ABOUT RORY STEWART Rory was an MP for ten years, during which time he served as Secretary of State for International Development, Prisons Minister, Minister for Africa, and Minister for the Environment. He has been a public servant for twenty nine years. After a brief period as an infantry officer he joined the UK Diplomatic Service, serving overseas in Jakarta, as British representative to Montenegro in the wake of the Kosovo crisis, and as the coalition DeputyGovernor of two provinces of Southern Iraq following the war in 2003. On leave from the Foreign Service he walked for 21 months crossing Iran, Afghanistan, Pakistan, India and Nepal, staying in 500 village houses on the journey. He was awarded the Order of the British Empire for his work in Iraq. Rory is running as an independent candidate for Mayor of London.
WELCOME Welcome to Transparency International UK’s Annual Lecture. This year holds a special significance for us as the 25th anniversary of the organisation. It also marks a critical crossroads for Britain as we face fundamental questions about our place in the world. Having joined Transparency International UK as Chief Executive just two months ago, I am in no doubt the signals coming from the UK in the coming months and years about our governance, rule of law and response to acts of corruption will be key to our future. How we respond to dirty money being laundered via UK property, financial institutions and respected UK services, corruption in local government planning or payment for influence, all send a clear message about our future intent. Corruption costs lives and ruins many more. Therefore, we must do all we can to prevent any backsliding on the progress we have made in our fight against corruption both domestically and internationally. Our four main programmes, working on UK anti-corruption, business integrity, global health, defence and security, have been pushing tirelessly this year to uncover the pathways involved in corruption, and to call for action. Importantly, the research, advocacy and practical action that follows continues to demonstrate tangible results through new legislation, significant changes in policy or meaningful action on hitherto poorly understood areas of corruption risk. Transparency International UK will continue to work relentlessly in 2020 to ensure the preservation of the UK’s reputation as a beacon of good governance where any form of corruption is unwelcome. We couldn’t do any of this without your help. Thank you for standing with us and our cause this evening; and please do consider how you might be able to support us over the longer term.

We would like to thank Chatham House for partnering with us in hosting this year’s Annual Lecture.
Founded in 1920, Chatham House (the Royal Institute of International Affairs) is a world-leading policy institute working to help governments and societies build a sustainably secure, prosperous and just world. It works to deliver this mission through:
Dialogue: Engaging governments, the private sector, civil society and our members in open debates and private discussions on the major issues in world politics. Each year, the institution runs around 500 private and public events – conferences, workshops and roundtables – in London and internationally with partners.
Research: Rigorous analysis of critical global, regional and country-specific challenges and opportunities. The institute’s reports, papers, books and other research outputs are a vital resource for leaders and policymakers in government, the private sector and civil society.
Leadership: Training the next generation of policy influencers to deepen their knowledge of the critical political issues and to develop their analytical and problem solving skills. The institute then seeks to connect our ideas with diverse audiences – from policy constituencies to the general public – to build momentum for positive change Chatham House offers policy solutions grounded in:
• The rule of law • Representative and accountable government with effective separation of powers
• Open and well-regulated markets • A vibrant media and civil society that enables informed public debate
• A cooperative approach to international affairs based on the concept of an international society
