PRESIDENT & CEO ADDRESS The last 12 months has seen a continued growth in member clubs to 47 and a stabilisation of membership at 3068 for 2016/17. Our year kicked off with the Victorian Duathlon Series on Yarra Boulevard in Richmond, including the grand final handicap event with competitors given a timing penalty based on their fastest time across the series. Multiclass racing featured prominently within the series and the development of the Inclusive Sports Training athletes under former TV Board Member Liz Gosper was most impressive. A record number of competitors ‘toed the line’ with over 290 at the State Championship event. Bayside, YarraTri, Hawthorn and Melbourne were outstanding hosts with the ‘back of house’ support of Alexandra Mantell (TV) for the website, entry systems, logistics and permits. Note: Alex resigned in May 2017 and we all owe thanks to Alex for building both TV’s membership services and communications areas to be leaders in triathlon. In October 2016, Triathlon Victoria started the transition of the Yarrawonga Mulwala Multisport Festival from TV management to the local ‘Splash and Dash’ committee. This important transition to local ownership will ensure that the benefits to the local community continue through school, hospital, and local charity partnerships. The local organising committee in partnership with the Mulwala Waterski Club provided over 800 people with opportunities across triathlon, open water swimming, fun run, etc. Our race director partners at SME360, SoleMotive, Event People, X-tri, Ironman, SouthWest Race Management, PB Events, In2Adventure, Elite Energy, Challenge Family and the many affiliated clubs contribute richly to the event offerings in Victoria. We continue to work in partnership with them to improve the racing experience. Their collaboration with Brian Hinton (Technical and Events Co-ordinator), the TV Technical Committee and all the technical officials is an ongoing demonstration through new digital resources, shared learnings and improved event management. Triathlon Victoria welcomed Dave Mackenzie and James Dougherty to positions looking after TriActive (adult participation program) and TRYstars (juniors and schools). Significantly the national partnership with Sanitarium provided great exposure for triathlon in

primary schools across Melbourne and regional Victoria. Over 6200 children participated in activations, and race numbers across kids events reached over 5000 including an incredible 2922 from the Weet-bix (Bendigo and St Kilda) events. Triathlon Victoria continued a partnership with the Government’s ‘Play it Safe by the Water’ campaign delivering the key water safety messages through our social media and participation programs. We continued working with clubs and coaches on the implementation of ‘open-water swimming guidelines’, supported club members and accredited coaches to gain their Community Surf Lifesaving Certificate and began financial support for water safety equipment to ‘champion’ clubs. The Triathlon Victoria Development Program provided an environment, and the necessary support for Victoria’s best underage athletes. The season’s end saw the transition from Dave Huggett to Kyle Burns for 2017-18, and it is fitting to acknowledge the significant contribution Dave has made to the program over nearly a decade and that he leaves behind a legacy he can be proud of. Dave only agreed to take over as TVDP/ Pathways coordinator in 2010 for a short period, so our thanks go to Dave and his wife, ably assisted by former TV Board Member, Neil Brewster. The second ‘Victorian Triathlon State Series’ was held with events across aquathlon, duathlon, cross, sprint, standard and long-distance triathlon. Points awarded across the series were used to crown individual age group champions and the champion clubs. We thank SwiftCarbon for the lucky member prizes of a male and female road bike drawn at the Annual Awards breakfast. Triathlon Victoria had great pleasure in recognising Jo King as a Legend of Multisport (joining Penny and David Hansen, Emma Carney, Tim Bentley, Rohan Phillips and Steve Foster) at the Annual Awards Breakfast. Jo was an ITU Junior and Senior champion and an Australian Ironman champion as well. Paralympian Kate Doughty entertained the audience with her inspirational talk about her Rio experiences providing an insight into the determination and never give up commitment needed to succeed, and we wish her well for her future success. At the time of writing, TV has signed an agreement
with the Victorian State Government to re-locate to the Melbourne Sports and Aquatics Centre establishing triathlon’s headquarters. This partnership will offer significant cost savings and provide opportunities for junior development, age group performance training and TriActive. We have successfully applied to VicHealth’s Innovation Challenge for a teenage girls’ participation program. The program, with a working name of #TRIstopme, is a fun and inclusive school-based triathlon program for 13-17-year-old girls. Delivered by teachers, the program seeks to empower girls, particularly those less active, to get involved and give triathlon a go.

