PREFACE In prevailing circumstances, the business environment surrounding the aviation and airport industries is changing rapidly. In view of the increased global competition between airports, Angkasa Pura Airports must strengthen and fortify its functions to establish its position as a key domestic and international hub. We are currently managing 13 airports throughout central and eastern Indonesia, one of the main airports is Ngurah Rai Bali International Airport. In aggregate, our total number of customers for 2012 reached 65.5 million passengers, an increase of 13.8% compared to the previous year. With a view of competing with other major airports in Asia to attract services and recognizing the fact that the passengers favorite airports are ultimately the airlines choice. Angkasa Pura Airports will aim to meet the distinctively polarized and diverse needs of the aviation market. Terminal building capacity at Ngurah Rai Bali International Airport is undergoing expansion now and we will seek to give a fresh new look to our commercial facilities by attracting new tenants and improving the environment. This will be done by taking into account the characteristics and shop composition of our existing commercial facilities. The construction of the new Ngurah Rai Bali International terminal building will increase the airports capacity by up to 25 million passengers a year. This Ngurah Rai project is targeted to be operational by October 2013, by expanding its capacity from 80.000m2 to 190.000m2. As this airport facilitaties the cross-border flow of goods and people, we will strive to stay abreast with the growth in aviation demand and to provide high standards of safety and service. Lieutenant Colonel I Gusti Ngurah Rai Bali’S MOST POPULAR NATIONAL HERO
Lieutenant Colonel I Gusti Ngurah Rai, is an Indonesian National Hero who commanded military forces in Bali against the Dutch during the Indonesian War of Independence. Ngurah Rai was born in Desa Carangsari, Kabupaten Badung, Bali on the 30th January 1917. He studied at a Dutch Marga elementary school and then went to high school in Malang, East Java. Later, he received Dutch military training at the Military Cadet School in Gianyar, Bali and Magelang, Central Java. The National Hero graduated from military training and joined the Dutch-sponsored military as a second lieutenant in Bali.
Lieutenant Colonel Ngurah Rai ordered a puputan or fight to the death. He died along with all of his troops in the fight, now known as “The Battle of Margarana”. Ngurah Rai was burried in Marga. On the 9th August 1975, by a Presidential Decision, I Gusti Ngurah Rai was declared as a national hero.

On the 20th November 1946, the Dutch launched a large scale attack on Marga with the assistance of troops and aircraft forces from Lom- Ngurah Rai in the red circle, Djelantik in the blue circle. Nearly all festivals in Bali are related to the Balinese Pawukon-Calender which is different to other calendars by containing only 210 days. Most of the Balinese Festivals and Holidays depending on the PawukonCalender and moon phases are published by the Bali Government Tourism Office with the friendly advice of Dr. Ida Bagus Kade Subhiksu.
GALUNGAN & KUNINGAN Galungan Day This important Hindu ceremony is celebrated every 210 days according to the Pawukon Calendar. Galungan lasts for ten days. During this period, the Balinese Gods visit the island. Before this big holiday, the island becomes very busy. The women create beautiful woven ‘banten’ which are offerings made from young coconuts. The men decorate bamboo poles, known as penjors, which adorn the streets of every Balinese village. Sometimes, the local people cook a whole pig and give it to families. In every village, the men cook lawar, a delicious food made from vegetables, spices, and pork. The day after Galungan, called Manis Galungan, is considered as quality time for family gatherings. Many Balinese people take this day off in order to visit their extended family. The ten days of Galungan celebrations give visitors an authentic idea of what religion means to Balinese people. It is a great time to visit Bali.
Kuningan Day Balinese Hindus believe that ten days after Galungan Day their ancestors return to paradise after dwelling on earth for ten days. The Balinese thank the gods for their mercy and often celebrate this holiday by visiting each other and having fun. The most elaborate Kuningan ceremonies are at Sakenan Temple on Seragan Island, also known as Turtle Island.

