TOWN COUNCIL

The Town Council serves as a link between the residents of Trophy Club and their municipal government. The Town of Trophy Club operates under a council-manager form of government as approved by voters through the adoption of the Town of Trophy Club Charter.

The Trophy Club Charter provides that the Trophy Club Town Council shall consist of the Mayor and six Council members elected by numbered places and are elected at-large by the registered voters of Trophy Club to serve three-year, staggered terms of office.

Councilors help constituents by connecting them to resources, services, and Town departments Town Council also administers the Town's goals, major projects, and infrastructure improvements ranging from community growth to land use to finances and strategic planning They serve as advocates for all Trophy Club residents

MESSAGE FROM OUR TOWN MANAGER

We are excited about the upcoming year for Trophy Club as we continue to see new businesses fill TC Town Center, the development of our remaining residential properties, and the possibilities that come with the future development of the Trophy Wood District

Ben Hogan and FW law firm began acquiring 2500 acres of land required for golf course project.

OVERVIEW

Over the years, Trophy Club has developed from a small, golf-centric, rural getaway for Dallas executives and retirees into a premier North Texas residential community As the first master-planned community in Texas, Trophy Club features over 1,000 acres of parks, 36 holes of golf winding through neighborhoods, environmentally secure woodlands, an efficient local government, and much more Much of the town’s appeal is the wide range of home choices and resident participation in community activities, schools, churches, clubs, organizations, and town advisory groups.

WATER AND SEWER

TC MUD Number 1 was created to provide water and sewer services for the area.

INCORPORATION 1985

Trophy Club residents elected Jim Carter as the first mayor of Trophy Club.

GROWTH PROSPERS 2000'S

The Town Manager's Office is committed to providing leadership and direction for the Trophy Club team by utilizing the best management practices, progressive thinking, and planning, as well as promoting a positive public image of the organization and the Town on both a local and regional basis.

This mission is accomplished by building strong partnerships and deepening community involvement, creating business-friendly economic development, fostering environmentally sound policies, ensuring the safety and security of all residents and staff, and maintaining financial and operational stewardship.

TOWN SECRETARY'S OFFICE

The Town Secretary and Records Management Officer are one of four Chartered Town Officers appointed by the Mayor and Council It is also a statutory position required by State Law and the Town Charter.

The Town Secretary and Records Analyst provide Legislative and Administrative support to the Mayor and Council.

Administration of Public Information Requests (PIRs)

As RMO, ensure compliance with PIRs per Attorney General Public Records Guidelines. Evaluate Software for user-friendliness, sophistication, features, and updates. Serve as Lead Project Manager on Implementation of New Software/Systems. Supervise, Coach, Train, Evaluate, Motivate, and Reward Employees.

LIGHTS

The Town Secretary's Office is the Custodian of all Public Records, including the preservation and maintenance of contracts, ordinances, resolutions, and minutes.

The RMO facilitates responses to all Public Information Requests. The Town Secretary recently implemented a system to assist with Public Information Requests entitled JustFOIA that allows all departments to monitor their respective requests for timely distribution, allowing for a redaction tool and providing the requestor the capability to pay online via PayPal.

The average time it took to complete an Open Records Request from the Town Secretary's Office in FY 22 was 3.2 days.

COMMUNICATIONS

The Communications & Marketing team is committed to providing the highest quality of service to our residents and the community, as well as all departments and programs within Trophy Club, by sharing the Town's strategic vision and core values across multiple communication channels.

The Communications & Marketing team provides timely information promoting awareness of Town services, major projects, and community events through the use of print, broadcast, and digital media.

Liaison between the Town and community groups/outside organizations

Public Relations duties, including media inquiries and communication coordination. Production of communication, marketing, and graphic design pieces.

Website management and system maintenance.

Evaluation and reporting of statistics related to the Town’s communication initiatives

Development of policies and procedures for communication channels and implementation of new communication-focused technology

Preparation of applications for national/state/local awards and other public recognition of Town initiatives.

