INTERNET, CABLE OR SATELLITE TV FOR THE HOME? BY JULIE ACHTERMEIER

At one time, competition between cable and satellite companies was relatively straightforward with each outdoing the other with monthly and annual subscription deals. However, times have changed. Convergence Consulting, a Torontobased firm that collects extensive data on the North American cable and phone industries recently reported that while growth in the Canadian TV market grew by approximately 220,000 households annually between 2007 and 2011, a shift in the market began in 2013. TV subscriptions began to decline and have continued on this path at an alarming rate for cable companies. Many new households are choosing Netflix and video streaming over traditional subscriptions for a much lower monthly fee. While it requires having a TV that’s correctly set up with high-speed internet and either Smart TV or a media player like a Roku stick (as long as you have HDMI capability), it’s proving a small investment to save hundreds of dollars a year in services. Netflix subscriptions grew by almost a million in 2013 alone, and although Rogers/Shaw and Bell

fought back with Netflix-like services such as Shomi and Crave TV, respectively, the trend continues in favour of noncable solutions. That is until the Canadian moguls joined forces with U.S. technology provider, Comcast. In the western provinces of Alberta and British Columbia, Shaw Communications Inc. has seen its first increase in cable subscriptions since introducing BlueSky TV, a voice-controlled television product launched in January of 2017. The product is powered by Comcast’s X1 technology, a cloud-based entertainment platform based in the United States. By the end of 2017, Rogers Communications, a primary provider in the east, abandoned its TV platform in favour of Comcast’s X1 technology, “Ignite TV,” which it introduced in a soft launch in July 2018 to Ontario customers only. However, gaining customers who were never cable subscribers in the first place is proving difficult. Some households, notably the younger generation, have never signed up for TV services, which pulls down net subscriber numbers. Other homes which once paid for cable are investing in Smart TVs and Netflix instead, turning a blind eye to any new cable offerings. “Netflix until recently was the only subscription option available to Canadians without a linear TV subscription,” says Brahm Eiley, president of Convergence Consulting. “We expect there will be more alternatives available to Canadians in the years to come.” Despite the attempts of the big cable companies to make a comeback, Convergence Research Group still estimates that by 2020 streaming services will surpass cable as the number one way Canadians watch TV. Renting out a room in your house, a basement apartment or an investment property can be a lucrative business, but it’s important to understand the income tax implications and ensure you file your income tax correctly each year.

WHAT TO DECLARE The Canada Revenue Agency (CRA) treats rental properties differently than your principal residence and requires that you declare rental income on your tax return by completing Form T776 (Statement of Real Estate Rentals) with your income tax return. On this tax form, you must declare the rent received from your tenants as well as any expenses. However, if you rent a room below fair market value – to an adult child for $30 a week, for example, you do not have to report the rental income. Keep in mind, the child cannot claim a rent credit either, as this is considered cost-sharing.

If you rent your home through services like Airbnb, you need to include all amounts that are paid to you as rent when filing your income tax. Also, include goods or services you may have received instead of rent at their fair market value. For example, if your tenant offers to plow your driveway in exchange for a reduction of rent, you need to include the cost of the snow plowing as “other related income.”

WHAT TO DEDUCT If you rent out part of your principal residence, you can claim a tax deduction for a portion of the expenses based on the square footage the rental space occupies as a percentage of the total living space. Expenses you can claim include heat, hydro, water, home insurance, property taxes and mortgage interest. For example, if you rent a bedroom in your home and it takes up 10 percent of your living space, you can claim 10 percent of your household expenses. You can deduct interest that you pay on loans taken out to buy or repair your rental property, as well as fees you paid when taking out a loan (appraisal fees and mortgage application fees). You may also deduct any legal costs for preparing a lease, collecting outstanding rents or any fees related to mortgage financing. Bookkeeping fees and fees related to assisting with an audit can also be deducted.

SHOULD YOU CLAIM CAPITAL COST ALLOWANCE? Many homeowners subsidize their mortgage by renting the basement or a room in their principal residence. When you rent out your family home, you have the option of claiming a capital cost allowance (CCA). CCA is an annual deduction in the income tax code which is declared on depreciable assets, referring to the building only. If you decide to claim CCA, it leads to tax savings in the short term, but you will have to pay capital gains when you sell your home. If you choose not to claim CCA, you miss out on depreciating significant renovations, such as a new furnace or new siding, but you do not pay capital gains when you sell your house.

WHEN IT’S TIME TO SELL If you sell a rental property, any gain will be taxable, unlike your principal residence which can be sold tax-free. To avoid paying taxes on a rental property, you can purchase a property in your name, rent it to a child and then sell or gift the property to the child in the future. If you gift the home to your child, for tax purposes, it will be treated as if sold for market value, and this amount becomes your child’s tax cost of the property. If instead, you sell the property to your child for an amount that is less than the market value, it will still be treated for tax purposes as if you disposed of it for market value. This exchange could lead to double taxation when your child ultimately sells the property, so it’s best to either make the home a gift or sell it at the fair market value.