In partnership with affiliated clubs and race directors, Triathlon Victoria is committed to growing participation. With increased resourcing and focus in this area we will provide clubs with the tools, resources and inspiration to support growth, service the current members and gain efficiencies in administration. We have appointed Rob Ward as Clubs and Programs Manager and Jessica Whitby as Marketing and Communications Manager. We take this ‘club development’ theme forward in 2017-18 with Top Club and look forward to seeing many more on ‘the starting line’. I would like to single out the contributions of long serving Board members Ailie Coulter and Julia Hebb, as well as past Board members who still make contributions when called upon including Tony Burke and Steve Gatt. COMMITTEE - SECRETARY Sonia Dunn
John works in financial services, has owned an insurance broking firm and now runs a financial planning practice. John still consults to the insurance broking firm having been involved in this field since 1984. He’s been doing triathlons since 1983, competing in Hastings and EON FM. Since then he has competed most years, although sometimes lightly due to work constraints. He has done numerous sprint, OD, half, and full Ironman races, plus several marathons. A keen age grouper who, as they say in horse racing ‘follows them around’. He’s been a member of MPTC since 2001 and has been a committee member from day one, with stints as President and Treasurer. He was previously the Chair of the Triathlon Australia Awards Committee.
Sonia has held senior leadership roles for the past 5 years in the area of fast moving consumer goods (FMCG) and currently holds the role of Senior Planning Manager at Carlton & United Breweries. Her strengths are in Business Based Change, Process & System Implementation, & Employee engagement. She was the first female to be elected as President of the Bayside Triathlon Club, and joined the Triathlon Victoria committee to help ensure we actively make the right decisions to keep triathlon inclusive and growing. Sonia is an active triathlete, endurance athlete and ambassador for She Science.

COMMITTEE (ACTING SECRETARY JULY - NOV 16) Jenny Hosking
Ailie has strong involvement in sport. She is employed by School Sport Victoria in an event management role, and competes in, and coaches triathlon in her spare time. Ailie has taught in education settings from Primary School through to University and is able to use her knowledge of junior sport to enhance Triathlon Victoria’s junior and youth programs. Ailie has served as a Triathlon Victoria board member, including as President and Vice President, and continues to work towards improvements for triathlon. She loves the diversity of the sport and cherishes the people she gets to meet in the multisport community.
Jenny has been a Triathlon Victoria board member for the past 3 years. She is an FCPA, a graduate of the Australian Institute of Company Directors and Deakin University’s MBA (International Business). Jenny’s skills, developed during her 30+ years’ corporate working experience as a finance/commercial professional primarily in the engineering and construction industries, have been well utilised in assisting to integrate the wider strategy of Triathlon Australia, particularly club engagement and fair, safe & fun triathlon events. Jenny has been participating in triathlons since 2003. She is also actively involved in the Australian Technical Official program, presenting and mentoring the program to enthusiastic new participants whilst progressing her own skills, to be able to officiate in Senior Technical Teams and at local, national, and international triathlon events.
COMMITTEE - TREASURER Julia Hebb Julia has a Master’s in Business (Administration), Bachelor of Business (Accounting) and is a member of CPA Australia. Julia currently runs her own practice and has extensive experience in the Corporate Sector in Finance and Governance. She has successfully completed the Australian Institute of Company Directors course and is active on boards in the not for profit sector. Julia has been involved in triathlon for the past five years and would like to make a positive contribution which sees clubs grow/develop in line with the modern values of inclusivity and accessibility.

Jason is currently on secondment as Senior Sport Development Officer at Moonee Valley City Council. His substantive position is Coordinator of Economic Development, where he supports business growth in the municipality. He is a dynamic leader through senior management roles, with over 15 years of proven business experience in strategic planning, policy development, governance and stakeholder engagement. He is undertaking a Master in Business (Sport Management) and is the Treasurer of a NFP organisation called Loci Environment and Place. Jason has been competing in triathlon since 1992 and is personally drawn towards the challenges of long-course events, against his bodies wishes.
Lawrence is a sponsorship, marketing and communications professional with close to ten years’ experience working in national sporting organisations (England Hockey and Hockey Australia). He is currently the Corporate Partnerships Manager at Museums Victoria. He has a first class honours degree in marketing from the University of Strathclyde, Glasgow, and has served in a media management capacity at two Olympic Games and two Commonwealth Games. A frequent sideline supporter, cheering on his triathlon-loving wife, Lawrence joined the Triathlon Victoria committee in April 2016.

