On July29, PoCo Mayor Brad Westintroduced a motionto repealthenew "restrictive" rules, that councillors hadpreviously approved at anearliermeeting, afterhearing several commentsandcomplaints fromthe public. "The realityisthat, for many people who would get off workatmaybe 5 p.m. or 6 p.m., theideaofbeing able to get home in timeto be abletocut yourlawn before 7 p.m. is just not feasible, especially in thesummer months,"said Westduring thespecialcouncilmeeting, notinghe personally has neverheard concerns from local residents about"rogue lawn mowing." "It'slighter outlater. It's hot out, as we allknow, and so peopleare cuttingtheir lawnsalittlebit later." Priortothemeeting, West explainedhewas away for the bylaw'sinitialamendment on July19.The goal ofthepreviouschangewas to give bylawofficersmore toolstoaddressdozensof complaintsthecity receives each year. West,in usinghisstatutory authorityfor the bylaw's reconsideration, alsoextended the general noise cut-offtimeto11 p.m. anhourlongerthanthe previouslyamended10 p.m. curfew. "Oneof thegreatpastimesin ourcity ispeople beingableto gather with family andfriendsintheir backyard forabarbecue and socializing,"hesaid. "I thinktheprevious times we had aroundthat worked very well. Yes, there wasasmall numberofcomplaintsaroundnoise... but Ithinktheprevioustime framewas onethat [was] waymore appropriate, one our communitywasused to and, I think, served usquite well." Noisesthat disturb"the quiet, peace, rest, enjoyment, comfort, or convenience of theneighbourhood or ofpersonsinthe vicinity"between11 p.m. and7 a.m. thenextmorning could result ina $5,000fine at minimum. BELCARRA TheEditor: I’velivedin Tri-Citiesfor thepastsix years.I recently plannedtovisit Jug Island Trail with my littleone-yearold baby and my wife. It hasbeenafamily traditionforme.Thistime, however,Inoticedallthe roadsideparking spacesthat previously were availabletothe publicwho plantousethe trail had beentransformed topermitholderparking spaces, whichareopenonly to Belcarra residents. We couldnotfindany designated spot forthe public. Iwasshocked by the new parking bylaw. It looks pretty biasedandin favourof res identsof Belcarra while ignoring the rightsof residents in Metro Vancouver. Iunderstandthere has beencongestionofcarsin high season, but this does not justify reallocatingallof the streetparkingspacesto Belcarra residents, which, accordingtostatistics, has not changedinpopulation foradecade, andmeans streetparkingisnot needed for residents. Idon’tunderstandwhat justificationsthe authorities have madetobanthe public fromstayinginthat area. The regionof Belcarra is benefittingfrom all the amenities made mainlyto high-densityareassuchas Port Moody, Coquitlam and Port Coquitlam, including shopping centres, health care andessential services suchaswatertreatment plants, publictransitas well as commercialspaces. Alloftheseare possible because of high-density areas. In return, the Villageof Belcarrais banning people fromusingthestreetsthat gointo theirneighbourhood because fora few weekends over summercongestionin theirarea? Andontopofthat, I noticedthe village hasdedicatedenforcementofficers runningbackandforthon a fewblocks on weekendsto ticket cars within a fewminutes of parking. Witha$100ticket, the villageis using theparking bylawasamoney-making service. Basically, the authorities foundawaytocharge the peopleof mainlyTri-Cities fortheirvisit. They simply make theirentire municipalityano-parking zoneforthe public. By limitingtheaccessof families tothis parkinfavour oflocal residents, there would be aquestion of how tospend publicmoneyon infrastructurethat benefits everyone equally. Moh Rafati Tri-Cities