COMMUNITY DEVELOPMENT AREAS OF RESPONSIBILITY

·The Trophy Club Community Development Department is committed to maintaining and striving to exceed compliance with the Town’s code of ordinances and to provide prompt, friendly, and efficient customer service to all. Additional areas and duties the department is responsible for include the following:

Permitting Division is responsible for plan review and inspections within the Building Inspections Division. In addition, collaborate with Code Compliance Division on all adopted codes and ordinances related to the development and construction within the Town.

Planning Division is responsible for updating, processing, and reviewing related documents such as the zoning ordinance, site plans, plats, landscaping, permits, and tree mitigation. In addition, serving as liaison to the Planning and Zoning Commission and the Zoning Board of Adjustment and is responsible for presentations to those boards and the Town Council.

The Street Maintenance Division maintains all streets and storm drainage systems. Providing signs, markings, engineering, and repair or replacement of the streets and sidewalks. In addition, maintaining flashers and electronic traffic devices placed throughout Town The Facilities Maintenance Division is responsible for preventative and emergency maintenance and repair of all Town facilities and works with the Streets staff on emergency responses for assistance to the public, and other departments

The Finance Department, with a staff of four, is responsible for the processing and payment of all accounts payable invoices related to all department purchases and the invoices pertaining to Town issued purchasing card purchases. Finance is responsible for the annual ACFR, monthly bank reconciliations, and all Federal and State reporting.

STRUCTURE FIRE DOLLAR LOSS

This year, the Trophy Club Fire Department responded to three working structure fires. At two of the incidents, firefighters were able to quickly extinguish the fire and save the rest of the structure. Unfortunately, when firefighters responded to the third incident, the fire had already reached the attic and vented through the roof before our arrival, and the house was declared a total loss

FIRE HIGHLIGHTS

ANNUAL FIRE INSPECTION PROGRAM

In 2022, a tremendous effort was made to inspect all commercial properties for compliance with the recently adopted version of the International Fire Code. In addition to finding and correcting over 200 fire code violations, the department also implemented a program to begin creating preplans for all of the target hazards located in our town The preplans will provide fire crews with critical information while responding to fires and other emergency calls for service.

56 Community Risk Reduction and Public Education events were conducted. Reached approximately 2,100 residents/visitors. Fire Station Door Reader Access, HVAC, Plumbing, Bay Doors, and Appliances repaired.

The Trophy Club Parks and Recreation Department is committed to enhancing the quality of life and environment while providing leisure time opportunities for the benefit of the citizens and families of Trophy Club.

This mission is accomplished by providing consistent and reliable public service and working diligently to ensure an exceptional quality of life through strategic planning and aesthetically pleasing parks, common areas, and medians.

The Parks Division oversees and maintains approximately 940 acres of parkland, which provides Trophy Club residents with the highest park space acreage per capita ratio in the state of Texas. The Town of Trophy Club park system consists of the following:

The Trophy Club Police Department is committed to promoting and maintaining a safe community and enforcing all laws without prejudice or bias, utilizing proactive partnerships, and meeting the challenges of our changing environment.

This mission is accomplished by staying committed to the highest standard of excellence and maintaining accountability for actions in the community.

This report demonstrates the Town Council and Town Staff’s emphasis on improvements in the areas described by the following statements of focus. The Town of Trophy Club will continually strive to increase the level of services provided to our citizens We will remain goal-oriented and search for methods to increase transparency in governing We will remain conservative in both our financial practices and policy standards that favor homeowner rights. We will continue our focus on public safety in order to continue making Trophy Club the safest place to live

All departments are included in the annual report and it provides insights into service results; however, this report is not intended to be a complete set of performance measures. By reviewing this report, readers will better understand the Town’s operations We thank the many departments that contributed to this report This report would not be possible without their support.