Kym is currently the Port Manager at Melbourne Airport for Jetstar. He previously held the position of CEO with the Brazilian Butterfly Franchise Group, has a degree in Business Management (Finance), a Master of Business Administration (2008), and completed the required subjects of an Accounting Degree in order to achieve CPA accreditation. He has an excellent comprehension of business analysis, financial management and reporting, and thrives on organisational coaching and mentoring. Kym maintains a passion for training and coaching, including driver training and motor sport. Kym has been a member of Triathlon Australia since 1996 (ACT, NSW, TAS & VIC) and has competed in all distances from sprint through to Ironman and cross triathlon. He also holds a Level 1 Triathlon Coach accreditation.
Amanda is a Director at PwC and an accomplished organisational development professional with significant experience in employee engagement, culture and transformational change. She has held a number of senior positions in leading corporates such as Richmond FC, Australia Post, National Australia Bank, and Telstra. She is a registered organisational psychologist, a Member of the Australian Institute of Company Directors, a Member of the Australian Psychological Society and holds a Doctorate of Psychology (Industrial / Organisational), Bachelor Arts (Psychology – Honours) and Bachelor of Applied Science (Psychology / Psychophysiology). Amanda was drawn to triathlon because of the strong community involvement and recognises the unique and positive influence that sport has on health and wellbeing.

KEY PEOPLE STAFF - EXECUTIVE DIRECTOR Grant Cosgriff
STAFF - TRIACTIVE PROGRAM COORDINATOR Dave Mackenzie
Grant joined Triathlon Victoria in September 2014. He has a strong background in sports administration with over 18 years across state sporting associations and state government agencies. His strengths are in building relationships, strategic planning and facilitation. With three adult children, Grant has started to move away from his other community engagements as a coach and volunteer. He is keen to re-activate his triathlon racing with a preference for longer racing, cross triathlon and adventure racing.
Dave started his role at Triathlon Victoria in September 2016. After serving as an officer in the RAF, he completed a BSc. (Hons) degree in Sport Science and a degree in Physiotherapy. Dave has worked in a variety of clinical and lead physiotherapist posts, including professional sport, with 12 years in rugby union. After an MSc. in Rehabilitation Science and 20 years as a physio, he decided to emigrate to Australia and find a new career. He completed his first triathlon in 2016, loves his Bayside life in Hampton, and is an avid follower of all the oval ball codes.

STAFF - TECHNICAL AND EVENTS COORDINATOR Brian Hinton
Sue began working at Triathlon Victoria in 2009. She has had an interest in triathlon for many years and competed in the 2006 Triathlon World Championships in Switzerland and the 2007 Duathlon World Championships in Hungary. While not competing now, she really enjoys her role as a coach within the Triathlon Victoria Development Program and remains an avid cyclist across both road and mountain bike disciplines.
Brian is a stalwart of triathlon, having been involved for some 30 years at both state and national levels (board and administration). He first competed in 1985 and went to Kona is 1987 (finisher). He is a life member of Melbourne Triathlon Club, Triathlon Victoria and Triathlon Australia (a rare three-peat). He joined TV in a formal employee capacity in April 2016, bringing great stakeholder management skills and a strong understanding of officiating. He is an active RTO (Level 2) and is motivated to support excellence in technical officiating and event management. He was an ITU board member 1992-2004 and currently Secretary of ITU Multisport Committee.
STAFF - MEMBERSHIP & COMMUNICATIONS COORDINATOR Alexandra Mantell Alex began at Triathlon Victoria in September 2014 after two and a half years spent at Life Saving Victoria. She holds a Bachelor of Business Commerce and Bachelor of Sport and Outdoor Recreation. Alex is an active patrolling member and committee member at Lorne SLSC and competes in surfboat rowing. Alex has been a significant contributor to the co-ordination of the national membership database and development of our Play it Safe By the Water campaign.
STAFF - JUNIORS AND TRYSTARS COORDINATOR James Dougherty James joined Triathlon Victoria in September 2016 having completed a Bachelor of Business (Sport Management) and recently worked as Boys 1st Tennis Head Coach with Wesley College and Project Management with FIA Sport Management. STAFF - ATHLETE PATHWAY COORDINATOR Dave Huggett Dave began his involvement with Triathlon Victoria back in 2010-11 when his sons were part of a talented group of young triathletes. He took responsibility for the TV Development Program (part-time) not long after, and was the driving force behind the programs growth in numbers, professionalism and sense of team. Dave has drawn other coaches to the program, always emphasising the ‘athlete first’ philosophy. Dave concluded his role at the end of the 2016-17 season and will continue to support the program by ensuring a smooth transition to a new APC and continue providing coaching supprt within the program.

