window) with EUR 40 Mio and by the BMZ with EUR 6 Mio. The project is implemented by the Deutsche Gesellschaft fĂźr Internationale Zusammenarbeit (GIZ) GmbH in partnership with European and International agencies.

BMM is built upon a comprehensive and holistic approach towards migration management and an understanding of the potentially positive contribution of orderly migration and its impact on regional development and stability.

BMM is a project in the region for the region. Its success will depend on full ownership by and strong partnership with the participating countries as well with established supra-national actors and structures.

BMM follows a regional approach to foster greater coordination among participating countries and between relevant regional organisations or consultative mechanisms.

The design and implementation of all actions follows a context and conflict sensitive approach.

Implementation is in full observance of all international laws and conventions. All activities follow a rights-based approach to prevent the criminalisation of irregular migrants and will be conducted in full respect for the rights of migrants and specific needs of vulnerable groups such as children, women, old people, victims of trafficking and smuggled migrants by mainstreaming human rights considerations and gender issues into all programme activities.

BMM is a comprehensive response through which the EU supports countries of the Khartoum Process in migration management. The project will strive towards complementarity with other support programmes and with the various political dialogues, while promoting regional initiatives towards greater policy coherence and for enhanced legal channels for migration.

STEERING AND IMPLEMENTATION As mandated by the Operational Committee of the European Trust Fund, strategic steering is assured by a steering committee, chaired by the European Commission with representatives of those European member states directly involved in the steering of the Khartoum Process: France, Germany, Italy, Netherlands and the UK. The project is implemented by a partnership of European and international organisations (British Council, CIVIPOL, Expertise France, GIZ, Italian Department of Public Security, IOM, UNODC). The project is being designed and implemented in close collaboration with the African Union Commission and the Intergovernmental Authority on Development (IGAD). Following the start of the project in April 2016, joint appraisal missions have been conducted by the implementing agencies in the region. Building on the findings, a conceptual framework has been developed which was approved by the project’s steering committee and the representatives of the Khartoum Process. The implementing concept has been presented to the partner countries to consolidate and approve the priorities and specific activities. With this solid mutual understanding, the programme initiated its full implementation in the region.

The directory uses a system of icons to show the main services provided by each listed organization or agency – when an icon is h ighlighted in color, that service is provided by the listed organization; w hen an icon is shaded gray, that service is not available from that organization. A guide to icons appears on the next page. The directory first lists government agencies in A to Z order. The directory then lists organizations that are not affiliated with the national government, including local civil society groups, international NGOs, multi-lateral institutions, and diplomatic organizations, in A to Z order. Each agency or organization has their own page listing relevant information in the first section of the directory. Contact information for each organization is found below the services icons. Below the contact information are More Details about the specific services provided and populations who can access services. For organizations that can serve only specified groups, a special box highlights those t arget groups on their page. A Notes section provides space for users to add their own information and updates to the guide.