To celebrate Balinese New Year, known as Nyepi, the local people stay silent, fast and meditate. They do not use electricity, drive cars or bikes and are not allowed to walk on the roads. Even the airport is closed. For tourists, Nyepi can be a peaceful time to mediate and rest your busy mind for twenty four hours. The Day of Silence is important and unique to the Balinese culture. If you are here on Nyepi, please try to follow the Balinese custom of keeping silent. If you are in a hotel and you can’t live without electricity, close the curtain and don’t show any signs of light. If you do not wish to fast, please shop the day prior to Nyepi for food and other necessities.

Balinese Dance an important part of the culture The following brief explanation of three main Balinese Dances should help to understand the meaning of Legong, Barong, and Kecak Dances.
Legong Dance The Legong Dance can be taught as early as four years old while the body is still very flexible. For some special temple ceremonies that occur only every thirty to fifty years, only young girls or boys that have not yet reached puberty can perform a special dance for the Gods. The Balinese believe that before puberty, it is easier for these young boys and girls to enter a trance. Performances in restaurants are for entertainment only and can be performed by dancers of all ages.
The Legong Dance is the most feminine dance on Bali and can contain different stories. Eighteen different kinds of Legong Dances have developed and depending on the story the dancers tell, 2-5 girls may perform at the same time. In the most popular form of Legong, known as Legong Kraton, three female dancers perform together. Every dance has several things in common: the decorated costumes, the headdress with frangipani flowers and the dancers who wear beautiful elaborate make up. Dancers are accompanied by a gamelan orchestra. Many young girls want to become popular Legong Dancers, however only the most talented girls are allowed to perform on stage.
Kecak Dance The Kecak Dance, also known as the Ramayana Monkey Chant, is an absolute must see for visitors to Bali. This unique dance is performed by a hundred or more men using their voices as percussive musical instruments. The men sit in a circle just in front of the audience. They sway, stand up, or lie prone as the story develops. The chanting men wear checked cloth around their waists, leave their chests bare, and throw their arms upwards with their fingers outstretched to the sky. This gesture drives out evil. Some of the men become actors in the drama being unfolded by the dancers who enter the stage and shows a battle from the Ramayana.

As the performers chant, dancers stage a battle in which the monkey king, Sugriwa and his army of monkeys help Prince Rama fight the evil King Rahwana. Kecak has its origins in sanghyang, an exorcism dance in which some dancers go into a trance. The Kecak is so popular among tourists that you can find performances almost anywhere on Bali. One of the best places is at the cliff-top temple of Ulu Watu. However, Kecak can be seen in Ubud, Batubulan, and all over the island. Any place you choose, you are sure to enjoy the drama.
Barong Dance Barong is probably the most well known Balinese dance. This dance tells the story of the fight between good and evil. The Barong Dance is a good example of the Balinese way of acting out the relationship between mythology and history being blended into one reality. Rangda, the mother of Erlangga, the King of Bali in the tenth century, was condemned by Erlangga’s father because she practiced black magic. After she became a widow, she summoned all the evil spirits in the jungle to punish Erlangga. A fight occurred, but she and her black magic troops were so strong that Erlangga had to ask for the help of Barong. Barong came to help Erlangga’s soldiers. They began to fight. Rangda cast a spell that made Erlangga’s soldiers all want to kill themselves. The soliders then pointed their poisoned keris, a sharpened sword like knife, into their own stomachs and chests. Barong then cast a stronger spell that helped the soldiers’ bodies resist the sharp keris. In the end, Barong’s
powers proved to be stronger, thus Rangda ran away. A participant can die or get seriously injured in a Barong dance. It is said that if Rangda’s spell is too strong, a weak soldier may not be able to resist it. Even with the help of Barong, he may end up hurting himself with his own keris. The masks of Barong and Rangda are considered sacred items, and before they are brought out, a priest must offer blessings by sprinkling them with holy water taken from Mount Agung. As well as the priests blessings, offerings must be presented. Balinese Dances are impressive and were originally not performed to entertain tourists. The meaning is based on beliefs in the Bali Hindu Religion. In these dances you will still find much of the Balinese traditions. Even though the performances have changed to entertain tourists, they still keep the original basic meanings.

