Dear Mr Graves I am writing with regard to the forthcoming elections for the position of Chairman of the ICC. Transparency International is the world's leading anti-corruption organisation. We have chapters in the test playing countries, and have previously been in discussion with the ICC about the Woolf report and governance issues. I have pleasure in enclosing our 2013 analysis of cricket governance, entitled Fair Play. It is clear that cricket faces a period of change, as you yourself have noted. In order for this change to be undertaken in the interests of the game worldwide, it needs to be conducted within a framework of good governance. There are many examples, in sport and out of sport, in which poor governance opens the door for malpractice and out and out corruption. We believe it is important that any candidate for the ICC role who is backed by the ECB should be committed to good governance and to ensuring that cricket operates to the same high standards that other sporting bodies are starting to consider and adopt. It follows that any candidate who is tainted by a poor track record in the past with regard to good governance, should in no circumstances be supported by the ECB.
