The Town Council serves as a link between the residents of Trophy Club and their municipal government. The Town of Trophy Club operates under a council-manager form of government as approved by voters through the adoption of the Town of Trophy Club Charter.
The Trophy Club Charter provides that the Trophy Club Town Council shall consist of the Mayor and six Council members elected by numbered places and are elected at-large by the registered voters of Trophy Club to serve three-year, staggered terms of office.
Councilors help constituents by connecting them to resources, services, and Town departments Town Council also administers the Town's goals, major projects, and infrastructure improvements ranging from community growth to land use to finances and strategic planning They serve as advocates for all Trophy Club residents
We are excited about the upcoming year for Trophy Club as we continue to see new businesses fill TC Town Center, the development of our remaining residential properties, and the possibilities that come with the future development of the Trophy Wood District
The future for Trophy Club is bright, and staff will remain fiscally responsible while seeking out and delivering on the desires of our citizens and elected officials We will continually strive to improve our service delivery while keeping Trophy Club “A Great Place To Call Home "

The Texas and Pacific Railroad provides for growth by constructing first southern transcontinental line
1972
Ben Hogan and FW law firm began acquiring 2500 acres of land required for golf course project.
Over the years, Trophy Club has developed from a small, golf-centric, rural getaway for Dallas executives and retirees into a premier North Texas residential community As the first master-planned community in Texas, Trophy Club features over 1,000 acres of parks, 36 holes of golf winding through neighborhoods, environmentally secure woodlands, an efficient local government, and much more Much of the town’s appeal is the wide range of home choices and resident participation in community activities, schools, churches, clubs, organizations, and town advisory groups.
1975
TC MUD Number 1 was created to provide water and sewer services for the area.
INCORPORATION 1985
Trophy Club residents elected Jim Carter as the first mayor of Trophy Club.
GROWTH PROSPERS 2000'S
Formation of the PID, fire station development and incorporation of NISD to community takes place.
The Town Manager's Office is committed to providing leadership and direction for the Trophy Club team by utilizing the best management practices, progressive thinking, and planning, as well as promoting a positive public image of the organization and the Town on both a local and regional basis.
This mission is accomplished by building strong partnerships and deepening community involvement, creating business-friendly economic development, fostering environmentally sound policies, ensuring the safety and security of all residents and staff, and maintaining financial and operational stewardship.

The Town Secretary and Records Management Officer are one of four Chartered Town Officers appointed by the Mayor and Council It is also a statutory position required by State Law and the Town Charter.
The Town Secretary and Records Analyst provide Legislative and Administrative support to the Mayor and Council.

Administration of Mayor/Council General, Special, Charter, & Bond Elections.
Ensure Compliance with the filing of Campaign Finance Contribution/Expenditure Reports. As Chief Elections Officer, ensure compliance of Texas Election Code.
Administration of Statement of Appointed/Elected Officer & Oath of Office(s). Boards/Commissions Application process, Interview process, Letter of Appointments. Ensure compliance with the Texas State Library’s Records Mgmt. Guidelines.
Administration of Public Information Requests (PIRs)
As RMO, ensure compliance with PIRs per Attorney General Public Records Guidelines. Evaluate Software for user-friendliness, sophistication, features, and updates. Serve as Lead Project Manager on Implementation of New Software/Systems. Supervise, Coach, Train, Evaluate, Motivate, and Reward Employees.
Anita Otterson Town Secretary Debra Emond Records AnalystThe Town Secretary's Office is the Custodian of all Public Records, including the preservation and maintenance of contracts, ordinances, resolutions, and minutes.
The RMO facilitates responses to all Public Information Requests. The Town Secretary recently implemented a system to assist with Public Information Requests entitled JustFOIA that allows all departments to monitor their respective requests for timely distribution, allowing for a redaction tool and providing the requestor the capability to pay online via PayPal.
The average time it took to complete an Open Records Request from the Town Secretary's Office in FY 22 was 3.2 days.
The Communications & Marketing team is committed to providing the highest quality of service to our residents and the community, as well as all departments and programs within Trophy Club, by sharing the Town's strategic vision and core values across multiple communication channels.
The Communications & Marketing team provides timely information promoting awareness of Town services, major projects, and community events through the use of print, broadcast, and digital media.