DENPASAR TO UBUD The road from Denpasar to Ubud can be described very easily with four words, “The Road of Art”. On the trip from Denpasar to Ubud, about 26 kilometers, you will see a big selection of traditional arts and crafts. Many of the crafts people work outside and invite visitors to watch their skillful hands as they carefully make beautiful creations. Stonemasons, silversmiths, goldsmiths, puppeteers, woodcarvers, painters and dancers can all be seen on this almost magical trip through an artistic dream world.

Batubulan, the village of stonemasons, provides an interesting first stop on your trip. Figures carved from stone can reflect images of demons or Gods and can be seen everywhere on the road. Tanah Lot Temple Tanah Lot, located 20 kilometers away from Denpasar is one of Bali’s most popular temples. It is also famous for its breath taking sunset views. Besakih Temple Besakih, known as the Mother Temple is important to all Indonesian Hindus. The temple was founded in the late eighth century. Since that time, it has undergone several major renovations. Balinese Hindus believe that the spirits of their ancestors live there. Uluwatu Temple Uluwatu is one of Bali’s most sacred places of worship. This temple is a classic example of traditional Balinese architecture. Ulun Danu / Bratan Temple Located at Bratan Lake, the area around this temple is a good place to relax or participate in a variety of water sports available. Kerta Gosa Built at the end of the 18th century in the northeast of Klungkung Palace, ceiling-paintings meant to show the punishment for those accused of wrongdoing by the Klungkung royal high court, named Kerta Gosa. The Wise King’s decree was still upheld throughout Spain as bottle shops and pubs opened throughout the country. Coral reef farming is the practice of extracting segments or larva from live corals on the reef in order to replant them in a nursery, where they can be protected until they grow to adulthood. Once the corals have grown they are transplanted back into the reef. This technique has been used successfully to heal damaged areas and to improve the recovery of coral reefs damaged by pollution and the many that are suffering from degradation.