DEVELOPMENT REPORT The Triathlon Victoria Development Program (TVDP) aims to recruit talented athletes 12-23yo with the goal of developing them into National ITU high performance athletes. With 37 athletes in total (18 females and 19 males) from all over Victoria the program is one of the biggest squads in Australia. Led by Dave Huggett (Athlete Pathway Coordinator), the program delivers camps and training activities for athletes, and in concert support for coaches who are new to coaching juniors and/or ITU ‘draft legal’ racing. Athletes enjoy coach support at races both locally and at the National Junior Series events, where the program coordinates group travel and accommodation. The program is brilliantly led by Dave Huggett, supported in the significant administration load by myself and over a dozen accredited coaches who support in recording results, coaching at camps, organising time trials, and being available for athletes at races (regardless of who they are coached by). These coaches are responsible for the athletes individual training and racing program, and we thank them for their continued support of our elite juniors and the TVDP. We also ensure that there is a development pathway for coaches, whereby they have the opportunity to complete observation and practical coaching hours under the guidance of experienced performance coaches and in consideration of elite junior athletes rather than age group athletes. The program encourages ‘senior’ athletes to undertake the development coaching course and give back into the program through the various activities. This year we formed a steering group (the ‘Triathlon Victoria Performance and Development Pathway’ committee) to gain expertise across the various fields of high performance and assist in the growth and development of our athletes. The committee were important in the development of the 3-tier athlete structure and selection policies.

We thank the State Government of Victoria for the funding support under the Athlete Travel Grant program. This funding has supported all athletes in their travel to races of national and state significance, including local travel support for our regional athletes. Brooke McCullough was announced Junior Female Athlete of the Year and Oscar Dart the Junior Male Athlete of the Year at the Triathlon Victoria Awards in May. We continue to emphasize that athlete success is a long-term project and each TVDP athlete sets goals in consultation with their home coach. The outcomes provide signals for tracking towards these long-term goals, and we continue to emphasize that development is not linear (i.e. there are ups and downs) and patience is a key element in junior development.

PARTICIPATION REPORT TRIactive is an adult participation program with threeyear funding from VicHealth (2015-18). The program targets beginners with little or no background in swim, bike or run. The six-week program supports this market to complete a mini triathlon (typically 250m swim, 10km ride, 2km run).
PILOTING
The first pilot programs were held in early 2016, and I commenced in the role as part-time TRIactive coordinator in September 2016. A further two pilots were conducted in October 2016 at the Melbourne Sports and Aquatics Centre (MSAC) with coach support from Simon Knowles, Craig Percival and Tracy Doherty. These pilot programs generated important learnings and led to some changes in the program structure and further development of the session content with support of Sally Ham and Simon Knowles as TA accredited coaches. The ‘new’ TRIactive program was ‘road tested’ with a program at the Bayside Triathlon Club and the changes proved to be a blueprint for what TRIactive stands for - a socially inclusive, fun, achievable and yet challenging pathway to increased physical activity via triathlon.
RESOURCES
With the structure and content in place, the program resources were further developed with a focus on providing documents for coaches that would provide them with a ‘turn-key’ TRIactive product for the beginner market. The resources cover: • TRIactive Program Guide for Coaches • TRIactive session plans (6-weeks of session content) • TRIactive support resources (appendices) such as bike check, transition tips, what to expect on race day, etc. These resources enable coaches to provide information to participants each week in succinct and practical language. The resources enhance the experience for beginner triathletes by helping them learn as they train so that they feel confident come race day.

Triathlon Victoria have engaged with Triathlon Australia (TA) in the development of the program, so that it can rollout nationally in the future. Graeme Hill from TA has worked with the TV staff to create a new coach training program for TRIactive. The first program will be delivered in the early stages of the upcoming season and provide greater opportunities for programs across Melbourne and regional Victoria. We are currently focused on building a suite of marketing resources for TRIactive Coaches and building the TRIactive brand. We encourage our stakeholders, members and friends to assist us to grow the awareness of the program and direct beginners to www.triactive.com.au We take the opportunity to thank the TRIactive project team of Grant Cosgriff, Dave Mackenzie, Tracy Doherty, Graeme Hill, Lisa Pringle and Sarah Dowling at VicHealth and look forward to having TRIactive meet the needs of our future participants.