Liaison between the Town and community groups/outside organizations
Public Relations duties, including media inquiries and communication coordination. Production of communication, marketing, and graphic design pieces.
Emergency management communication. Social media management and digital marquee (internal and external) message coordination.
Website management and system maintenance.
Evaluation and reporting of statistics related to the Town’s communication initiatives
Development of policies and procedures for communication channels and implementation of new communication-focused technology
Preparation of applications for national/state/local awards and other public recognition of Town initiatives.
The Town of Trophy Club manages several social media sites daily. These social media accounts are a public forum. The Town respects every resident's viewpoint and is dedicated to providing clear, consistent, and honest messaging.
The purpose of a municipal website is to provide information and resources to the Trophy Club residents and visitors, serving as a vital information resource
The Trophy Club Community Development Department is committed to maintaining Trophy Club so that it enhances the quality of life for current and future residents

·The Trophy Club Community Development Department is committed to maintaining and striving to exceed compliance with the Town’s code of ordinances and to provide prompt, friendly, and efficient customer service to all. Additional areas and duties the department is responsible for include the following:
Permitting Division is responsible for plan review and inspections within the Building Inspections Division. In addition, collaborate with Code Compliance Division on all adopted codes and ordinances related to the development and construction within the Town.
Planning Division is responsible for updating, processing, and reviewing related documents such as the zoning ordinance, site plans, plats, landscaping, permits, and tree mitigation. In addition, serving as liaison to the Planning and Zoning Commission and the Zoning Board of Adjustment and is responsible for presentations to those boards and the Town Council.
The Street Maintenance Division maintains all streets and storm drainage systems. Providing signs, markings, engineering, and repair or replacement of the streets and sidewalks. In addition, maintaining flashers and electronic traffic devices placed throughout Town The Facilities Maintenance Division is responsible for preventative and emergency maintenance and repair of all Town facilities and works with the Streets staff on emergency responses for assistance to the public, and other departments

This mission is accomplished by ensuring transparent and sustainable financial practices and through the promotion of resident and employee engagement

The Finance Department, with a staff of four, is responsible for the processing and payment of all accounts payable invoices related to all department purchases and the invoices pertaining to Town issued purchasing card purchases. Finance is responsible for the annual ACFR, monthly bank reconciliations, and all Federal and State reporting.

The Fire Department for the Town of Trophy Club is committed to serving the community and providing the highest quality protection through the effective management of fire suppression, emergency medical incidents, hazardous materials incidents, and natural or man-made disasters Other duties of responsibility include the following:

This year, the Trophy Club Fire Department responded to three working structure fires. At two of the incidents, firefighters were able to quickly extinguish the fire and save the rest of the structure. Unfortunately, when firefighters responded to the third incident, the fire had already reached the attic and vented through the roof before our arrival, and the house was declared a total loss
In 2022, a tremendous effort was made to inspect all commercial properties for compliance with the recently adopted version of the International Fire Code. In addition to finding and correcting over 200 fire code violations, the department also implemented a program to begin creating preplans for all of the target hazards located in our town The preplans will provide fire crews with critical information while responding to fires and other emergency calls for service.

The Human Resources team is here to deliver innovative and timely world-class human resources services to the Town, its departments, employees, and our customers to influence the productivity and effectiveness of the Town's employees. Specific activities that integrate human resources with the overall effectiveness of the Town operations.
These operations include; administration of policy, recruiting and selection, employee development and organizational development, employment relations, compensation and benefits, and compliance with federal and state laws and regulations and those of the Town
The Human Resources (HR) Department provides strategic and comprehensive human resources services to the Town’s greatest asset, its employees. HR partners with the leadership team to establish best practices and creative solutions while complying with Town policies and federal and state laws. The Parks Division oversees and maintains approximately 940 acres of parkland, which provides Trophy Club residents with the highest park space acreage per capita ratio in the state of Texas. The Town of Trophy Club park system consists of the following:
Trophy Club Park; Harmony Park; Independence Park (East and West); Lakeview Park; Freedom Dog Park Community Pool Facility Grounds Trophy Club Fire Station Trophy Club Town Hall Additionally, various areas of irrigated and nonirrigated open/common spaces and medians and slip roads throughout town