Confusing Financial Markets and trades against economical laws or What is going wrong?
Usually Travelling Bali only contains information about this beautiful island, but the APEC Edition is a great opportunity for me as it brings up the chance for some personal thoughts, about my former work. The following article will help you to understand the actual financial markets better. Enjoy some personal thoughts from somebody who resigned from the Investment Banking Community in 2009 as it was clear to him that these massive problems can’t be solved in the decades to come. These days, financial markets are confusing as they are not following economical laws anymore. Everybody learned in school that raising bond prices and raising stock markets can never go hand in hand. Has this law changed or is there one or more unsolved key factors in the market which are not fitting at all anymore? In case there are, can they be fixed or is it already too late? If we think that the American Subprime crises and the following collapse of the housing market are the only things which are responsible for all the confusion we have now in the financial markets, we are on the wrong track. Please excuse my opinion in advance but every bigger economy has made mistakes in the past; especially Europe by launching a common currency. You disagree? Ok, give me the chance to prove it! Let me start like this; Try to see markets as different people with different needs. You came to Bali to meet in Nusa Dua, to hopefully have successful meetings (We keep our fingers crossed here, Good Luck APEC from Travelling Bali). Would you be happy if you had to stay in a hotel, in the North of Bali, 4 hours from Nusa Dua by car? Surely not! You would prefer to stay at least around the meeting area as it makes your life easier by far! Although others love to stay in the North Western National Park as it guarantees them togetherness and also they can stay away from the hustle and bustle areas. If you force
somebody who is looking for a quite place, to stay in a Party Hotel in Kuta, then he would cut his holiday short. This final rule also counts when looking at economic areas. Furthermore economies have, as do vacationers, different needs as they run on different levels. Just see the economy as the Bali visitor and the currency as the hotel and everything suddenly becomes very obvious. You can’t have one currency for different economies. Some countries have a big Trade Deficit and a massively rising debt which makes inflation necessary to relieve it. Other economies are going quite well, Germany is a pretty good example. However does a weak Euro really help Germany? For sure you will say yes as it helps to increase the export and on a short term basis you are completely right! Nevertheless if we see that a booming economy is not able to raise interest rates in time, because this would simply increase the interest payment of countries with enormous debt too much, we know exactly where it ends; sooner or later in a bubble. A weak Euro for Germany means the same thing as a Euro which is by far too strong for Portugal, Greece, Spain or all the others whose economies are suffering. Finally this means that there is no chance to export as their products are too expensive. For those countries it is not possible to depreciate their currency at all. If we now use our brain to think about what this means on a long term basis, we clearly come to the result that the extremely positive trade balance from Germany will simply punish the trade balance of other countries. If we research history, we can easily find out
that this was already a reason for war in the early 20th century, a really bad one. Let us have a closer look at Germany and Greece to explain again the situation on one easy to understand sample.
Germany’s GDP is growing, the housing prices are going up, the balance sheet shows a trade surplus, the jobless rate is in line and the population belongs to the Top Ten of the happiest people in the world. Greece’s economy is suffering, housing prices have collapsed, the country has a huge trade deficit, the jobless rate has reached a target which is unsustainable and people are unhappy and demonstrate every single day. Now here comes the master question for you. “Do you really think these economies can have the same interest rates and the same currency?” The ECB has just promised to keep the rates low for a longer period of time! Good Luck Mr. Draghi! We are aware of the fact you used to work for Goldman Sachs before and we know
from which direction the wind blows. Low interest rates and an expansive monetary policy can never go hand in hand. There is a good case to believe that the Chairmen of our two main National Banks should stand for the best bankers in the world. So everybody should ask themselves, how such experienced
bankers can flood the markets with money and keep interest rates that low, which therefore causes more and more problems in the long run. Flooding markets with cheap money, without any opportunity to reinvest in solid financial instruments, such as government bonds, as they have a negative real interest rate, is the perfect instrument to blow bubbles. The money will go directly into the housing markets, stock markets and/or com-
modities. How would you personally invest? Are you accepting that the inflation eats up all your interest, or even worse, your capital as well? Or do you prefer to put your money into commodities, stocks or properties? I personally think your answer is clear. Oh, I nearly forgot something. Flooding markets with money means inflation and directly brings us to the next master question! Why is the inflation that low even if so much money came into the market. There are plenty of reasons; for example that
the money does not go into the economy as it is parked in stocks and commodities. Then again these exact investments cause inflation and even if you think that the published inflation is in line, you should analyze the inflation basket first. Is the announced inflation in line with the inflation you feel? Make up
your own mind! The housing market in the US is recovering with the help of the FED, which is one of the rare positive effects of the expansive monetary policy, as money is looking for investment opportunities to escape the negative real interest. Hang on what about the other countries? Asia’s economy is additionally driven by the property market and we can already see signs of a bubble. I personally can’t agree that the growth is organic, but an organic growth is necessary to keep economies going in a long term view. Can you probably agree? The scary thing is, that bubbles on one continent are getting bigger while other continents still show structural problems. It is even worse if we see both problems on one continent the same time. At the moment we are building up a highly explosive mix which has the potential to outshine everything that we have seen so far. Instead of accepting that money in general has only the chance to work if it is covered with a sustainable economic growth, we started to flood the markets with cheap money which is the final cry for help. Printing money without an equally growing GDP… We all know where it will end sooner or later! Money is just a promise, with no more value than that of the paper it is printed on, in case the trust is gone. We need to try to keep the trust in this promise. Additionally the trust in money is gone already! Just check out
the gold price. The price of gold is an indicator for the trust in printed money. For sure you think what I am telling is not true as the gold price has suffered over the last couple of months, but continue reading and everything becomes clearer! The gold price has been suffering for months, but is this a real investors’ opinion? Or does somebody probably have a huge interest in a very low gold price? It is possible to influence the money market interest rates! Why not the gold price? Then these questions already explain who has an interest in a low gold price and the trust in money. Losing the trust in printed money would finally mean the end of private banks. A Gold Dollar (Dollar covered by effective gold) would cut all opportunities to print endless money and the banks business would massively suffer. Finally those, who make money out of printing money, could close their doors. It would not be possible to create money by simple accounting records anymore. Many stories about the death of J.F.K. have been told and one of those is connected to a Gold Dollar. I don’t want to write more about this, apart from giving you the idea to research a little on your own about Executive Order 11110! If we research history, we can easily find out that monetary systems collapse regularly, some within a decade but the average dwelling time of a currency is about 100 years. Ok, I have to agree on your argument that the dollar has already existed for longer by far. However didn’t we have a time when the dollar was founded by great conditions in America; Free land with lots of opportunities and a GDP by far higher than the inflation! We can’t count this time as it was an exceptional situation. The Euro has just a decade on the market and many experts are already talking about splitting it into a North Euro and South Euro with different values. Finally we need to say that currencies last for about 100 years in a fully developed economy. The more we don’t follow economical rules, the bigger the final bang will be. By flooding the market with liquidity and keeping the interest rates low and accepting that bubbles are building up, by manipulating prices and subsidizing bankrupt governments we can only play on borrowed time. We will not avoid what is eventually inevitable, the collapse of the monetary system. The question is not if it will happen but rather, when it will happen and how disastrous will the bang be. The more we trade against economical rules the longer it takes, but when it happens, we won’t be able to talk about a soft landing anymore. Let me digress into marketing now, my new profession! IT’S BEGINNING FROM TUBAN VILLAGE History of Ngurah Rai cannot be separated from the development of the village of Tuban, a small village located in Southern Bali. The village is located about 12 km to the south of Denpasar, precisely in the isthmus between Kuta Beach and the Peninsula Benoa, Badung regency. In 1930 in the village of Tuban, an emergency aeodrome was built for the Dutch speaking government for military purposes and the mobility of its troops mainly from Java, especially Surabaya. Bali is considered as a strategic area because it is located in the middle and is a crossroads between Western Indonesia and eastern Indonesia.