TECHNICAL REPORT The 2016/17 season further evidenced the tremendous work done by technical officials in delivering safe and fair competition. Over 200 technical official placements were made across the season at ‘open’ events, and informally technical officials supported many club events. The work in the early season focused on consolidating the changes in process and administration of the technical program. Much policy and procedure work occurs behind the scenes under the guidance of the Triathlon Victoria Technical Committee - Andy McGuire (SBRG), Jenny Hosking (Bayside TC), Peter Dickinson (WSTC) and Jo Smith (AWTC), supported by Brian Hinton in the role as Technical and Events coordinator. The committee focuses on working with the race directors to establish resources which aim to make the rules easy for participants to understand, in a modern format. The TVTC oversaw the insertion of the TV ‘drafting rules explained’ video into the social media and athlete guides of our race director partners, resulting in a substantial drop in drafting, blocking and illegal pass infractions – something that makes everyone happy! We conducted two Local Technical Official (LTO) courses in July ’16 and February ’17 adding to the Technical Official (TO) resource base in quantity, knowledge and experience. We will conduct a Regional Technical Official (RTO/L2) course in 2017/18 for those wishing to take further responsibility at events and grow their experience and competency. Furthermore, Andy McGuire and Jenny Hosking successfully attained the Australian Technical Official (ATO/L3) qualification at this year’s Canberra based program with 11 other officials from across Australia. We farewelled a number of technical officials to other parts of the country and thank all for their service over a number of years. Peter Aldridge, Russ Tremayne and Jac Tremayne have now joined the Queensland Technical program, while Siim Vollmer has moved to the Estonian Technical program. We welcome Sheree Millen from the WA Technical program, and look forward to gaining her insights and feedback on how we can improve our program. The Triathlon Australia Event Operations Manual was launched in March and is now the guideline for Sanctioning and Officiating and a key document in our partnership
with Race Directors. Finally, we thank Sally Ham for thirteen years of consistent and unwavering leadership and service to the governance and administration of the technical program. Whilst Sally has taken leave from the committee, she remains active on the course and in the training, education and mentoring of the next generation of officials.

TREASURER’S REPORT The 2016/17 financial year maintained a balanced financial return when considering our continued investment in growing the opportunities for triathlon participation. The net profit for the financial year was a recorded surplus of $12,352 taking Triathlon Victoria’s reserves to $49,512.
Triathlon Victoria’s Balance Sheet is healthy with increased cash due to grant income received. However, the reciprocal nature of the grants, that is the funding is tied to deliverables or outcomes, means that this is also recorded as a liability until milestones related to the grants are achieved and the funding is released.
Triathlon Victoria identified several key focus areas in 2016 which supported the continuation of a balanced financial outcome: • The continued support of and focus on club membership • Development of programs that enable new participants to access the sport • Consolidation of event properties and the ‘state series’ • Improved collaboration with Triathlon Australia (TA) and the STTA’s to maximise efficiencies and align to best practice • Increased focus on, and attraction of, additional funding through government and NFP grants
Our 2017-18 budget is once again very conservative and relies heavily on membership numbers being maintained. We have recently had success in securing funding for a girls’ secondary school triathlon program (TRIstopme) which further gives us the resources to promote triathlon, attract greater numbers of females and provide another avenue for clubs to draw new members.
In targeting the key focus areas, our revenue increased by 4% over the period, largely attributable to grant revenue. The focus on grants has resulted in Triathlon Victoria being able to provide additional resources to grassroots programs aimed at driving participation and new membership prospects.

Annual membership revenue remained steady as this is largely tied to annual membership numbers from the previous year which remained steady. This revenue is part of the ‘Whole of Sport’ budget process which is agreed annually between TA and the STTAs and focuses on financial support to deliver member services including ensuring safe and fair racing. The strategy to exit from direct event management saw event revenue drop significantly with the licencing of the Yarrawonga Mulwala Multisport Festival to Yarrawonga based ‘Splash and Dash’ committee. The net impact is financially positive and more importantly, ensures that Triathlon Victoria is not competing with our commercial partners in the event marketplace. Expenditure for the year grew by 4%, largely related to the employment costs associated with the execution of our government and NFP grants (participation focussed) and an upgrade to our telecommunications as we moved to a VOIP phone system.