Since 1963, Tuban Airport has played a port serving flights internationally. Including the Royal Dutch Queen Juliana Louise Marie Wilhelmina van Oranje-Nassau on 1-4 September 1971 and the state visit of U.S. President Ronald Reagan in February 1986.

“LACK OF CAPACITY� To anticipate the surge of passengers, aircraft movements and cargo at Ngurah Rai International Airport, since 1975 till 1978 airport development projects have been done by building on aviation support facilities, such as building a new international terminal. The old terminal building was converted into a domestic terminal, while the domestic terminal building was used as a cargo building, catering business, and a multi-purpose building. In 1990, the Project Development of Ngurah Rai International Airport was re-done along with the increasing growth of the planes that used it. The developments of these facilities were divided into three stages and were called the Project Facility Airport and Aviation Safety (FBUKP).
FBUKP Project Phase II (1998-2000) included airport development undertaken by the Directorate General of Civil Aviation, among others, by utilizing an area of 12 hectares of mangroves for use as aviation safety facilities.
FBUKP Project Phase I (1990-1992) includes an extension that comes with the aviobridge terminal, runway extension, relocation of taxiway, apron expansion, renovation and expansion of the terminal building, expansion of the parking lot, cargo building development, building operations, the development of air navigation facilities and supply of aircraft fuel.
While FBUKP Project Phase III (2011-2013) included the development of the terminal building, parking deck, and apron. The current domestic terminal area will be expanded to reach a total of 12,000 meters in width that will then be used as the international terminal. The existing international terminal will be converted into the domestic terminal. Under these conditions, Ngurah Rai Airport will be able to accommodate up to 25 million passengers.
